To select drought-resistant and dust-tolerant native species suitable for use in the rehabilitation of major coal bases in northwest China,nine tree species were identified for growth rates,biomass,harm index,and physiological indices under drought and high dust stress conditions.The results showed that,in the dust resistance index system,the order was Caragana korshinskii>Amorpha fruticosa>Sabina vulgaris>Hedysarum scoparium>Tamarix chinensis>Ammopiptanthus mongolicus>Ulmus pumila>C aryopteris mongholica>Elaeagnus angustifolia.In a comprehensive drought and dust resistance index system,14 indices(such as shoot length,stomatal conductance,and peroxidase)had the larger weight indices.The drought and dust resistance order of the tree species was C aragana korshinskii>Ulmus pumila>Amorpha fruticosa>Sabina vulgaris>Caryopteris mongholica>Ammopiptanthus mongolicus>H edysarum scoparium>Tamarix chinensis>Elaeagnus angustifolia.This study provides effective strategies and references for selecting suitable tree species for arid mining sites in China,and also for the revegetation of coal mining sites worldwide. 展开更多

Based on the productivity equation of coalbed methane (CBM) well, considering the impact of coal reservoir reformability on gas well productivity, the main production layer optimization index in the “three-step method” of optimal combination of production layers is corrected, and then the CBM production layer potential index is introduced to evaluate favorable areas for commingled multi-coal seam production. Through analysis of the key parameters of coal reservoirs affecting the CBM productivity index, a development unit division method for areas with multi-coal seams is established, and a quantitative grading index system is proposed. On this basis, the evaluation process of CBM development favorable area is developed: the mature 3-D modeling technology is used to characterize the reservoir physical properties of multi-coal seams in full-scale;the production layer potential index of each grid is calculated, and the production layer potential index contour under single-layer or commingled multi-layer production are plotted;according to the distribution of the contour of production layer potential index, the quantitative index of CBM development unit is adopted to outline the grade I, II, III coal reservoir distribution areas, and thus to pick out the favorable development areas. The practical application in the Yuwang block of Laochang in Yunnan proved that the favorable area evaluation process proposed can effectively overcome the defects of selecting favorable development areas only relying on evaluation results of a major coal seam pay, and enhance the accuracy of the evaluation results, meeting the requirements of selecting favorable areas for multi-coal seam commingled CBM production. 展开更多

By combining expert consultation and field investigation,an evaluation system,consisting of 29 indices in 5 aspects of water safety,water ecology,water management,water landscape and water culture,was established for water ecological civilization construction in coal mining subsidence areas.The weight of the indices was determined using improved group-decision fuzzy analytic hierarchy process and fuzzy mathematical method,and their score was determined according to their value before the pilot and the value at the end of the pilot.Combined with the weight,the actual score of the indices was obtained.Finally,a comprehensive index of water ecological civilization in coal mining subsidence areas was obtained.Through the weight and score of the indices,the construction status,existing problems and future tasks of coal mining subsidence areas were analyzed,in order to provide a reference for the region to further clarify the direction and key tasks of water ecological civilization construction. 展开更多

Generally, mine roads are located in the mountain areas, as its complex topography, mostly along the river near the cliffs, steep bend anxious, the mine road design has to adopt lower technical standards relatively and usually is lack of traffic safety facilities. Especially, there are mainly medium-sized vehicles on mine road, under the heavy traffic vehicles affect repeatedly, high frequency of traffic accidents more easily happen in mine road area and cause serious effects on life or property. Combining with the particularity of mine road safety environment, this paper studies the basic theory of safety evaluation, analyses the factors of traffic safety design and special mine terrain conditions, and then establishes mine road safety index system and evaluation model based on the principles such as systematicness, independent indexes, qualitative and quantitative analysis, feasibility, scientificity and reliability. At last, the paper successfully evaluates the safety of road in Huang Mailing phosphate rock area with fuzzy AHP method based on engineering project. 展开更多

Purpose: The purpose of this study is to assess the coverage of the scientific literature in Scopus and Web of Science from the perspective of research evaluation.Design/methodology/approach: The academic communities of Norway have agreed on certain criteria for what should be included as original research publications in research evaluation and funding contexts. These criteria have been applied since 2004 in a comprehensive bibliographic database called the Norwegian Science Index(NSI). The relative coverages of Scopus and Web of Science are compared with regard to publication type, field of research and language.Findings: Our results show that Scopus covers 72 percent of the total Norwegian scientific and scholarly publication output in 2015 and 2016, while the corresponding figure for Web of Science Core Collection is 69 percent. The coverages are most comprehensive in medicine and health(89 and 87 percent) and in the natural sciences and technology(85 and 84 percent). The social sciences(48 percent in Scopus and 40 percent in Web of Science Core Collection) and particularly the humanities(27 and 23 percent) are much less covered in the two international data sources. Research limitation: Comparing with data from only one country is a limitation of the study, but the criteria used to define a country's scientific output as well as the identification of patterns of field-dependent partial representations in Scopus and Web of Science should be recognizable and useful also for other countries. Originality/value: The novelty of this study is the criteria-based approach to studying coverage problems in the two data sources. 展开更多

To further the sustainable development evaluation system of coal mining cities in Heilongjiang province, based on the analytic hierarchy process (AHP) method combined with operational and scientific principles using Saaty's 1-9 scale method to construct the judgment matrix from five aspects, such as economic development and environmental quality, this paper establishes the comprehensive evaluation index sys- tem of sustainable development of coal mining cities in Heilongjiang province, including comprehensive index of industrial economic benefits and the contribution rate of science and technology. In addition, using fuzzy comprehensive evaluation method, a comprehensive evaluation is made on the indices of the four major coal mining cities of Heilongjiang. The result shows that the coal mining cities are not bet- ter than Datong of Shanxi province in many indices. The economic development and environment quality are the most important indices of the targeted layer influencing the sustainable development of coal min- ing cities of HeilonKiiang, and their index weights are 0.4358 and 0.2844, respectively. These two indices including comprehensive index of industrial economic benefit and the ratio of environmental protection investment to GDP are the key elements influencing the two aspects. 展开更多

Purpose:Based on the case of the top nine elite universities in China(i.e.C9 League),we evaluate the university discipline advantages in terms of outputs and influence of scientific articles.Combining with the discipline collaboration analysis,we provide suggestions on discipline development and future collaboration for C9 League members.Design/methodology/approach:First,we carry out a correlation analysis.Then,we obtain the new combination evaluation indicators through factor analysis on seven primary indicators from InCite platform.Afterwards,we assign the weighted values to different indicators in order to get the evaluation scores and the ranking for each C9 League member.Then,we obtain the bibliographic data of the C9 League members for extracting the category classifications from the Web and transforming them into Degree-Granting and Personal Trainning Courses Catalogue(DPTCC).According to the original collaboration frequencies among C9 League members,we carry out the analysis on two-mode collaboration networks.Finally,we propose some suggestions on the future collaboration and development.Findings:There is correlation relationship between the outputs of scientific papers and influence indicators,so it is necessary to use the various indicators to acquire the more scientific evaluation.Meanwhile,league members are different in the discipline development level,and have inadequate collaboration with each other,which indicates that there exists the great potential for further collaborations.Research limitations:Despite the relative high quality SCI papers,preference for different disciplines of SCI and different discipline features for C9 members probably exert negative influence on evaluation results.Practical implications:We provide a research thought and an operational approach to the disciplines evaluation,which would promote more methods for scientific discipline evaluation and reasonable management for universities.Originality/value:There are more and more articles on the universities evaluation indexes,but rarely on the relationship among the indicators.Therefore,our approach would be helpful for the evaluation of university disciplines. 展开更多

针对目前建筑物采动损坏评价因素的不尽合理与区域性评判结果的局限性,提出基于地表敏感变形和房屋因素的矿区建筑物采动损坏评价方法。采用理论分析、数值模拟和现场调查等方法对建筑物采动损坏评价进行了研究与探讨。首先,采用数值模... 针对目前建筑物采动损坏评价因素的不尽合理与区域性评判结果的局限性,提出基于地表敏感变形和房屋因素的矿区建筑物采动损坏评价方法。采用理论分析、数值模拟和现场调查等方法对建筑物采动损坏评价进行了研究与探讨。首先,采用数值模拟方法,揭示地表变形、建筑物结构类型、主变形方向与建筑物长轴的夹角等因素对建筑物损坏影响规律,模拟结果表明:①当沿建筑物长轴的变形增大时,建筑物的损坏程度增大,得出了平房建筑加速损伤的地表变形临界值为曲率K=0.6 mm/m^(2),水平变形ε=6 mm/m;②不同结构的建筑物损坏程度不同,其中具有圈梁或构造柱的建筑物抗变形能力强,研究并确定了二层砖混结构(圈梁和构造柱)损坏程度的地表临界变形值;③建筑物对其长轴方向的地表变形较为敏感,影响损坏大,但对其长轴的垂直方向的变形不太敏感,而变形与建筑物斜交方向的建筑物损坏程度介于2者之间。其次,基于地表敏感变形因素、主变形方向、房屋因素共选取7个评价指标,建立建筑物采动损坏评价的未确知测度模型,根据各评价指标对建筑物的重要程度,采用层次分析法定权;最后,应用于峰峰矿区和徐州矿区3个村庄的建筑物损坏实例,结果表明:在选取的50户140余栋建筑物评价中,预测准确率在80%以上,预测精度高于传统方法,且预测效果良好,弥补了传统评价方法的不足,验证了评价指标选取和评价模型的可靠性。 展开更多

科技成果转化政策需要充分且有效的政策体系支持,政策文本量化能为政策的制定与完善提供参考,促进科技成果转化政策精准发力。通过构建多维度评价指标体系评价中国省域科技成果转化政策水平,为省级区域政府进一步优化科技成果转化政策... 科技成果转化政策需要充分且有效的政策体系支持,政策文本量化能为政策的制定与完善提供参考,促进科技成果转化政策精准发力。通过构建多维度评价指标体系评价中国省域科技成果转化政策水平,为省级区域政府进一步优化科技成果转化政策、促进科技成果顺利转化提供参考。基于2015年以来我国省域科技成果转化政策包含的高频词,构建包括9个一级指标和42个二级指标的科技成果转化政策评价指标体系,结合PMC指数模型对省域科技成果转化政策文本进行量化评价。结果显示:我国30个省份科技成果转化政策的PMC指数均值为7.57分,整体政策处于良好级别,但还存在政策工具结构不均衡、政策视角考虑不全、政策目标内容欠周、政策客体单一化和政策保障手段不完善等5个方面共性问题。由此提出优化政策工具结构、拓宽政策视角、改进政策目标、丰富政策客体和完善政策保障手段等针对性建议。 展开更多

习近平总书记立足于我国经济发展时代特征提出新质生产力概念,并作出一系列重要论述。新质生产力是在新技术革命推动下,以信息技术、人工智能为引擎,以科技创新为驱动力的生产力形态,是高质量发展的强劲推动力、支撑力。高校作为国家创... 习近平总书记立足于我国经济发展时代特征提出新质生产力概念,并作出一系列重要论述。新质生产力是在新技术革命推动下,以信息技术、人工智能为引擎,以科技创新为驱动力的生产力形态,是高质量发展的强劲推动力、支撑力。高校作为国家创新体系的重要组成部分,在基础研究、应用研究、成果转化等方面发挥着重要作用,取得了一批重大科技成果,但还存在着诸多不足,面临不少困难和问题。在习近平总书记关于新质生产力重要论述的指引下,准确把握高校科技创新的重要地位和独特优势,客观评价我国不同地区高校科技创新力发展水平,分析存在的问题,提出对策建议,具有极其重要的意义。文章采用TOPSIS法测算我国31省(自治区、直辖市)高校科技创新力指数,基于空间自相关理论探究我国高校科技创新力指数的空间关联特征,运用泰尔指数分析我国高校科技创新力指数的空间差异性,运用地理探测器原理研究我国高校科技创新力的影响因素及其交互作用。研究结果发现:我国31省(自治区、直辖市)高校科技创新力整体还不强,创新力指数的空间分布不均衡,东部地区明显高于中部和西部地区;空间自相关性显著,上海、江苏、广东、浙江等指数较高省份呈现“高-高”集聚特征,甘肃、海南、新疆、西藏等指数较低省份呈现“低-低”集聚特征;区域间差异明显,东部和西部地区域内差异较中部地区显著,东部地区内部差异逐渐缩小,中部地区内部差异先增大后缩小,西部地区内部差异有所增大;影响我国高校科技创新力发展的主要因素是人力资源、经费投入等,且区域间投入存在明显差异,中部和西部地区投入不足,同时还受区域对外开放和技术需求等因素影响;内部因素交互作用强度大于外部因素,交互作用强度较大的是教学与科研人员数、科技经费当年拨入、成果应用及科技服务项目数、R&D成果应用及科技服务项目经费当年拨入、信息化水平,且信息化水平发挥的作用越来越大。根据研究结论,以习近平总书记关于新质生产力重要论述为指引,从创新投入、资源配置、资源共享、政产学研合作等方面提出对策建议。 展开更多

研究目的:铁路绿色施工政策是落地铁路可持续发展,打造生态铁路的方向引领与实施保障。铁路绿色施工政策的量化研究可以为政策的制定、修订、完善与优化提供重要的数据决策依据。本文借助ROSTCM6.0文本挖掘工具及PMC指数模型,旨在科学... 研究目的:铁路绿色施工政策是落地铁路可持续发展,打造生态铁路的方向引领与实施保障。铁路绿色施工政策的量化研究可以为政策的制定、修订、完善与优化提供重要的数据决策依据。本文借助ROSTCM6.0文本挖掘工具及PMC指数模型,旨在科学合理地评价我国当前铁路绿色施工相关政策的效果与优劣,为铁路绿色施工政策的高质量制定提供决策支持。研究结论:(1)选取7项铁路绿色施工政策作为研究样本,验证了PMC指数模型在评价铁路绿色施工政策的实用性与可靠性,结果与实际情况符合度较高,表明该模型可为铁路绿色施工政策评价提供借鉴价值;(2)各项政策的PMC指数等级可以有效判断该项政策的优劣,明确政策现状及优化方向;(3)本研究结果可为相关部委及公司制定、优化铁路绿色施工政策提供参考和借鉴。 展开更多

为了掌握安徽省煤炭资源“三率”情况和综合利用水平,协助管理部门建立合理的矿产资源开发利用评价体系,以2023年度安徽省煤炭资源开发利用水平调查试点工作为基础,梳理了工作方法和工作成果,并对当前煤矿开发利用及管理中存在的主要问... 为了掌握安徽省煤炭资源“三率”情况和综合利用水平,协助管理部门建立合理的矿产资源开发利用评价体系,以2023年度安徽省煤炭资源开发利用水平调查试点工作为基础,梳理了工作方法和工作成果,并对当前煤矿开发利用及管理中存在的主要问题进行了分析,得出以下结论:一是“三率”考核指标存在局限性,不能全面真实反映资源开发利用现状;二是煤炭采出率较低,存在资源浪费问题;三是煤矿资源储量不够明确,管理存在欠缺;四是管理部门和煤矿企业技术力量有待加强;五是煤矿综合利用率指标有待进一步优化。此外,根据存在的问题,提出了具有针对性的管理建议。 展开更多

英国政府反恐战略演变:对CONTEST报告文本的量化分析

[目的/意义]通过对英国政府CONTEST战略进行研究,可以深入理解其政策的发展脉络和变化趋势,有助于更好地认识英国政府在反恐领域所面临的挑战和应对策略,对推动我国政策发展具有重要的参考意义。[方法/过程]以5份英国反恐战略文本为研究对象,构建了包含文本挖掘、政策工具、PMC曲面构建的分析框架,进而对英国政府的反恐政策进行比较分析。[结果/结论]文本挖掘方面,英国反恐的重点包括机构协作、情报收集和国际合作等,覆盖范围广;政策工具方面,英国反恐战略多使用供给型和环境型政策工具,较少使用需求型政策工具;PMC指数评价模型方面,选取的5份政策中有2份评分优秀,2份评价良好,1份为一般等级,无不良等级政策。提出我国应加大对反恐领域的政策支持力度,加强国家安全人才培养体系建设,重视使用需求型和环境型政策工具,加强自主发展能力和协同创新能力等建议。 展开更多
