Establishing a Carbon-Neutrality Oriented Economic System through Green, Low-carbon, and Circular Development

Carbon neutrality requires a profound socio-economic revolution.Since the 21;century,China has been promoting social&economic transformation,and put forward a series of strategic directions for development transformation.As China enters the new era of socialism,building a green,low-carbon and circular economic system has become an important direction for future economic development and transformation.This paper analyzes the relationship between the green,low-carbon and circular economic system and carbon neutrality,and points out that green development,low-carbon development and circular development will greatly reduce carbon emissions of economic development and help realize the carbon goal through co-benefit effect,structural adjustment and resource recycling.Finally,the paper puts forward some suggestions for promoting the transformation of the economic system to green,low-carbon and circular development.

The Current Status and Prospects of China’s Low- Carbon Economic Development

This paper aims to explore the importance of developing a low-carbon economy in China and presents a series of key recommendations.Firstly,it emphasizes the adverse impact of economic development on the natural environment and highlights the unsustainable nature of China’s previous pursuit of economic growth at the expense of its ecological surroundings.Subsequently,the paper provides specific recommendations in response to the pressing resource and environmental challenges in current economic and social development,along with the urgent need to accelerate the transition towards a greener,low-carbon economy to achieve carbon peak and carbon neutrality goals.The key recommendations include continually enhancing the legal framework for a low-carbon economy,optimizing the energy structure,improving energy efficiency,and optimizing the industrial structure.These proposals aim to offer concrete actions to support the development of a low-carbon economy in China,encompassing legal support,energy transformation,and industrial upgrading.Ultimately,this paper underscores China’s potential in developing a low-carbon economy and calls for resolute actions to strengthen legal frameworks,foster technological innovation,and promote industrial restructuring.These actions will guide China towards a more sustainable and environmentally conscious economic future,aligning its growth trajectory with the global imperative to reduce carbon footprints.

Development Experience of Foreign Green Shipping and Its Enlightenment to China

Based on analysis of green shipping practices of foreign ships manufacturers, ocean carriers ad port countries, their advanced experience was summarized, and its enlightenment to China＇s ＂green shipping＂ was analyzed to realize China＇s dream of becoming ＂ a strong shipping country＂ eady.

Measurement on the Construction Level of China's Green, Low-Carbon, and Circular-Development Economic System

This study aims to measure how well China's green,low-carbon,and circulardevelopment economic system(theGLCCD Economic System)is being developed.By establishing the indicator system and indicators,the spatiotemporal range entropy weight method,Gini coefficient,Theil index,convergence model,and national and provincial data from 2012 to 2017 are employed.The construction level of almost all GLCCD Economic Systems at national and provincial levels has shown improvement during the study period.Among them,a significant boost is only observed in the development power indicator;improvement in the production system indicator and development benefit indicatorismild,andthelifesystemindicator sees a decline year by year.The construction level of the GLCCD Economic System throughout China is generally balanced but tends to expand in scale.However,the inter-regional developmenttbenefit indicator showsaconvergence trend.Based on the analysis of the similarities and differences between greenandlow-carboncircular development,the development power and development benefit,production system,and life system are incorporated into a unified logical framework.The construction level of the GLCCD Economic System is measured as a whole in a holistic manner.This study finds out the scientific connotation oftheGLCCD Economic System.The changing trends and regional differences in the construction level of the GLCCD Economic System are revealed.These findings provide a clear and reliable decision-making basis for the construction of the GLCCD Economic System.

Global Trend of Low-carbon Economy and China's Responses

Based on the analysis on the global economic crisis,climate change crisis and their mutual underlying reasons,the authors believe that low-carbon economy has become an inevitable choice to break through the dual crises,coordinate the economic development,and protect the global climate.The global trend of low-carbon economy finds expression in Green Recovery currently,while,in a long run,it will give rise to a new pattern of world competition in politics,economy,technology,trade and finance.The impact of the global trend of low-carbon economy on China can not be overlooked,and it is both a challenge and an opportunity for China＇s future development.Based on comparative studies on the low-carbon economy of China,the U.S.,EU and Japan,the authors conclude that China should blaze a new path of lowcarbon economy development with Chinese characteristics,and the authors have put forward relevant countermeasures for China to address the global trend of low-carbon economy from angles of countries,enterprises and the public

Research on the model of regional green innovation system in China:A case study of Shandong province

Taking Shandong province,one of China’s first batch of circular economy pilot provinces,as an example,this paper summarizes some types of regional green innovation system models through the cases study and retrospective reasoning and retrospective approaches.The models mentioned above include(1)the innovation system model of green animal husbandry in coastal small towns,(2)the green innovation system model in intravenous industry park,(3)the green innovation system model in coastal hi-tech industrial development zone based on the development of eco-industrial and low-carbon industries,(4)the green innovation system model in coastal economic&technological development area based on the development of ecological arterial industry and the ecological intravenous industry through the waste recycle inside and outside the area,(5)the green innovation system model of coastal harbor economic and technological development area based on constructing tiny-medium-macro circulation,(6)the green innovation system of reformed coastal economic and technological development zone turning to the recycling marine industry innovation,and(7)the green innovation system model of high-tech industry development zone tending to recycling innovation of biological industry.This paper aims to analyze the characteristics of these models,the formation mechanism,and further to discuss their implications for greening the same type of regional innovation systems.

青海省绿色低碳循环发展经济体系构建路径探讨

推进绿色低碳循环发展经济体系建设,对于解决生态环境与资源问题、实现经济社会绿色发展具有重要意义。基于青海省独特的地理位置、丰富的生态资源以及脆弱的生态环境,探讨了如何在当地生态文明战略发展中引入绿色低碳循环发展经济体系的重要性和具体路径。分析了该经济体系的基本特征和应用优势,并提出了一套系统的构建路径,涉及产业结构优化、资源高效利用、生态保护和修复、区域协同发展等多个方面,旨在实现青海经济的绿色、高效、持续发展,并为全国其他地区类似发展提供宝贵的启示与借鉴。

有效治理视角:现代城市建设绿色低碳循环发展的经济体系——基于深圳实践与政企调查研究

中央提出,建立健全绿色低碳循环发展的经济体系,城市的治理水平成为直接影响现代城市经济发展、构建经济体系的重要因素。以深圳为例,作为我国经济发展最活跃的城市之一,深圳把发展绿色产业作为推动经济结构调整的重要举措,围绕“打造中国特色社会主义先行示范区”的战略目标,突出绿色创新,取得了一定成绩。但是,通过对政府职能部门的垂直座谈和219家企业的调查研究,发现深圳还面临着缺乏系统协同的发展战略、体制机制障碍等问题。针对现代城市治理的共性问题,从有效治理的角度,通过建立科学决策机制、健全法律法规与标准体系、完善经济政策、促进科技政策与科技创新深度融合等几个方面,探讨现代城市建设绿色低碳循环发展经济体系的治理路径。为探索符合现代城市特点和发展规律的城市治理模式、实现城市治理现代化提供行动指导。

生态文明建设目标行动导向下的现代化经济体系研究

党的十九大报告首次提出“建设现代化经济体系”,把建立健全绿色低碳循环发展作为重点任务之一。作为中国特色社会主义“五位一体”总体战略布局的重要组成部分,生态文明建设是现代化经济体系建设的行动指引,要求破解资源环境约束,提升绿色竞争力,与全球绿色低碳可持续发展目标契合。论文建立了生态文明目标行动导向下的现代化经济体系建设的逻辑分析框架,提出了实践路径。具体来说,就是以生态安全为底线,以新旧动能转换为目标,以绿色低碳循环发展为特征,以生态与产业融合、制造业转型升级、清洁能源体系、绿色消费模式为核心内容,以绿色金融、考核评估和绿色技术创新为驱动力,以生态环境治理体系和治理能力现代化为保障。

建立和完善绿色低碳循环发展经济体系是促进我国经济社会全面绿色转型,解决资源、环境和生态问题的基本方针。研究表明,在绿色发展理念下,绿色低碳循环经济体系对环境和产业政策以及二者之间关系的调整,涉及经济发展方式、技术水平和制度体系的深层次变革。如何打造绿色低碳循环经济体系是青海省生态文明战略的核心议题,本文从青海省四地两体系发展定位出发,深刻剖析绿色低碳循环经济体系理论基础和运行机理,解析青海省四地两体系建设和生态文明战略实践中的制约因素。四地两体系建设迫切需要摆脱环境治理手段与传统产业政策的政策组合,注重市场机制的作用,建设和完善青海省绿色低碳循环经济体系的关键是促进四地两体系建设与市场机制以及产业和环境政策的协调,注重政策工具之间的协调互补,形成与市场机制相结合的新发展路径。

秦巴山脉河南片区(伏牛山区)绿色循环发展战略研究

阐述秦巴山脉及河南片区(伏牛山区)绿色循环发展的重要意义。从秦巴山脉河南片区地理、地貌特征,人口、社会及基础设施,经济及产业发展状况,区域产业发展规划等方面,分析秦巴山脉河南片区具有的"强生态环境"和"弱经济基础"特点的基本情况,创立秦巴山脉河南片区以"伏牛山生态–产业协同双向梯度发展"的模式,构建"伏牛山南北坡绿色循环经济产业发展示范区"的绿色循环发展战略,提出加快推进"伏牛山南北坡绿色循环经济产业发展示范区"建设的一些具体措施。

论我国发展循环经济的实施障碍及对策

循环经济是新世纪经济发展的理想模式,在我国发展循环经济存在着技术上、管理上和观念上的障碍。应该通过建立法律法规、推行绿色核算、开发绿色技术、推广绿色消费等途径解决消除这些障碍。

中国建设绿色低碳循环发展的现代化经济体系:实现路径与现实意义

党的十九大报告首次提到现代化经济体系,明确要求“建立健全绿色低碳循环发展的经济体系”。阐释绿色低碳循环发展的现代化经济体系的本质内涵,中国建设绿色低碳循环发展的现代化经济体系的发展现状与现实意义,指出在产业体系、分配体系、区域发展、技术创新、政策制度方面存在的问题,强调绿色低碳循环发展迫在眉睫,既是中国经济转型发展的根本方向,也是国内外发展的大趋势。在此基础上,提出中国实现绿色低碳发展的现代化经济体系建设路径的相关建议,即完善顶层设计,筑牢保障支撑,从经济体系的生产、分配、交换和消费环节着手,强化运行环节,以助推绿色低碳循环发展的现代化经济体系建设。具体体现为:(1)在生产环节,从源头和全过程降低资源消耗,降低污染物排放,实现减量化、资源化和再利用;(2)在分配环节,坚持市场在配置资源过程中发挥基础性作用,让市场来左右交换与分配;(3)在交换环节,加快谋划构建“通道+枢纽+网络”流通格局,促进资源交换的绿色低碳循环高效;(4)在消费环节,多渠道、多种形式宣传绿色、低碳消费理念,推动绿色生活方式和消费模式。

生态文明背景下循环经济理论的深化研究

文章认为循环经济的理论研究需要从过去的1.0版向2.0版升级,从为什么、是什么、怎么做3个方面,提出了生态文明背景下深化循环经济理论研究的方向和设想。指出循环经济的理论依据是强可持续性的生态经济学而不是弱可持续性的新古典经济学,从生态规模、社会公平和经济效率的角度强调了循环经济的理论意义;指出循环经济的具体内涵要从一般意义的3R原则,深入到具有绿色发展意义的3类循环,即废物循环、产品循环、服务循环或资产循环;从战略、科技和政策上指出中国发展循环经济,要走聪明增长的C模式道路而不是发达国家减少增长的B模式道路。

“双碳”背景下海南自由贸易港绿色低碳循环发展经济体系构建

我国力争2030年前实现碳达峰、2060年前实现碳中和目标的提出,为海南自由贸易港加快绿色低碳转型、走高质量发展之路带来新机遇。海南自由贸易港在绿色低碳转型中拥有国家政策支持、自然资源丰富、地理区位独特、现代服务业发展强劲、制度创新环境良好等优势,但同时也面临绿色低碳循环经济法律政策体系不完善、碳金融支撑体系尚未建立、能源资源利用效率较低、清洁能源产业发展空间有限、工业和科技基础相对薄弱等问题。因此,需在考虑我国现实国情和海南发展实际的基础上,借鉴国际实践经验,以将海南打造成为碳达峰碳中和先行示范区为目标,加快构建绿色低碳循环经济法律法规体系,完善绿色低碳循环经济财税金融制度,建立碳汇交易制度与碳排放积分制度,出台支持清洁能源产业发展政策,尽快建立起较为完善的绿色低碳循环经济体系制度框架。
