Impact of environmental governance PPP project on government performance from the perspective of value co-creation

Under the background of public-private cooperation in environmental governance,there are conflicts in the value of governance subjects based on differences in objectives and behavior heterogeneity.From the perspective of value co-creation theory,the questionnaire data and correlation structure measurement linked list are used to investigate the internal mechanism of value co-creation behavior affecting government performance.The results of the study show that value co-creation behavior has a significant positive impact on government performance,and partnership plays a mediating role in value co-creation behavior and government performance.The study reveals that whether value co-creation behavior can affect government performance depends on the partnership among the government,enterprises and the public,and the participants realize the interest demands to form value co-creation behavior,and innovate the realization path to improve government performance.This paper expands the research perspective of the influencing factors of value co-creation behavior,deepens the value cognition of multi-subject behavior,and provides a theoretical reference for environmental governance and improving government performance.

Study on Government Performance Evaluation and Optimal Countermeasures of Sewage Treatment in Beijing City

In this paper,from the three dimensions of development quality,sustainable development and public satisfaction,the index system of government performance evaluation of wastewater treatment in Beijing City was constructed by conversion of critical success factor method.Using comprehensive evaluation method based on entropy weight method and principal component analysis method,the sewage treatment effect of Beijing municipal government from 2010 to 2017 was quantified,and the government s sewage treatment work was comprehensively evaluated.The evaluation results showed that the government has achieved remarkable results in sewage treatment,but it should continue to optimize the countermeasures in promoting the transformation and upgrading of economic structure,strengthening the management of urban sewage treatment and strict management system of water environment.

How to Evaluate Government Performance While Constructing a Rule of Law Government in China＊

Constructing a law-based government is a core element of the comprehensive framework for promoting the rule of law in China, while using evaluation to catalyze growth is in line with the incentive principle of management studies. Since China started to implement reform and opening up over thirty years ago, rule of law development and organizational evaluation have gone through several stages, each with different characteristics. Efforts to build a law-based government have met with success, but what the country now has is essentially still goal-oriented assessment. At present, this suffers from the lack of a clear goal orientation or definition of functions, an imperfect technical system and unsound motivation mechanisms, not to mention the practical problems of each government department going its own way, duplicating evaluations or being left rudderless. Drawing on a combination of value rationality and instrumental rationality and using government performance evaluation to promote the building of a law-based government not only conforms to the spirit of the rule of law and value rationality in government performance, but also strengthens the role of evaluation as an instrument for organizational management. Therefore, we need to create new evaluation theories, expand public participation, introducing diversified evaluating entities, improve technical systems, strengthen institutional buildup, and foster a performance-based culture. In addition, replacing goal-oriented assessment with performance evaluation will help the emergence of a new discipline--the performance evaluation of rule of law government, thus promoting multidisciplinary efforts to integrate and create new public administration theories in China.

Research on the Performance Evaluation Index System of Frontier County Governments in China ——Taking Hekou County as an Example

At present, the overall economic and social development of our country is fast, but the rate of development of the remote land and territories in the land is still far behind the speed of the inland and the east. This has also triggered a series of frontier issues. This requires our frontier government to strengthen border governance, seize the opportunity to meet challenges, and at the same time we must also strengthen the assessment of the governance capacity of the frontier government. This article hopes that through the actual investigation and study of frontier counties and the consideration of border issues according to local conditions, a set of performance evaluation index system for frontier county-level governments will be proposed, which will help the frontier government in border control.

Government Controlling and Firm Performance： An Empirical Study on China＇s Listed Companies

The current study compares the firm performance in China＇s listed companies by distinguishing the governance controlling of three types of state-shareholder. The results indicate that the performances in firms with direct government controlling are significantly weaker than other firms. In contrast, the performances in firms without direct government controlling are not significantly different. The results suggest that the introduction of market-oriented state-share holders is a desirable process during the transition economy in China.

An Empirical Research on the Relationship between Board of Directors Governance and Corporate Performance of Chinese Public Companies

Board of directors is an important component part of corporate governance. As a governance mechanism, we empirically study relationship among the scale of the board of directors, the structure of the board of directors and the duality leadership structure with corporate performance in Chinese public companies. The result shows that the smaller scale of the board of the directors is, the better performance is. With the ownership structure changing better, the structure of the board of directors will change better and promote the performance. The duality leadership structure doesn＇t affect the corporate performance. The fundamental method for the governance effectiveness of the board is to set up the reasonable ownership structure and the marketing mechanism for occurrences in human .

Thoughts on the Performance Evaluation of NSFC

Along with the development of China's govern- ment performance management and budget reform, and also to further improve the management of NS- FC,performance evaluation of NSFC is necessary. This test introduces the NSF performance assess- ment system,and gives some thoughts about fur- ther development of the performance evaluation of NSFC(National Natural Science Foundation of Chi- na).

Performance Management in China:Its Characteristics in Practice and Its Theoretical Value

Chinese and Western government performance management differs in terms of their macro-environment, institutional foundation and functional definition, as well as in their values, indicator systems and implementation mechanisms. In their practice, local governments in China go beyond institutional transplantation and imitation while learning from Western experience in performance management. Through comparison, reflection and efforts to surpass the West, and on the basis of the realities of China＇s socioeconomic development, cultural conditions and governmental reform, they have initiated a Chinese performance management model that fits China＇s conditions, with a view to vigorously advancing the enterprise of administrative reform. From comparing experience in China and the West and analyzing the essence and the theoretical value of the Chinese model, we can conclude that it is a new model that pursues innovation-led performance improvement. It has a well-established internal structure that seeks performance improvement across the dimensions of institutions, mechanisms, ftmctions and supplementary aspects. Nevertheless, the approach to be taken in its future development remains to be further studied.

Correlation Between Property Units and Governance Units： Based on the Logic of Rural Governance in China

Strong correlations exist between property rights and governance. Such correlations are embodied in and measured through organizational units, and can therefore be examined in depth through such units. The correlation between a property unit and a governance unit is mainly expressed in symmetry： if the symmetry is strong, both perform better; if it is weak, both perform poorly. The symmetry between organizational units is mainly determined and influenced by structural equilibrium, equivalence of levels, suitability of scale, completeness of boundaries, correspondence between functions and rights, and endogeneity of unit construction. Of these six factors, structural equilibrium, equivalence of levels and suitability of scale are determining factors; completeness of boundaries and correspondence between functions and rights are influencing factors derived from the former three and playing important roles in certain cases; and endogeneity of unit construction is an external conditional influencing factor. The separate or combined effects of these six factors impact upon and determine the symmetry among units, and thus influence property rights, governance performance and developmental modes.

Mass transfer mechanisms in fixed-bed adsorption of erythromycin

The equilibrium and kinetic characteristics of the adsorption of erythromycin to Sepabeads SP825 were determined.The equilibrium data in a batch system was well described by a Langmuir isotherm.The separation performance was investigated in a fixed-bed system with respect to the adsorption superficial velocity,ionic strength and pH.A mathematical model was used to simulate the mass transfer mechanism,taking film mass transfer,pore diffusion and axial dispersion into account.The model predictions were consistent with the experi-mental data and were consequently used to determine the mass transfer coefficients.
