The protection of human rights through international cooperation has a long history.Core human rights conventions, regional human rights treaties and other human rights instruments have continuously developed the meaning and scope of international human rights cooperation. The modern risk-laden society with a high degree of complexity and uncertainty has changed the world pattern, which calls for the building of a community with a shared future for human beings with cooperation as the starting point.Under the constant threat of the novel coronavirus,we must continue to deepen the concept of a community with a shared future for human beings, adhere to a“human rights-oriented”approach,and pay particular attention to the current supply and distribution of the COVID-19 vaccine as an important global public good.Only through solidarity and cooperation can mankind finally win the battle against this pandemic and protect human rights. 展开更多

Along with the legends about epidemic demons,China has developed over the centuries a medical approach to epidemic diseases based on the teachings of Hucng Di Nei Jing(《黄帝内经》Huangdi s Intermnal Classic),Nan Jing(《难经》Classic of Difficult Issues),and Shang Han Lun(《伤寒论》Treatise on Cold Damage).Other doctors and scientists participated in this evolution of knowledge, like Wang Shuhe(王叔和),Ge Hong(葛洪),Chao Yuanfang(巢元方),Sun Simiao(孙思邈),and Liu Wansu(刘完素).However,it was in the 17^th century, after the great break of the Song,Jin,and Yuan eras that an innovative spirit,Wu Youke(吴又可1582-1652)first foresaw the existence of microorganisms as we know them now.His Wen Yi Lun(《瘟疫论》Treatise on Pestilence)foreshadows an original approach to epidemic diseases, particularly emerging infectious diseases of the 21^st century. After them, traditional Chinese medicine developed a comprehensive method of diagnosing and treating of these diseases(Epidemic Diseases Theory瘟疫学说)within the School ofHeat Diseases(温病学派).In a third article,we will examine some applications in the treatment of the SARS 2003-2004 epidemic(非典型肺炎)and the current COVID-19(新型冠状病毒肺炎)pandemic. 展开更多

The COVID-19 pandemic is the largest ever infectious disease facing mankind. It challenges national governance capabilities and international patterns. On June 8,2021,the“2021 China-Europe Seminar on Human Rights”was held in Chongqing,China. Its theme was“COVID-19 Pandemic and the Protection of the Right to Life and Health,”which focused on five topics:the impact of the COVID-19 pandemic on the protection of the rights to life and health, the response of countries against the pandemic, the protection of the right to life and health of specific groups during the pandemic response, the national responsibility for the protection of the right to life and health in the public health crisis, and global cooperation in the prevention and control of the COVID-19 pandemic. The conference reached two consensuses:First,in the face of the pandemic, countries must take responsibility for the people and protect the people’s right to life and health;second,an effective international mechanism for fighting the COVID-19 pandemic must be established as soon as possible. 展开更多

The outbreak of coronavirus disease 2019(COVID-19)has caused more than 80813 confirmed cases in all provinces of China, and 21110 cases reported in 93 countries of six continents as of 7 March 2020 since middle December 2019.Due to biological nature of the novel coronavirus, named severe acute respiratory syndrome coronavirus 2(SARS-CoV-2)with faster spreading and unknown transmission pattern,it makes us in a difficulty position to contain the disease transmission globally. To date,we have found it is one of the greatest challenges to human beings in fighting against COVID-19 in the history, because SARS-CoV-2 is different from SARS-CoV and MERS-CoV in terms of biological features and transmissibility, and also found the containment strategies including the non-pharmaceutical public health measures implemented in China are effective and successful. In order to prevent a potential pandemic-level outbreak of COVID-19,we,as a community of shared future for mankind, recommend for all international leaders to support preparedness in low and middle income countries especially, take strong global interventions by using old approaches or new tools, mobilize global resources to equip hospital facilities and supplies to protect noisome infections and to provide personal protective tools such as facemask to general population, and quickly initiate research projects on drug and vaccine development. We also recommend for the international community to develop better coordination, cooperation, and strong solidarity in the joint efforts of fighting against COVID-19 spreading recommended by the joint mission report of the WHO-China experts, against violating the International Health Regulation(WHO,2005),and against stigmatization,in order to eventually win the battle against our common enemy—COVID-19. 展开更多

China and Africa should strengthen control collaboration in pandemic The number of novel coronavirus disease(COVID-19) patients in Africa exceeded 158,000 as of June 3. Although the continent accounts for only a small proportion of confirmed cases in the world so far, the pandemic has dealt a heavy blow to the African economy. The negative impact is likely to continue, and even exacerbate. Therefore, measures need to be taken to mitigate losses and revitalize the economy, and stronger China-Africa cooperation could be one of them. 展开更多

Human rights have always been the focus of disputes between China and the West. To make a better China story about human rights and enhance China’s international discourse power in the field of human rights, we propose the text construction, translation and communication path of the construction of the human rights discourse system with Chinese characteristics from the cross-disciplinary perspective. Based on the examples of prevention and control of the CoVID-19 pandemic under the concept of putting people first, mainstream diplomatic linguistic data relevant to the fight against the novel coronavirus was collected through the internet. The human rights discourse with Chinese characteristics is constructed through a variety of texts focusing on putting the people first, the right to life, the right to health, the right to information, the right to privacy, the right to work and a sense of a community with a shared future for human beings. The core concepts of human rights have experienced the deepening process of decontextualization, abstraction and theorization to gradually conform to the expression habits of international audiences. The international communication effect is mainly positive in civil society. It shows that the construction of China’s human rights discourse system and the governance of international human rights discourse have achieved preliminary results. To enhance China’s discourse power on human rights, we need to add an interdisciplinary approach. 展开更多
