The E-Government in Local Governance and Its Contribution to the Regional Development: A Comparative Study

The purpose of this article is to designate the impact of the implementation of e-governance in municipalities and to suggest some proposals for further growth. More specific, in the first chapter, there is a theoretical approach of e-governance by presenting its definition and describing the current situation of the progression of e-governance to these municipalities. In the second chapter, it is presented a comparison between these municipalities about the implementation and progress of e-governance among them. Finally, in the third and last chapter, there are the conclusions and some proposals for future growth of e-governance to these municipalities.

The AHP-Based Assessment of Public Services With Respect to Different Groups of Customers of Polish Local Government

The situation of the contemporary economic systems is based on their ability to ensure optimal response to the customer needs. There are several important groups of clients, who may determine development processes and who are recipients of public services. They include： residents, entrepreneurs, tourists, and State Treasury. Local governments are equipped with a range of legal instruments to provide public services addressed to the selected clients. The objective of this paper is to present the application of the AHP method to assess the significance of the selected categories of public services for different groups of clients in Poland. The results allow setting priorities for future policy and adjust the tasks to the specific expectations of each group of clients. The model of assessment of public services was built using the analytic hierarchy process （AHP）. Since the 1970＇s, this multicriteria decision-support method has been used by researchers and practitioners in many areas of socioeconomic life. The case study presented in this paper involved 14 experts--public administration workers in one of the districts in Southern Poland. The survey consisted of two stages. First, they assessed--using the AHP--the influence of each group of customers on local development processes. The most important was ＂business＂ （priority 38.7%）, followed by ＂tourists＂ （29.7%）, ＂citizens＂ （26.1%）, and ＂central administration＂ （5.5%）. Second, they evaluated at the five-point Liken scale the influence of over 20 different public services with respect to different groups of clients. The results were aggregated using arithmetic mean and multiplied by the priorities of the clients. The synthesized final score indicated the most significant public activities overall, which were ＂roads＂ （4.16）, ＂transport＂ （3.93）, and ＂tourism＂ （3.84）.

A survey of public needs for government information service in libraries

Purpose:This paper describes a comprehensive user survey carried out in China to investigate public needs for government information service in libraries.It is expected to provide insights into the ways to help public libraries meet the user needs.Design/methodology/approach:The paper is founded on a survey among library users,librarians and non-library users.Paper questionnaires were distributed in the National Library of China and 32 provincial public libraries in China and electronic questionnaires were sent to non-library users.A total of 909 valid questionnaires were collected.Findings:A lot of attention is paid to policies,laws and regulations relating to common people’s work and lives such as science,technology,education,culture,finance,market supervision,health care,sports,urban construction and environment protection.A wide variety of government information resources is needed and information delivered to users shall be accurate and timely.Internet has become the main means of accessing government information and mobile phones the preferred Web access channel,while printed materials are considered important information sources.Users need assistance and training in the use of library information resources and services.Research limitations:The sample was limited to respondents from provincial-level public libraries,but city and county-level library users were not included.Practical implications:The survey results are beneficial for the Chinese public libraries to design service programs and improve their services.Originality/value:The paper is one of the comprehensive surveys on public needs for government information service in the Chinese libraries and some of die findings will be of wider interest for other libraries.

The Relationship between Public Service Efficiency of Government and Residential Political Trust in Hong Kong

Hong Kong has a long history with its high efficiency and clean and self-disciplined government.Within the past over 20 years,different social development trend has occurred in Hong Kong.The article observed the relationship between political trust from residence and public service efficiency of government in Hong Kong from 1992 to 2015 and found that the value of public service efficiency has a significant effect on political trust in Hong Kong government,the higher the efficiency of public services,the higher the political trust.The author tried to find the path for the Hong Kong government to improve its public service quality and efficiency after testifying the positive correlation between public service efficiency and residential political trust with empirical analysis.

Escaping from poverty trap:a choice between government transfer payments and public services

Background:Anti-poverty has always been an important issue to be settled.What policies should be selected to help individuals escaping from the poverty trap:by directly offering transfer payments or indirectly providing public services?This paper is among the first to explore the effects of public anti-poverty programs system in China.Methods:We Using unbalanced panel data of China Health and Nutrition Survey(CHNS)from 1989 to 2009,we demonstrate how the individual poverty status is determined through a four-staged simultaneous model.We choose the 3SLS(Three Staged Linear Squared)methodology to do the estimation.Results:GTPs(Government Transfer Payments)don’t have positive effects on poverty reductions.The results demonstrate that GTPs increasing by 10%makes private transfer payments decrease by 3.9%.Meanwhile,GTPs increasing by 10%makes the household income decreased by 27.1%.However,public services(such as medical insurance,health services,hygiene protection etc.)have significantly positive impacts on poverty reduction.Public services share a part of living cost of the poor,and are conducive for people to gain higher household income.Conclusions:GTPs given by governments are not effective in reducing the poverty,as a result of“crowd-out effect”and“inductive effect”.However,public services are suggested to be adopted by governments to help the poor out of the poverty trap.

The Electronic Government of Quebec——The Canadian Experience

The adoption of technology in all its forms, especially information technology, is effectively achieved by the success of e-government through the quality of public electronic services provided by this type of government. In order to maximize the effectiveness of E-government and realize its vast potential, several fundamental conditions must exist tofacilitate an enabling environment.The main purpose of this study was to provide effective mechanisms and procedures that define the e-government environment in Quebec and to demonstrate their capacity (or lack thereof) for assessing and developing e-governance in Canada. This was achieved through a theoretical analysis of the fundamental indicators of information and communication technology and some critical measures in terms of human, political, legal, and administrative resource capacities to perform this kind of management at the level of Quebec State in Canada.

Unbalanced development, public services and government responsibility： an analysis based on government preference and government efficiency

Unbalanced development is a prominent issue in China＇s present social and economic operation. It is generally believed that the lack of public services is the direct cause of this problem and that the crux of the issue is the absence of government responsibility. If one distinguishes between two types of unbalanced development, the ＂development stage＂ type and the ＂government responsibility＂ type. it becomes clear that factors related to both supply and demand for public services have together produced the present surge in unbalanced economic development in China, a situation characterized by the combination of the two types of unbalanced development. The economic system of the transition period has limited government efficiency and biased government behavior, so it is the fundamental crux of the current problem. To solve this problem, it will be necessary not only to require that the government assume more responsibility for public services, but also, more importantly, to speed up resolution of the systemic problems that give rise to this bias in government behavior against the background of system transition.

Study of Construction of Personalized Service Oriented Government Virtual Information Service Center

In this paper, we proposed the idea of personalized information service for enterprises and customers through government visual information service center (GVISC). It discusses an extensible, reusable, reconstructive and integrated framework of GVISC with new techniques, such as XML, agent, data mining and information portal. They include the design and analysis of the logical structure, the design of the data layer, and the description of the function application. We show an example of personalized information service for forest fire prevention in the government virtual information service center.

Comparison of Electronic Taxpayer Services in OECD Countries and Recommendations for China

Through comparing development trend electronic taxpayer services in OECD countries and analyzing its drawbacks,it gained beneficial experience of electronic taxpayer services.Then,it came up with policy recommendations for China.It is recommended that China should raise the electronic taxpayer services to national strategy level,improve the efficiency of electronic taxpayer services in line with the taxpayercentered principle,develop ways of electronic taxpayer services with Chinese characteristics,increase convenience for taxpayers on the precondition of guaranteeing information security,make effort to reduce compliance costs of taxpayers,and promote popularization of electronic taxpayer services with the framework of laws.

Current Development Situation and Trend Analysis of Meteorological New Media Based on Public's Demand

In the recent years,with rapid development of mobile internet,new media platform has been developing at full speed,such as twitter,WeC hat and APP. It has wide information dissemination channels,fast release frequency and efficient interactive mode. According to the characteristics of new media,we set forth the current situation of public weather service. Through the questionnaire survey,we have analyzed the actual demand of public from three aspects,including the public reading habits,characteristics of sharing and transmission and defect of information distribution.
