Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a m...Purpose:Today,the use of e-government services is still at a low level in China.Based on the understanding that citizen trust is an important factor influencing e-government adoption,this research tries to develop a model of citizen trust in e-government in an effort to study the impacts of trust-related factors on citizen intentions to adopt e-government services.Design/methodology/approach:The data was collected from an online survey of 182Chinese users who had more than 3 years' online experiences of using government websites.Structural equation modeling analysis was used to validate the proposed model.Findings:Our survey shows that trust in e-government,perceived usefulness and perceived ease of use are critical factors that influence citizen intentions to use e-government services.The study findings also indicate that citizen trust in e-government is positively associated with trust in government,institution-based trust and perceived usefulness of e-government services.Research limitations:The survey sampled adults aged from 25 to 35 years old.Such a limited sample group cannot represent all of the population.So a larger sample involving more experienced online users will yield more useful results.Practical implications:The study results will help government agencies,especially the Chinese government agencies,find ways to improve the Chinese citizens' trust in e-government and promote their adoptions of e-government services.Originality/value:Previous researches have investigated separately the impacts of user evaluation of government websites and user trust in e-government on user intentions to engage in e-government.This study makes a theoretical contribution by integrating these two perspectives and building a model of citizen trust in e-government in understanding the impacts of trust-related factors on citizens' adoptions of e-government initiatives.展开更多

One of the greatest factors that affects the economic condition of a country is its institutions.In the model of good governance,the primary elements for stronger institution include efficiency,transparency,and accoun...One of the greatest factors that affects the economic condition of a country is its institutions.In the model of good governance,the primary elements for stronger institution include efficiency,transparency,and accountability;and technology plays a major role in improving these elements.However,there are myriad of challenges when it comes to practical integration of technology in these institutions for efficiency.It is more challenging when a country is developing and one that is already weak economically.It is also important to mention that the challenges of digitization in public sector is not limited to developing countries only.It is equally challenging,even today,in already developed countries to digitally transform their public institutions for improved policymaking and for responsive service delivery.Many factors contribute to the failure of such digitization initiatives,more so within developing countries.And the purpose of this paper is to identify those factors,to measure the significance of each of those factors,and to realize and overcome them.This research considered the case study of Pakistan;however,the results are very likely to match the conditions of other developing regions around the world.Through questionnaires and interviews,valuable feedback was gathered from up to 25 senior government officers that are closely associated with digitization initiatives in public sector.The feedback to the questions were overall unanimous.The results indicate the most significant of factors that affect government digitization in this developing region,including some factors that were not expected.展开更多

In order to maximize the effectiveness of E-government and realize its vast potential, several fundamental conditions must exist tofacilitate an enabling environment.The main purpose of this study was to provide effective mechanisms and procedures that define the e-government environment in Quebec and to demonstrate their capacity (or lack thereof) for assessing and developing e-governance in Canada. The fight against the COVID−19 epidemic is a war against an“invisible enemy”.Access to accurate information and appropriate allocation of medical resources are key to containing the spread of the virus as soon as po...The fight against the COVID−19 epidemic is a war against an“invisible enemy”.Access to accurate information and appropriate allocation of medical resources are key to containing the spread of the virus as soon as possible.The Chinese government has great power to collect information from individuals and basic-level organizations.It also has strong ability to pool and allocate medical resources.The fight against COVID−19 can be deemed as a quasi-natural experiment and based on this,we examine how government information capacity and medical resource allocation influence epidemic prevention and control in 286 Chinese cities(prefecture level and above).The fi ndings are as follows:(1)Government information capacities improve the effectiveness of prevention and control policies.At city level,for every 0.1 point of increase in government information capacity score,the number of confi rmed cases will reduce by 66.5,and the number of deaths per 10000 people will be down by 0.008.(2)The quantity of medical resources available has no direct influence on the effectiveness of epidemic prevention and control,but higher allocation efficiency does bring higher effectiveness.(3)The government can,on the one hand,allocate public resources based on information,and on the other hand guide the flow of social resources by releasing relevant information.Both can improve the allocation efficiency of medical resources.These fi ndings have some policy implications for improving global emergency management.展开更多
