Aiming at the unsafe of water quality which is the core problem in rural drinking water safety, the study col-lected 221 water samples of rural drinking water sources in Ya'an and detected the concentrations of th...Aiming at the unsafe of water quality which is the core problem in rural drinking water safety, the study col-lected 221 water samples of rural drinking water sources in Ya'an and detected the concentrations of the car-cinogen and the non-carcinogen. Based on the analysis of water environment characteristics and the identifi-cation of water environment health risk source of Sichuan Ya’an City, which includes seven counties and a district and is the typical region of the western margin of Sichuan Basin, this study calculated and analyzed the carcinogenic risk (R) and non-carcinogenic risk (hazard index, HI) by applying the health risk model recommended by the US National Research Council of National Academy of Science. Then, taking advan-tage of the geo-statistic spatial analysis function of ArcGIS, this study analyzed the assessment result data (R and HI), selected the proper interpolation approach and educed R and HI spatial distribution maps of the study area. R and HI of the single factor and integrate factors were evaluated and thus obtained the following conclusions: For one thing, the cancerous risk indexes of the vast majority of water sources (about 94%) is the level of 10-7 and it belong to the safety extension. The main carcinogen in the water sources are As, Cr6+ and Pb, their concentrations are in the ranges of 0.004-0.01, 0.005, 0.01mg/l respectively and such water source mainly distributed in Yucheng district and Mingshan county. For another, the non-cancerous hazard indexes of the vast majority of water sources (about 98%) is also less than the limit value 1 and will not harm the local residents. The health risk of non-carcinogen comes mainly from As and fluoride, their concentra-tions are in the ranges of 0.004-0.01 and 0.1-4.2mg/l respectively. The results of the integrate factors health risk assessment showed that the total cancerous risk were still at the level of 10-6, only 12 drinking water source investigation sites (5%) exceeded the drinking water management standard value of EPA (the limit value is 10-6);the total non-cancerous hazard indexes are still in the range of 10-2-10-1, and will not harm the local residents either, only 18 drinking water source investigation sites (8%) exceeded the drinking water management standard value of EPA(the limit value is 1).The densely populated areas such as Yucheng Dis-trict, Tianquan County, Yingjing County and Shimian County are where the four contaminating materials, i.e., As, Cr6+, Pb and fluoride should be monitored with emphasis. Study results disclosed the health risk control indexes of source water quality of the studied area and thus provided the scientific basis for the water quality control of water sources. This study had worked efficiently in practice. Compared with the same kind of methods which had been found, the paper had the outstanding results for the health risk assessment of the rural drinking water safety.展开更多
The protection of public health is one of the legislative purposes of China’s environmental legal system.Article 39 of the Environmental Protection Law of the People’s Republic of China establishes an environmental ...The protection of public health is one of the legislative purposes of China’s environmental legal system.Article 39 of the Environmental Protection Law of the People’s Republic of China establishes an environmental and health risk assessment system.The health risk assessment system has biases in understanding,and it fails to face up to the functional transformation from the ex-post relief of environmental damage to the pre-prevention prevention of health risks in the environmental legal system;lack of a complete environmental and health legal system,unclear environmental and health risk assessment framework,and unclear environmental and health risk assessment frameworks.Health risk management capabilities need to be improved,there is a lack of specialized environmental and health risk assessment institutions,and there is a lack of supporting risk assessment technical standard system construction.It is necessary to combine practical experience with China’s national conditions and actual needs,construct an environmental health risk assessment system with Chinese characteristics from both the entity and the procedure,strengthen legislative support,and improve my country’s environmental and health laws on the basis of objective and scientific protection of the assessment process.Institutional system,establish a national environmental health risk assessment expert committee as soon as possible,improve my country’s environmental and health risk assessment framework,strengthen environmental and health management capacity building,improve the environmental and health risk assessment technical system,and promote the development of China’s environmental and health risk assessment system develop and give play to the institutional mission of safeguarding public health.展开更多

Urban heat stress profoundly affects the health of residents.However,current research primarily focuses on quantifying the risk of urban heat based on LST,Ta,etc.,overlooking the crucial and intimate influence of cont...Urban heat stress profoundly affects the health of residents.However,current research primarily focuses on quantifying the risk of urban heat based on LST,Ta,etc.,overlooking the crucial and intimate influence of continuous intense solar radiation on human thermal comfort and health.Simultaneously,there is a lack of smaller units to support more precise planning.This study utilized the radiant heat stress intensity(RHSI)metric concentrating on the intensity and duration of thermal radiation,to develop a thermal-radiation induced health risk(TIHR)assessment system.Leveraging technologies such as the SOLWEIG model,Python,BERT,and GIS enables precise calculations of 12 spatial indices,including RHSI and Weibo heat.This facilitates a more accurate assessment of health risks at the smallest urban units(blocks)and directly guides planning.The application of this workflow in the case of Suoyuwan,Dalian,China,confirms its value,as it can be used to determine which blocks should be prioritized for specific aspects of risk prevention and control.The results show that some blocks exhibited differences in TIHR even within close proximity,with disaster-causing factors varying according to locations.This study proposes a novel assessment framework based on the interactive perspective of thermal radiation-human-activity-space.展开更多
Advanced biological information such as computational biology, in vitro transformation assays, genome pathway analysis, genotoxicity assays, proteomics, gene expression, cell signaling disruption and hormone receptors...Advanced biological information such as computational biology, in vitro transformation assays, genome pathway analysis, genotoxicity assays, proteomics, gene expression, cell signaling disruption and hormone receptors offer the poten- tial for significant improvements in the ability of regulatory agencies to consider the risks of the thousands of compounds—and mixtures of compounds—currently unexamined. While the science for performing the assays underlying such information is developing rapidly, there is significantly less understanding of the rationality of using these data in specific decision problems. This paper explores these issues of rationality, identifying the issues of rationality that remain to be developed for applications in regulatory risk assessment, and providing a draft decision framework for these applications. The conclusion is that these rapid, high throughput methods hold the potential to significantly improve the protection of public health through better understanding of risks from compounds and mixtures, but incorporating them into existing risk assessment methodologies requires improvements in understanding the reliability and rates of Type I and Type II errors for specific applications.展开更多
Sensitivity analysis is a valuable method for evaluating the impact of model parameters on health risk characterization,thereby supporting the prediction of critical uncertainty factors.However,limitations arise in te...Sensitivity analysis is a valuable method for evaluating the impact of model parameters on health risk characterization,thereby supporting the prediction of critical uncertainty factors.However,limitations arise in terms of cross-disciplinary discussions and in-depth analyses of previous research.To overcome these limitations,a systematic and multifaceted approach was introduced for analyzing the parameter sensitivities in soil contamination risk assessment.This approach specifically targeted the 12 main parameters associated with 65 soil contaminants for health risk assessment,employing detailed authoritative statistics for risk assessment.Screening analysis revealed that identified heavy metals and organics were influenced by key parameters,such as PM_(10),body weight of adults(BW_(a)),daily air inhalation rate of adults(DAIR_(a)),air exchange rate(ER),and typical soil parameters.PM_(10) showed a positive 100%correlation with inorganics and metals,but BW_(a) and DAIR_(a) exhibited different impacts on different chemicals,with an increase in potential risk observed with higher BW_(a) and lower DAIR_(a).Furthermore,incorporating soil parameters in the analysis showed that compact soil could improve the protection against vapor organic compounds for human health.This refined study presents a comprehensive strategy for sensitivity analysis in health risk assessment of soil contamination,thereby offering substantial support for the protection and preservation of human health.A logical framework also was provided for addressing the limitations of sensitivity analysis and facilitating an understanding of the complex relationships between model parameters and the health risk of soil contamination.展开更多
In accordance with the canonical sources of the right of legal claim,the targets of judicial review,and the intensity of judicial review intervention policies,lawsuits that directly and indirectly activate the functio...In accordance with the canonical sources of the right of legal claim,the targets of judicial review,and the intensity of judicial review intervention policies,lawsuits that directly and indirectly activate the function of human rights protection amid climate risks can be divided into the following categories:climate change lawsuits based on international human rights law,climate change lawsuits based on the domestic constitution,and judicial review of administrative procedures.Due to the singularity of the legal status and force of international human rights law,its“direct applicability”and“explanatory applicability”limit its function in protecting human rights;Climate change lawsuits based on domestic constitutions have the identification of basic right of claim,the judgment of basic rights and function,and the scope of state obligations as the judgment process.Factors such as the difficulty in right typification caused by the integration of climate law and interests,the expansion of discretionary and administrative power in legislation under the context of risk prevention,and the functional boundary of the judicial system cause the dysfunction of the dichotomous review standard of positive rights and negative rights.Procedural rights represent an important dimension of climate-related human rights.With the standardization of administrative procedures on addressing climate risks,the courts are gradually reinforcing decision-making authorities’obligation of due diligence through judicial review of risk decision-making procedures,thus indirectly guaranteeing the realization of tangible human rights.展开更多

文摘Sensitivity analysis is a valuable method for evaluating the impact of model parameters on health risk characterization,thereby supporting the prediction of critical uncertainty factors.However,limitations arise in terms of cross-disciplinary discussions and in-depth analyses of previous research.To overcome these limitations,a systematic and multifaceted approach was introduced for analyzing the parameter sensitivities in soil contamination risk assessment.This approach specifically targeted the 12 main parameters associated with 65 soil contaminants for health risk assessment,employing detailed authoritative statistics for risk assessment.Screening analysis revealed that identified heavy metals and organics were influenced by key parameters,such as PM_(10),body weight of adults(BW_(a)),daily air inhalation rate of adults(DAIR_(a)),air exchange rate(ER),and typical soil parameters.PM_(10) showed a positive 100%correlation with inorganics and metals,but BW_(a) and DAIR_(a) exhibited different impacts on different chemicals,with an increase in potential risk observed with higher BW_(a) and lower DAIR_(a).Furthermore,incorporating soil parameters in the analysis showed that compact soil could improve the protection against vapor organic compounds for human health.This refined study presents a comprehensive strategy for sensitivity analysis in health risk assessment of soil contamination,thereby offering substantial support for the protection and preservation of human health.A logical framework also was provided for addressing the limitations of sensitivity analysis and facilitating an understanding of the complex relationships between model parameters and the health risk of soil contamination.
文摘In accordance with the canonical sources of the right of legal claim,the targets of judicial review,and the intensity of judicial review intervention policies,lawsuits that directly and indirectly activate the function of human rights protection amid climate risks can be divided into the following categories:climate change lawsuits based on international human rights law,climate change lawsuits based on the domestic constitution,and judicial review of administrative procedures.Due to the singularity of the legal status and force of international human rights law,its“direct applicability”and“explanatory applicability”limit its function in protecting human rights;Climate change lawsuits based on domestic constitutions have the identification of basic right of claim,the judgment of basic rights and function,and the scope of state obligations as the judgment process.Factors such as the difficulty in right typification caused by the integration of climate law and interests,the expansion of discretionary and administrative power in legislation under the context of risk prevention,and the functional boundary of the judicial system cause the dysfunction of the dichotomous review standard of positive rights and negative rights.Procedural rights represent an important dimension of climate-related human rights.With the standardization of administrative procedures on addressing climate risks,the courts are gradually reinforcing decision-making authorities’obligation of due diligence through judicial review of risk decision-making procedures,thus indirectly guaranteeing the realization of tangible human rights.
文摘目的 探索健康生活方式指导员通过在线平台分享健康科普意愿的影响因素,为更好地发挥指导员的健康传播与促进作用提供依据。方法 基于计划行为理论(Theory of Planned Behavior,TPB)和益处与风险评价理论(Theory of Benefit and Risk Assessment,BRA),2022年9月在南京市健康生活方式指导员中进行实证研究,分析感知风险、感知益处、分享态度、主观规范和感知行为控制对分享意愿的影响及机制。结果 参与调查的指导员1665名,模型解释了分享意愿87%的变化(R^(2)=0.87)和分享行为;32%的变化(R^(2)=0.32)。分享态度(β=0.388)、主观规范(β=0.596)、感知行为控制(β=0.105)和感知益处(β=0.081)正向影响指导员分享健康科普意愿(P<0.05)。分享态度在感知益处和分享意愿间起部分中介作用,中介效应为0.205 (95%CI:0.180~0.235);分享态度在感知风险和分享意愿间起完全中介作用,中介效应为0.076 (95%CI:0.064~0.091)。结论 基于TPB和BRA的整合模型可以较好地解释南京市指导员通过在线平台分享健康科普意愿的影响因素,为开展指导员培训和实施干预措施提供依据。
