Life cycle assessment in the environmental impact evaluation of urbandevelopment--a case study of land readjustment project,Hyogo District, Japan

In this paper, the Life Cycle of Urban Development was firstly analyzed, and the phases of Life Cycle Assessment applied to Urban Development (ULCA) were described. As a case study, ULCA was applied in the environmental impact assessment of the land readjustment project of Hyogo District of Saga, Japan. In addition, mitigation proposals for reducing CO2 were also presented and the relevant environmental ef-fects were simulated.

Planning Environmental Impact Assessment Orienting Sustainable Development: Opportunities and Challenges

Strategic Environmental Assessment is a frontier subject in the field of Environmental Impact Assessment. In the past two decades, especially in recent years, much more importance has been attached to Strategic Environmental Assessment. The Environmental Impact Assessment Law of the P.R. China which was promulgated provides a great opportunity for the development of Planning Environmental Impact Assessment and brings great challenges for the development of traditional Project Environmental Impact Assessment and Planning Environmental Impact Assessment at the same time. In order to promote the implementation of "The EIA Law", the inherent limitations of Project Environmental Impact Assessment must be identified sufficiently and the theory research and practice of Planning Environmental Impact Assessment should be strengthened as well. Measures should be taken currently to enforce the operation system. The authors wish to offer a few references to the progress and implementation of Planning Environmental Impact Assessment in China.

Metbodology of environmental impact assessment for regional development

In the light of a serious of environmental impact assessment and environmental planning for eco-nomic developing areas in Tianjin, the paper stressed on the significance and task, the principals and lines aswell as major contents of EIA for regional development. In addition, the paper went further into some detailsand practical problems relating to assessment techniques such as the determination of total amount control-ling targets, setting up index systems , optimization of environmental planning programme etc. , of the EIAfor regional development.

Assessment of the Environmental Impact of Road Infrastructure in Countries: A Study of the Namibia Scenario

The assessment of the impact of road infrastructure in the developing countries using the Namibian case scenario was done based on the contemporary challenges of road use. This study employed a qualitative technique using a sample size of thirty (30) selected by the simple random sampling technique. The use of charts, tables and frequencies were done to explain certain trends in the study. A well-structured, valid and reliable questionnaire instrument was designed for the study based on the following research questions;what are the impacts of road transport on the Namibian environment and what are the possible measures that may be used to reduce environmental impact of road transport on the Namibian environment? Twenty five respondents (83%) agreed that road transfer has drastically improved development and 26 (87%) respondents also accepted that it can improve Namibian economy. Similarly, it has also improved communication and technology greatly according to 27 (90%) respondents. To add more credence to the impact of road transport on the economy, all the 30 (100%) of the respondents agreed that road transport aids mobility within Namibia while 27 (90%) respondents supported the opinion that road transport aids in job search, 3 (10%) disagreed. The result shows that car owners service are potential threats which can affect pollution levels as was supported by 97% to cause environmental pollution as well as 100% when combined with energy consumption. Similarly, all the respondents indicated the potential of increased accident rate from poor road safety. Felling of trees poses great danger (97% response) due to the degradation of the environment. Most respondents (77% and 83%) agreed that road transport can lead to land encroachment and loss of aesthetic and farming. This research has shown that eventually death rate may increase from mere ill-health to from the degraded ecosystem, 24 respondents (80%). So many policies to protect the environment but the practical measures are to encourage impact assessment studies for road projects, land use control and human safety precautions on road use.

Scientific Development of Power Sector Led by Plan EIA in a New Environmental Protection Situation

Environmental problems like haze have brought great pressure to current environmental protection management. On the one hand, plan EIA should be promoted further in all industries; on the other hand, the current achievements and methods of plan EIA should be summarized and innovated. And the EIA supervision and project access can be improved further through the coordination between plan EIA and project EIA. In this study, from the three levels of plan EIA policy framework, five problems of plan EIA in power sector were analyzed according to the current situation of plan EIA in power sector. Based on the present achievements, five macroscopic suggestions were proposed from the view of innovation accord- ing to the new environmental protection situation and requirements at present.

Study Progress and Trends of Strategic Environmental Assessment in China

Strategic environmental assessment (SEA) in China has developed rapidly since it was introduced into China in the 1990s. Chinese government promulgated the Environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. The research conclusions can offer the foundations for comprehending systematically the progress of SEA in China.

Environmental impacts assessment for hydropower development planning in China

This article briefly introduced China’s law framework and technical standards related to environmental impacts assessment(EIA) for hydropower development, and the EIA developing process for hydropower development planning. Authors summarized the working experiences about hydropower development planning EIA done in the recent years in China, discussed the considerations and methods of hydropower development planning EIA, and put forward the index system for hydropower development planning EIA initially.

Ecological and Environmental Protection Requirements in China s Regional Coordinated Development Strategy in the New Era

Starting from the historical evolution of China s regional coordinated development policy and practice,three stages of"enlightenment stage","development stage"and"maturity stage",as well as the connotation,characteristics and content of implementing regional coordinated development strategy were analyzed.On this basis,from different aspects of industrial distribution,pollutant characteristics and regional environmental protection policy,the existing ecological and environmental protection problems in China s regional coordinated development in the new era were analyzed,and some suggestions for the next step were put forward.It is necessary to follow the"four ones"concept from the overall point of view,implement"three lines and one list"from the perspective of the width of the access red line,strengthen"joint prevention and control"from the perspective of the depth of regional regulation,deepen the"planning environmental impact assessment"from the perspective of the breadth of industrial distribution,and promote the"green-way model"from the perspective of ecological low carbon.

The Four Dimensional Connotation Definition of Scientific Understanding of the Ocean and Human Practical Achievements

By analyzing the sustainable development process of strengthening marine environmental protection and global reporting and assessment of marine environmental conditions since the Human Environment Conference, this paper summarizes the scientific connotation of “scientific understanding of the ocean” reflected in the United Nations Global Marine Environmental Assessment Report, proposes the etymological definition and specific coverage, representative global and regional practical experience of scientific understanding of the ocean, and further analyzes and defines the human activities and cognitive evolution process of “scientific understanding of the ocean”. It marks the leap in human cognition in four dimensions: observation and evaluation, intervention and regulation, disciplinary knowledge system, and supporting guarantee system. It condenses the connotation definitions and human practical achievements of each dimension, and puts forward countermeasures and suggestions to strengthen marine environmental protection and sustainable development.

温室气体管控纳入化工园区规划环评的技术方法探索和实证研究

《中共中央国务院关于深入打好污染防治攻坚战的意见》中明确提出“将温室气体管控纳入环评管理”,温室气体管控纳入环评已成为深入推进碳达峰行动的重要举措。产业园区是控制污染物和温室气体排放增量的重要载体,是推进减污降碳源头防控的重要抓手。该研究重点围绕协同减污降碳优化规划方案这一关键问题,探索产业园区规划环评中开展温室气体评价的技术方法,并以某石化园区为例开展了实践探索。为了在环评中科学、合理地分析和评价温室气体减排潜力,从两方面探索评价技术方法:一是温室气体与大气耦合评价方法,开展温室气体评价重点排放设施能效分析,结合大气评价中空气质量目标改善要求和初步模拟预测结果,联合提出淘汰高耗低效热源设施、分阶段推进清洁能源替代的规划调整建议;二是研究创新温室气体评价和循环经济分析紧密结合的环评方法,遵循化工园区协同、合作、共享的一体化设计理念和循环经济理念,以资源循环降碳、能效提升降碳为目标,充分发挥化工园区碳固定、碳消纳的天然优势,促进园区内产业链协同。实证研究表明:①通过全面识别园区减污和降碳的关键环节,以“提效-控煤”为主线,温室气体评价与大气评价联合提出热源点整合方案;聚焦园区CO_(2)资源化利用、能源梯级利用,推动两家企业6套装置实施CO_(2)回收,并实施聚碳酸酯、碳酸乙烯酯等CO_(2)产业链利用项目,将零散企业余热资源统一纳网,实现余热余压利用,很好地验证了前述技术方法的可行性,以及温室气体评价对能源规划方案和产业循环经济方案的优化调整作用。②基于现行产业园区环评的评价技术流程,采用全过程纳入模式,提出了温室气体全过程评价技术框架,即现状评价“挖潜力”、规划分析“融理念”、影响识别“定目标”、影响评价“评趋势”、方案论证“明措施”、调整建议“优方案”。此外,对未来研究提出展望,一是增强污染防治与气候治理的协同性,二是关注难以量化的新排放源和非二氧化碳温室气体,三是结合不同园区面临的能源转型和环境目标压力,形成差异化的温室气体减排方案。该研究提出的技术框架和评价方法为优化化工园区环评源头管控作用起到有力支撑,具有重要的现实意义。

中国省域环境规制与科技创新耦合协调发展研究

环境规制与科技创新耦合协调发展能为实现经济增长与生态文明提供强有力的支撑。该文构建环境规制与科技创新水平评价指标体系,利用耦合协调度模型测算2009—2020年中国30个省域环境规制与科技创新的耦合协调度,并对耦合协调度的时空分布格局进行分析。结果表明:研究期内中国30个省域环境规制与科技创新的耦合协调度整体偏低,尚未达到良性耦合协调发展状态,但呈现上升趋势,增幅呈现“西高东低”特征;各地区耦合协调度发展不均衡,整体呈现“东高西低、南高北低”的空间分布格局,高水平耦合协调区域逐渐从东部沿海向内陆扩张;依据协调等级和特征将各省域划分为创新主动型、技术进步型、环境约束型、传统被动型和创新滞后型,并提出环境规制应结合地区创新能力实施差异化的区域政策等建议。

第二次青藏高原综合科学考察学术产出及影响研究

文章基于文献计量方法,定量分析了第二次青藏高原综合科学考察研究专项近5年来的学术产出、学术影响和社会影响情况,以期对我国青藏高原科研布局以及科技评估提供有益的参考。从产出规模来看,第二次青藏科考专项在同期为我国青藏高原研究贡献了24.94%的论文产出、60.93%的NSP期刊论文和41.90%的高影响力期刊论文。从学术影响来看,专项在同期为我国青藏高原研究贡献了25.17%的论文被引用次数和45%的学科前1%高引用论文。从社会影响来看,专项在同期为我国青藏高原研究贡献了27.89%的国际合作论文,其中近四分之一为“一带一路”国家,促进了我国的国际合作交流和“一带一路”倡议的实施。专项的近三分之一论文引用为国际引用,对我国在青藏高原研究领域的国际影响力和引领地位起到了增强和促进作用。

海上地热能开发现状及其对中国的启示

在世界能源短缺以及实现碳减排目标的背景下,随着海洋和地热能开发技术的进步,海上地热能的潜力越来越受到人们的关注。本文分析了目前全球海上地热资源开发热点区域分布,以及海上地热资源利用的优势和劣势,梳理了国内外海洋地热资源利用现状和关键开发技术,包括海上地热利用方式、地热勘查技术、地热资源评价技术、地热利用技术和地热能开发影响评价技术等,指出了当前中国海上地热能发展利用过程中面临着基础资料薄弱、关键技术创新力不足、核心装备自主性差、激励政策不够完善等诸多挑战,并给出了相应的发展建议。

贯彻党的二十大绿色发展观 探索面向岗位的高职环评课程模块化改革

环境影响评价制度是推动我国经济绿色发展的重要法律手段,但目前高职院校环境影响评价课程的教学中普遍存在教学模式相对单一、理论与实践教学脱节、校企合作深度不足和思政教育严重缺乏等问题,难以支撑学生环境咨询服务方向的就业能力。以环境影响评价职业岗位为指引实施教学改革,重构模块化课程体系,强化课程实践教学,深化校企合作育人,注重学生绿色发展理念培养,以成果为导向改革考核评价体系。通过2年的教学实践结果表明:60%以上的学生能达到课程教学目标,切实提升环评专业技能,绿色发展观念和环境法治意识深入人心,对学生未来职业发展有重要意义。
