Research on the Evolution of Media Practices of Leading Cadres’ New Media and the Communication Characteristics

Purpose/Significance: This study aims to define the concept of leading cadres new media usage in China specifically, and to describe and analyze the forms and typical cases and characteristics of leading cadres new media in different stages. Method/Process: Based on the themes and contents of a few media accounts of leading cadres at different ranks, we summarizes leading cadres new media usage in a systematic perspective and content analysize method. Result/Conclusion: The study defines the concept of Leading Cadres’ new media from the perspective of media practice, determine its position as a media communication platform in the government affairs new media communication system and its relationship with the other elements, and then systematically review the evolution of its media practice from personal website, blog, microblog and microblog to WeChat, live show. On this basis, with the Harold Lasswell communication model, this article summarizes leading cadres new media communication characteristics from five aspects: content producer, content, channel, audience, and effect. Future studies may also enhance the empirical research from the effect perspective.

The Evaluation Indicator System for the Audit of Township Leading Cadres' Economic Responsibility: Based on the Survey of One County in Chongqing

Economic responsibility audit evaluation of township cadres is important and difficult. According to the evaluation content and principles,the paper constructs the evaluation indicator of five subsystems: " economic management", " economic decision-making", " implementation of economic policy", " economic development",and " honest and upright administration". Through the field survey of some county in Chongqing,evaluation indicator is screened. According to the expert questionnaire,it uses the Hierarchy Analysis Process method to construct the judgment matrix and calculate the indicator weight and thereby build evaluation indicator system. It focuses on traditional indicators and evaluation indicator of sustainable development to construct a new,more complete evaluation indicator system.

Analysis on Causes of "Micro-corruption" of Rural Cadres in China and Recommendations

This paper mainly introduced major manifestations of corruption of rural cadres in China,and analyzed causes of " micro-corruption" in rural areas. On the basis of analysis,it came up with pertinent recommendations for regulating " micro-corruption" of rural cadres,including improving the overall quality of village cadres,improving treatment of rural grass-roots cadres,improving grass-roots supervision system,activating the functions of rural discipline inspection commissioners,and reinforcing the punishment of " micro-corruption".

Corruption of Village Cadres and Construction of Clean Government in Rural Land Management in China

This paper analyzed the types and causes of corruption of village cadres in rural land management in China. On the basis of current corruption situation,it came up with recommendations including improving the financial system at the village level,establishing land information network,and reforming functions of village committees in the land management,in order to prevent corruption of village cadres in the land management and establish and improve the clean government mechanism for village cadres.

Clinical Analysis of Bevacizumab Plus FOLFIRI Regimen as Front-Line Therapy for Chinese Patients with Advanced Colorectal Cancer

The study was designed to evaluate the therapeutic and side effects of Bevacizumab plus FOLFIRI regimen as front-line therapy for Chinese patients with advanced colorectal cancer. A total of 15 previously untreated patients with advanced colorectal cancer received Bevacizumab plus FOLFIRI regimen as font-line therapy, in detail, irinotecan 180 mg/m2 was given intravenously on day1, then calcium folinate (CF) 200 mg/m2, F-fluorouracil (5-Fu) 400 mg/m2 given in bolus immediately after CF, day 1 - 2;5-Fu 600 mg/2 given continuously after bolus for 22 hours on day1, day2;Bevacizumab was given intravenously at dosage of 5 mg/kg, on day-1. Therapeutic and side effects were evaluated at least after four cycles of treatment. The results showed that all the cases among the group were valid for response evaluation, with CR 0, PR 10, SD 3, and PD 2. The response rate is 66.7% and median time to progression (mTTP) was 10.6 months. The main toxicities were bone marrow suppression, nausea and vomiting, stomach pain and diarrhea;there was no chemotherapy-related death. The data suggested that the combination regimen with Bevacizumab plus FOLFIRI regimen was effective as front-line therapy for Chinese patients with advanced colorectal cancer, and the side effects were tolerable and manageable.

中国县级领导班子群体特征研究——基于东西部比较分析

面对东西部发展存在的巨大差距,西部地区必须全面提升发展质量,而这离不开作为地区发展“领头羊”的领导班子的引领和推动。现有文献对于领导干部群体特征以及配置结构进行了深入的归纳和探讨,但也有必要比较区域间领导干部整体水平的差异并分析其潜在原因,据此对症下药。比较东西部领导班子的群体特征,对于西部地区领导干部的培养、选拔有一定参考价值。论文运用高层梯队理论,采用分层抽样的方法,在广东省、天津市、陕西省、重庆市获得562名县级党政领导班子的履历信息,从人口统计学特征、教育背景、职业发展经历三个维度进行分析,对比研究东西部地区县级党政领导班子群体特征的共性和差异。本研究利用EXCEL对县级领导班子特征各个指标的变量进行统计分析,通过均值、标准差等数据展示变量的分布结构和特征;利用SPSS21.0对东西部县级领导班子的差异性特征进行分组,通过t检验、卡方检验等呈现数据间的差异性。研究表明,东西部党政领导班子在性别、民族、政治面貌、教育背景等方面呈现出相似的特征,但在籍贯来源、年龄、任职经历、晋升路径等方面呈现出显著差异,西部地区县级领导班子年龄分布呈现“两头多,中间少”、籍贯结构“本地多,外地少”、教育背景“偏人文,轻理工”、“任职经历单一,工作经验同质性高”、自下而上晋升比例更低等明显特征。针对分析结果,建议西部县级党政领导班子要着重加强领导班子协同效能建设、优化领导班子干部队伍结构、完善现代干部任用选拔机制,以及进一步强化领导干部的交流制度。

基层治理中的“干部干、群众看”

在近年的基层政府公共服务实践中,“干部干、群众看”的现象普遍存在。这一现象的产生主要源于我国“为人民服务”的政府服务理念正在被“为顾客服务”的市场服务理念所替代,从而使原本“官民共治”的基层公共服务模式转换成了市场化服务模式。在我国“为人民服务”的理念中,“人民”从来都不是单一的个体,更不是顾客。“为人民服务”是为大多数人的共同利益服务,而不是为市场上差异化的个体利益服务。因此,以顾客为导向的西方公共管理理论在我国服务型政府构建中未必具有指导的适用性。立足于我国传统和现代的国家与社会关系,从为人民服务、党群关系、干群关系等中国式现代化的实践话语和经验中对服务型政府进行本土化重构是可行之道。

环保考核、ESG表现与企业价值——基于领导干部自然资源资产离任审计试点的准自然实验

基于利益相关者理论和信号传递理论,以2010—2019年我国A股上市公司为研究对象,采用多期双重差分模型的准自然实验,考察领导干部自然资源资产离任审计这一新型环保考核制度对企业价值的影响及其作用机制。研究发现:(1)领导干部自然资源资产离任审计能够提高企业价值;(2)领导干部自然资源资产离任审计可以通过提高企业ESG表现进而提高企业价值;(3)进一步分析结果表明:离任审计对企业价值的影响在非重污染企业、媒体关注度较低地区、绿色金融水平较低地区中更为显著。研究结果为如何健全领导干部环保考核机制,更好地激励地方领导干部实施可持续发展战略,促进经济社会全面发展提供参考。同时对离任审计的深化落实具有重要意义,有助于更好地改善环境质量,推动经济的高质量发展。
