Since the 1960s, most cities in developing countries have faced a high rate of urbanization, which in turn has caused more harm to low-income earners, in urban areas. A majority of low-income earners most often face d...Since the 1960s, most cities in developing countries have faced a high rate of urbanization, which in turn has caused more harm to low-income earners, in urban areas. A majority of low-income earners most often face difficulties in accessing land in planned areas, as a result they are forced to build houses in unplanned settlements that are vulnerable to natural hazards. The situation is worse to the extent that people encroach the most vulnerable areas (hazard lands). As concentration of people increases, these unplanned areas become more unsafe to live in. This is partly due to the risks associated with natural hazards particularly flooding. Further, vulnerability of unplanned settlements in developing countries is aggravated by hosts of problems caused by many factors, including inadequate Government involvement in: environmental protection especially managing hazard lands and helping the community to minimize risks associated with hazards. This paper addresses this issue. It argues that community and Government initiatives are vital to any strategy for flood risk reduction and environmental protection in general. The study employed both the primary and the secondary data sources. Data collection tools and techniques involved in this study included: Checklist to various leaders, interview using questionnaires, focus group discussion, analysis of aerial photographs and non participant observation. A total of 70 households from within Keko Machungwa were interviewed. The study revealed that flooding is largely contributed by construction done by a large scale developer on a water course;and when affected community initiated a strategy to solve the problem they partially succeed due to inadequate support from the Government and other stakeholders. These findings could be useful to strengthen policy and legislation in environmental protection, management and flood control as well as in intervening land use conflicts between local community and developers.展开更多

The issue of minimizing negative impacts of flo...The paper follows possible specification of a control algorithm of a WS (water management system) during floods using the procedures of AI (artificial intelligence). The issue of minimizing negative impacts of floods represents influencing and controlling a dynamic process of the system where the main regulation elements are water reservoirs. Control of water outflow from reservoirs is implicitly based on the used model (titled BW) based on FR (fuzzy regulation). Specification of a control algorithm means dealing with the issue of preparing a knowledge base for the process of tuning fuzzy regulators based on an I/O (input/output) matrix obtained by optimization of the target behaviour of WS. Partial results can be compared with the regulation outputs when specialized tuning was used for the fuzzy regulator of the control algorithm. Basic approaches follow from the narrow relation on BW model use to simulate floods, without any connection to real water management system. A generally introduced model allows description of an outflow dynamic system with stochastic inputs using submodels of robust regression in the outflow module. The submodels are constructed on data of historical FS (flood situations).展开更多

Cyber attacks are continuing to hamper working of Internet services despite increased use of network secu-rity systems such as firewalls and Intrusion protection systems (IPS). Recent Distributed Denial of Service (DD...Cyber attacks are continuing to hamper working of Internet services despite increased use of network secu-rity systems such as firewalls and Intrusion protection systems (IPS). Recent Distributed Denial of Service (DDoS) attacks on Dec 8th, 2010 by Wikileak supporters on Visa and Master Card websites made headlines on prime news channels all over the world. Another famous DDoS attacks on Independence Day weekend, on July 4th, 2009 were launched to debilitate the US and South Korean governments’ websites. These attacks raised questions about the capabilities of the security systems that were used in the network to counteract such attacks. Firewall and IPS security systems are commonly used today as a front line defense mechanism to defend against DDoS attacks. In many deployments, performances of these security devices are seldom evaluated for their effectiveness. Different security devices perform differently in stopping DDoS attacks. In this paper, we intend to drive the point that it is important to evaluate the capability of Firewall or IPS secu-rity devices before they are deployed to protect a network or a server against DDoS attacks. In this paper, we evaluate the effectiveness of a security device called Netscreen 5GT (or NS-5GT) from Juniper Networks under Layer-4 flood attacks at different attack loads. This security device NS-5GT comes with a feature called TCP-SYN proxy protection to protect against TCP-SYN based DDoS attacks, and UDP protection feature to protect against UDP flood attacks. By looking at these security features from the equipments data sheet, one might assume the device to protect the network against such DDoS attacks. In this paper, we con-ducted real experiments to measure the performance of this security device NS-5GT under the TCP SYN and UDP flood attacks and test the performance of these protection features. It was found that the Juniper’s NS-5GT mitigated the effect of DDoS traffic to some extent especially when the attack of lower intensity. However, the device was unable to provide any protection against Layer4 flood attacks when the load ex-ceeded 40Mbps. In order to guarantee a measured level of security, it is important for the network managers to measure the actual capabilities of a security device, using real attack traffic, before they are deployed to protect a critical information infrastructure.展开更多

It can be traced back to the Longshan Culture in the late Neolithic Age, and becomes mature in the late Qing Dynasty. As time lapses, however, bone-inlaid wooden art is gradually out of sight. It was not until June 2008 when Ningbo bone-inlaid wooden art was included in the "second batch of national intangible cultural heritage protection list" that it once again caused social concern. Ningbo bone-inlaid wooden art has a long history, and its craftsmanship is complex. Many bone-inlaid wooden works in Ningbo have been damaged more or less. Therefore, workers in the field of heritage protection should undertake a more systematic protection and repair work based on scientific research, making contributions to the heritage and development of intangible cultural heritage.展开更多
With climate change and rising sea levels,the coastal zone’s flood risk is deteriorating.Previous researches have shown a gradually degrading capacity of traditional hard engineering structures(e.g.,seawall,dikes)on ...With climate change and rising sea levels,the coastal zone’s flood risk is deteriorating.Previous researches have shown a gradually degrading capacity of traditional hard engineering structures(e.g.,seawall,dikes)on flood mitigation due to problems such as land subsidence and insufficient maintenance.To remedy the defects,the"building with nature concept"for coastal protection with saltmarshes was examined by combining field measurements and numerical simulations.The advantages of saltmarsh over traditional seawall on flood protection was demonstrated from the perspective of both flood area mitigation and economic gain,based on scenario simulations.Results show that tidal wetlands are essential in mitigating significant wave heights(Hs)and current velocities even during storm conditions.The storm wave and current velocity reduction ratio(RRw and RRc)by saltmarshes on Chongming Dongtan Shoal(CMDS)during Typhoon 9711 is approximately 11%and 51%,respectively.The wave and current mitigation by Scirpus mariqueter are more efficient than Spartina alterniflora and Phragmites australis during measurements in 2010,which were approximately 0.3 m and 0.2 m/s,0.125 m and 0.155 m/s,0.086 m and 0.128 m/s per kilometer width,respectively.The summer saltmarsh area 54.2 km2 on CMDS protects approximately 32 km^(2)land area behind the seawall from being flooded,equivalent to the seawall heightening of approximately 0.42 m on equivalent flood mitigation.The performance of cost-and-benefit analysis shows a relatively higher(by 3%–7%)net present value(NPV)and a higher(by 1.5 times)benefit-cost ratio(BC)of nature-based solution(i.e.,saltmarsh restoration)compared with traditional hard engineering solution(i.e.,seawall construction).Thus,building seawall with nature,such as a hybrid flood protection measure,should be implemented in the future coastal redesign and maintenance.展开更多

We are publishing this transcript with a view to providing our readers with information about how China has worked persistently to protect citizens' right to work and social security and the achievements it has made in this regard. We need to remind our readers of the fact that back in March 2004, the National People's Congress, China's highest legislature, approved a recommendation for revision of China's Constitution.
