On All-round Development of Human Rights in China

In October 2003, the Third Plenary Session of the Sixteenth Central Committee of the Communist Party of China （CPC） called for adherence to ＂the outlook toward development based on the fundamental interests of the people, toward an all-round, balanced and sustainable development.＂ The session also proposed to the National People＇s Congress （NPC） that respect for and protection of human rights be written into the country＇s Constitution. And accordingly, the NPC adopted a decision to revise the Constitution the following year. The call and the proposal were inter-related. The call sets the guideline, the theoretical basis and the orientation for the development of human rights in China. The pro- posal subsequently resulted in a revision of-the Constitution, the fundamental state law, which came as a legal guarantee for respect for and protection of human rights. Then, the ＂task of promoting an all-round development of the human rights cause＂ was written down into the country＇s Eleventh Five-Year Program for National Economic and Social Development （2006-2010）, which was approved by the NPC in March 2006. This was the first time that the development of human rights was written into a national program for social development. This means that an even closer link has been forged between China＇s human rights cause on one hand and the country＇s political, economic, cultural and social welfare undertakings on the other, thus preparing China＇s human rights cause for faster and sustainable development. We are now safe to predict that in the future, there will be even more and better rights the Chinese people are able to enjoy.

自贸区是国内国际双循环背景下新一轮改革开放的“试验田”,其带来的制度创新与全方位改革对于驱动经济高质量发展具有重要意义。基于2000—2021年省级面板数据,借助自由贸易试验区设立这一准自然实验情景,系统考察自贸区设立对经济高质量发展的影响。研究发现:自贸区设立显著促进了经济高质量发展,这一结论经稳健性检验后依旧成立。从作用机制来看,自贸区设立通过贸易效应、投资效应及创新效应三条内在路径影响经济高质量发展。异质性分析发现,自贸区建设引致的经济高质量发展效应在不同设立批次、区位特征省份间存在异质性,且对设立批次早、内陆地区省份产生明显偏好。拓展性分析发现,自贸区建设通过空间溢出效应推动邻近地区经济高质量发展。研究结论在理论上为经济高质量发展新路径探索提供了全新视角,实践上为自贸区持续深化改革创新、推进更高水平对外开放提供了经验证据。

本文以党的二十大和二十届三中全会精神为指导,基于稳步扩大制度型开放、构建“双循环”新发展格局和推进中国式现代化的战略要求,以中国对外签订自由贸易协定(FTA)和对内设立自贸试验区(FTZ)形成的两大网络体系为主轴,从理论上阐释了“双自联动”与构建“双循环”新发展格局之间的逻辑机理,揭示了“双自联动”的重点领域,以及通过FTA与FTZ三层次、多层级“双自联动”稳步扩大制度型开放与促进构建新发展格局的机制路径,为我国构建更高水平的开放型经济新体制提供自主创新的理论思路与实践对策建议。

“教育和生产劳动相结合”发展中“劳动教育”概念的变革

“教育与生产劳动相结合”是马克思主义教育理论的重要原理和基本原则,并内在规定现代劳动教育的内涵、形式及其变革。“教劳结合”中的物质生产劳动和现代教育是历史性概念,它们的内在结合使劳动教育规定和成为现代教育的基本内涵和主要形式。在智能劳动时代,非物质劳动取代物质生产劳动的主导地位,“教劳结合”主要发展为信息化教育、交往教育、情感教育等教育形式和物质劳动与非物质劳动的“内部结合”“多元结合”“交互融合”,也就是“教劳深度融合”,产生劳动教育的“非物质劳动教育”、智能教育转向。“教劳深度融合”的劳动教育为实现生产力巨大发展、劳动解放和人的解放创造主客观条件,实现劳动主体的自我增值和经济、社会、教育创新;实现劳动自由和人的自由的统一,呈现个人自由、个性主体和公共大众的“自由全面发展”。“教劳结合”发展中劳动教育的永恒意义在于:劳育融合、劳动育人;回归劳动教育的“育人”本质;必须坚持历史唯物主义和实践唯物主义方法论。

马克思人的本质思想是马克思主义的重要理论基础。这一思想是马克思在欧洲无产阶级反抗资产阶级革命运动和各种共产主义思潮蓬勃兴起的背景下为科学阐释共产主义思想而逐步形成的。马克思把人的本质确立为全面性和自由性的统一,其中的全面性包括全体人的共同发展、个体人的普遍本质,以及观念的总体性和个体人的全面关系等;而自由性包括人的物质生产活动的自由、人的个性才能发挥的自由和职业生活选择的自由。从马克思人的本质思想角度看,西方资本主义现代化的核心是资本的现代化,其结果必然导致人的异化。中国式现代化的核心是人的现代化,这与马克思人的本质思想一脉相承。马克思人的本质思想对当代人的现代化发展具有重要指导意义。

河南省推进“无废城市”建设实践与对策研究

建设“无废城市”是增进社会福祉的重要举措。近年,河南省坚持顶层设计,科学制定“无废城市”建设规划,坚持以点带面,构建梯次推进“无废城市”建设格局,坚持高位推进,确立健全的组织领导体系和评估体系,坚持系统思维,建立统筹协调推进机制。采用资料收集法、文献研究法及实地考察法,从实践、成效及面临的问题三方面对河南省推进“无废城市”建设的现状及问题进行调研。结果发现,河南省“5+1”地区因地制宜,持续进行特色化、适宜化探索,在“无废城市”建设中取得明显成效,但河南省“无废城市”建设仍存在起步较晚、资金短缺、技术能力不足、宣传力度不够等问题,需做好统筹衔接,充分形成工作合力,加大技术支持力度,全面增强全民生态文明意识。
