The Research on Open Sharing of Higher Education Park Based on Intelligent Security System

The intelligent security system is a series of systems that use modern information technology means such as artificial intelligence, cloud computing, big data, face recognition to carry out comprehensive monitoring, early warning, prevention and control, disposal, etc, for security protection. It is the development trend of security system in the future, and it is also the basis for open sharing between higher education parks and universities. By using content analysis, unstructured interviews and other research methods, this paper deeply studies the feasibility and basic ideas of the construction of intelligent security system in Shahe Higher Education Park, and forms basic experience and typical practices through the project construction, which further promotes the more intelligent, standardized and scientific safety management in colleges and universities. It really provides an important theoretical basis and practical guidance for the opening and sharing between higher education parks and universities.

The article introduces the main practices and achievements of the Environment and Plant Protection Institute of Chinese Academy of Tropical Agricultural Sciences in promoting the sharing of large-scale instruments and equipment in recent years,analyzes the existing problems in the management system,management team,assessment incentives and maintenance guarantee,and proposes improvement measures and suggestions from aspects of improving the sharing management system,strengthening management team building,strengthening sharing assessment and incentives,improving maintenance capabilities and expanding external publicity,to further improve the sharing management of large-scale instruments and equipment.

Construction of the standardized efficiency evaluation system for the opening and sharing of valuable instruments and equipment

In terms of the problem of the evaluation of the utilization efficiency of the opening and sharing of the expensive instruments and equipment in colleges and universities, combined with the Internet plus management mode of the whole process of the valuable instruments, based on the idea of ＂full opening and sharing＂, the author of this paper established the opening and sharing mechanisms of the instruments and equipment, to promote their effective allocation and improve their utilization efficiency. In this paper, the author carries out the thinking and discussion of the construction of a standardized evaluation system of the performance evaluation the valuable instruments and equipment.

In this article,the current situation of Chinadigital home technology and standardization is re-viewed.It covers a technical introduction of in-dustrial standards and the ongoing national andinternational standard projects.It uses previouswork of the Ministry of Information Industry (MII)China Home Network Working Group as a casestudy for digital home industry development.Itconcludes that only the standards with openness,IP sharing,and interoperability with other tech-nologies and standards can have future applica-tions in the market.

Realizing profits immediately:disposition effect of open-end fund investors in China

This paper explores the disposition effect, the tendency of investors to hold losing investments too long and sell winning investments too soon, by analyzing a unique data set that consists of the buying and selling positions of open-end fund investors in China. Results show that investors' buying and selling behaviors are significantly affected by fund performance. The reasons that lie behind such results are mainly related to the non-persistence of fund performance. When fund performance is non-persistent, investors are not clear about the future returns on funds. So, investors, especially individual investors, would have to realize the profits on hand immediately. Meanwhile, fund investors are highly sensitive to fund age and loading fees, but not sensitive to management fees charged by funds when they buy or sell fund shares.

Constructing Geo-information Sharing Architecture

Along with the development of Internet, geo-information sharing and Open GIS are of increasing importance for GIS application fields. Southwestern China consists of several provinces or districts, they are Sichuan, Guizhou, Yunnan, Chongqing, etc. The economic and information cooperation among them are of significance. The pilot platform for resource and environment geo-information sharing for the southwestern China based on Web services, OGC(Open GIS Consortium) WFS(Web feature service) is constructed. Via this pilot platform, a loose information sharing mode can be implemented to improve their cooperation level.

数字化铀矿勘查服务平台数据资源共享与安全策略

随着“数字核工业”建设的全面铺开,数据资源成为铀矿地质勘查业务中不可或缺的核心生产要素。核工业北京地质研究院基于开源软件架构,研发了基于统一架构、研产一体的“数字化铀矿勘查服务平台”,该平台是基于各类实用型软件功能和丰富的勘查数据资源开展数据共享与应用,在铀矿地质勘查工作中提高勘查效率和准确性的一种服务型软件系统。为了满足铀矿地质勘查不同类型的数据及服务需求,建立了一套较为健全的数据资源和服务体系,提供了一批基础地质、铀矿勘查物化探等相关数据资源,并严格划分数据权限和用户权限,实现根据数据所有权划分审批权限的功能。同时,在国家网络安全和信息安全的要求下,开展了数据安全策略研究,以保障平台安全稳定运行。面向四代勘查项目,面向铀矿地质勘查领域,初步构建了“快速存储、方便查询、灵活调用、共享发布、动态更新、分析应用”的数据资源管理、共享和应用服务平台。

科学数据是战略性、基础性科技资源,深刻影响着各国的国家安全、经济发展和科技进步综合竞争力。在开放科学背景下,科学数据作为数据密集型科学研究范式的成果及重要支撑的同时,也面临着安全合规、可信可靠共享方面严峻的安全挑战。笔者从我国科学数据共享面临的安全挑战出发,以促进科学数据开放共享为目标,以构建动态、细粒度、领域适用的数据分类分级制度为核心,从政策、管理、技术、评估和监管等方面,提出科学数据安全战略,促进科学数据安全开发利用,实现科技强国的目标。

教育大数据正在成为驱动国家教育数字化转型战略行动的核心资源,带来了巨大的教育价值,但教育大数据的采集和分析产生了隐私侵害风险、信任危机等严峻问题,阻碍了数据的共享、开发和利用。如何增强教育大数据在开放共享、共建共用中的隐私保护和信任关系,成为制约数据驱动教育数字化转型的关键难题。对此,文章首先采用文献分析法,剖析了教育大数据隐私保护的研究现状与关键问题。随后,文章从应用场景角度设计了教育大数据全生命周期隐私增强框架,并基于此框架从技术实现角度构建了满足不同实体、不同阶段隐私需求的教育大数据全生命周期隐私增强模型及其应用流程。最后,文章介绍了该模型的典型应用场景,涉及学分与资质认证、教育协同与治理、可信评教、个性化学习服务等多个方面。文章的研究能够厘清教育大数据开放共享时的隐私保护关键问题和技术思路,可为实现教育数据要素化全生命周期的隐私保护、建立健全数据驱动教育数字化转型的信任机制提供参考。

我国地方数据政策体系的构建进展与展望

[目的/意义]研究我国地方数据政策体系的构建情况,旨在明确各地数据政策制定的进展与提点,进而推动政策体系的优化建设。[方法/过程]对31个省级政府的数据政策进行统计,并采用文本分析法梳理政策的总体内容框架,基于此,对比与解析政策内容的地区差异。[结果/结论]我国地方数据政策的发布可划分为国家信息化发展时期、大数据发展时期以及数据要素市场化时期三个阶段;政策总体内容框架包含数据基本内涵、数据资源建设、数据共享、数据开放、数据资产化、数据安全6大要点;不同地区涵盖上述政策要点的程度不同,也显示了我国数据政策在地方层面的特点。由此,我国地方数据政策需进一步面向多元数据对象、多层数据行动、多元责任主体,实现内容的体系化建设,并为国家数据政策体系的优化发展提供参考。

大型仪器在高校人才培养和科研测试服务中发挥着重要作用,系统的培训体系是高校大型仪器共享平台高效运行的基本保障,也是高校推进一流教育和拔尖人才培养的客观要求。系统性规范化的网络培训模式有利于提升培训的效果。通过构建包含安全培训及考核、仪器使用培训及考核、仪器原理及应用技巧、仪器测试成果与前沿展示互动交流于一体的网络资源平台,探索基于此平台的培训管理体系和长效完备的学习支撑体系,为高校大型仪器开放共享与人才培养体系建设提供了新思路。

为了更好地把握国内高校大型仪器开放共享的研究热点和发展趋势,对中国知网建库以来收录的该领域研究进行文献计量学分析。结果表明,关于大型仪器开放共享的文献多集中于实验类核心期刊,并形成了一定数量的核心作者,发文机构集中在“双一流”建设高校,国家级项目资助比重较大。关键词共现分析表明,基于“现状—问题—对策”范式的管理对策研究、共享信息服务平台的技术支撑体系研究和国内外大型仪器共享管理经验总结是当前的研究热点。随着研究前沿不断发展,持续深入开展管理体制机制建设、细化和完善评价考核体系、引入市场化机制和聚焦用户体验可能成为未来的研究重点。

高校仪器设备的投入不断增加,如何管好、管活仪器设备,使其在教学和科研方面发挥更大的作用,是广大高校仪器设备管理工作者努力解决的问题。四川大学经过长期积极探索与不断实践,首次提出10S精细化仪器设备管理体系,以管理促发展,理论与实践相结合,仪器设备日常管理规范化与现代化相结合,大幅提升了仪器设备管理的科学化和精细化水平,有效提高了仪器设备开放共享的效益和受益面。对10S精细化管理在仪器设备管理中的具体内容进行了阐述与分析,可为其他高校仪器设备管理提供一定的借鉴和帮助。
