Assessment of Locational Compliance Status of Petroleum Products Handling Facilities in Niger Delta Region, Nigeria

This study was aimed at assessing the locational compliance status of petroleum handling facilities in the Niger Delta to the specifications of the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) locational standards. A cross-sectional research design was employed using a Standard checklist of seventeen compliance specifications of NUPRC. A walk-through survey was carried out in 118 identified facilities in three locations: Eket in Akwa-Ibom State, Port Harcourt in Rivers State and Warri in Delta State, respectively. The data obtained were analyzed using inferential and descriptive statistics, Kendall Tau-B and Principal Component analyses. The results indicate that the Petroleum Product facilities complied with 6 (35.29%) out of 17 specifications while 11 (64.70%) specifications were violated. Locations compliance of stations in the Niger Delta region is generally poor, but Stations in Port Harcourt recorded a higher compliance rate compared to Eket and Warri. Results of Kendall’s tau-b and Principal Component analysis indicated positive association between all the land space locational compliances. This study attributes the poor compliance rate to rapid urbanization, overpopulation, proliferation of filling stations and poor monitoring by regulatory agencies. It is recommended that, NUPRC should improve its monitoring and enforce regulatory operational specifications. 展开更多

Electromagnetic detection satellite(EDS) is a type of Earth observation satellite(EOS). Satellites observation and data down-link scheduling plays a significant role in improving the efficiency of satellite observation systems. However, the current works mainly focus on the scheduling of imaging satellites, little work focuses on the scheduling of EDSes for its specific requirements.And current works mainly schedule satellite resources and data down-link resources separately, not considering them in a globally optimal perspective. The EDSes and data down-link resources are scheduled in an integrated process and the scheduling result is searched globally. Considering the specific constraints of EDS, a coordinate scheduling model for EDS observation tasks and data transmission jobs is established and an algorithm based on the genetic algorithm is proposed. Furthermore, the convergence of our algorithm is proved. To deal with some specific constraints, a solution repairing algorithm of polynomial computing time is designed. Finally, some experiments are conducted to validate the correctness and practicability of our scheduling algorithms. 展开更多

Distributing of the railway refrigeration container handling stations is influenced by multitudinous factors, such as technique and equipment conditions, intermodal traffic ability, foreground and social economy conditions of the district. In this paper a maiden adoption of the matter-element is applied to combine with information entropy theory to analyze distributing the railway refrigeration container handling stations based on concerned literature and historical data, and a multi-objective decision-making model on analyzing distributing the railway refrigeration container handling stations is set up based on matter-element and extension model. Based on establishing sutra field and controlled field, we apply relating function of matter- element and extension set to get relating function value of the railway refrigeration container handling stations. Finally a case study is carried out to verify the validity, objectivity and applicability of this model through calculated and compared with traditional analysis methods. Practicality application indicates that this method can avoid subjectivity of weighting, but enhance the extensibility, the model mentioned above has guiding significance and applied value for analyzing distributing the railway refrigeration container handling stations. 展开更多
