Decision-Making in a Governmental Healthcare Organization by Analytic Hierarchy Process

This paper contains research on strategic decision-making in a local government. In a profit-oriented organization, the option that maximizes profits tends involve reaching an agreement between stakeholders. However, there is tendency for stakeholders to differ in their beliefs as to what is desirable particularly in a non-profit organization. In a local government, it is especially difficult for the interests of a stakeholder group to be completely in agreement. This research considers the use of the analytical hierarchy process （Saaty, 1971） as a solution for one of the difficulties of decision-making in a local government. This research is a case study to explore the strategy of a local Japanese healthcare management organization. The conclusion was drawn to decide which strategic option should be taken by using the analytical hierarchy process. Also, it was found what to work on a countermeasure that prevents the negative effects that are generated by selecting the strategic option.

The Governmental Responsibility of Relief Measure in the Process of Implementing Anti-Domestic Violence

The first Anti-Domestic Violence Law of the People's Republic of China came into effect on March 1, 2016, which filled the vacancy of anti-domestic violence law in the legal system of China. The anti-domestic violence law is aimed at preventing and avoiding domestic violence, protecting lawful rights and interests of family members, maintaining a peaceful, harmonious and civilized family relation and promoting family harmony and social stability. The process of implementing the anti-domestic violence law is not accomplished at one stroke;instead, it is a systematic engineering needing to be done with efforts from all directions. The government, as the strongest supporter of citizens, shall take corresponding responsibilities in the process of implementing the anti- domestic violence law, especially the governmental responsibility of relief measure in the process of implementing anti-domestic violence.

The Fulfillment of Government Responsibilities in the Collaborative Governance of Rural Water Pollution

Rural environmental pollution is becoming more and more serious, which has become an important problem to be solved urgently in our country under the background of the new era. Protecting the ecological environment is one of the important functions of the government, and protecting the rural water environment is the unshirkable responsibility of the local governments. As the main body of rural water pollution control, how to define and fulfill the local governments’ responsibilities is of great significance to the advancement of the overall governance work. This paper starts from the local governments, which are the important main body of rural environmental governance. By comparing the similarities and differences between the performance of government responsibilities under the traditional governance model and the collaborative governance model, clarifies the governance responsibilities of the local governments. And further explores the effective measures for the government to play the main role, fulfill the main responsibilities, and participate in the collaborative governance of rural water pollution.

Government's Responsibility for Control of Agricultural Environmental Pollution in China

In this paper,the current situation of agricultural environmental pollution caused by the increase of chemicals input in agriculture in China was analyzed,and it is found that agricultural pollution is related to agricultural industrial policies,urban-rural economic structure,funds input in pollution control,comprehensive environmental management,laws of pollution control,and so forth. To control agricultural pollution effectively,it is needed to implement integration of agricultural and environmental policies,establish environmentally friendly agricultural technology popularizing system,implement integrated planning and management of a basin,and set up and improve legislation to protect agricultural environment.

On the Government's Responsibility in China's Rural Land Transfer

There is an urgent need for China's rural land transfer in order to develop modern agriculture,ensure food security,transfer rural population,and accelerate industrialization and urbanization.At present,there is still disordered transfer of rural land in China,making the interests of the transferors and transferees difficult to be effectively guaranteed;there is inefficient transfer,leading to decline in actual agricultural production level after transfer;there is jobless transfer,leading to difficult placement for rural surplus labor after transfer,seriously restricting rural land transfer.Therefore,the Chinese government's legal responsibility,economic responsibility and social responsibility in rural land transfer should be further strengthened.

Environmental E-government plays an important role in the progress of uniting the harmonious development between human and nature, and building the environment-friendly-society. This paper discusses the relationship between environmental E-government and government function of the environmental management. To develop environmental E-government can better the executive ability of the government to manage the environment and serve the public. It can realize the over-all covering of environmental information beyond time and space. Also, it can enhance the mutual action between the society and the government, and improve the effectiveness of the government to manage the environment as well.

Research on Government Responsibility for the Protection of Intangible Cultural Heritage in Minority Areas

The protection of intangible cultural heritage is a long and arduous systematic project.It not only protects the heritage itself,but also protects its surroundings,including its historical,scientific,and emotional connotations and the elements of cultural heritage formation.In the protection of intangible cultural heritage,the local government will play a leading role and bear unshirkable responsibility for the success or failure of the construction.In the process,however,local governments are often affected by various factors,resulting in adverse phenomena such as government undertaking the whole things and protective damage.This paper takes minority areas as the research district to study the government responsibility for the protection of intangible cultural heritage.

Economic Responsibility Audit Transformation and Development of Township Party and Government Leading Cadres - Problems and Countermeasures

With the implementation of a series of policies to support rural development,such as the national rural revitalization strategy and poverty alleviation,the economic responsibility audit of township party and government leading cadres has been given new responsibilities and missions.However,some grass-roots audit institutions are faced with practical difficulties such as the solidification of audit thinking,slow progress of audit informatization construction,and large gap of grass-roots audit resources.The only way to overcome the difficulties is to explore the transfonnation of the economic responsibility audit and countermeasures of the township party and government leading cadres by tracing the source and adapting measxires according to the difficulties.

Use of Research Evidence in Policy and Decision-Making: Views, Attitudes and Practices of Health Policy Makers in Lusaka Province of Zambia

Background: The integration of relevant high-quality research evidence into the health decision and policy formulation process is a key strategy for improving health systems especially in developing countries such as Zambia. However, the lack of capacity to understand and value research evidence by policy and decision makers makes it difficult for them to find and use research evidence in a timely manner even when motivated to do so. This study aimed to establish the views, attitudes and practices of policy makers on the use of research evidence in policy and decision-making process in Zambia. Methodology: This descriptive cross-sectional study was conducted in Lusaka, Zambia among selected public health decision and policy making institutions. A purposive sample of 21 consenting policy makers who were working in different positions in the Ministry of Health Headquarters, Provincial and District Health Offices, Health Professions Regulatory Bodies, United Nations Agencies, International Non-Governmental Organizations and University Deans from the University of Zambia participated in the study. A self-administered questionnaire was used to collect data. The IBM? SPSS? Statistics for Windows Version 20.0 was used for data analysis. Results: The concept of Evidence Informed Health Policy was not well understood such that only less than half (47.5%) of the participants reported having heard specifically about Evidence Informed Health Policy meanwhile almost two thirds (61.9%) reported that they used research evidence in decision making and policy formulation. Similar discrepancy was expressed in the understanding of and use of rapid response mechanisms such that although (47.6%) of the participants reported having heard about it, (57%) had never used rapid response mechanisms for deci-sion-making. With regard to the sources of information, about half (52.3) of the participants reported scholarly articles as their main source of evidence. Con-clusion and Recommendations: There is need for more sensitization and ca-pacity building among the decision and policy makers on the importance of using research evidence in decision and policy making process as incorporation of relevant high-quality research evidence into the health policy making pro-cess is a key strategy for improving health systems.

During the past 40 years of reform and opening-up,the chinese government,on the basis of adhering to the constitutional principle of equality between men and women,has proposed and resolutely implemented the basic state policy of equality between men and women,and constantly explored and implemented ways and measures to promote gender equality and the women’s all-round development.in enacting laws,formulating policies,drawing up plans and deploying work,the chinese government has taken into account the practical differences between the genders and the special interests of women,promoted women’s equal exercising of their democratic rights,equal participation in economic and social development and equal enjoyment of the fruits of reform and development,and provided stronger systematic and institutional guarantees for women’s development.

Government Role in Fostering Emerging Technological Industries:A New Perspective for Industrial Policy Research

Mainstream industrial policy research cannot fully explain how government interventions have helped China’s mobile communications industry catch up with and overtake those of advanced nations.China’s mobile communications industry made breakthroughs in 3G,caught up with advanced nations in 4G,and gained a leadership position in 5G due to the implementation and improvement of a strategy of industrial competition that accommodates mainstream standards and prioritizes the mid-band spectrum based on the integrated“technology,standard and industry”deployment system and swift decision-making.The introduction of a perspective of a strategy of industrial competition may supplement industrial policy research in the following ways:First,when the concerted actions of numerous innovators are important for industrial competition performance,an effective strategy of industrial competition can be devised and overall coordinated by the government provided that is compatible with the catch-up development of emerging technological industries.Second,an industrial policy becomes effective when it is complementary with the strategic factors for long-term industrial performance such as the strategy of industrial competition and avoids serious disruptions to market-based mechanisms.

双线改革联动:数字技术与政府组织何以适配——以广东省Y区数字政府建设为例

在地方政府数字化转型过程中,数字技术与政府组织的适配是以二者获得“刚柔兼备”的可互构性为前提的。作为地方政府改革过程中具有重要能动性的机制,党的引领统合机制与印象政绩激励机制,分别具有调节政府组织刚性、提升数字技术弹性的功能。借助双线改革联动的关键契机,这两种功能互补的组织能动性机制在数字技术与政府组织的交互过程中共同作用,促成适配。地方数字政府建设的纵深推进,是对地方政府自身变革能力的一种考验,需要改革者充分考虑政府各项改革之间的关联性、耦合性,有意识地形成改革合力,促成数字政府建设与政府自身改革的同频共振、联动互补。

自然资源资产离任审计、环保回应与企业高质量发展

以2014—2022年沪深A股上市公司为样本,将资源型和重污染型企业作为实验组,其他类型企业作为对照组,采用双重机器学习模型考察自然资源资产离任审计常态化对企业高质量发展的影响。研究发现,自然资源资产离任审计能够促进资源型和重污染型企业高质量发展;机制检验结果表明,自然资源资产离任审计常态化能够增强政府环境监管力度和提高企业绿色治理绩效,通过这两类环保回应行为可以促进企业高质量发展;异质性分析发现,自然资源资产离任审计对企业高质量发展的促进作用在融资约束程度较大和受政府干预较强的企业中更为明显,且绿色投资者能够强化这种作用。

基层政府“编外扩张”何以治理:一个政府职责的视角——基于江苏省C镇的个案分析

基层政府编外人员的扩张会引发基层治理中的各类问题。基层政府“编外扩张”的形式主要呈现为社会化用工规制下的“转移性”扩张、编外人员流动下的“储备性”扩张和治理权限不足下的“自主性”扩张。在政府职责的视角下,基层政府“编外扩张”的发生逻辑可被概括为职责过载、职责脱节和职责外溢。基于基层政府“编外扩张”的发生逻辑,应建构“厘定职责—依职定岗—循责定额—双规并行”的治理路径,并通过建立清晰规范的政府职责清单、划定编外人员的岗位范畴、动态化的编外人员额度核定、构建职责明确的编内编外规范化的双线管理模式等具体方式实现对“编外扩张”的治理。

Intrusion response goals and corresponding strategies

The effects of strategy on the network security defense and the related research on intrusion response strategy are briefly presented, with the focus on the status and function of intrusion re- sponse strategy in the intrusion response decision-making. Some specific response strategies for specific response goals are presented as well. The relevant knowledge of the planning, and a classification of response tasks are proposed. The intrusion response planning methods and models based on hierarchical task network （HTN） are described in detail. On this basis, the model of combining the response measure decision-making with the response time decision-making is expounded. The proposed model can integrate response strategy into response decision-making mechanism. In addition, the results of the intrusion response experiments are provided to verify the ability of using different response strategies to achieve different response goals. At last, the application needs of response strategy in network security are analyzed, and the approaches of the response strategy applied in in- trusion response system are summarized.

Research on the Infuence of Multiple Parameters on the Responses of a B-type Subway Train

To obtain improved comprehensive crashworthiness criteria for a B-type subway train,the infuence laws of the vehicle design collision weight M and empty stroke D on the train’s collision responses were investigated,and multiobjective optimization and decision-making were performed to minimize TS(total compression displacement along the moving train)and TAMA(the overall mean acceleration along the moving train).Firstly,a one-dimensional train collision dynamics model was established and verifed by comparing with the results of the fnite element model.Secondly,based on the dynamics model,the infuence laws of M and D on the collision responses,such as the energy-absorbing devices’displacements and absorbed energy,vehicles’velocity and acceleration,TS,TAMA and the coupling correlation efect were investigated.Then,surrogate models for TS and TAMA were developed using the optimal Latin hypercube method(OLHD)and response surface method(RSM),and multi-objective optimization was conducted using the particle swarm optimization algorithm method(MPOSO).Finally,the entropy method was used to obtain the weight coefcients for TS and TAMA,and multi-objective decision-making was performed.The results indicate that D and M signifcantly afect the compression displacements and energy absorption of the frst three collision interfaces,but have limited impact on the last three collision interfaces.The velocity versus time curves of vehicle M1 and M2 are shifted and parallel with diferent D.However,the velocity versus time curves of all the vehicles are shifted but gradually divergent with diferent M.The maximum collision instantaneous accelerations of the vehicles are directly determined by M,but are only slightly afected by D.Under the coupling efect,all concerned collision responses are strongly correlated with M;however,the responses are weakly correlated with D except for the compression displacement at the M2-M3 collision interface and the maximum collision instantaneous acceleration of vehicle M2.The comprehensive crashworthiness criteria of the B-type subway train were signifcantly improved after multi-objective optimization and decision-making.The research provides more theoretical and engineering application references for the subway train crashworthiness design.

Adaptive Modeling for Security Infrastructure Fault Response

Based on the analysis of inherent limitations in existing security response decision-making systems, a dynamic adaptive model of fault response is presented. Several security fault levels were founded, which comprise the basic level, equipment level and mechanism level. Fault damage cost is calculated using the analytic hierarchy process. Meanwhile, the model evaluates the impact of different responses upon fault repair and normal operation. Response operation cost and response negative cost are introduced through quantitative calculation. This model adopts a comprehensive response decision of security fault in three principles--the maximum and minimum principle, timeliness principle, acquiescence principle, which assure optimal response counter- measure is selected for different situations. Experimental results show that the proposed model has good self- adaptation ability, timeliness and cost-sensitiveness.

Development Strategy of Infrastructure Risk Assessment Based Disaster Response and Management System

Major infrastructures such as levee, dam, bridge, road, etc. have a significant meaning in that they are the means to support ordinary social and industrial activities and also protect human and physical assets at the occurrence of disaster. Especially, integrated risk management of SOC facilities provides the policy maker in charge of SOC facility safety and related disaster prevention with a reasonable means of decision making and ultimately contributes to improving the safety of the applicable SOC facility. Furthermore, a variety of issues raised in the Sewol ferry disaster that occurred recently in Korea, such as, a proper response method and the relevant Golden time decision making at the occurrence of disaster, rapid grasping and reporting the situation on disaster sites, management and mobilization of resources for rescue and recover, loss of integrated control tower function, etc., might occur as well in facility disaster management. As the method of solving such issues adequately, this study suggests a strategy of new disaster response and management system. The analyses of Hazus-MH (FEMA) and DIMSuS (Purdue University) were comprehensively conducted, and based on the results required functions of new disaster response system of major infrastructure and its development directions were suggested.
