The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy...The development of the new energy vehicle industry has become a key force driving the goals of carbon peak and carbon neutralization.To better guide future strategies,this study investigates the dual impact of subsidy and dual-integral policies on the performance of new energy vehicle enterprises.This study first theorizes the influential mechanism according to the institutional-based approach and technical innovation theory,and then collects data from listed companies in the new energy vehicle industry from 2016 to 2020.The hypotheses are examined using a two-way fixed-effects model.The findings show that:(1)subsidy policies are can still improve enterprise performance,but not through green technology innovation;(2)the dual-credit policy can improve enterprise performance through green technology innovation;and(3)under current policy conditions,with subsidies declining annually,the interaction effects between the subsidy and dual-integral policies will also decrease.Thus,this study suggests that non-monetary industrial policy,represented by the dual credit policy is a more effective alternative to government subsidies.展开更多

The development of low-carbon agriculture can be promoted through the formulation of scientific low-carbon agricultural development plan, culturing new talents on low-carbon agriculture, promoting low-carbon agricultural technology, establishing low-carbon agricultural risk prevention mechanisms. This paper employs a stochastic endogenous growth model extended to the case of a recursive utility function which can disentangle intertemporal substitution from risk aversion to analyze productive government expendi...This paper employs a stochastic endogenous growth model extended to the case of a recursive utility function which can disentangle intertemporal substitution from risk aversion to analyze productive government expenditure and optimal fiscal policy, particularly stresses the importance of factor income. First, the explicit solutions of the central planner's stochastic optimization problem are derived, the growth maximizing and welfare-maximizing government expenditure policies are obtained and their standing in conflict or coincidence depends upon intertemporal substitution. Second, the explicit solutions of the representative individual's stochastic optimization problem which permits to tax on capital income and labor income separately are derived ,and it is found that the effect of risk on growth crucially depends on the degree of risk aversion,the intertemporal elasticity of substitution and the capital income share. Finally, a flexible optimal tax policy which can be internally adjusted to a certain extent is derived, and it is found that the distribution of factor income plays an important role in designing the optimal tax policy.展开更多

In this context, this paper assesses the competitiveness of Indian cotton producers and potential implications for India as a competitor in the world cotton market. This paper developed an updated estimate of the costs of cotton production in India and developed representative farm models for cotton production in three important cotton production states (Gujarat, Maharashtra and Andhra Pradesh) of India. In this research, Rapid Rural Appraisal (RRA) methodology has been adopted to collect information for developing representative farm models. These models are further subjected to stochastic simulation to understand the impact of government policies like subsidies to various inputs on farm level profitability and ultimately on the competitiveness of Indian cotton in international markets. This paper also analyzed the impact of national fiber policy of the government of India on the cotton processing sector in India. The results demonstrate that the net income of the cotton farmers will decrease considerably without the presence of fertilizer subsidies. The study also concludes that if the objectives of the national fiber policy are fulfilled, India will export more of value added cotton products like textiles and garments rather than raw cotton.展开更多

The policy orientation promoted by the government in agricultural industrialization management is pointed out: formulating a series of macro-management planning to guide and regulate agricultural industrialization operation; fully playing the comprehensive coordinating role of "economic manager"; making and carrying out relevant laws and regulations to normalize the implementation of agricultural industrialization management. To implement the industrial management of agriculture and promote the construction of new countryside, governments at all levels should eliminate the institutional barriers, transform governmental functions gradually and prioritize planning, regulation, service and supervision, changing from merely management to playing the role of market mechanism. In contrast to existing re...The River Chief System (RCS) has evolved from local innovative practices to a national water governance strategy to address the current challenges in China’s water environmental management. In contrast to existing research that focuses on the strengths, weaknesses, and improvements of RCS, this study uses literature study to reveal the dynamic evolution of RCS through three phases, with RCS spreading from developed coastal areas to central and western inland regions. RCS’s diffusion path involves vertical diffusion between central and local levels and horizontal diffusion among local governments. Moreover, RCS has also achieved conceptual spillover, gradually expanding into other governance domains, such as the Lake Chief System, the Field Chief System, the Forestry Chief System, and the integration of multiple chief roles. However, it is essential to scrutinize the phenomenon of applying similar governance mechanisms to different areas, as it may result in challenges such as overburdening local governments, insufficient public participation, oversimplification of differences in natural resource endowments, and limited applicability. This study also provides suggestions on how to address these challenges. The study contributes theoretical insights and policy implications, providing a foundation for practical policy innovation.展开更多

As an accelerating increase in the number of older persons and the proportion of the public aged 65 and older will now occur, planning for population aging has become ever more crucially important. A systematic review of Canadian provincial, territorial, and federal government documents was undertaken to search for the existence of population aging policies, and to determine the aims and other content of the most current policy documents. Documents were identified in all but two jurisdictions of Canada (two northern territories). Document developers, and the aims and content of the 14 reviewed documents varied considerably. Some similarities were identified, however, including some common stated purposes for these documents - to address current issues and challenges facing older people and to plan ahead for a preferred future with population aging.展开更多

Against the background of the rising antagonism between China and the West as well as the continuous efforts of the US to urge Europe to curb China in recent years, Germany's understanding of China tends to be negative. Besides, because of the changes in Germany's political landscape and in Sino-German economic and trade relations, the new government is likely to reinforce its defense against and pressure upon China, reduce its strategic dependence on China, strengthen the coordination with its European and American allies for a collective China policy, and compete for dominance in economy and trade, science and technology, global infrastructure, and rules and standards. Using the OLS and ARIMA (BJ) Statistical Methods and Trend Analyses, this article finds that government policy, as measured by four proxy variables, is a very important factor that strongly influences the overuse of groundwater at the collective level. This means the government is a very important actor in the game of groundwater usage. Although these findings cannot clearly separate government effects from local effects, using a Trend Analysis, they reveal that these significant effects are strictly consistent with variations in government policy. Moreover, they show that government policy effective at the county level strongly impacts the overuse of ground-water by influencing the behavior of the local people and that policy at the operative level impacts four policy domains: population, cultivated land, water assignments and peasant income.展开更多

Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation.展开更多

文摘Building energy efficiency is a long-term strategy to achieve sustainable development, but the inconsistencies of main interests during the implementation lead to the need for government regulation in building energy conservation. Implementation of building energy efficiency of government regulation covers three aspects of construction and involves relevant participators, so the paper analyzes interests and roles of the related subjects in building energy saving, explore the motivations and its conversion mechanism of each player, and dissect the game relationship of associated earnings of developers' and consumers' behaviors selection under government control. Finally, the paper proposes basic requirements of building incentive policies for related subjects under government control to regulate the main behaviors of subjects in building energy efficient buildings and achieve energy efficiency goals and balance of all parties' benefits.

文摘Since the reform and opening up, the local government has played a key role in promoting the economic and social development of our country, and the effective implementation of the local government has become an important research topic. Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation.
文摘Given the global focus on green and low-carbon development and the increasing prominence of digital finance,it is particularly important to explore how to leverage digital finance to achieve these environmental goals.This study,through mechanism analysis,deeply examines how China’s digital finance promotes green and low-carbon development and elucidates the positive interaction between digital finance and the green industry.The study found that digital finance,through more flexible and efficient financial functions,alters the cost structure of carbon emissions,and reduces the risks and costs of green investments,thereby creating a cooperative green mechanism benefiting all parties,and guiding social groups toward a green and low-carbon transformation.Additionally,the rapid development of digital finance has strengthened the implementation of environmental protection policies,effectively promoted the expansion of the environmental protection industry,and established the green ethos as a mainstream concept in financial development.This study aims to provide reference perspectives and suggestions,assist policymakers in promoting the green and lowcarbon development of digital finance,and offer insights into the integrated development of digital finance and the green environmental protection industry.
文摘In recent years,the issues of sustainable development in general and enterprise's sustainable development have always been given special attention by government management agency,including small and mediumsize industrial enterprises.The study conducted a survey of 316 industrial SMEs in three regions of the North,Central and South of Vietnam with the main survey subjects being managers in enterprises.The main purpose of the study is to assess the impact of the government support policies compared to other factors developed in the research model affecting the sustainable development of small and medium-sized industrial enterprises(SMEs)in Vietnam.In this research,the authors employed exploratory factor analysis to identify 4 factors affecting the sustainable development of SMEs.The research results show that the government support policies have an important role but not strongly influence human resource factors,financial factor and social responsibility(SR)policies of enterprises in their sustainable development for industrial SMEs in Vietnam.
