Evolution and Governance of the Structure of Marine Economic Networks in China’s Coastal Areas: Based on Sea-related A-share Listed Companies

Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.

On the Function of Government during the Economic Transformation in Our Country

The paper analyses the necessity of government playing a role in the economic transformation and the government function in the process of economic transformation to definite the role of state government of China in the process of economy transformation.

The transformation of China＇s economic and government functions

The content of China＇s economic transformation is not single, and this article argues that it includes three parts. The first is the reform of economic system, the second is the change in the pattern of economic growth, and the third is the adjustment of economic structure. Government is the leading force of China＇s economic transformation, and repeated reform of government institutions has brought about some changes to government functions. But problems are obvious that lag changes of government functions have become an obstacle in China＇s economic transformation. This article describes the historical evolution and the reality of China＇s economic transformation, and analyzes the main reasons of lag changes in government functions, and reveals that the transformation of government functions is the key for successful transformation of China＇s economy.

The Transformation of government economy management function on a sustainable development of the environment

The ever-changing and developing ecological environment determines the functions of government to be followed by changes in economic management. The pursuit of short-term economic growth, ignoring the social promotion, will lead to excessive consume the earth＇ s resources and deteriorate environment, which pose a serious threat for the overall development of the human. Reality shows that the traditional development model faced with severe challenges. Thus, to solve environmental problems and achieve sustainable human development has become starting point and destination for the world＇ s governments to consider all issues. Government, as the actors on the path of sustainable development, is imperative to change the government＇ s economic management functions to genuinely achieve economic, social and environmental comprehensive, coordinated and sustainable development. Implementation the strategy of sustainable development requires the Chinese government at least to adopt the ideology of overall and coordinated development in the head, follow the objective law and transfer the functions of government management of the economy on the basis of sustainable development.

Research to Improve the Effectiveness of the Government＇s Economic Management of Performance Management

Government Performance Management is a new government management pattern. It plays an important role in the development of the local government and an important part of the government human resource management. Since China began to implement its government performance management, it has obtained some initial results. But it is still in the exploratory and improvement stage. Because a lot of problems arise in the actual operation process, so theoretical research and practice experience need to be further improved. Therefore, analyzing the local government perfornaance management problems and exploring strategies to improve the performance management are currently the objective requirements of the socialist market economy construction and governance reform in China and will have great significance.

Transforming Chinese Government＇s Functions Based on Knowledge Economy

Based on the nature of Knowledge Economy, this paper discusses the necessity and urgency for Chinese government to adjust its functions in the new economy; presents some concrete strategies of taking good chances and meeting the challenges of Knowledge Economy, including creating and protecting intellectual property rights, enhancing knowledge management, solving the problem of fairness and efficiency, breaking down local protectionism and building national innovation system.

Function S-rough sets and two law forecast

Function S-rough sets has the properties of dynamics, heredity, and memory. Function S-rough sets is penetrated and crossed with the issue of economic law forecast, then a new forecast model based on function S-rough sets namely the two law forecast model is proposed, which includes upper law forecast model and lower law forecast model; and its＇ implement algorithm is given. Finally, the validity of the model is demonstrated by the forecast for region economic development of Hainan Province.

基层妇联组织在乡村治理中的主体性功能及实现路径

农村基层妇联组织不仅是党和政府联系妇女人群的桥梁和纽带,也是农村基层政权的社会支撑之一。在党建引领乡村治理的时代背景下,要站在治理的角度去审视基层妇联在乡村治理中的功能及其作用机制。从治理来看,基层妇联是政治组织和群众组织,也是治理组织和服务组织。基层妇联具有融入乡村治理全过程的政治需要和现实需要,在乡村治理中具有主体性功能。基层妇联在乡村治理中的主体性功能不仅是由妇联的政治性、先进性和群众性决定的,也是由党的帮手和助手功能决定的。基层妇联凭借其独特的政治、组织、动员、宣传和凝聚群众的优势,在乡村治理中可以发挥组织动员、服务群众、民情枢纽、协商议事等作用,提高乡村治理的组织化、社会化、服务化和共治化。通过组织体系“纵向到底”和“横向到边”以及成体系的体制机制创新实现基层妇联在乡村治理中的主体性建构,是妇联发挥基层治理功能的可行路径。

基于AMESim和Simulink联合仿真的阀控马达神经元PID调速系统控制

为了研究阀控马达调速系统的控制性能,首先介绍了AMESim和Simulink联合仿真的技术,通过AMESim软件建立系统精确的模型,以PID作为控制器,应用神经网络控制理论解决传统PID参数调节困难的问题,并采用神经元PID控制器的改进算法,在Simulink中搭建基于S函数的控制系统仿真模型,最终对阀控马达调速系统进行控制。仿真结果表明:输入阶跃信号时系统的响应速度加快,超调减少,调节时间缩短;施加负载时,转速震荡减小,系统抗干扰能力提高;输入正弦信号时,幅值超调减小,相角滞后减小,跟随性能提高。

边疆民族地区经济高质量发展的张力与调适——基于促进区域协调发展的政府职能视角

治国必治边,推动边疆民族地区经济高质量发展是增强民族团结的核心驱力,是维护国家安全的重要保障,是实现中国式现代化的本质要求。但边疆民族地区经济高质量发展具有特殊性,在宏观层面存在复杂的自然环境与正外部性间的结构性张力,在中观层面存在区域非均衡发展“累积循环效应”的客观事实,在微观层面存在“完全市场假设”与“诱质性制度变迁”的双重差距,三者共同构成了政府职能的“在场”逻辑。推动边疆民族地区经济高质量发展,需要发挥政府职能,以“有为政府”建构“有效市场”,具体表现为完善差别化区域支持政策、优化国土空间规划、推动产业结构调整和优化升级、以高水平安全保障高质量发展。同时,为了更好发挥政府作用,实现更高水平的经济高质量发展,边疆民族地区还需调适好政府与市场、政府与企业、中央政府与地方政府以及政府与人民的关系。

i-Tree Eco Analysis of Landscape Vegetation on Remediated Areas of Oak Ridge National Laboratory

The Oak Ridge National Laboratory (ORNL) is the largest and most diverse energy, research, and development institution within the Department of Energy (DOE) system in the United States. As such, the site endures constant land development that creates rigorous growing conditions for urban vegetation. Natural resource managers at ORNL recognize that trees are an integral component of the landscape and are interested in characterizing the urban forest and their associated ecosystem services benefits. We evaluated the urban forest structure, quantified ecosystem services and benefits, and estimated economic value of resources using i-Tree Eco at ORNL. While this assessment captured over 1100 landscape trees, the ORNL Natural Resources Management for landscape vegetation can be expanded to include unmanaged landscapes, e.g. riparian areas, greenspace, and other vegetative attributes to increase ecosystem services benefits. Assigning a monetary value to urban forest benefits help to inform decisions about urban forest management, ideally on cost-benefit analysis.

地方政府经济职能转变与资源配置效率——以政府工作报告的内容分析为例

本文聚焦于政府职能转变过程中“经济事务治理权”的转移,以中国内地地级市政府工作报告为基础,使用内容分析的方法建立政府经济职能转变指数,发现政府经济职能转变显著降低了城市—行业层面的资源错配程度。机制检验发现,政府经济职能转变通过降低企业制度性交易费用、优化信贷资源配置和企业生产要素投入,促进了行业资源配置效率的提高。异质性分析结果发现,政府经济职能转变对改善管制程度较低行业的资源配置具有较强的边际作用,而区域市场整合会强化政府经济职能转变的资源配置作用。

新型农村集体经济治理体系的理论阐释与构建策略

新型农村集体经济治理体系以保障股东利益和农民权利为逻辑起点,促进农村集体经济组织经济功能发挥,持续优化组织治理机制和政府公共服务供给,体现经济属性和社会属性统一的价值追求。当前,新型农村集体经济发展面临的治理问题依然突出。实践中,新型农村集体经济治理体系构建形成了丰富的实践探索,其经验启示是:推动政经分离要符合成本效益原则,在集体经济发展中要更好发挥政府作用,推进农民治理主体地位确立要考虑集体经济发展不平衡的现实状况。构建新型农村集体经济治理体系,应强化农民治理主体地位,完善农民参与治理的体制机制;分离基层组织职能,更好发挥农村集体经济组织的经济功能;重构市场化的组织治理机制,防止“内部人控制”;优化基层政府职责,提高政府公共服务供给水平。

以目标引领推动产业政策转型

迈入新发展阶段,为充分发挥市场在资源配置中的决定性作用,实现“有效市场”和“有为政府”的有机结合,政府需不断推动产业政策从选择性向功能性转型。基于经济增长目标管理现实机制与公共选择理论基础,结合2007—2020年全国各地方政府工作报告的经济增长目标数据,实证研究表明,经济增长压力与功能性产业政策强度存在“倒U形”关系,适度目标引领有利于激励地方政府实施功能性产业政策,但过度的经济增长压力将对功能性产业政策产生挤出效应。进一步研究表明,经济增长压力对功能性产业政策的引领作用需具备一定的地方财力基础和市场发育基础,且公众参与程度的提高有助于功能性产业政策在经济增长高压下持续发展。

基于新公共服务视角乡镇政府行政职能改进方式探究

新公共服务视角下,乡镇政府在乡村振兴战略中扮演着公共服务提供者、协调者和监督者的角色。基于新公共服务视角乡镇政府职能定位的转变,是为建设适应农业农村发展实际和农民生产生活的有为政府。这对乡镇政府履行职能提出新的挑战。乡镇政府行政职能改进,应根据经济社会发展,按照职能定位,推进行政管理体制改革,完善政绩考核制度;以人民群众利益为导向,牢固树立人民至上和依法行政的理念;结合履职遇到的实际困难,创新公共财政制度,提高工作人员的服务能力和水平,推动乡村治理现代化。

新时期我国体育体制的理性化重塑——研究路径回顾与分析框架探索

通过文献的回顾与梳理,从经济学、社会学、行政学等角度阐述了我国体育体制改革的研究路径;在对新时期我国体育体制重塑的实质、基本依据、目标与核心、动力机制进行剖析的基础上,构建了一个集"理论依据-应然目标-动力机制"于一体的三维联动分析框架,并从新型关系重建、政府职能转变、绩效评价转向等层面对分析框架的构成要素进行解读。根据分析框架提出了我国体育体制理性化重塑的政策建议:1)遵循"功能匹配"原则,确定政府转移职能的权力属性;2)建立"三个清单"制度,迈开政府职能转变的关键一步;3)探索"协作性治理",让离实践最近的主体有决策权;4)建设"绩效型政府",发挥评估和行政问责的杠杆效应。

经济独立性能否促进监事会治理功能发挥——基于企业违规视角的经验证据

监事会能否发挥应有的治理功能历来备受争议,焦点之一是何种类型的监事会更有效。本文以中国资本市场2007-2016年A股上市公司为样本,实证检验监事会经济独立性对企业违规行为的影响。研究发现:(1)当监事会经济独立性增强时,企业违规行为的发生概率和程度都显著降低;(2)区分监事会成员职位后显示,上述治理功能发挥主要由监事会主席的经济独立性推动所致;(3)当内部控制有效性下降或企业所处地区的法律环境较差时,监事会经济独立性的治理功能更强。进一步分析揭示,经济独立性有助于监事会治理功能发挥主要因代理成本降低所致。本文丰富和拓展了既有的监事会有效性学术文献,也为完善上市公司监事会制度提供了新的思路。

我国地方政府经济行为的研究述评

系统梳理国内外在地方政府经济行为相关方面的研究成果,从地方政府经济行为内涵、地方政府经济行为分类、地方政府经济行为影响因素和地方政府经济行为产生的结果等四个方面对地方政府行为的已有研究进行了回顾和述评,以期为后续的研究提供借鉴。

我国政府竞技体育管理职能转变探析

运用政治学、经济学理论分析政府竞技体育管理职能的基本含义,讨论市场经济条件下我国政府竞技体育管理职能变迁的方向。认为:在由体育大国向体育强国迈进的过程中,政治功能不可能成为发展竞技体育的唯一价值取向,并且这一中心领域对其他领域的限制程度将会逐步弱化;应根据竞技体育产品的性质,明确政府自身的职能定位,在竞技体育领域形成多中心治理格局。

生态产品供给的PPP模式研究

当前生态产品供给机制存在效率低下的问题。生态产品供给的PPP模式通过政府和私人企业之间的合作,采用生态产品供给项目外包、生态产品供给特许经营和政府购买生态产品的方式,能够在发挥政府主导作用的同时,充分调动市场主体供给生态产品的积极性,以增加生态产品的生产能力。发展生态产品供给的PPP模式需要进一步转变政府职能,需要制定和完善生态产品供给PPP模式下的法律法规,需要创新PPP模式下生态产品的实现方式。
