Paradiplomacy for Non-recognized States:Case of Palestine

This paper endeavours to elucidate the intricacies of Palestinian Paradiplomacy,focusing in the political impetus pioneered by its principle actors,namely the Palestine Liberation Organisation(PLO)and subsequently,the establishment of the Palestinian National Authority(PNA).Additionally,attention will be directed towards the creation of the Palestinian Ministry of Foreign Affairs(PMOFA)and its subsidiary,the Palestinian International Cooperation Agency(PICA),albeit briefly discussed.Drawing inspiration from Alexander S.Kuznetsov’s seminal work“Theory and Practice of Paradiplomacy:Subnational Governments in International Affairs”(2015),this paper tries to scrutinize the trajectory of Palestinian paradiplomacy and its evolutionary course over time.When it comes to activity and growth,Palestinian paradiplomacy has a unique profile.The way in which topics pertaining to nations are not yet recognized has a great deal of bearing on current discussions and academic research about urgent political concerns like the right to self-determination and human rights.The analysis of de facto states via the prism of paradiplomacy naturally arises from the dominant state recognition procedures in international politics.

Political Factors in Al-Azhar’s Foreign Relations

In the process of modernization in the Middle East countries,Islam has a profound impact on the reform of the nations’political systems.Egypt,as the most populous country in the Middle East,has been struggling to restore regional dominance.When all Egyptian regimes were actively involved in regional and international affairs,al-Azhar,as a long-established Islamic Sunni authority,has also been an influential voice on behalf of Egypt.Since the time of Muhammad Ali in the 19th century,Egyptian leaders have always viewed al-Azhar as a powerful tool for shaping and promoting the domestic and foreign policies of the government with which Egyptian leaders could gradually expand their control over the nation.It was not until the constitutional change in 2012 that al-Azhar was freed from state control and regained some degree of independence.However,as it has provided legitimacy for the government’s controversial policies for a long time,al-Azhar has come under increasing criticism and questioning.The“religious reform”proposed by President Sisi in 2015,attempting to change the right of religious discourse,has undoubtedly worsened al-Azhar.However,al-Azhar and Sisi are not completely opposites.The two sides have profound common interests in counterterrorism and social welfare.It is also with Sisi’s acquiescence and support that al-Azhar has frequently appeared on the international stage to export the Islamic values of peace and tolerance.

Formalizing Foreign-Related Affairs Governance and Exercising Foreign-Related Laws in China

Foreign-related affairs are international relations considered from a domestic perspective,and their governance models vary over time.War has long been a decisive approach to handling international relations.With the Charter of the United Nations requiring peaceful resolutions of international disputes and general banning use of force or threat of force to address international affairs,international relations have been placed on a track of legal governance.Governance of foreign-related affairs has to be formalized,although the associated legal governance model still has a close relationship with other models,and the domestic context plays a great role in this.Legal governance can adopt an approach to international law,domestic law,and policy coordination.The legal governance of China's foreign-related affairs can be regarded as the rule of law applied to foreign-related affairs.To exercise foreign-related affairs in a coordinated manner,appropriately exercising extraterritorial application and jurisdiction,safeguarding national sovereignty,security,and development interests,as well as common values of humanity,and building a human community with a shared future.

The Significance of Inter-Cultural Communication of“Panda Fever”——-A Case Study of “Meng Meng” and “Jiao Qing” in Berlin

From the perspective of inter-cultural communication,this paper analyzed the framework and content of dozens of reports written by five mainstream media organizations in Germany on the arrival of two Chinese giant pandas,their daily activities,and giving birth from 2017 to 2020.The results show that the mainstream media reports in Germany on the birth of twin cubs of the Sichuan giant pandas before and after their arrival in Germany were predominantly based on a cultural framework.In addition,these reports had positive or neutral tones.This shows that the giant panda international scientific research cooperation between China and foreign countries also has great significance in inter-cultural communication and people-to-people exchanges.
