Starting from the characteristics of modernization in three different historical stages since the founding of the People’s Republic of China,this paper analyses the internal changes in the professional name,subordinate disciplines and categories,and professional mission of the environmental design profession,and summarizes the changes in the characteristics of the environmental design profession in 10 aspects such as subordinate disciplines,design objects,design types,cultural characteristics,and aesthetic values on the basis of the results of the analysis,and explores five transformations of the environmental design profession in the process of China’s development in the future.The five transformations in the future development of China are to serve the harmony and beauty of the three major urban and rural spaces with“small and micro-renewal and reconstruction”;to serve the transmission of Chinese culture and the spread of Chinese civilization with“spatial heritage and innovation”;to serve the balance and sufficiency of the four functions of urban and rural settlements with“friendliness and equilibrium”;to serve the intelligence,wisdom,and enjoyment of indoor and outdoor living environment space with“scientific and technological achievements”;and to serve the co-construction,co-management,and sharing of indoor and outdoor public space in urban and rural areas with“public participation.” 展开更多

This paper reviewed the development of Strategic Environmental Assessment (SEA) in China, expounded its functions and regional characteristics, and discussed the targets of SEA in the process of urbanization,and the main assessment indicators, procedures, techniques and methodologies of SEA. It concluded that SEA could be improved by the following recommendations: incorporating SEA in decision-making process, selecting experimental units for SEA trial run, and developing strategic evaluation tools and techniques. SEA can provide appropriate and up-to-date information on the impact of human activity on environment in the process of urbanization, and develop a plan of action targeting implementation of intervention for the rehabilitation and preservation of the ecological stability of a city. Therefore, SEA can be a supporting tool for decision-making toward achieving sustainable development. 展开更多

On analyzing the achievement of the goal in the modern urban road traffic development planning,the alternative of Strategic Environmental Assessment for urban traffic planning should include the basic scheme,the extended scheme and the environmental protection scheme. This study from different perspectives designed the alternatives for Changchun's county-level road and urban road system planning,and used the method of System Dynamics to simulate,optimize and analyze those alternatives. Thereafter,some methods including the correlation function method were used to comprehensively assess and rank those alternatives for recommending two best alternatives with the consideration to the indicators,such as the total emission amount of CO,the total emission amount of nitrogen oxides,the noise value,the road construction cost,the fossil oil consumption and the traffic capacity. The result showed that the study would provide substantial supports for decision-makers to make more scientific decisions and promote the sustainable urban traffic in Changchun City. 展开更多

Modern logistics is a new industry during the construction of national economy. Based on analyzing the environmental problem that was led by the limitation of the strategy during enacting the program of the modern logistics, SEA for modern logistics was implemented. In this paper, procedure and indicator system in the SEA are constructed, and Environmental Check List to identify environmental impact factors of SEA for modern logistics is established. And a conception that indicates friendly degree of logistics system with resources and environment, degree of green, is introduced. With the example of modern logistics program of Dalian in China, two methods are applied, AHP and Fuzzy Comprehensive Evaluation Method, in the implement of SEA for modern logistics development. It is concluded that degree of green of modern logistics in Dalian is high. However, several important factors should be paid much attention to in the SEA for modern logistics as well as in the formulation and implement of modern logistics in Dalian. 展开更多

Public participation has been one of important problems in the strategic environmental assessment (SEA). In this paper, the origin and the present research-conditions of public participation in SEA were analyzed. And the necessity of public participation was illuminated from following three aspects: 1) the public participation in China′s SEA is a key method of gaining the public support; 2) the public participation is one important source of gaining information; 3) the public participation is a good way to overcome the obstruction in the traditional mechanism of making strategy decision. Effective public participation should be involved in the whole process of SEA, and the public participators should include the public representatives of the groups affected by environmental change, the specialists in SEA and relevant fields, persons who are interested in the strategy and media, and so on. Various methods of public participation in SEA, including the methods of obtaining information and information feedback or consultation, were discussed. Further, the function, the advantages and the disadvantages of each method were discussed in detail, too. 展开更多

Phytoplankton are not only the main bearer of the nitrogen cycle,but also a key link driving nitrogen cycle.However,most phytoplankton cannot directly use N_(2),and they must uptake nitrogenous nutrients(ammonium,nitrate,and urea)to meet their photosynthesis needs.We examined the uptake characteristics of several nitrogenous substrates using stable isotope technique and identifi ed the potential nitrogen transformations in the Fenhe River.Results revealed that spring phytoplankton community composed of mainly Fragilaria,Ulothrix,Microcystis,and Synedra.Urea can meet the spring partial nitrogen requirement of phytoplankton.The large uptake rate of urea depended on urease,chlorophyll a,and nitrate concentrations as shown in random forest models.Cyanobacteria explained more than 42.8%of the total abundance at all sites in summer.Upstream was dominated by Actinastrum,and Chlorella was relevant in the downstream section.The uptake rates of ammonium were higher than those of nitrate and urea.In addition,the random forest model demonstrated that ammonium,urease,and dissolved oxygen(DO)were the major contributors to the ammonium uptake rates.Ammonium was taken up preferentially in autumn and phytoplankton(Cyclotella,Chlorella,and Pseudanabaena)appeared to be able to respond to changes in nitrogen forms by adjusting their community composition.Structural equation models demonstrated that temperature-induced changes in DO directly affected the transformations of different forms of nitrogen.At the same time,dissolved organic carbon can directly act on nutrients and then indirectly affect enzyme activity.There were great diff erences in the positive and negative effects of different paths in the process of nitrate reduction to nitrite and then reduction to ammonium in time and space.These findings provide a better understanding of the underlying mechanism of nitrogen uptake and the influences of interaction between environmental variables on nitrogen transformations in urban river ecosystems. 展开更多

The 14th Five-Year Plan period is a critical period for China to achieve high-quality development. Based on super-efficiency slacks-based measure(SBM) model, grey-related analysis(GRA) and other models, this paper studies the heterogeneity of the coupling relationship among technological innovation, industrial transformation and environmental efficiency in the Huaihai Economic Zone during the period of 2005-2019. In addition, it analyzes the coupling mechanism of single and binary systems to the ternary system, which is of great significance for the collaborative symbiosis among systems. The findings are as follows. 1) The technological innovation, industrial transformation and environmental efficiency(TIE) systems of the Huaihai Economic Zone had significant spatial-temporal heterogeneity. Although their evaluation value fluctuated, the development trends are all positive. Ultimately, technological innovation is characterized by being high in the northeast and low in the southwest around Xuzhou, while other systems are relatively staggered in space. 2) The coupling of TIE systems is in transition, lack of orderly integration and benign interaction. However, the developing trend of interaction is also upward, and a spatial pattern driven by Xuzhou and Linyi as the dual cores has gradually formed. Moreover, the coupling is mostly manifested as outdated technological innovation and industrial transformation. Except for the final coordination of regenerative cities, the other resource types are all in transition. Cities in all traffic locations are still in transition. The overall system interaction of cities on Longhai Line(Lanzhou-Lianyungang Railway) is relatively optimal, and cities on Xinshi Line(Xinxiang-Rizhao Railway) are accelerating toward synergy. 3) The coupling status of TIE systems depends on the development of the single system and the interaction of the binary(2E) system. The coupling is closely related to technological innovation and Technology-Industry system,and is hindered by the inefficient interaction of Technology-Environment system. Specifically, the synergy of regenerative cities is attributed to the advantage of a single system and the effective integration of 2E systems. Beneficial from the advantages of environmental efficiency, the cities on Xinshi Line promote the synergy of the 2E and TIE systems. Therefore, while the Huaihai Economic Zone stimulates the development potential of the single and 2E systems, it is necessary to amplify the superimposition effect of systems in accordance on the basis of resource and location. 展开更多

Recently, there has been growing concerns about environmental issues related to urbanization in China. The intense natural resources utilization and increasing population has brought great pressure, especially in coastal areas, consequently affecting the sustainable development of coastal cities. In 2002, Environmental Impact Assessment Act (EIA Act) was enacted in China. Environmental impact assessment targeted at planning, one level of strategic environmental assessment (SEA), thus became a legislative requirement. This paper considers SEA to be one of the important approaches not only to control coastal pollution, but also to conserve coastal ecosystems and finally to achieve sustainable development during urbanization, thus it will be a set an example for other areas of China. The experience of SEA in Xiamen, a coastal city in southeast China, illustrates the potentials of SEA. This paper first briefly introduces the concept and potentials of SEA, then compares two SEA cases and a project EIA case in Xiamen, and finally identifies the key characteristics of SEA. 展开更多

Chinese government promulgated the Environmental Impact Assessment Law of China (hereinafter referred to as the EIA Law) in 2002. In this law, it is stipulated clearly that regional and sector plans should be assessed. Through investigating materials and analyzing literatures, this article analyses the practical and academic study achievements of SEA in China that have been achieved since the EIA Law was implemented, probes into the current situation of the main level of SEA in China-plan EIA, then summarizes the development characteristics, and eventually, puts forward the development trends of SEA in China. Environmental sound classification(ESC)involves the process of distinguishing an audio stream associated with numerous environmental sounds.Some common aspects such as the framework difference,overlapping of different sound events,and the presence of various sound sources during recording make the ESC task much more complicated and complex.This research is to propose a deep learning model to improve the recognition rate of environmental sounds and reduce the model training time under limited computation resources.In this research,the performance of transformer and convolutional neural networks(CNN)are investigated.Seven audio features,chromagram,Mel-spectrogram,tonnetz,Mel-Frequency Cepstral Coefficients(MFCCs),delta MFCCs,delta-delta MFCCs and spectral contrast,are extracted fromtheUrbanSound8K,ESC-50,and ESC-10,databases.Moreover,this research also employed three data enhancement methods,namely,white noise,pitch tuning,and time stretch to reduce the risk of overfitting issue due to the limited audio clips.The evaluation of various experiments demonstrates that the best performance was achieved by the proposed transformer model using seven audio features on enhanced database.For UrbanSound8K,ESC-50,and ESC-10,the highest attained accuracies are 0.98,0.94,and 0.97 respectively.The experimental results reveal that the proposed technique can achieve the best performance for ESC problems. 展开更多

The middle reaches of the Yangtze River were the key areas of central China emphasized in many strategic plans.It was also an important ecological and fragile area,because there are many wetlands,lakes,rivers and soil erosion area.And it linked the ecological fragile upper reaches of the Yangtze River with the most developed Yangtze River Delta in China.It is urgent to figure out the key industries,key areas and key ecological and environmental problems for the strategic environmental assessment of the middle reaches of the Yangtze River.The important regions consisted of the economic key region,the planning key region,the ecological key region,and the fragile ecological region.The key industries consisted of the ones contributed to economic growth,or affecting the environment,or preferred by the local government.Besides,the ecological and environmental problems involved the water environment,the atmosphere environment,and the ecological environment.The key regions were identified through word frequency statistics of many plans by ROST Word Parser.And it was spatially overlaid by ArcGIS9.2.The key industries were calculated based on the economic statistics data,the environmental pollution census and the word frequency statistics.Based on SCI-EXPANDED,CPCI-S,CCR-EXPANDED,IC database and Chinese CNKI periodical database,the ecological and environmental problems of the middle reaches of the Yangtze River were analyzed by Citespace software according to the keywords and abstract of every paper.The results show that the important regions of the middle reaches of the Yangtze River concentrated in the central urban region,along the river and lake,surrounding mountains,and the wetland.The equipment manufacturing,chemical industry,mining industry,energy supply industry,food industry,textile and garment industry were the key industries need to be focused on.The urgent ecological and environmental problems in the middle reaches of the Yangtze River were the water environment pollution,water ecosystem,heavy metal pollution,soil and wetlands destruction,organic pollution and biodiversity decrease issues.. 展开更多
