Western China includes 12 provincial divisions (the 7 provinces of Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai and; 5 autonomous regions of Tibet, Ningxia, Xinjiang, Inner Mongolia and Guangxi; and one city of C...Western China includes 12 provincial divisions (the 7 provinces of Sichuan, Guizhou, Yunnan, Shaanxi, Gansu, Qinghai and; 5 autonomous regions of Tibet, Ningxia, Xinjiang, Inner Mongolia and Guangxi; and one city of Chongqing), which comprise 71.4% of the national land area, 28.5% of the national population and produce 17.5% of the national GDP in China. There are 17 countries that have riparian relationships with western China, most of which are water-short countries. All are listed by UN ESCAP as countries with potential water crisis. The co-operative development and coordinated management of international rivers in western China is an important step toward the implementation of the national Great Western Development program. Taking into account of the national strategy and object hierarchy, as well as the development demand of the western region, it is necessary to pursue the multi-disciplinary study of the equitable allocation, utilisation, and eco-environment protection of transboundary water resources in the region. Such efforts will undoubtedly provide scientific evidence and support for the decision-making of the environmental protection and ecological construction and management in the western regions, the enforcement of the sub-regional economic co-operation, mitigation of trans-boundary conflicts, and enhancing bio-diversity conservation.展开更多

In this paper, a prehensive discusion is made for the characteristics of glacial water resource, the chewical properties of matwater and the prospects of future utilization in China. It has found that the gladal water resource is a water resource system based on the effect of a solid water reservoir. Its degree of mineralization is low and it almost does not have any pollution. In particular glacial water is high quality fresh water resource in the inland arid region. It is necesary to reconfirm the value of this water and conduct further studies on the fundamentals of its application in order to ratiedly exploit, utilze and preserve the glacial water resource.展开更多

Input to the model includes indexes of economic structure and development, water resource utilization, wastewater and pollutant discharge, and investment in wastewater treatment. The model, which consists of production structure and industrial structure optimization modules, was applied to the Guanzhong region in the middle reaches of the Huanghe (Yellow) River basin in China. By evaluating several alternative production and industrialization schemes, the modal indicate that water pollution will get worsen though wastewater treatment improves if the economy continues to develop at the planned speed without structural adjustment. However, the results also show that not only economic goals but also water resource protection and pollution control targets can be achieved under an alternative, recommended production and industrial structure. This example illustrates that economic development and environmental protection can be improved coordinately by the regional multiple objective water resource and economic optimization model. It provides an operable approach to the simultaneous sustained development of water resources and economic growth.展开更多
The processes of water resources exploitation and utilization can be divided into three stages by water resources transformation, and the history, present situation and future trend of water resources development in p...The processes of water resources exploitation and utilization can be divided into three stages by water resources transformation, and the history, present situation and future trend of water resources development in piedmont areas around high mountains of arid northwestern China. The three stages are: the stage of surface water development (the first stage), the stage of comprehensive development of surface and ground water (the second stage) and the stage of economical development of water rare (the third stage). The three stages link each other and show the law and processes of water resources exploitation and utilization associated with social and technological progess. The economical water policy should run through the three stages. On this point, however, the third stage differs from the others, particularly, refering to irrigated agriculture. The third stage has more progressive significance because it breaks the traditional ideas on water resources development. According to our investigation and calculation, under present conditions of water resources development, the net used water is about 160 × 108 m3, accounting for 18% of the total water resources of northwestern China. The water resources have not ben fully develop. If the first stage is finished, the exploitable water can be increased by 91 %. After the second stage, furthermore, it can be increased by 216%.展开更多

It is located in the warm-temperate zone and the climate is arid or semi-arid. Precipitation is very scarce but evaporation is extremely high. The climate is dry, the water resources are deficient, the ecoenvironment is fragile, and the distribution of water resources is uneven. In this region, precipitation is the only input, and evaporation is the only output in the inland rivers, and precipitation, surface water and groundwater change with each other for many times, which benefits the storage and utilization of water resources. The average precipitation in this region is 232 mm, the total precipitation amount is 7003×108m^3/a, the surface water resources are 1891×10^8m^3/a, the total natural groundwater resources are 1150×10^8m^3/a, the total available water resources are 438×10^8 m^3/a, and the total water resources are 1996×10^8m^3/a and per capita water resources are 2278 m^3/a. The water resources of the whole area are 5.94×10^4m^3/(a.km^2), being only one-fifth of the mean value in China. Geomorphology, water resources and water chemistry were investigated and observed. Based on comparisons of water supply with water demand and analysis of the main problems in water exploitation and utilization. it is found out that the water deficiency was not directly caused by the scarcity of natural water resources. The true reason is the insufficient capacity of water supply caused by the dismatch of the water and soil water resources which can be dealt with by building more irrigation works. Some solutions such as to build scientific basis for water exploitation and utilization and sustainable economic development in karst drainage basins on dividing line of the Guizhou Plateau.展开更多

This paper analyzes the regale of subsurface water during the growing period of winter wheat from October 1998 to June 1999 in Yucheng area. During an 8- month period of winter wheat growth. 456.66 mm of evapotranspiration and 75.61mm of groundwater evaporation were measured with a new model lysimeter. Groundwater at 1.60-2.40 m depth of water tables contributed 16.6% of total water used by winter wheat under natural. precipitation and irrigation treatment.The results showed that a significant proportion of field evapotranspiration was supplied by groundwater evaporation, whereas the role of groundwater evaporation was not considered during irrigation, leading to soil water percolation into groundwater.In order to improve water use efficiency of crops, some measures were put forward in the paper. By some qualitative methods such as Input-output Model & AHP Model and some quantitative methods such as System Dynamics Model & Produce Function Model, some standard plans of water resources optimization come into being. According to the Multiple Targets Decision by the Closest Value Model, the best plan of water resources optimization, eco-environmental protection and sustainable development in Qaidam Basin is finally decided.
文摘Based on affirming the tremendous benefits that water resources of rivers can provide in their exploitation, main environmental problems and their countermeasures have been proposed and analyzed in this paper. It is argued that multiple measures should be applied to solving those problems by simultaneously carrying out engineering measures, scientific research and also programs to cultivate the society’s awareness, aimed at a sustainable development strategy for exploiting water resources.
文摘This paper examines the current status of water resource management and conservation in China,along with strategies to address the water resource crisis.Given the current situation,the paper highlights issues such as incomplete legal mechanisms,limited environmental awareness among enterprises,and insufficient government investment.To ad-dress these challenges,the paper proposes a series of strategies,including improving the ecological environment,enhanc-ing production techniques,strengthening management systems,rationalizing water resource allocation,and implementing water-saving measures in both industrial and agricultural production.These strategies serve to achieve sustainable water resource management,reduce water pollution,and effectively tackle the pressing water resource issues faced in China currently.

文摘Northwest China includes Xinjiang Ugyur Autonomous Region, Qinghai Province, Gansu Province, Ningxia Hui Autonomous Region and Shaanxi Province, covering 308×10^4km^2. It is located in the warm-temperate zone and the climate is arid or semi-arid. Precipitation is very scarce but evaporation is extremely high. The climate is dry, the water resources are deficient, the ecoenvironment is fragile, and the distribution of water resources is uneven. In this region, precipitation is the only input, and evaporation is the only output in the inland rivers, and precipitation, surface water and groundwater change with each other for many times, which benefits the storage and utilization of water resources. The average precipitation in this region is 232 mm, the total precipitation amount is 7003×108m^3/a, the surface water resources are 1891×10^8m^3/a, the total natural groundwater resources are 1150×10^8m^3/a, the total available water resources are 438×10^8 m^3/a, and the total water resources are 1996×10^8m^3/a and per capita water resources are 2278 m^3/a. The water resources of the whole area are 5.94×10^4m^3/(a.km^2), being only one-fifth of the mean value in China. Now, the available water resources are 876×10^8m^3/a, among which groundwater is proximate 130×10^8m^3/a.
文摘Environmental problems in the Republic of Macedonia and Albania are similar in other countries in the region. Numerous problems and deficiencies identified through different projects. The studies and planning documents are evident for environmental media and areas. Such as lack of regional integrated systems for municipal solid waste management. The system for special waste types management, including hazardous waste, insufficient coverage of populated places and municipalities by wastewater collection and treatment systems (especially in agglomerations above 10,000 populations). The need to establish integrated river basin management is in accordance with the new law on waters, air pollution with different intensity in different parts of the country. This paper presents the imperative reforms to protect the natural resources and biodiversity in the countries.
文摘In karst area water deficit is one of the main factors constraining sustainable economic development. In 1979 the comprehensive karstic observational field station was set up in Houzhai drainage basin located,\ in Puding county of Guizhou Province, which can represent most of the small karst drainage basins on the dividing line of the Guizhou Plateau. Geomorphology, water resources and water chemistry were investigated and observed. Based on comparisons of water supply with water demand and analysis of the main problems in water exploitation and utilization. it is found out that the water deficiency was not directly caused by the scarcity of natural water resources. The true reason is the insufficient capacity of water supply caused by the dismatch of the water and soil water resources which can be dealt with by building more irrigation works. Some solutions such as to build scientific basis for water exploitation and utilization and sustainable economic development in karst drainage basins on dividing line of the Guizhou Plateau.

文摘In shallow groundwater agricultural fields, water exchanges between groundwater and soil water happen frequently and intensively. This paper analyzes the regale of subsurface water during the growing period of winter wheat from October 1998 to June 1999 in Yucheng area. During an 8- month period of winter wheat growth. 456.66 mm of evapotranspiration and 75.61mm of groundwater evaporation were measured with a new model lysimeter. Groundwater at 1.60-2.40 m depth of water tables contributed 16.6% of total water used by winter wheat under natural. precipitation and irrigation treatment.The results showed that a significant proportion of field evapotranspiration was supplied by groundwater evaporation, whereas the role of groundwater evaporation was not considered during irrigation, leading to soil water percolation into groundwater.In order to improve water use efficiency of crops, some measures were put forward in the paper. Effective use of groundwater and soil water is a key countermeasure for sustainable development of water-saving agriculture and Water resource exploitation in Yucheng area

文摘This research was to introduce the characteristics of and countermeasures for ecological compensation. From the analysis of the current situation of ecological compensation, a series of characteristics of ecological compensation in resource exploitation and economic development were elaborated. The principles and practical issues are complex in ecological compensation, and the corresponding object, entity, financial system of ecological compensation are the keys to set up compensation mechanism, and studying of ecosystem service function and ecological footprint calculation are important ways to quantitatively assess ecological compensation, and are also important foundations for establishing calculation system of green GDP. Advocating the benefit compensation mechanism of ecological economy and enclosing ecological compensation principle are important ways for establishing the new environmental management pattern and manifesting social justice and the ecological civilization ideas. This research proposed some views of and approaches to ecological compensation mechanism for constructing natural resource development and utilization.The establishment of ecological compensation is an important approach to prevent the imbalance of resource allocation, the system guarantee for sustainable development, and the important basis of saving resources.
文摘Protection planning is made for rural centralized drinking water source areas according to current situations of rural drinking water and existing problems of centralized drinking water source areas in Chongqing,and in combination with survey,analysis and evaluation of urban-rural drinking water source areas in whole city.There are engineering measures and non-engineering measures,to guarantee drinking water security of rural residents,improve rural ecological environment,realize sustainable use of water resource,and promote sustainable development of society.Engineering measures include conservation and protection of water resource,ecological restoration,isolation,and comprehensive control of pointsource and area-source pollution.Non-engineering measures include construction of monitoring system for drinking water source area,construction of security information system for rural centralized drinking water source area,and construction of emergency mechanism for water pollution accidents in rural water source areas.
