Considering that reservoir permeabil...The evaluation of permeability in reservoir assessment is a complex problem. Thus, it is difficult to perform direct evaluation permeability with conventional well-logging methods. Considering that reservoir permeability significantly affects mud invasion during drilling, we derive a mathematical model to assess the reservoir permeability based on mud invasion. A numerical model is first used to simulate the process of mud invasion and mud cake growth. Then, based on Darcy's law, an approximation is derived to associate the depth of mud invasion with reservoir permeability. A mathematical model is constructed to evaluate the reservoir permeability as a function of the mud invasion depth in time-lapse logging. Sensitivity analyses of the reservoir porosity, permeability, and water saturation are performed, and the results suggest that the proposed model and method are well suited for oil layers or oil-water layers of low porosity and low permeability. Numerical simulations using field logging and coring data suggest that the evaluated and assumed permeability data agree, validating the proposed model and method.展开更多
Based on the regional water resources carrying capacity(WRCC)evaluation principles and evaluation index system in the National Technical Outline of Water Resources Carrying Capacity Monitoring and Early Warning(hereaf...Based on the regional water resources carrying capacity(WRCC)evaluation principles and evaluation index system in the National Technical Outline of Water Resources Carrying Capacity Monitoring and Early Warning(hereafter referred to as the Technical Outline),this paper elaborates on the collection and sorting of the basic data of water resources conditions,water resources development and utilization status,social and economic development in basins,analysis and examination of integrity,consistency,normativeness,and rationality of the basic data,and the necessity of WRCC evaluation.This paper also describes the technique of evaluating the WRCC in prefecture-level cities and city-level administrative divisions in the District of the Taihu Lake Basin,which is composed of the Taihu Lake Basin and the Southeastern River Basin.The evaluation process combines the binary index evaluation method and reduction index evaluation method.The former,recommended by the Technical Outline,uses the total water use and the amount of exploited groundwater as evaluation indices,showing stronger operability,while the latter is developed by simplifying and optimizing the comprehensive index system with greater systematicness and completeness.The mutual validation and adjustment of the results of the above-mentioned two evaluation methods indicate that the WRCC of the District of the Taihu Lake Basin is overloaded in general because some prefecture-level cities and city-level administrative divisions in the Taihu Lake Basin and the Southeastern River Basin are in a severely overloaded state.In order to explain this conclusion,this paper analyzes the causes of WRCC overloading from the aspects of basin water environment,water resources development and utilization,water resources regulation and control ability,water resources utilization efficiency,and water resources management.展开更多
Based on the results of drilling,tests and simulation experiments,the shales of the Cretaceous Qingshankou Formation in the Gulong Sag of the Songliao Basin are discussed with respect to hydrocarbon generation evoluti...Based on the results of drilling,tests and simulation experiments,the shales of the Cretaceous Qingshankou Formation in the Gulong Sag of the Songliao Basin are discussed with respect to hydrocarbon generation evolution,shale oil occurrence,and pore/fracture evolution mechanism.In conjunction with a substantial amount of oil testing and production data,the Gulong shale oil enrichment layers are evaluated and the production behaviors and decline law are analyzed.The results are drawn in four aspects.First,the Gulong shales are in the stage of extensive hydrocarbon expulsion when R_(0) is 1.0%-1.2%,with the peak hydrocarbon expulsion efficiency of 49.5%approximately.In the low-medium maturity stage,shale oil migrates from kerogen to rocks and organic pores/fractures.In the medium-high maturity stage,shale oil transforms from adsorbed state to free state.Second,the clay mineral intergranular pores/fractures,dissolution pores,and organic pores make up the majority of the pore structure.During the transformation,clay minerals undergo significant intergranular pore/fracture development between the minerals such as illite and illite/smectite mixed layer.A network of pores/fractures is formed by organic matter cracking.Third,free hydrocarbon content,effective porosity,total porosity,and brittle mineral content are the core indicators for the evaluation of shale oil enrichment layers.Class-I layers are defined as free hydrocarbon content equal or greater than 6.0 mg/g,effective porosity equal or greater than 3.5%,total porosity equal or greater than 8.0%,and brittle mineral content equal or greater than 50%.It is believed that the favourable oil layers are Q2-Q3 and Q8-Q9.Fourth,the horizontal wells in the core area of the light oil zone exhibit a high cumulative production in the first year,and present a hyperbolic production decline pattern,with the decline index of 0.85-0.95,the first-year decline rate of 14.5%-26.5%,and the single-well estimated ultimate recovery(EUR)greater than 2.0×10^(4)t.In practical exploration and production,more efforts will be devoted to the clarification of hydrocarbon generation and expulsion mechanisms,accurate testing of porosity and hydrocarbon content/phase of shale under formation conditions,precise delineation of the boundary of enrichment area,relationship between mechanical properties and stimulated reservoir volume,and enhanced oil recovery,in order to improve the EUR and achieve a large-scale,efficient development of shale oil.展开更多

However,...To improve the accuracy of fault location system, several short-circuit tests need to be conducted before being brought into service in autotransformer (AT) feeding systems for high-speed railways in China. However, no systematic algorithm yet exists to evaluate the consistency of the current distribution of short-circuit tests. A methodology is proposed in this paper to address this problem. Based on Kirchhoff’s current law and the generalized method of symmetrical components, the current deviations of the AT feeding systems are analysed and then normalized with the short-circuit current as they vary greatly with systems and short-circuit sites. It is also found that the short-circuit current varies with the calculation methods, and its unbiased standard deviation also reflects the consistency of the short-circuit test. The mean and maximum of the current deviations, as well as the unbiased standard deviation of the short-circuit current, show the consistency of the short-circuit test from different aspects,although the last two items are highly relevant. Therefore, a unified evaluation index is defined as the sum of the three items, and then applied in two case studies to test its performance. The results show that, the proposed index canclearly distinguish the consistency of the short-circuit tests and may be used to sort the short-circuit tests for fault location systems. Besides, some short-circuit tests may have very poor consistency indices, and thus are not applicable to the tuning of fault location systems. In the authors’ opinion, the determination of the threshold of the proposed index needs further investigation.展开更多

But such kind of evaluation system has not been proposed in China. In this study, an evaluation index system is specifically developed to evaluate deep groundwater management efficiency. It is composed of three first-level indicators(law enforcement capability, management ability, and management effectiveness) and eleven second-level indicators. The second-level indicators include seven mandatory indicators and four optional indicators. Piecewise linear function is used to normalize the quantitative indicators, and expert scoring method and questionnaire survey method are used to normalize the qualitative indicators. Then a comprehensive indicator weighting evaluation method is used to evaluate the first-level indicators and the target topic. A case study is carried out to evaluate deep groundwater management efficiency in Tianjin City. According to the evaluation score in each period, the management efficiency of every district in Tianjin City gradually improved. The overall evaluation score in the early deep groundwater extraction period is 0.12. After a series of deep groundwater protection efforts, this score reached to 0.61 in 2007, and met the regulation criteria. The evaluation results also showed that the further groundwater management efforts in Tianjin City should be focused on building a dynamic database to collect comprehensive deep well-log data; and on a reasonable design and distribution of the groundwater monitoring network. It demonstrated that the index system is suitable to locate the deficiencies of current groundwater management systems and to guide further improvements. The objective of this article is to detail the police commitment procedure in England and Wales, as dictated by the mental health act of 1983 (MHA 1983) amended in 2007 (MHA 2007);and compare this with similar legal provisions as prevails under current state mental health statutes in the United States of America (USA). The comparative review of the commitment processes in England and Wales to that of the USA reveals that the process in England and Wales seeks to primarily ensure that persons with mental disorder (PWMD) in crisis are directed to a specialist hospital for evaluation and appropriate specialist care. In the USA such persons in a good number of cases may end up in the criminal justice system due to application of the “dangerousness” standard. Additionally whereas in England and Wales the commitment law is uniform in law and application, the federal system in the USA is such that the commitment law may have minor variations depending on the individual states. The minor variation in state commitment laws may engender a situation where the commitment law in England and Wales may seem relatively equitable and just towards PWMD in crisis, compared to the state commitment laws in the USA.展开更多

The comparative review of the commitment processes in England and Wales to that of the USA reveals that the process in England and Wales seeks to primarily ensure that persons with mental disorder (PWMD) in crisis are directed to a specialist hospital for evaluation and appropriate specialist care. In the USA such persons in a good number of cases may end up in the criminal justice system due to application of the “dangerousness” standard. Additionally whereas in England and Wales the commitment law is uniform in law and application, the federal system in the USA is such that the commitment law may have minor variations depending on the individual states. The minor variation in state commitment laws may engender a situation where the commitment law in England and Wales may seem relatively equitable and just towards PWMD in crisis, compared to the state commitment laws in the USA.

At the same time, we should also see that the administration according to law is not perfect, and its shortcomings exist in different degree and need to be further improved. Based on the analysis of the status quo of grass-roots administrative law enforcement in China, this paper tries to put forward corresponding countermeasures, so as to promote the work of law-based administration for the corresponding study.
文摘Lacking of shelter and care from their children, Chinese lost only-child elderly are impoverished and their mental state compared to older people in general are more fragile and sensitive. They have even united themselves for self-help, while their efforts have been often unhelpful. Their scale has been increasingly expanding and risen to many serious social problems. Appearance of lost only-child old man people and vulnerability of protection for those elderly is mainly due to the faultiness of Birth Control Policy, lack of government finance and imperfect social security system. Chinese government should establish a mechanism to increase and maintain the value of administrative compensations, strengthen administrative pay and protection of administrative contracts, broaden administrative relief channels for the elderly, and effectively protect the pension interests of the lost only-child elderly.
