Evolution and Governance of the Structure of Marine Economic Networks in China’s Coastal Areas: Based on Sea-related A-share Listed Companies

Data on discrete,isolated attributes of the marine economy are often used in traditional marine economic research.However,as the focus of urban research shifts from internal static attributes to external dynamic linkages,the importance of marine economic net-work research is beginning to emerge.The construction of the marine economic network in China’s coastal areas is necessary to change the flow of land and sea resources and optimize regional marine economic development.Employing data from headquarters and branches of sea-related A-share listed enterprises to construct the marine economic network in China,we use social network analysis(SNA)to discuss the characteristics of its evolution as of 2010,2015,and 2020 and its governance.The following results were obtained.1)In terms of topological characteristics,the scale of the marine economic network in China’s coastal areas has accelerated and expan-ded,and the connections have become increasingly close;thus,this development has complex network characteristics.2)In terms of spatial structure,the intensity of the connection fluctuates and does not form stable development support;the group structure gradually becomes clear,but the overall pattern is fragmented;there are spatial differences in marine economic agglomeration radiation;the radi-ation effect of the eastern marine economic circle is obvious;and the polarization effect of northern and southern marine economic circles is significant.On this basis,we construct a framework for the governance of a marine economic network with the market,the government,and industry as the three governing bodies.By clarifying the driving factors and building objectives of marine economic network construction,this study aims to foster the high-quality development of China’s marine economy.

ESG评级分歧对企业绿色创新效率的影响研究

ESG评级作为指导企业战略决策的重要指标,评级结果的不一致对企业的投资决策会造成怎样的影响?本文选取2016~2022年沪深A股上市公司为研究样本,实证检验ESG评级分歧对企业绿色创新效率的影响。研究发现:ESG评级分歧越大,企业绿色创新效率越低;债务资本成本在ESG评级分歧与绿色创新效率之间发挥了部分中介作用;在分析师关注度和治理水平较高的企业中,ESG评级分歧对绿色创新效率的负向影响被削弱。本文将现有研究从ESG表现延伸至ESG评级分歧领域,为完善ESG评级体系建设、提高企业绿色创新效率提供了参考与启示。

ESG信息披露、外部关注与企业风险

以中国A股2011~2020年上市公司为研究对象,实证检验了ESG信息披露对企业风险的影响效应与影响机制。研究发现:积极进行ESG信息披露能够降低企业风险,外部的媒体关注和分析师关注均强化了ESG信息披露的风险降低效应。机制检验表明:ESG信息披露通过增强利益相关者认同、减少信息不对称和管理ESG风险来降低企业风险水平。异质性检验还发现,ESG信息披露对企业风险的降低效应在非国有企业、成长期和成熟期企业样本中更显著。本研究有助于理解企业通过ESG战略进行风险管理的内在逻辑,为监管机构强化ESG信息披露指引以提升上市公司质量提供了经验证据。

The Impact of Government Supervision and Consumer Purchasing Behavior on Food Safety

This paper aims at the theoretical analysis to the impact of government supervision and consumer purchasing behavior on food quality security, so as to look for safety strategies and measures to strengthen and improve the level of food safety in China. Reputation mechanism is introduced and Bayesian approach is based on, in which government supervision as well as consumer purchasing behavior is taken as crucial factors to impact on the food quality security. As to the proposed quantitative indicators, government supervision includes exposure rate, fine and etc.;at the same time, consumer purchasing behavior includes consumer’s WTP for security food and consumer expectations to food safety. Taking China’s dairy industry as an example, it makes simulation by Netlog. The results show that consumer purchasing behavior alone has little effect on the dairy companies’ decision-making to be honest or counterfeiting enterprises. However, combination government supervision with purchasing behavior has great impact, and plays very good effects on food safety.

Government's Responsibility for Control of Agricultural Environmental Pollution in China

In this paper,the current situation of agricultural environmental pollution caused by the increase of chemicals input in agriculture in China was analyzed,and it is found that agricultural pollution is related to agricultural industrial policies,urban-rural economic structure,funds input in pollution control,comprehensive environmental management,laws of pollution control,and so forth. To control agricultural pollution effectively,it is needed to implement integration of agricultural and environmental policies,establish environmentally friendly agricultural technology popularizing system,implement integrated planning and management of a basin,and set up and improve legislation to protect agricultural environment.

Government-oriented Land Circulation from the Perspective of Social Governance

This paper firstly summed up institutional change of land circulation after the foundation of new China,analyzed main characteristics and internal drawbacks of government-oriented land circulation,discussed the governance cost of local government-oriented land circulation,and evaluated the governance performance on the basis of the transaction cost theory. Results show that local government-oriented land circulation is a resource allocation mode for maximizing benefits of an organization,and its microscopic functions and values are mainly encouragement and restriction,while its macroscopic functions are comprehensive administration of results of state policies. Finally,it put forward policy suggestions for improving local government-oriented land circulation: cultivating diversified rural land circulation modes and regulating acts of local officials; stressing that building harmonious land circulation mechanism is the responsibility of central government; setting up recognition mechanism of the public to local government.

The transformation of China＇s economic and government functions

The content of China＇s economic transformation is not single, and this article argues that it includes three parts. The first is the reform of economic system, the second is the change in the pattern of economic growth, and the third is the adjustment of economic structure. Government is the leading force of China＇s economic transformation, and repeated reform of government institutions has brought about some changes to government functions. But problems are obvious that lag changes of government functions have become an obstacle in China＇s economic transformation. This article describes the historical evolution and the reality of China＇s economic transformation, and analyzes the main reasons of lag changes in government functions, and reveals that the transformation of government functions is the key for successful transformation of China＇s economy.

On the Government's Responsibility in China's Rural Land Transfer

There is an urgent need for China's rural land transfer in order to develop modern agriculture,ensure food security,transfer rural population,and accelerate industrialization and urbanization.At present,there is still disordered transfer of rural land in China,making the interests of the transferors and transferees difficult to be effectively guaranteed;there is inefficient transfer,leading to decline in actual agricultural production level after transfer;there is jobless transfer,leading to difficult placement for rural surplus labor after transfer,seriously restricting rural land transfer.Therefore,the Chinese government's legal responsibility,economic responsibility and social responsibility in rural land transfer should be further strengthened.

Management Accounting Problems and Perspectives in the Local Government of Estonia： An Analysis From the Viewpoint of Parsons＇ Paradigm

This case study focuses on the current and future needs of the management accounting within the Tallinn city government and their potential relationships with the sustainability reporting. This analysis is based on the study carried out within the city organizations in 2011. The questionnaire drawn up by the authors includes several questions about the current management accounting tools of the city and their development and support needs. The authors also add some questions related to the sustainability reporting, which is obligatory for the city as one of the members of the Aalborg Charter. The quantitative methodology was used. The authors＇ conclusion is that the level of the managerial accountability of the Estonian municipality is increasing and its sole economic focus is changing to a broader perspective. According to the findings of the study, the authors argue that both management accounting principles and sustainability principles are coming closer together. By using Talcott Parsons＇ adaptation, goal attainment, integration, and latency （AGIL） paradigm, the authors point out four critical components for implementing the sustainability reporting into a management accounting system. The results of this study highlight the role of values in the management accounting development, which is in harmony with the AGIL paradigm.

Research on Corporate Governance Cost

According to the concept of corporate governance, we deduce four principles of corporate governance cost. There are （1）any cost caused by relative activities from separation between property right and management right must be reckoned in corporate governance cost; （2）cost of activities in the cross area in which governance activities or other activities cannot be distinguished should be reckoned in relative cost according with characters of the main operational activities; （3）cost caused by corporate governance activities of external ＂Stake Holder＂ also should be reckoned in corporate governance cost. After thorough analysis of the above three principles, we define corporate governance cost as the cost caused by governance activities from separation between property right and management right as well as those originated from external stakeholders. Its boundary accords with the boundary of accountant mergence report forms. We briefly offer some analysis methods of corporate governance cost and some advices of disclosure of relevant information.
