The new model is based on proportionality and administrative Europeanization, which creates formal and informal rules, modern processes of public policy that will shape common beliefs and values incorporated in the specific national policies. Performance appraisal is the process by which organizations evaluate job performance. This paper describes an innovative adaptive algorithmic modeling approach, for solving a wide class of e-business and strategic management problems under uncertainty conditions. The proposed methodology is based on basic ideas and concepts of four key-field interrelated sciences, i.e., computing science, applied mathematics, management sciences and economic sciences. Furthermore, the fundamental scientific concepts of adaptability and uncertainty are shown to play a critical role of major importance for a (near) optimum solution of a class of complex e-business/services and strategic management problems. Two characteristic case studies, namely measuring e-business performance under certain environmental pressures and organizational constraints and describing the relationships between technology, innovation and firm performance, are considered as effective applications of the proposed adaptive algorithmic modeling approach. A theoretical time-dependent model for the evaluation of firm e-business performances is also proposed. 展开更多

This study develops a procedure to rank agencies based on their incident responses using roadway clearance times for crashes. This analysis is not intended to grade agencies but to assist in identifying agencies requiring more training or resources for incident management. Previous NCHRP reports discussed usage of different factors including incident severity, roadway characteristics, number of lanes involved and time of incident separately for estimating the performance. However, it does not tell us how to incorporate all the factors at the same time. Thus, this study aims to account for multiple factors to ensure fair comparisons. This study used 149,174 crashes from Iowa that occurred from 2018 to 2021. A Tobit regression model was used to find the effect of different variables on roadway clearance time. Variables that cannot be controlled directly by agencies such as crash severity, roadway type, weather conditions, lighting conditions, etc., were included in the analysis as it helps to reduce bias in the ranking procedure. Then clearance time of each crash is normalized into a base condition using the regression coefficients. The normalization makes the process more efficient as the effect of uncontrollable factors has already been mitigated. Finally, the agencies were ranked by their average normalized roadway clearance time. This ranking process allows agencies to track their performance of previous crashes, can be used in identifying low performing agencies that could use additional resources and training, and can be used to identify high performing agencies to recognize for their efforts and performance. 展开更多

This paper is a revised and expanded version of a paper entitled “The static and dynamic criteria of building an investment asset portfolio” presented at International Conference on Applied Economics (ICOAE, 2014), Chania, 3-5 July 2014 and published at Procedia Economics and Finance, Volume 14, Pages 575-584 (2014) [1]. At the previous research, it showed the significance to go beyond the scope of selecting one or another metric of static efficiency. And the attention was paid to the dynamic efficiency criteria. The ICOAE 2015 research gives brief results of that work, which is only one of applied areas of polydimensional efficiency measurement model (PEMM). Research work on PEMM conceptual and methodical elaboration has been started in the author’s dissertation study [2] and continued in the practical activity and materialized in Innovative LLC (limited liability company) creating project. The research is concentrating on the real economic benefit of 3D PEMM (thee criterial PEMM version) implementation. In the first part of ICOAE 2015 empirical study, the dynamic component of 3D PEMM on the industrial level was tested. Next, the company economic profit changes and dynamic-market 3D PEMM components correlation was estimated. Finally, the economic benefit of 3D PEMM functional operationalization in the framework of management systems development was calculated. 展开更多

Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers.Performance-related pay was meant to improve teacher performance,and has played an important role in providing teachers with incentives and raising educational quality.In practice,however,problems have emerged that deserve serious attention.For example,the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality.Further,they highlight the interim goal of"instilling knowledge"at the cost of the fundamental aim of"cultivating talent,"thus producing results opposite to those intended.On the basis of the value rationality of education and China’s reality,this paper suggests that educational institutions should shift from"New Public Management"to a"holistic and decentralized governance"approach,fostering an environment dedicated to cultivating talent and introducing this feature intothe evaluation of teacher performance.The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior. 展开更多

This article describes the motivation for creating the model in Norway, how it was designed, organized and implemented, as well as the effects and experiences with the model. 为解决公立医院预算管理缺乏预算和管理底层逻辑支撑而导致预算责任不明、绩效管理流于形式等现实问题,本文基于社会交换理论,聚焦于公立医院预算绩效管理问责,从责任标准、执行、激励、监督四个维度构建结构方程模型,对这一重要管理举... 为解决公立医院预算管理缺乏预算和管理底层逻辑支撑而导致预算责任不明、绩效管理流于形式等现实问题,本文基于社会交换理论,聚焦于公立医院预算绩效管理问责,从责任标准、执行、激励、监督四个维度构建结构方程模型,对这一重要管理举措影响预算绩效的机制展开研究。228份公立医院预算参与人员的问卷数据结果证实:(1)公立医院预算绩效管理问责能够有效提升预算绩效,其中责任激励的软性引导作用相对更明显;(2)公立医院预算绩效管理问责有利于建立高质量的员工-组织关系,其中社会交换关系的作用效果相对优于经济交换关系的作用效果;(3)员工-组织关系在预算绩效管理问责大幅提升预算绩效的过程中发挥中介作用。这为我国公立医院更好地围绕共同目标开展预算绩效管理提供了实践指导,实现绩效管理“事半功倍”。 展开更多

目的调查某院医院感染诊断相关病原学送检情况,采取项目化管理模式以提高医院感染诊断相关病原学送检率。方法选取重庆市某三级甲等医院2022年1月—12月医院感染病例送检情况为对照组,2023年1月—12月医院感染病例送检情况为干预组,比... 目的调查某院医院感染诊断相关病原学送检情况,采取项目化管理模式以提高医院感染诊断相关病原学送检率。方法选取重庆市某三级甲等医院2022年1月—12月医院感染病例送检情况为对照组,2023年1月—12月医院感染病例送检情况为干预组,比较两组医院感染诊断相关病原学送检率、微生物标本不合格率及无菌性标本构成比的差异。结果干预组医院感染诊断相关病原学送检率(90.32%)高于对照组(82.77%),微生物标本不合格率(0.98%)较对照组(1.33%)下降,无菌性标本构成比(40.66%)高于对照组(37.75%),差异均具有统计学意义(P<0.05)。结论项目化管理模式可有效提升医院感染诊断相关病原学送检率及微生物标本送检质量,但未来还需进一步加强信息化建设。 展开更多
