This study proposes the use of the MERISE conceptual data model to create indicators for monitoring and evaluating the effectiveness of vocational training in the Republic of Congo. The importance of MERISE for structuring and analyzing data is underlined, as it enables the measurement of the adequacy between training and the needs of the labor market. The innovation of the study lies in the adaptation of the MERISE model to the local context, the development of innovative indicators, and the integration of a participatory approach including all relevant stakeholders. Contextual adaptation and local innovation: The study suggests adapting MERISE to the specific context of the Republic of Congo, considering the local particularities of the labor market. Development of innovative indicators and new measurement tools: It proposes creating indicators to assess skills matching and employer satisfaction, which are crucial for evaluating the effectiveness of vocational training. Participatory approach and inclusion of stakeholders: The study emphasizes actively involving training centers, employers, and recruitment agencies in the evaluation process. This participatory approach ensures that the perspectives of all stakeholders are considered, leading to more relevant and practical outcomes. Using the MERISE model allows for: • Rigorous data structuring, organization, and standardization: Clearly defining entities and relationships facilitates data organization and standardization, crucial for effective data analysis. • Facilitation of monitoring, analysis, and relevant indicators: Developing both quantitative and qualitative indicators helps measure the effectiveness of training in relation to the labor market, allowing for a comprehensive evaluation. • Improved communication and common language: By providing a common language for different stakeholders, MERISE enhances communication and collaboration, ensuring that all parties have a shared understanding. Given the rapid development of China’s new urbanization,cities with different locations and varying functional positioning,resource endowments,and development stages have insufficient scientific and applicable technical tools for implementing the United Nations Sustainable Development Goals(SDGs).City managers and policymakers must urgently establish SDG benchmarks to diagnose city development.Moreover,successful experiences from similar cities regarding sustainable development and self-improvement must be learned from to promote diversified,sustainable development across the country.Furthermore,emerging technologies such as artificial intelligence,the Internet of Things,big data and 5G are widely used in smart cities.Therefore,there is a growing need for“knowledge-based,personalized and intelligent”technologies to support monitoring,evaluation,and decision-making processes facilitating sustainable development in cities.This paper uses standardization as the theoretical support and technical basis.This approach can help clarify the sustainable development processes in China and clarify the evaluation results of and provide data on horizontal city comparisons,which can be used to develop evaluation technology for sustainable development in cities and construct a standardized system.The results provide a standard framework for intelligent assessment and decision-making regarding cities’sustainable development capabilities in China.Evaluating major international standardization institutions reveals that the practices of Chinese national standards should be fully absorbed and integrated to guide the evaluation of smart,resilient,and low-carbon cities.To this end,an indicator library of city sustainable development is proposed to provide standard evaluation technology methods.Finally,analyzing the response relationship of the indicator library to SDGs reveals the need for a standardized knowledge map of sustainable development assessment techniques and methods from the perspective of integrated management for sustainable development in cities. 展开更多

To effectively quantify the impact of distributed photovoltaic(PV)access on the distribution network,this paper proposes a comprehensive evaluation method of distributed PV grid connection combining subjective and objective combination of assignment and technique for order preference by similarity to an ideal solution(TOPSIS)—rank sum ratio(RSR)(TOPSIS-RSR)method.Based on the traditional distribution network evaluation system,a comprehensive evaluation system has been constructed.It fully considers the new development requirements of distributed PV access on the environmental friendliness and absorptive capacity of the distribution grid and comprehensively reflects the impact of distributed PV grid connection.The analytic hierarchy process(AHP)was used to determine the subjective weights of the primary indicators,and the Spearman consistency test was combined to determine the weights of the secondary indicators based on three objective assignment methods.The subjective and objective combination weights of each assessment indicator were calculated through the principle of minimum entropy.Calculate the distance between the indicators to be evaluated and the positive and negative ideal solutions,the relative closeness ranking,and qualitative binning by TOPSIS-RSR method to obtain the comprehensive evaluation results of different scenarios.By setting up different PV grid-connected scenarios and utilizing the IEEE33 node simulation algorithm,the correctness and effectiveness of the proposed subject-object combination assignment and integrated assessment method are verified. 展开更多

A dissertation is a research report or scientific paper written by an author to obtain a certain degree. It reflects postgraduates’ research achievements and the educational quality of an institute, even a country. To construct an optimized quality evaluation system for postgraduate dissertation (QESPD), we summarized the influencing factors and invited 10 experienced specialists to rate and prioritize them based on fuzzy analytic hierarchy process. Four primary indicators (innovation, integrity, scientificity and normativity) and 16 sub-indicators were selected to form the evaluation system. The order of primary indicators by weight, was innovation (0.4269), scientificity (0.2807), integrity (0.1728) and normativity (0.1196). The top five sub-dimensions were theoretical originality, scientific value, data reliability, design rationality and evidence credibility. To demonstrate the effectiveness of the proposed system, a case study was performed. In the case study, it was demonstrated that the established two-index-hierarchy QESPD in this study was a more scientific and reasonable evaluation system worthy of promotion and application. 展开更多

In order to establish grading standards of evaluation indices for sour flavor of apples, 10 indices of samples from 106 apple cultivars were tested, including: malic acid(Mal), oxalic acid(Oxa), citric acid(Cit), lactic acid(Lac), succinic acid(Suc), fumaric acid(Fum), total organic acids(To A, the sum of the six organic acids tested), titratable acid(TiA), acidity value(AcV), and pH value. For most of the cultivars studied(85.8%), the order of the organic acid contents in apples was Mal〉Oxa〉Cit〉Lac〉Suc〉Fum. Mal was the dominant organic acid, on average, accounting for 94.5% of To A. Among the 10 indices, the dispersion of pH value was the smallest with a coefficient of variation of only 8.2%, while the coefficients of variation of the other nine indices were larger, ranging between 31 and 66%. There were significant linear relationships between Mal and two indices(ToA and AcV) as well as between ToA and AcV. There were significant logarithmic relationships between pH value and four indices: Mal, TiA, ToA, and AcV. All the equations had very high fitting accuracy and can be used to accurately predict related indices. According to this study, Mal, ToA, and AcV of apple were normally distributed, TiA was close to normally distributed, whereas pH value had a skewed distribution. Using the fitted normal distribution curves, the grading standards of Mal, TiA, ToA, and AcV were established. The grading node values of pH value were obtained using the logarithmic relationship between pH value and Mal. The grading standards of these five indices can be used to evaluate the sour flavor of apple. This study provides a scientific basis for evaluating apple flavor and selecting apple cultivars. 展开更多

Diversity in the biophysical and socio-economic attributes of agricultural systems makes them uniquely niche based. Farmers are expert in local biophysical and socio-economic situations and can contribute in developing pragmatic indicators of agro-environmental development. During evaluation of an agricultural research project in Yunnan, China, local farmers were capable of evaluating the effects of modified technologies on existing cropping systems and discussed their attitudes to the interventions using their own indicators. Farmers' response can be grouped into seven major aspects: i) effects on income, ii) effects on production resources, iii) effects on crop management, iv) existing local knowledge about the technology, v) availability of inputs, vi) access to information, and vii) socio-economic conditions of farming households. Farmers concluded that environmental conditions in the experimental catchment in comparison to an adjacent untreated catchment were better in terms of soil and water losses, vegetation cover and natural resources, infrastructures and catchment management, use of environmentally-friendly technologies, and crop productivity. Success in soil and water conservation programmes depends on the efforts of the farmers and other local users and their greater involvement helps to identify more pragmatic indicators. Furthermore, it increases ownership of the programme, enhances interactions with the project scientists, increases farmers' awareness of ago-environmental problems and their possible consequences. These development will enable scientists to develop better targeted interventions and increase the likelihood of adoption of tested technologies by local communities. The use of paired adjacent catchments improved evaluation activities and is proposed as good practice for future catchment improvement programmes. 展开更多

To scientifically evaluate the equipment system of systems(SoS)contribution rate,a contribution rate calculation method based on a structural equation model(SEM)is proposed in this paper.The connotation and evaluation process of the equipment SoS contribution rate were redefined and standardized.To solve the existing problems in the application of the original contribution rate formula,a modified contribution rate calculation formula is proposed.Finally,the contribution rate evaluation index was divided into latent and explicit variables.The measurement and structural equations in the SEM were used to calculate and analyze the latent variables.The simulation results show that the number of defense lines of air defense weapon equipment has a greater impact on the linear configuration than the group configuration.When the number of K-type air defense weapons is sufficient,the two-layer linear configuration should be adopted with 20 air defense weapon systems.When the number of K-type air defense weapons is insufficient,the single-layer group configuration should be adopted with 12 air defense weapon systems. 展开更多

The general goal of the management of communication and information technology (MCIT) in the health sector, is to accelerate collecting, achieving and supporting the health system processes, and effective decision-making for managing this system;because preparing and providing health care services for society is very complex, and highly dependent on the information system. The aim of this investigation is to determine the mean scores of the possibility of implementing the MCIT standards in Khorasan Razavi hospitals, from the perspective of managers. This was a cross sectional descriptive-analytic study conducted in two steps in all hospitals. In the first step, the applicability of the standards in hospitals was studied. In the second step, the current status of hospitals was compared with international standards MCIT. In order to determine the validity of the questionnaires, opinions of professors and experts were acquired. Regarding the reliability, the SPSS V. 12 calculated the value of Cronbach’s to be 0.95 for the first questionnaire and 0.86 for the second questionnaire. Data were analyzed using statistic tests of one way ANOVA and t-test. The level of significance was fixed at 0.5. In the 16 hospitals studied, the mean and standard deviation of MCIT were (57.25 ± 13.74). The MCIT standards are applicable in hospitals of Khorasan Razavi according to half (49.4%) of managers;nonetheless, their application requires greater efforts by the hospitals. 展开更多

Intelligent Transportation Systems (ITS) play a fundamental role in reducing traffic congestion and increasing safety during daily transportation. These systems can also be useful in improving social welfare leading to general satisfaction. Proper performance evaluation can be efficient in improving the performance of these systems, and providing a scientific assessment index system can assist decision-makers in smart communities to plan for the development of ITS. However, the evaluation of these systems requires identifying appropriate indicators of performance evaluation that are consistent with the views of the beneficiaries of these systems. In this paper, performance evaluation indicators of ITS have been identified, and three indicators entitled “environmental and safety”, “assistance in reducing traffic congestion” and “attractive public transport” are presented to evaluate the performance of these systems. Moreover, the intelligent transport systems of the Tehran-Karaj Freeway in Iran are studied, and inferential statistical methods are employed to test the research hypotheses. It is worth noticing that in this study, a one-sample T-test method is used for hypotheses assessment and the SPSS software was used to analyze the findings. Also, the results demonstrated that the performance of ITS in the Tehran-Karaj Freeway regarding the indicators, such as “Declaration of route blocking information due to maintenance or reconstruction” and “Declaration of path geometry conditions” has not been acceptable. 展开更多

The objective of this study was to develop a method to assess and analyze the total allelopathic potential of crop germplasm and to test this method on four winter wheat accessions commonly planted in the Loess Plateau. A systems engineering model was developed and used to evaluate the total allelopathic potential of crop cultivars. In addition, a method for quantifying the total allelopathic potential in crop accessions was presented. Total allelopathic potential of four winter wheat accessions from the Loess Plateau was estimated and compared using a systems theory approach. The model assessed allelopathic potential in different parts of the plants from the time wheat turned green in spring until maturity. Results from these models indicated that the four wheat accessions had very weak allelopathic potential. Allelopathic potential declined in the order Xiaoyan 22 〉 Ningdong 1 〉 Fengchan 3 〉 Bima 1. This system engineering evaluation method allows for the assessment of allelopathic potential among crop varieties. It will help plant breeders to select and develop allelopathic crop accessions that combine weed suppression properties with agronomic traits related to yield and quality. 展开更多

In this work we make a comparative study of the energy behaviour in different building types. We analyze three cases of office buildings and three residential buildings, and compare them with a previous sample. We seek to find correlations or differences in behavior in terms of potential energy losses and gains, and UL values compared with Argentinian Standards to verify the degree of efficiency. For energy analysis we used a software which allows the analysis of thermal and energy building performance at steady state on a monthly basis. This software is called EnergoCAD and it also determines formal indicators based on IRAM standards. We conclude that the indicators used are clear to energetically “grade” buildings and to facilitate comparisons. In turn, smaller buildings are relatively less energy efficient than larger ones. At the same time it is noteworthy that the energy inefficiency has been growing rapidly over the years. Finally it is noted that none of the cases analyzed meets the National Standards. 展开更多

Based on the Chinese national standardization status, this paper sets an evaluation system of national standardization on the principles of logic, comprehensiveness and operability, taking into account national standards and standardization activities. The evaluation system evaluates the national standardization development level through four aspects: standard development, standards implementation, standardization supporting measures, and participation in international standardization. This evaluation system provides a reasonable basis to evaluate the national standardization development level. The survey shows that if China wants to enhance its standardization development level, China needs to improve its standard development level, strengthen implication and application of standards, expand the standardization support measures and continuously improve the level of participation in international standardization. 展开更多
