The positive impact of the development of new agricultural business entities and their institutional systems on the optimization of rural governance structures can be examined from various perspectives,including the s...The positive impact of the development of new agricultural business entities and their institutional systems on the optimization of rural governance structures can be examined from various perspectives,including the state,market,rural society,urban-rural relations,and grassroots governance structure in rural communities.The development of these new agricultural business entities has not only redefined but also restructured the power distribution and governance patterns in rural developing countries,markets,and villages.The rural social order has evolved into a ternary mutual structure governance pattern,often referred to as the“state market rural”model.This transformation has prompted adjustments in the national economic and social policy structure and management systems at both macro and micro levels.It has led to the reshaping of power dynamics,benefit distribution,and governance structures in both urban and rural areas,resulting in significant changes to the economic and social fabric of rural regions.Furthermore,the grassroots governance structure in rural society,characterized by“township governance and village governance,”is undergoing continuous development and improvement.This transition is marked by a shift towards a collaborative governance structure that encourages diverse participation.Building upon the aforementioned optimizations,the rural governance structure now exhibits new characteristics.These include a more extensive and diverse range of rural governance mechanisms,increased openness in governance processes,and a heightened synergy among various governance mechanisms.This dynamic evolution reflects a richer,more diverse,and more open approach to rural governance,fostering a stronger collaborative effort in the pursuit of effective governance.展开更多

However,such classifications may not be effective in characterizing all governance structures of research and development(R D) alliances.Therefore,the first objective of this study is to investigate why there exist different organizational governance structures in managing R D alliances;the second objective of this study is to give strategic advice in choosing appropriate forms with respect to various characteristics of R D alliances.Through the theoretical lens that integrate both transaction cost economics(TCE) and the resource-based view(RBV),a model that focuses on six major factors is developed for determining governance structure choices,namely,technological uncertainty,cultural difference,asset specificity,technology complementarity,appropriability of the individual firm's know-how,and trust.An R D alliance with higher technological uncertainty,larger cultural differences,and greater concerns for protecting an individual's know-how is more likely to adopt non-integrated alliances as the governing structure.An R D alliance with a higher degree of asset-specificity,greater technology complementarity and greater trust among partnering organizations is more likely to adopt integrated alliances as the governing structure;an R D alliance in the face of lower technological uncertainty will tend to adopt integrated alliances.The more aligned the choice of the governance structure with its determinants,the better the R D alliance will perform,and vice versa.展开更多

Although there is an extensive body of literature on comparisons of food safety control practices across different governance structures, these studies have been conducted mainly in terms of qualitative and descriptive analysis. In addition, little attention has been given to family farms. This study addresses the food safety control practices adopted by firms with different governance structures in China. Food safety control is expressed by the following aspects, i.e., pollution-free, green, organic, and/or geographical indication prod- ucts certification, establishment of production records, and pesticide residue testing. Three types of governance structures that engage in agricultural production are distinguished: farmer cooperatives, agricultural companies, and family farms. The food safety control practices of various governance structures are investigated based on a database that comprises 600 vegetable and fruit enterprises in Zhejiang, China. The results show that (1) pesticide residue testing is adopted by the most firms, followed by products certification, and production records are adopted by the fewest firms, and (2) agricul- tural companies adopt more food safety control practices than family farms, while farmer cooperatives adopt the fewest food safety control practices. Governance structure features of a cooperative in terms of ownership, decision-making, and income distribution are the main reasons for the low level of food safety control in the cooperative.展开更多

We apply six independent variables, including the firm's financial distress status and five components of corporate governance structures, such as board independence, audit committee independence, institutional ownership, board meeting frequency, and audit committee meeting frequency. This research is carried out by examining the annual reports of 114 non-financial firms listed at the Indonesian Stock Exchange over the period of 2009-2011. To test hypotheses, we undergo two different analyses, including independent samples t-test and Multiple Linear Regression. We find that: (1) The audit committee independence and the audit committee meeting frequency have significant positive impacts on the level of voluntary disclosure; (2) The financial distress status is negatively related to the level of disclosure at various levels of significance; and (3) All the independent variables are simultaneously related to voluntary disclosure.展开更多

The study manifests the results that the proportion of circulation shares, the ability that other big shareholders contend with the first biggest shareholder, the proportion of corporation-owned shares, and the frequency of directorate meetings all have a positive relationship with the liability level. Meanwhile, the concentration degree of owners' equity, the proportion of state-owned shares, the phenomenon that one person serves as both chairman of directorate and general manager, and the intensity of competition in product market are all negatively related to the level of debt. Finally, the scale of directorate, the proportion of independent directors as well as the percentage of management-owned shares have no significant relationship with the capital structure. The statistic analysis also shows that the proportion of independent directors of some Chinese listed companies does not meet the regulation of the CSRC. In addition, the paper tests the impacts of corporate operating characteristics on capital structure.展开更多

The results show that the ownership structure has the most critical impact on the performance of cooperative organizations,and the impact coefficient is as high as 0.92; the importance of oversight mechanism is basically equivalent to that of the council structure for cooperative organizations,and the impact coefficient is 0.87 and 0.86,respectively,second only to the ownership structure; the size of members' quit capacity also has a very important impact on the performance of organizations,with impact coefficient of 0.74. Thus,the problems influencing the performance of organizations,in the current governance structure of agricultural cooperative economic organizations in Three Gorges Reservoir Area,are pointed out. As an aspect of human capital,a positive association exists amongst health,productivity,and growth in output per capita.On the other hand,social infrastructure defined by the institution of governance has a direct eff...As an aspect of human capital,a positive association exists amongst health,productivity,and growth in output per capita.On the other hand,social infrastructure defined by the institution of governance has a direct effect on the environment upon which productive activities take place to determine outcomes.Nigeria like most African countries is bedevilled by the high prevalence of inadequate health financing and poor governance.Health financing for Nigeria consistently has fallen short of the AU health funding commitment of 15%of annual budgetary allocation to the health sector.Secondly,poor governance conditions available resources and shape the state of infrastructure,particularly health infrastructure and socioeconomic conditions.In turn,this determines individuals’level of exposure to health risks and their capacity to actively contribute to productive activity for growth stimulation and sustainability.Against this backdrop,this study added to the existing literature in the context of Nigeria,by theoretically applying the Solow augmented Mankiw-Romer-Weil structural model in the examination of the impact of government size and governance quality in the health sector,on economic growth.Autoregressive Distributed Lag(ARDL)model was adopted in the estimation.Findings show that governance quality adversely affects growth and this reduces the capacity of health spending to stimulate growth by an almost equal margin.As a result,this study recommends legislative backing to the AU health funding commitment in Nigeria.展开更多

The paper describes what can be considered to be best practices in conducting participatory capacity assessment through consultative processes which involves most of the key actors who would be engaged in implementing proposed interventions. The paper puts forward an analytical model for capacity assessment and program development in the Tanzanian context. The main features of the model can be summarized as participatory capacity assessment, strategic capacity building program development and complementarity through synergy building with like-minded stakeholders. The operational modality for utilizing the model in developing capacity building programs which among other components has monitoring and evaluation aspects is included. The issue arises as to whether these improvements have been effective in reducing agency costs, and therefore enhancing firm value. The objectives of this paper is to examine the effects of governance mechanisms of dividend, types of ownership structure, and board governance on firm value. This paper utilises a panel data analysis of 403 firms listed on the Bursa Malaysia over a four-year period from years 2002 to 2005. A hierarchical regression analysis is used to test the hypotheses and the data is analysed using the generalized least square (GLS) estimation technique. Overall, the results highlight the importance of moderating role played by board governance variables with types of ownership structure to influence firm value. However, the benefits of better corporate governance through enhanced board governance are not the same across all firms since their incentives vary with respect to dividend and different types of ownership structure mechanisms.展开更多

As the political, religious, and economic center of Tibet, Lhasa City has a special urban form and has experienced typical urban transformation processes for a thousand years. The city has been experiencing significant urban structure transformation that has accompanied the socio-economic development in recent decades since the peaceful liberation and democratic reform of Tibet during the 1950 s. Hence, this study presents the time-series of urban structure changes in Lhasa City for the purpose of understanding the characteristics and mechanisms of transformation under the republican political system. First, the study illustrates the urban socio-economic changes of Lhasa City beginning in the 1950 s via statistical data analysis. We then divide the urban development into several stages. Subsequently, we identify the transformation characteristics of urban structure by investigating urban growth, street structure, land-use, and religious facilities via maps of the city from every development stage. This paper ultimately discusses the regulation of city transformation. This study clarifies several probable issues facing Tibetan cities and proposes suggestions for future urban development of Tibetan cities.展开更多

Bridge councils and free ferry services are non-profit and non-government public-interest institutions, whose members were elected by local communities. These councils were responsible for the fundraising, construction, and long-term maintenance and operation of public facilities and infrastructure at the grassroots level. They adopted open and transparent management procedures and could coordinate cross-jurisdictional affairs and mediate disputes. They possessed independent assets such as lands and fund reserves, and such exclusive legal-entity ownership received protection from the government and under the laws. Such form of legal-entity ownership provided the institutional foundation for the development of clans, temples, charitable groups, academies of classical learning, and various associations and societies. These self-organizing groups demonstrate remarkable mobilization and organizational capabilities and institutional creativity of civil society in traditional China. They served as a link between the government and communities and played a unique and active role in maintaining social order at the grassroots level.展开更多

The statistic analysis also shows that the proportion of independent directors of some Chinese listed companies does not meet the regulation of the CSRC. In addition, the paper tests the impacts of corporate operating characteristics on capital structure.
文摘In this paper, 87 farmers' specialized cooperatives in Sichuan Province were investigated firstly, and then their governance structure was analyzed from the aspects of authority, decision-making mechanism, supervision mechanism and executive body based on the corporative governance structure in narrowest sense, finally corresponding policy suggestions for improving the governance structure of farmers' specialized cooperatives in Sichuan Province were put forward. It is concluded that human control is serious within farmers' specialized cooperatives; inner supervision is effective; council has great effects on governance structure; the cooperatives give limited incentive to managers.
文摘On the basis of questionnaire survey results of 100 agricultural cooperative economic organizations in Three Gorges Reservoir Area,this article uses the structural equation modeling as analysis tool to conduct empirical analysis of the governance structure and performance of agricultural cooperative economic organizations. The results show that the ownership structure has the most critical impact on the performance of cooperative organizations,and the impact coefficient is as high as 0.92; the importance of oversight mechanism is basically equivalent to that of the council structure for cooperative organizations,and the impact coefficient is 0.87 and 0.86,respectively,second only to the ownership structure; the size of members' quit capacity also has a very important impact on the performance of organizations,with impact coefficient of 0.74. Thus,the problems influencing the performance of organizations,in the current governance structure of agricultural cooperative economic organizations in Three Gorges Reservoir Area,are pointed out. Finally,corresponding countermeasures are put forward.
文摘In this paper,from the authority,decision-making body,supervisory body and implementing body,we analyze the governance structure evaluation indicators of farmers' specialized cooperatives,using objective and subjective combination weighting approach.And we draw the following conclusions:the rate of return of profits for membership,frequency of council convened and the number of members of board of supervisors have a great impact on the governance structure of cooperatives; the insider control phenomenon in cooperatives is more serious and the level of incentives is limited.Finally we put forward corresponding policy recommendations.
文摘As an aspect of human capital,a positive association exists amongst health,productivity,and growth in output per capita.On the other hand,social infrastructure defined by the institution of governance has a direct effect on the environment upon which productive activities take place to determine outcomes.Nigeria like most African countries is bedevilled by the high prevalence of inadequate health financing and poor governance.Health financing for Nigeria consistently has fallen short of the AU health funding commitment of 15%of annual budgetary allocation to the health sector.Secondly,poor governance conditions available resources and shape the state of infrastructure,particularly health infrastructure and socioeconomic conditions.In turn,this determines individuals’level of exposure to health risks and their capacity to actively contribute to productive activity for growth stimulation and sustainability.Against this backdrop,this study added to the existing literature in the context of Nigeria,by theoretically applying the Solow augmented Mankiw-Romer-Weil structural model in the examination of the impact of government size and governance quality in the health sector,on economic growth.Autoregressive Distributed Lag(ARDL)model was adopted in the estimation.Findings show that governance quality adversely affects growth and this reduces the capacity of health spending to stimulate growth by an almost equal margin.As a result,this study recommends legislative backing to the AU health funding commitment in Nigeria.

It was intended to make clear the path dependence relationship between grassroots government and farmers' specialized cooperatives and find out problems in between. Besides,from the perspective of grass-roots government and farmers' specialized cooperatives,it came up with corresponding recommendations,to promote constant improvement of farmers' specialized cooperatives,and help them to become key forces of leading farmers to get rich,pull agricultural economic development,and promote new socialist countryside construction.
文摘This is a methodological paper prepared by senior academicians, researchers and consultants from renowned universities in Tanzania. The paper provides insights as to how best development agents can approach the challenge of capacity needs assessment and development of capacity building programs in the context of the local government structure in Tanzania. The paper is of original nature and is based on author’s accumulated knowledge and practice in conducting capacity assessments and developing capacity building programs in Tanzania. The paper describes what can be considered to be best practices in conducting participatory capacity assessment through consultative processes which involves most of the key actors who would be engaged in implementing proposed interventions. The paper puts forward an analytical model for capacity assessment and program development in the Tanzanian context. The main features of the model can be summarized as participatory capacity assessment, strategic capacity building program development and complementarity through synergy building with like-minded stakeholders. The operational modality for utilizing the model in developing capacity building programs which among other components has monitoring and evaluation aspects is included. It is recommended that practitioners and development agents should test the model in their working environments to realize its potential benefits including program ownership by stakeholders.
文摘This article will analyze human rights linked to their impact on democracy, inequality, government policies and other structural problems such as an imminent obstacle for socioeconomic development in Latin America and the Caribbean, which is considerable challenges for construction of a rule of law, regional policy and that all people can live in a suitable environment. Today daily brain drain contributes a handicap for the socio-educational and professional development in the region particularly in Haiti. At the end of the article, the results of the research on the difficult socioeconomic situations that prevent extremely poor Haitians to enjoy a dignified life, resulting in partial emigrations to abroad and brain drain will occur. Also, the aspirations of the people are shown in the two poorest departments: Northeast and Northwest.
文摘When developing and integrating a new environmental legal system under the Environmental Code,the joint regulation of ecology and environment,natural resources and an energy beyond the sphere of mere environmental concerns can be achieved;the semantic expression of environmental regulation can be expounded.Additionally,through the codification of environmental law,a revolutionary path for the structure of authority can be found.Environmental codification dictates a method for clarification of the boundaries and relations of environmental management authority.Under the theory of Holistic Governance and in the codification process,the reform of environmental regulation authority should be concluded from both vertical and horizontal dimensions,through organizing,integrating,separating,classifying and finally,by establishing a synergy between the central and local governments and their departments.This can break down structural barriers to communication and cooperation of the ecological regulation and resource management authority and help establish uniformity of environmental regulation.
文摘Corporate governance mechanisms emerge to tackle agency problems in ensuring that shareholders' funds are not expropriated or wasted on unprofitable activities. The issue arises as to whether these improvements have been effective in reducing agency costs, and therefore enhancing firm value. The objectives of this paper is to examine the effects of governance mechanisms of dividend, types of ownership structure, and board governance on firm value. This paper utilises a panel data analysis of 403 firms listed on the Bursa Malaysia over a four-year period from years 2002 to 2005. A hierarchical regression analysis is used to test the hypotheses and the data is analysed using the generalized least square (GLS) estimation technique. Overall, the results highlight the importance of moderating role played by board governance variables with types of ownership structure to influence firm value. However, the benefits of better corporate governance through enhanced board governance are not the same across all firms since their incentives vary with respect to dividend and different types of ownership structure mechanisms.
文摘Renewable energy and building in the People's Republic of China are (besides the transport sector) two of the most challenging areas when it comes to sustainable development yet among the strongest prospects of establishing synergies in total green house gas emission reduction.However any kind of development or advancement in those sectors can only take place within the political and legal governance framework of the People's Republic of China.Any such governance framework naturally does offer incentives and also poses challenges to local and national initiatives and sustainability as a sum of all industrious activities.Undoubtedly it is the Government's goal to develop a world-class renewable energy industry.Likewise building and construction may well serve as tools for promoting and mainstreaming sustainability and sustainable use of energy.However in China governance is understood strictly in a top down manner.It is time to empower the energy and building sectors and normal citizens alike to take the lead in preserving and creating a healthy living environment in the People's Republic of China.For sustainable housing and renewable energy integration,decisive strategic policy support from the central and local governments is essential.

文摘In Tibet, Buddhism coupled with its theocratic history has given its cities and urban areas unique forms and structures. As the political, religious, and economic center of Tibet, Lhasa City has a special urban form and has experienced typical urban transformation processes for a thousand years. The city has been experiencing significant urban structure transformation that has accompanied the socio-economic development in recent decades since the peaceful liberation and democratic reform of Tibet during the 1950 s. Hence, this study presents the time-series of urban structure changes in Lhasa City for the purpose of understanding the characteristics and mechanisms of transformation under the republican political system. First, the study illustrates the urban socio-economic changes of Lhasa City beginning in the 1950 s via statistical data analysis. We then divide the urban development into several stages. Subsequently, we identify the transformation characteristics of urban structure by investigating urban growth, street structure, land-use, and religious facilities via maps of the city from every development stage. This paper ultimately discusses the regulation of city transformation. This study clarifies several probable issues facing Tibetan cities and proposes suggestions for future urban development of Tibetan cities.
文摘This paper focuses on the bridge council and free ferry services as the private organizers of public infrastructure construction in the Qing Dynasty, uncovers the legal entity ownership system and governance model with China's native origin, and reveals the attributes and characteristics of ownership by legal entities in China's traditional era. Bridge councils and free ferry services are non-profit and non-government public-interest institutions, whose members were elected by local communities. These councils were responsible for the fundraising, construction, and long-term maintenance and operation of public facilities and infrastructure at the grassroots level. They adopted open and transparent management procedures and could coordinate cross-jurisdictional affairs and mediate disputes. They possessed independent assets such as lands and fund reserves, and such exclusive legal-entity ownership received protection from the government and under the laws. Such form of legal-entity ownership provided the institutional foundation for the development of clans, temples, charitable groups, academies of classical learning, and various associations and societies. These self-organizing groups demonstrate remarkable mobilization and organizational capabilities and institutional creativity of civil society in traditional China. They served as a link between the government and communities and played a unique and active role in maintaining social order at the grassroots level.
