Top-Level Design of Smart City Based on“Integration of Four Plans”

A smart city provides a new idea and model for urban construction, management, and development. This article proposes the concepts and methodology for top-level design of smart cities based on the ＂ Integration of Four Plans ＂, and the planning process and systems for implementing the top-level design of smart cities. This article discusses, from the perspective of a city, how to optimize resource allocation, coordinate the development of urban economy, society, resources, environment, and people＇s livelihood, and map out the blueprints for healthy and sustainable development of a smart city.

Technology Embedding of Classroom Teaching: Types, Issues and Responses

As the new demands on curriculum teaching in the information age, the application of various technologies is profoundly affecting classroom teaching today. The technology-embedded classroom approach includes technology- assisted teaching, technology-integrated teaching, and technology-based teaching. There are still some deficiencies in the technological embedding of course teaching, the technological presentation of knowledge destroys the ecosystem of classroom, the technological controlled teaching hinders the development of teacher-student relationship, and the value orientation under technological efficiency neglects the integrated development of students. It is recommended to develop an ecological view of technological development, a pedagogical system focused on teacher-student interaction and an evaluation system with a multi-valued orientation.

Coordination:From Development Concept to Methodology Innovation

Coordinated development focuses on ensuring an integrated,systematic and coordinated development approach.It exhibits the new thinking of social engineering,and concerns value orientation,distribution change,strategic direction and problem orientation.It is of great methodological significance in boosting the economic and social development of China during the 13 th Five-year Plan and beyond.Coordinated development requires a top-level design in social engineering,which includes deconstructing urban-rural dual structures,mending the"short planks",synchronous advancement of the new"Four Modernizations,"as well as the joint development of cultural-ethical production and material production.As a methodology of social engineering,coordinated development contains the methods of social design,social reflection and social evaluation and has become a basic model to guide and hold the new normal of China's economy.

“善治”视野中的国家治理能力及其现代化

国家治理问题是当代世界最重要、最核心的命题之一,国家治理体系的能力建设则是铸就现代化强大国家、实现民族复兴中国梦的必由之路。国家治理能力的根本提升有赖于深化改革,在"善治"视野下对决定和影响国家治理体系能力基础的诸方面予以检视和改新,在此前提下参考"善治"的准则并遵循国家新阶段改革顶层设计的规划,必须对构成国家治理制度能力各要素的体制与功能机制进行根本性变革,努力打造一个民主的、法治的、公正的、廉洁的、高效的国家治理能力体系。

Research on the national climate governance system toward carbon neutrality-A critical literature review

Global climate governance has entered the era of carbon neutrality,as a growing number of countries have set the goal of carbon neutrality for long-term emissions reduction toward the mid-21st century.In 2020,China also pledged itself to the goal of carbon neutrality,which creates an urgent demand for this country to establish a systematic and integrated national climate governance system.Against this background,this paper conducts a systematic literature review of climate governance systems from the perspectives of top-level design and the governance paradigm to bring insights into climate governance toward carbon neutrality.The results show that although there are interactions between decarbonization and other environmental,social and economic fields,research gaps still exist when enhancing climate governance toward carbon neutrality.For example,issues regarding incorporating climate factors into the overall economic and social layout,strengthening the capacity of data collection relevant to climate adaptation,integrating climate mitigation and adaption actions,as well as connecting domestic climate governance and international cooperation,need to be further addressed.In addition,within the national governance system,studies combining both regional and sectoral concerns and the intertemporal dynamic allocation mechanism need to be further addressed when China decomposes its national climate target.Moreover,the division of power between the central government and local government,as well as the communication scheme between government and non-state actors,also turns out to be important for effective governance.Based on this analysis,policy implications are further proposed for China’s formulation and implementation of long-term strategies of climate governance toward carbon neutrality.

System innovation:the key to pension reform

Along with the accelerated advancement of population aging,China’s economic development has led Chinese residents’income to a moderate level.However,the unfair and unsustainable features of“dual standard of pension insurance”for both rural and urban cadre and employees have become so increasingly prominent that the time to change it has come.The top-level design of pension insurance should be taken shape on the basis of clarifying such concepts as old-age security,insurance,system,institution,and mechanism,and be carried out gradually in several steps at different levels.At the first level,basic pension insurance system should be reformed and created;at the second level,a new institution for pension insurance system should be reformed and created;at the third level,reform and improvements are made to compensate pension insurance system.Among these,the key is to establish a uniform pension insurance system for both urban and rural cadre and employees which is primarily dependent on individuals’payment and secondly by enterprises(units).Such institutional innovation requires initiatives from both government and market towards a market-oriented reform.
