In this paper, we propose a mechanism to promote cooperation, called benefit community,in which cooperators linking together form a common benefit community and all their payoffs obtained from game are divided coequally. The robustness of conclusions is tested for the PDG(prisoners' dilemma game) on square lattice and WS small world network. We find that cooperation can be promoted by this typical mechanism, especially, it can diffuse and prevail more easily and rapidly on the WS small world network than it on the square lattice, even if a big temptation to defect b. Our research provides a feasible direction to resolve the social dilemma.展开更多

This will be considered...The called paper presents logistics cooperation activities in European countries, which are put in the situation of establishment of ASEAN Economic Community, particularly South East countries. This will be considered as the experience in managing by government officers as well as the board management of logistics. The authors' methodology is almost descriptive, theoretical analyses. In addition, conducting information-related survey and in-depth interviews by experts will be considered in case of necessary. This paper focuses on Logistic Corporation leading to result in some benefits including bringing on effective in transportation, cutting cost, and saving time; improving the transportation connectivity among countries in ASEAN area; facilitating the construction of infrastructure and legal framework, and assisting to develop regional logistic activity. In this research, the authors focus on analyzing in the period before and after 2015, they attempt to investigate the turning point in the installment of ASEAN Economic Community, including 10 countries with the signed print by the prime minister in these nations. For future research, it is suggested that the cooperation is worth taking into consideration as the innovation related to management activities in microscopes (inside business) as well as macro scopes (countries) in logistics sector. Furthermore, lessons from the success of the European market are the basis foundation for the ASEAN Economic Community in setting up a common market in the field of logistics, shortening time to avoid mistakes and making the intended plan more possible to develop regional logistic activity. Logistic cooperation among nations has played an important and critical role in formation and development of country collaboration, creating the efficiency and capacity of trade among nations of region. It finds that the clustering coefficient in such a degree-homogeneous network inhibits the emergence of cooperation for the entire range of the payoff parameter. The U.S.National Institute of Standards and Technology(NIST)published the Community Resilience Planning Guide in 2016.The NIST Guide advocates for a participatory process for developing a performance measurement frame...The U.S.National Institute of Standards and Technology(NIST)published the Community Resilience Planning Guide in 2016.The NIST Guide advocates for a participatory process for developing a performance measurement framework for the jurisdiction’s resilience against a scenario hazard.The framework centers around tables of expected and desired recovery times for selected community assets,such as electricity,water,and natural gas infrastructures.The NIST Guide does not provide a method for estimating the expected recovery times.However,building high-fidelity computer models for such estimations requires substantial resources that even larger ju-risdictions cannot cost-justify.The most promising approach to recovery time estimation is to systematically use data elicited from people to tap into the wisdom of the(knowledgeable)crowd.This paper describes a novel research-through-design project to enable the computer-supported elicitation of recovery time series data.This work is the first in the literature to examine people’s ability to estimate recovery curves and how design in-fluences such estimations.Its main contribution to resilience planning is three-fold:development of a new elicitation tool called Restimate,understanding its potential user base,and providing insights into how it can facilitate resilience planning.Restimate is the first tool to enable evidence-based expert elicitation in any community with limited resources for resilience planning.Beyond resilience planning,those who facilitate high-stakes planning activities under large uncertainties(e.g.,mission-critical system design and planning)will benefit from a similar research-through-design process.展开更多

In terms of security, a community will realize the lasting peace of the region. The three economies of China, Japan, and the ROK account for a vast majority of Northeast Asia's regional economy. China and the ROK are two key players in the Northeast Asian community building. China-ROK cooperation will be helpful for China-Japan relations that now appear to be in a difficult situation. Northeast Asian economic cooperation has developed into a multi-layered structure both in institutional and non-institutional ways. In order to build the Northeast Asian community, those three countries must first improve and make three close bilateral relationships. However, Northeast Asian community building should not just include China, Japan, and the ROK. The DPRK, Mongolia, and also Russia should be engaged as early as possible. Once abandoned for more than three decades,vernacular settlements in Oman are now being progressively reinvested in to foster the country’s heritage tourism sector.The present research focuses on the emerging phenome...Once abandoned for more than three decades,vernacular settlements in Oman are now being progressively reinvested in to foster the country’s heritage tourism sector.The present research focuses on the emerging phenomenon of community-led initiatives for vernacular heritage rehabilitation and adaptive reuse in Oman.Through an examination of three case studies,its aim is to describe this process and its modes of action and discuss its efects on vernacular settlement transformations.A mixed research methodology was designed to include(A)analyses of relevant primary and secondary data,(B)documented onsite observations,(C)interviews with local community representatives and key players in the operations of rehabilitation,and(D)extractions and analyses of quantitative data from a hotel booking website.The research sheds light on unsuspected interrelations within and between the projects being implemented in these settlements and their operating modes.It reveals the focal role of a local community in a kind of‘bottom-up’management of its built heritage,coupled with a‘horizontal cooperation’between the three initiatives studied in this research.Moreover,it shows that a heavily centralised and top-down policy for the feld of heritage conservation and management is among the main obstacles that hinder such initiatives.Furthermore,community-led operations of vernacular heritage rehabilitation are being undertaken under insufcient regulations in terms of land use,building restoration and adaptive reuse.In this context,the paper discusses some of the serious threats and concerns faced by such initiatives and proposes actionable solutions to mitigate these hindrances.展开更多

文摘The cooperation between China and the Association of Southeast Asian Nations(ASEAN)began with the establishment of dialogue relations between the two sides after the ending of the Cold War.In 1994,when the ASEAN Regional Forum was established,China was one of the founding members,marking the beginning of formal security cooperation between China and ASEAN.The decision to shift to cooperation/enhance willingness to cooperate was made by the two parties after taking stock of the international and regional situation and their respective interests in the wake of the collapse of the bipolar system.Security cooperation was driven by a consensus on seizing,creating and maintaining strategic opportunities;or more specifically,by taking advantage of development opportunities and striving to maintain regional stability in difficult situations,thus creating a peaceful and amicable strategic regional context for sustainable development.The core concept of China-ASEAN security cooperation is developmental peace,with the norms of cooperation being the ASEAN way,cooperative security,the new security concept and the Asian security concept.In practice,China-ASEAN security cooperation covers three dimensions-strategic stability,management and control of high tension issues,and practical cooperation.New opportunities and challenges are emerging in the new era for China-ASEAN security cooperation.Fundamentally speaking,the two sides need to strive for the goal of building an ASEAN community and a China-ASEAN community with a shared future and to properly coordinate the strategic positioning of the long-term core interests of both parties.
文摘Design of a rural-urban sustainable consists six small businesses that use appropriate technologies, human work and natural resources of the region. The six sustainable technological-economic activities will be localized in a single field, so, there is interaction between all activities and workers. The site also have to educate the surrounding communities to environmental issues. It is also a demonstration of how to improve the economic development of a region without damaging the environment. The proposal is to create a cooperative society with interested persons of the area and working groups for the six proposed technical and economic activities.
文摘The Second Belt and Road Forum for International Cooperation has ushered in a new phase featuring the joint promotion of a comprehensive,high-quality Belt and Road construction.Advancing the construction of a high-quality Belt and Road is based not only on the solid achievements of its six years of consolidation and practical cooperation,but also on the guidance of China’s initiatives and proposals,general recognition by the countries along the Belt and Road,as well as the support and recognition from international organizations like the United Nations.However,the uncertainty and instability found in the ever-changing international environment,the suspicion and strategic competition from extraterritorial major countries,and other concrete problems appearing during its construction over the past six years have also posed certain challenges that cannot be ignored.The direction of its high-quality development in this new phase involves China’s proactive selection to face the changing international environment and curtail suspicions from the outside world,as well as to resolve the difficulties and problems it encounters along the way in a timely manner,which will ensure the long-term sustainability of the Belt and Road.Achieving this goal calls for long-term system engineering,wherein China should continue to play a steering role,and the convergence of the interests of the countries along the Belt and Road so as to fuse these nations,each with their own respective resources,closely together by building a regional value chain.In such a closely-knit community,high-quality infrastructure serves as the backbone,while diversified financing institutions and functions serve as the arteries.Meanwhile,institutional building should also be emphasized,which will ensure that the goals for building a high-quality Belt and Road are fulfilled at different levels.
文摘The Strategic Partnership,launched in 1997 with the purpose of becoming an advanced mechanism of bilateral cooperation between Romania and the United States regarding fields of strategic interest for both countries,is an important element of maintaining peace and stability in South-Eastern Europe and in the Black Sea area.The Partnership determined a substantial evolution of the bilateral relations based on an intense political speech,as an important aspect for the regional security,and promoted democracy near the Euro-Atlantic community.Romania’s relation with the United States,being focused on security aspects,proves its utility,considering that to this day the North Atlantic Alliance and the European Union do not have a common strategic vision regarding the Wider Black Sea Region.This is due to conceptual differences and to the fact that,unlike Central and Eastern Europe—where the integrations of NATO and EU were linked,in the Black Sea area,the situation is different,having in mind that only Romania and Bulgaria have been part of these structures.This study’s purpose is to present both the evolution of this cooperation format between Romania and the United States in the last two decades and its relevance for the new regional security system.In the circumstances in which the events in Ukraine in 2014 lead to unprecedented tension(Post-Cold War)between the Russian Federation and the Occident,the USA’s involvement in ensuring the security of the extended Black Sea Region gains even more relevance.

文摘Objective To study the problems of Chinese social organizations in participating in the prevention and control of the COVID-19 pandemic so that we can standardize the participation mechanism,improve the collaborative management mechanism,and promote the development of social organizations.Methods Through the analysis of CNKI,news reports,industry conferences and other data,combined with the current situation,the participation of social organizations in public health emergencies were investigated.Results and Conclusion The coordination between government and social organizations is not good.Social organizations in the field of public health are unable to stand out in a timely manner.The public do not have self-management ability.Some of the media spread rumors.Besides,most social organizations are highly dependent on the government and they are ack supervision.Social organizations should be incorporated into the emergency management system and national hub-based social organizations must be established.In addition,supervision should be strengthened to increase the credibility of social organizations.The responsibilities of community and emergency management at the grassroots level should be enhanced.The public opinion response and disposal system should be improved.Lastly,the responsibility of social organizations in the field of public health must be fulfilled.

文摘The U.S.National Institute of Standards and Technology(NIST)published the Community Resilience Planning Guide in 2016.The NIST Guide advocates for a participatory process for developing a performance measurement framework for the jurisdiction’s resilience against a scenario hazard.The framework centers around tables of expected and desired recovery times for selected community assets,such as electricity,water,and natural gas infrastructures.The NIST Guide does not provide a method for estimating the expected recovery times.However,building high-fidelity computer models for such estimations requires substantial resources that even larger ju-risdictions cannot cost-justify.The most promising approach to recovery time estimation is to systematically use data elicited from people to tap into the wisdom of the(knowledgeable)crowd.This paper describes a novel research-through-design project to enable the computer-supported elicitation of recovery time series data.This work is the first in the literature to examine people’s ability to estimate recovery curves and how design in-fluences such estimations.Its main contribution to resilience planning is three-fold:development of a new elicitation tool called Restimate,understanding its potential user base,and providing insights into how it can facilitate resilience planning.Restimate is the first tool to enable evidence-based expert elicitation in any community with limited resources for resilience planning.Beyond resilience planning,those who facilitate high-stakes planning activities under large uncertainties(e.g.,mission-critical system design and planning)will benefit from a similar research-through-design process.
文摘The aim of the Northeast Asian community building is to create an environment for living together peacefully and for realizing prosperity through cooperation. Economically, a community will integrate regional economies and share great interests for common prosperity. Politically, a community will stabilize the region with trust and cooperation. In terms of security, a community will realize the lasting peace of the region. The three economies of China, Japan, and the ROK account for a vast majority of Northeast Asia's regional economy. China and the ROK are two key players in the Northeast Asian community building. China-ROK cooperation will be helpful for China-Japan relations that now appear to be in a difficult situation. Northeast Asian economic cooperation has developed into a multi-layered structure both in institutional and non-institutional ways. In order to build the Northeast Asian community, those three countries must first improve and make three close bilateral relationships. However, Northeast Asian community building should not just include China, Japan, and the ROK. The DPRK, Mongolia, and also Russia should be engaged as early as possible. Northeast Asian community is a vision and also a dream that needs great efforts to be realized by both a good spirit and real actions.

文摘Studying the scientific connotations of the concept of a community with a shared future for mankind and its guiding significance in international law is an important topic,and integrating the rich ideas contained in this concept into the theory of international dispute settlement is of great practical value.At present,the practice of international dispute settlement is encountering many difficulties,and there is a need to create new models and new ideas for international dispute settlement.Peaceful non-settlement is an important supplement to the existing methods of international dispute settlement.Generalizing and theorizing the practice of peaceful non-settlement from a legal perspective and making the concept of a community with a shared future for mankind a theoretical resource for supporting peaceful non-settlement can help enrich and guide the practice of peaceful non-settlement.In addition,peaceful non-settlement can help build a community with a shared future for mankind.

文摘Once abandoned for more than three decades,vernacular settlements in Oman are now being progressively reinvested in to foster the country’s heritage tourism sector.The present research focuses on the emerging phenomenon of community-led initiatives for vernacular heritage rehabilitation and adaptive reuse in Oman.Through an examination of three case studies,its aim is to describe this process and its modes of action and discuss its efects on vernacular settlement transformations.A mixed research methodology was designed to include(A)analyses of relevant primary and secondary data,(B)documented onsite observations,(C)interviews with local community representatives and key players in the operations of rehabilitation,and(D)extractions and analyses of quantitative data from a hotel booking website.The research sheds light on unsuspected interrelations within and between the projects being implemented in these settlements and their operating modes.It reveals the focal role of a local community in a kind of‘bottom-up’management of its built heritage,coupled with a‘horizontal cooperation’between the three initiatives studied in this research.Moreover,it shows that a heavily centralised and top-down policy for the feld of heritage conservation and management is among the main obstacles that hinder such initiatives.Furthermore,community-led operations of vernacular heritage rehabilitation are being undertaken under insufcient regulations in terms of land use,building restoration and adaptive reuse.In this context,the paper discusses some of the serious threats and concerns faced by such initiatives and proposes actionable solutions to mitigate these hindrances.
