Building International Consensus and Working Together to Advance the Development of the Global Human Rights Cause—Summary of Academic Views at the Forum on Global Human Rights Governance

On June 14-15,2023,the Forum on Global Human Rights Governance,jointly hosted by the State Council Information Office,the Ministry of Foreign Affairs,and the China International Development Cooperation Agency,was held in Beijing under the theme of“Equality,Cooperation and Development:The 30th Anniversary of the Vienna Declaration and Programme of Action and Global Human Rights Governance.”Participants conducted in-depth discussions and exchanges on topics such as“International Cooperation and Global Human Rights Governance,”“Global Development Initiative and the Realization of the Right to Development”,“Global Security Initiative and Human Rights Protection,”“UN Human Rights Mechanisms and Global Human Rights Governance,”and“Human Rights Protection in the Digital Age.”The event helped build international consensus and yielded fruitful achievements.

Japan-UK Security Cooperation in the Context of the Convergence of the Indo-Pacific Strategy and Global Britain

Japan-UK security cooperation has been deepening as the Indo-Pacific Strategy has converged with Global Britain,which has become strongly Indo-Pacific-oriented.In terms of their cooperation on security,the two countries have close security interactions,high-level security consultations,numerous mechanisms on security cooperation,frequent defense cooperation and exchanges between forces,and cooperation geared at a response to the Korean nuclear issue.In particular,Japan and the UK regard Indo-Pacific security as the strategic focus of their cooperation,and this underscores the rules-based international order.There are multiple motivations for Japan and the UK to strengthen their security cooperation,and the deepening of their security cooperation in the Indo-Pacific region is to a great extent due to strategic factors,including responding to the US strategic adjustment,Japan and Britain’s respective proactive strategic demands,the improving strategic positions of the Indopacific region,their seeking to shape the regional order in the Indo-Pacific,and so on.Despite facing challenges,Japan-UK security cooperation is continuously strengthening against a background of deepening strategic convergence between the two countries and great power competition.

Develop Naval Cadets'Global Competence through"Belt and Road"Ini⁃tiative Cooperation and Exchanges

Since the 18th National Congress of Chinese Communist Party,the great call for building a maritime power and a power⁃ful military force has set higher standards for Navy’s development and the application of strategies.As a maritime military force,the navy bears considerable responsibilities of safeguarding territorial sovereignty,maritime rights and interests with security and development as core mission,and defending the role and image of China as a major county in the world.This paper analyzes and studies naval officers’global competence development from three aspects,and discusses the significance and recommendations of strengthening the development of naval cadets’global competence in cooperation and exchange guided by“Belt and Road”Initia⁃tive(BRI).

A seasonal grade division of the global offshore wind energy resource

Under the background of energy crisis, the development of renewable energy will significantly alleviate the energy and environmental crisis. On the basis of the European Centre for Medium-Range Weather Forecasts（ECMWF）interim reanalysis（ERA-interim） wind data, the annual and seasonal grade divisions of the global offshore wind energy are investigated. The results show that the annual mean offshore wind energy has great potential. The wind energy over the westerly oceans of the Northern and Southern Hemispheres is graded as Class 7（the highest）, whereas that over most of the mid-low latitude oceans are higher than Class 4. The wind energy over the Arctic Ocean（Class 4） is more optimistic than the traditional evaluations. Seasonally, the westerly oceans of the Northern Hemisphere with a Class 7 wind energy are found to be largest in January, followed by April and October, and smallest in July. The area of the Class 7 wind energy over the westerly oceans of the Southern Hemisphere are found to be largest in July and slightly smaller in the other months. In July, the wind energy over the Arabian Sea and the Bay of Bengal is graded as Class 7, which is obviously richer than that in other months. It is shown that in this data set in April and October, the majority of the northern Indian Ocean are regions of indigent wind energy resource.

Lessons for Epidemic Emergency Policy: A Scoping Review of Ebola and COVID-19 Pandemics in Africa

Ebola Virus Disease (EVD) outbreaks in Central and West Africa 2013-2020 were the deadliest, most intense and most widely spread. On top of this, the novel Corona Virus Disease 2019 (COVID-19) has given us all a new experience. It is imperative to draw lessons to prepare for future disease outbreaks. This was a scoping review, a method that allows the assessment of emerging evidence. The objectives of the review were to 1) describe the manifestation of the epidemics;2) elaborate on the social and economic effects;3) characterize the responses;and 4) draw lessons. The findings show that Ebola risk is permanent and even increasing. The next COVID-19 epidemic is around the corner. For Africa, the situation has been made worse by poverty and fragility of institutions. Africa’s incapacity to manufacture its own vaccines, medicines, diagnostics and protective wear has been detrimental in the management of epidemics. The need for personal and home hygiene has been emphatically brought to attention. The trust in the government and other agencies is the cornerstone in the management of emergencies. The use of armed soldiers should be discouraged, for they scare people from seeking help. It is much better to use trusted local leaders instead of strangers during pandemic emergencies. Understanding the local politics without getting involved in them is essential. It is critical to understand community and individual perception of the risk of the disease in question. Often neglected is the psycho-social aspect, which should be planned early. The science of response measures ought to be explained simply and transparently, as part of risk communication. Emergency funds should be raised, and made easy and quick to disburse. Mechanisms of sharing health technologies and knowledge need to be devised under the UN. People centeredness ought to guide the conduct of trans-border movements and all transactions during pandemics.

Over the past two decades, as the main battlefield of China's international energy cooperation, countries along the Belt and Road have had good foundations in the foreign investment. Through China's efforts to build the Belt and Road, energy cooperation has enjoyed first-mover advantages. Looking ahead, the countries along the Belt and Road are predicted to enjoy a promising future in energy cooperation because of their abundant energy resources, their role as complements to China's economic development, and their vast amounts of cooperation potential. At the same time, we are also keenly aware that there are a number of risks caused by geopolitics, policy changes, price fluctuations and legal compliance in energy cooperation among the countries along the Belt and Road. Moreover, it is urgent for Chinese enterprises to enhance their international capabilities. In this context, it is necessary to further maintain and make full use of their first-mover advantages and play a guiding and demonstrating role. Enterprises should actively adapt to new changes, while the government should make progress in policy coordination, facility connectivity, unimpeded trade, financed integration and people-to-people bonds, so as to keep deepening international energy cooperation and to build an energy silk road and a community with a shared future for energy.

Historical Trend of China-UK Strategic Cooperation Based on the Belt and Road Initiative

The Belt and Road Initiative which was proposed by Chinese President Xi Jinping is playing an important role in the development of globalization, increasingly more countries and international groups are supporting and engaging in it. The trade and cultural communications between China and the United Kingdom(UK) goes back centuries, and although troubled at times, has now successfully entered the"golden age"of deep cooperation between the world powers through strategic cooperation based on the Belt and Road Initiative. With the developing trend of the times, China and the UK should deepen their cooperation in the areas of higher education, research and development, financial innovation, social management, cultural innovation, supply-side structural reform, regional development, rural governance, public medical systems, aerotropolis construction, university science parks, high-tech parks, and other social and economic developments, thus continuing the advancement of deep cooperation between world powers. The Belt and Road International Conference held in Beijing in May 2017 and was the beginning of a new round of strategic cooperation and globalization for the benefit of the countries and regions involved.

The Changing Identity of China in Global Governance and International Institutions

As global issues become more prominent and complex, various actors in the international community are strengthening global governance through systems of international cooperation. Different international actors have different identities, responsibilities and roles in international institutions due to their comprehensive strengths. They are roughly divided into three types: followers, supporters and leaders. Since the founding of the People's Republic of China in 1949, its process of participation in international institutions and global governance has been obviously staged.In recent years, China has actively participated in various major international activities and carried out a series of diplomatic activities at home, which further demonstrates its involvement from a single participant to both a leader and a participant. In the existing traditional, modified and innovative international institutions, China is essentially playing a dual role, namely the roles of participant and supporter, the supporter and reformer, and the supporter and leader.

Global Talent Cultivation Against the Backdrop of International Cooperation for Education

The COVID-19 pandemic is the largest ever infectious disease facing mankind.It challenges national governance capabilities and international patterns.On June 8,2021,the“2021 China-Europe Seminar on Human Rights”was held in Chongqing,China.Its theme was“COVID-19 Pandemic and the Protection of the Right to Life and Health,”which focused on five topics:the impact of the COVID-19 pandemic on the protection of the rights to life and health,the response of countries against the pandemic,the protection of the right to life and health of specific groups during the pandemic response,the national responsibility for the protection of the right to life and health in the public health crisis,and global cooperation in the prevention and control of the COVID-19 pandemic.The conference reached two consensuses:First,in the face of the pandemic,countries must take responsibility for the people and protect the people’s right to life and health;second,an effective international mechanism for fighting the COVID-19 pandemic must be established as soon as possible.

Globalization and Foreign Language Education at a Chinese University

This essay begins with a brief introduction to the changes in foreign language education policy and the main motives for those changes in the context of socio-political circumstances. It then examines the development of language education system in a new college of a university in China over a period of ten years in relation to the issue of internationalization and globalization.The study shows that the language education system of the new college has developed in parallel with the recently-emerged trends in language education in China. Finally,it seeks to interpret these trends in terms of global,national,regional forces that currently drive it forwards.

An assessment of global ocean wave energy resources over the last 45 a

Against the background of the current world facing an energy crisis,and human beings puzzled by the problems of environment and resources,developing clean energy sources becomes the inevitable choice to deal with a climate change and an energy shortage.A global ocean wave energy resource was reanalyzed by using ERA-40 wave reanalysis data 1957–2002 from European Centre for Medium-Range Weather Forecasts（ECMWF）.An effective significant wave height is defined in the development of wave energy resources（short as effective SWH）,and the total potential of wave energy is exploratively calculated.Synthetically considering a wave energy density,a wave energy level probability,the frequency of the effective SWH,the stability and long-term trend of wave energy density,a swell index and a wave energy storage,global ocean wave energy resources were reanalyzed and regionalized,providing reference to the development of wave energy resources such as wave power plant location,seawater desalination,heating,pumping.

PROGRESSES AND PROSPECTS IN RESEARCH ON SEASON DIVISION AND SEASONAL CHANGES IN CHINA

Progresses in the research for season division and seasonal changes are reviewed systematically in this paper,which particularly introduces the results of a national natural science foundation project,"the nonlinear identification of seasonal changes and its responses to global warming".The project developed two objective and quantitative methods for season division:the non-linear similarity measure(NSM) method and the regional multi-element optimal dissection(RMOD) method,which differ from traditional ones for season division.Besides,the project further investigated seasonal changes and their responses to global warming,analyzed evolution characteristics of the starting date and length of seasons in history,revealed their relationships with extreme events and precipitation patterns in rainy seasons,and thereby built a research system for seasonal changes in China under the global warming background.Finally,the authors make an outlook on the research for season division and seasonal changes and put forward several issues associated with season and climate changes that need to be further explored.

The Belt and Road Initiative and the 2030 Agenda for Sustainable Development:seeking linkages for global environmental governance

Global environmental cooperation serves as an important part in the Chinese ideal of building a Community with a Shared Future for all Human Beings. The report of 19 th CPC National Congress indicates that China is committed to proactive mitigation under the Paris Agreement and further participating in global environmental governance under the 2030 Agenda for Sustainable Development, and both of which are largely integrated to the Belt and Road Initiative(BRI). BRI are also closely linked with South-South environmental and climate cooperation proposed by China from previous UN summits. Based on shared ideas, intersected agendas, and compatible governance approaches, BRI and the 2030 Agenda for Sustainable Development grow increasingly relevant and they might form synergies based on increasingly interactive relations. In sum,seeking and intensifying the linkages between BRI and 2030 sustainable development goals(SDGs) could address global environmental governance deficits and enhance cooperation among nations.

In this paper a class of cooperative Lotka-Volterra population system with time delay is considered. Some sufficient conditions on the existence and globally asymptotically stability for the asymptotically periodic solution of the system are established by using the Lyapunov function method and the method given in Fengying Wei and Wang Ke (Applied Mathematics and Computation 182 (2006) 161-165).
