As a governance mechanism, we empirically study relationship among the scale of the board of directors, the structure of the board of directors and the duality leadership structure with corporate performance in Chinese public companies. The result shows that the smaller scale of the board of the directors is, the better performance is. With the ownership structure changing better, the structure of the board of directors will change better and promote the performance. The duality leadership structure doesn't affect the corporate performance. Constructing a law-based government is a core element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of managem...Constructing a law-based government is a core element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of management studies. Since China started to implement reform and opening up over thirty years ago, rule of law development and organizational evaluation have gone through several stages, each with different characteristics. Efforts to build a law-based government have met with success, but what the country now has is essentially still goal-oriented assessment. At present, this suffers from the lack of a clear goal orientation or definition of functions, an imperfect technical system and unsound motivation mechanisms, not to mention the practical problems of each government department going its own way, duplicating evaluations or being left rudderless. Drawing on a combination of value rationality and instrumental rationality and using government performance evaluation to promote the building of a law-based government not only conforms to the spirit of the rule of law and value rationality in government performance, but also strengthens the role of evaluation as an instrument for organizational management. Therefore, we need to create new evaluation theories, expand public participation, introducing diversified evaluating entities, improve technical systems, strengthen institutional buildup, and foster a performance-based culture. In addition, replacing goal-oriented assessment with performance evaluation will help the emergence of a new discipline--the performance evaluation of rule of law government, thus promoting multidisciplinary efforts to integrate and create new public administration theories in China.展开更多

Chinese and Western government performance management differs in terms of their macro-environment, institutional foundation and functional definition, as well as in their values, indicator systems and implementation m...Chinese and Western government performance management differs in terms of their macro-environment, institutional foundation and functional definition, as well as in their values, indicator systems and implementation mechanisms. In their practice, local governments in China go beyond institutional transplantation and imitation while learning from Western experience in performance management. Through comparison, reflection and efforts to surpass the West, and on the basis of the realities of China's socioeconomic development, cultural conditions and governmental reform, they have initiated a Chinese performance management model that fits China's conditions, with a view to vigorously advancing the enterprise of administrative reform. From comparing experience in China and the West and analyzing the essence and the theoretical value of the Chinese model, we can conclude that it is a new model that pursues innovation-led performance improvement. It has a well-established internal structure that seeks performance improvement across the dimensions of institutions, mechanisms, ftmctions and supplementary aspects. The correlation between a property unit and a governance unit is mainly expressed in symmetry: if the symmetry is strong, both perform better; if it is weak, both perform poorly. The symmetry between organizational units is mainly determined and influenced by structural equilibrium, equivalence of levels, suitability of scale, completeness of boundaries, correspondence between functions and rights, and endogeneity of unit construction. Of these six factors, structural equilibrium, equivalence of levels and suitability of scale are determining factors; completeness of boundaries and correspondence between functions and rights are influencing factors derived from the former three and playing important roles in certain cases; and endogeneity of unit construction is an external conditional influencing factor.
