Study on Government Performance Evaluation and Optimal Countermeasures of Sewage Treatment in Beijing City

In this paper,from the three dimensions of development quality,sustainable development and public satisfaction,the index system of government performance evaluation of wastewater treatment in Beijing City was constructed by conversion of critical success factor method.Using comprehensive evaluation method based on entropy weight method and principal component analysis method,the sewage treatment effect of Beijing municipal government from 2010 to 2017 was quantified,and the government s sewage treatment work was comprehensively evaluated.The evaluation results showed that the government has achieved remarkable results in sewage treatment,but it should continue to optimize the countermeasures in promoting the transformation and upgrading of economic structure,strengthening the management of urban sewage treatment and strict management system of water environment.

Research on the Performance Evaluation Index System of Frontier County Governments in China ——Taking Hekou County as an Example

At present, the overall economic and social development of our country is fast, but the rate of development of the remote land and territories in the land is still far behind the speed of the inland and the east. This has also triggered a series of frontier issues. This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control.

Assessing performance of cross-administrative environment governance based on PSR model:An empirical analysis of the Beijing-Tianjin-Hebei region

As an effective environment governance tool,environment governance performance evaluation is an important content and method to promote the modernization of environment governance system and governance ability.The environmental pollution of the Beijing-Tianjin-Hebei region has typical cross-administrative characteristics.Based on the analysis of the major environmental pollution problems in the Beijing-Tianjin-Hebei region,according to the international environment governance PSR model,a performance evaluation system that applies to the environment governance of Beijing-Tianjin-Hebei region is established.Meanwhile,the principal component analysis method is applied to conduct an empirical analysis of the environmental governance panel data for the 13 major cities in the Beijing-Tianjin-Hebei region from 2014 to 2016.The results show that most of the cities in the Beijing-Tianjin-Hebei region attach great importance to reduction of emission and pollutants,continuously alleviating the stress of environmental governance.However,the overall improvement of the environment governance performance in Beijing-Tianjin-Hebei region has presented a polarization imbalance.There is a clear tendency for subjective biases in the implementation of environment governance and a lack of comprehensive and systematic governance.According to the environment governance performance evaluation result of Beijing-Tianjin-Hebei region,the cross-administrative regional environment governance should improve the environment governance performance evaluation system as soon as possible,strengthen the consistency of the environment governance objectives,and implement comprehensive and systematic governance for the regional environment.

The research of Chinese Government Public Relations-- Based on the idea of the Balanced Scorecard

Through analyzing the problems of Chinese government public relations, using the idea of the Balanced Scorecard, we analyze the reasons of these problems and discuss the countermeasures from four aspects that conclude financial, internal operations, customers, learning and growth to achieve the all-round and balanced development of public relations and establish a high level of government public relations organization, regarding the overall strategic goal of government public relations that aim to strengthen the communication with various public, establish an innovative, pragmatic, honest and efficient government image in the public and the international community as the center.

进入新时代,社会治理创新纷纷涌现,基层政府愈发热衷于“擦亮”治理品牌。本文以一个街道为深度案例,追踪基层社会治理创新的实践过程,探究基层政府将创新实践转化为政绩生产的运作机制,并揭示“创新突围赛”的组织逻辑。研究发现,基层政府打造创新品牌,是对组织环境变革的回应,围绕目标设置—资源汇集—经验创制形成了一种新型创新运行机制,并呈现出与“晋升锦标赛”不同的注意力竞争、资源最优化以及政绩可视化等多重组织逻辑。本文延展了“印象政绩”的建构机理,提出“创新突围赛”的整合性概念和描述性框架,在经验层面丰富了新的制度环境下基层政府创新行为的微观探讨,在理论层面拓宽了权变组织的适应性逻辑和府际创新竞争的研究范畴。

政府投资基金绩效管理的评价体系构建

对政府投资基金绩效评价研究进行综述,分析当前政府投资基金绩效评价存在的问题,通过引入3E绩效评价理论,结合地方政府实践探索,按照经济性(economy)、效率(efficiency)、效果(effectiveness)目标诉求的绩效指标生成逻辑,进行分级提取,基于多维度、全周期的绩效评价构建体系,以期为各级政府投资基金绩效评价工作提供参考。

政府绩效考评在落实党中央战略部署、提高治理绩效和推进中国式现代化方面,具有重要的指挥棒作用。围绕政府绩效考评的可持续运转这个核心问题,以广西政府绩效考评实践为例,研究发现政府绩效考评的四个关键运作机制,即坚持党的领导和人民性的政治驱动、优化设置组织机构和进行制度设计、基于技术路线和理论基础设计考评指标体系、奖惩机制注重考评结果运用。由此建构出政府绩效考评可持续运转的四维逻辑框架,即政治驱动逻辑、组织优化逻辑、技术理论逻辑、结果奖惩逻辑。为了不断完善优化政府绩效考评体系,还需理顺多方主体关系、优化考评内容和指标、统筹共享多种考评结果、处理好灵活性与法治化的辩证关系等。

数字政府建设成效评价:一个研究综述

我国各级政府都在加快推进数字政府建设,而其建设成效如何则需要测度、评价与改进。数字政府建设成效测度与评价的文献日益增长,本文对这些文献进行综述,重点探讨数字政府建设成效是如何评价的,如何评价数字政府建设产生的各类影响,以及如何对数字政府建设成效评价进行诊断与优化,并提出未来该领域值得关注的研究方向。本文认为,未来研究应聚焦数字政府建设成效测度与评价的典型领域,厘清数字政府建设成效的形成机理,研究数字政府建设成效不彰的“中梗阻”,并提出数字政府建设成效优化的路径与策略。

How to Evaluate Government Performance While Constructing a Rule of Law Government in China＊

Constructing a law-based government is a core element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of management studies. Since China started to implement reform and opening up over thirty years ago, rule of law development and organizational evaluation have gone through several stages, each with different characteristics. Efforts to build a law-based government have met with success, but what the country now has is essentially still goal-oriented assessment. At present, this suffers from the lack of a clear goal orientation or definition of functions, an imperfect technical system and unsound motivation mechanisms, not to mention the practical problems of each government department going its own way, duplicating evaluations or being left rudderless. Drawing on a combination of value rationality and instrumental rationality and using government performance evaluation to promote the building of a law-based government not only conforms to the spirit of the rule of law and value rationality in government performance, but also strengthens the role of evaluation as an instrument for organizational management. Therefore, we need to create new evaluation theories, expand public participation, introducing diversified evaluating entities, improve technical systems, strengthen institutional buildup, and foster a performance-based culture. In addition, replacing goal-oriented assessment with performance evaluation will help the emergence of a new discipline--the performance evaluation of rule of law government, thus promoting multidisciplinary efforts to integrate and create new public administration theories in China.

基于重要性—绩效的公共交通服务质量满意度分析

基于顾客满意度模型,挖掘政府购买服务背景下的公交满意度影响机理,从硬件(产品满意度)和软件(服务满意度)两维度构建公共交通满意评价体系;其次,利用结构方程模型确定各公交服务属性在预测整体满意度方面的重要性,采用重要性—绩效分析方法确定公共交通满意度指标的改善优先级;最后,以北京某区为例进行实证。结果显示,公共交通软件(服务满意度)的相对重要性高于硬件(产品满意度),采用重要性-绩效分析方法识别公共交通满意度属性的改善优先级,制定并实施改进策略后,满意度提升9.9%。研究为政府购买服务背景下的公共交通服务水平提升、政策建议和策略制定提供理论支撑。

村民主体视角的乡村治理绩效评价研究——以江宁区三代美丽乡村为例

村民主体对于乡村治理绩效的评价,是乡村治理工作的重要考核方式。文章基于村民主体视角,运用问卷调查和数理分析法对南京市江宁区3种不同乡村治理模式典型村庄进行绩效评价研究,结果表明:由于参与主体不同,3种治理模式在发展路径等方面存在较大差异;各模式在应用中均取得一定成效,但也存在多元主体交流不畅等共性问题,相较而言政府参与度高的治理模式更受村民信赖;要实现乡村可持续发展,各村需进一步完善多元主体合作机制。

中国政府引导基金与社会资本投资效应研究

政府引导基金对于引导和撬动社会资本聚焦当地产业、引导资源和资本向区域内薄弱环节和失灵领域聚集具有积极影响。但是,政府引导基金政策目标与社会资本商业目标一定程度上存在矛盾,引起政府引导基金和社会资本利益失衡。通过研究政府引导基金和社会资本的策略选择,考虑不同因素对模型结果的影响,采用稳定性和仿真分析验证政府引导基金和社会资本的合作关系。研究显示:政府引导基金所具备各类要素资源对社会资本具有明显吸引力。同时,针对政府引导基金与社会资本之间差异化诉求引起的合作矛盾,提出合理化建议:政府引导基金通过理清行政和市场的边界、优化收益分配及奖励机制、完善绩效评价机制、统筹疫情与经济发展的关系,能够更好地发挥对社会资本的引导和撬动作用,提高资金的使用效能,对于推动经济高质量发展具有一定的参考意义。

基于AHP-模糊综合评价法的政府引导基金绩效评价研究

基于政府引导基金近年发展特点和相关政策要求,遵循政策导向性、重要性、层次性等原则,从项目决策、经济效益、管理水平、可持续性4个维度构建政府引导基金绩效评价指标体系,采用AHP-模糊综合评价法确定指标权重,并对山东省新旧动能转换基金进行绩效评价,结果表明该基金总体运营状况良好。最后针对评价中发现的问题提出相关政策建议。

公司掉队与相对业绩评价使用

掉队意味着公司在行业内的相对位置发生明显下滑,这既非时有发生的业绩下降,也非积重难返的公司危机。然而,公司在掉队情境下应如何应对以重新焕发竞争活力,在以往研究中较少被关注。本文以2005-2018年中国A股主板市场发生掉队的公司为样本,考察公司掉队前后相对业绩评价机制(RPE)的使用变化,发现公司在掉队后比掉队前更可能使用RPE。机制检验显示,掉队能够引发公司所有者的危机意识和变革动机,继而带来高管激励方案的调整;RPE能够以较低成本相对准确客观地提供监督所需信息,调动高管工作热情,满足所有者的监督和激励需求,因而在掉队后会比掉队前得到更多使用。结合公司未来经营结果发现,这一现象在未来成功摆脱掉队的公司中更为显著。本文对掉队情境下的RPE使用变化予以考察,对公司经营实践具有现实性启发。
