Research on the Harmonious Development of New Rural Communities under the Perspective of Balancing Urban and Rural Areas

On the basis of offering a definition of New Rural Communities (NRCs), the paper analyzes the values of New Rural Communities and argues that the construction of NRCs is able to contribute to the enhancement of the comprehensive agricultural production capability as well as the development of social productivity. Meanwhile the incomes of the rural residents can be boosted, which denotes the realization of a harmonious society where the achievements of China's reform and development are shared by each citizen. Moreover, the construction of NRCs facilitates the economization of land use and thus improves the overall living standard of the residents, while helping to cut the administrative cost and promote democracy at the primary level. This paper also points out various problems arising during the construction of NRCS in China: blindly following suit in accordance with the modes of the urban communities; lack of funds, which leads to the absence of the supporting mechanisms of NRCs; vague positioning and the ensuing shortage of impetus for continued development. Finally, the paper raises the corresponding measures and suggestions: first, based on reality, make overall planning and scientific arrangement; second, the government should play the dominant role while respecting the principal position of the rural residents and introducing the market mechanism; third, increase science and technology input and attach equal importance to economic and social benefits; fourth, broaden fund-raising channels while completing the supervision mechanism.

Empirical Analysis on Harmonious Development of Economy in Niyang River Basin under Environmental Constraint

[ Objective] The study aimed to analyze the harmonious development of economy in Niyang River basin under environmental constraint. [ Method] According to the principles of index definition like balance, diversity, comparability and so forth, we constructed the indicator system of harmonious development of economy in Niyang River basin firstly, then empirically analyzed the status quo of harmonious development of economy in the basin by using factor analysis method. Finally, some suggestions for promoting the harmonious development of economy in Niyang River ba- sin were put forward. [ Results] Three first-class indicators, containing nine secondary-class indicators, were included in the indicator system of har- monious development of economy in Niyang River basin, namely ecological economic, rural non-agricultural development and service economic indi- cator. To promote the harmonious development of economy in Niyang River basin lies in further improving and developing its ecological economy, rural non-agricultural development and service economy. [ Condusion] The research could provide scientific references for the harmonious develop- ment of economy and protection of ecological environment in Niyang River basin.

Spatio-temporal analysis of land-use conversion in the eastern coastal China during 1996-2005

Based on the acquaintance of the regional background of urban-rural transformational development and investigations on the spot,this paper discusses the holistic situation, dominant factors and mechanism of arable land loss and land for construction occupation in the coastal area of China over the last decade,with the aid of GIS technology.Conclusions of the research are summarized as follows：（1）the arable land had been continuously decreasing from 1996 to 2005,with a loss of 1,708,700 hm^2 and an average decrement of 170,900 hm^2 per year;（2）land for construction increased 1,373,700 hm^2 ,with an average increment of 153,200 hm^2 per year;（3）total area of encroachment on arable land for construction between 1996 and 2005 was 1,053,100 hm^2 ,accounting for 34.03%of the arable land loss in the same period,the percentages of which used for industrial land（INL）,transportation land（TRL）,rural construction land（RUL）and town construction land（TOL）are 45.03%,15.8%,15.47%and 11.5%,respectively;and（4）the fluctuation of the increase of construction land and encroachment on arable land in the area were deeply influenced by the nation＇s macroscopic land-use policies and development level of regional economy.The growth of population and advancement of technology promoted the rapid industrialization, construction of transportation infrastructures,rural urbanization and expansion of rural settlements in the eastern coastal area,and therefore were the primary driving forces of land-use conversion.

The dynamic coupling model and its application of urbanization and eco-environment in Hexi Corridor

This paper, taking Hexi Corridor as an example, analyzes the altemating intimidation and the dynamic evolving relation between urbanization and eco-environment in arid area of West China. We argue that the harmonious development system of the urbanization and eco-environment would go through four phases： rudimentary symbiotic phase, harmonious developmental phase, utmost increasing phase and spiral type rising phase. Throughout the four phases, the elements of the system would influence each other, coerce each other, and complete the spiral type rising process from low-grade symbiosis to high-grade harmony together. The study on Hexi Corridor shows that the urbanization level in Hexi Corridor has increased gradually from 1985 to 2003 accompanied with the fluctuations of eco-environment state. The response of eco-environment to urbanization has been evident, but lagged behind the urbanization course. At present, the harmonious development system in Hexi Corridor was in its harmonious developmental phase. However, the coupling degree has increased quickly and approached 90 yet, which is signaling that the system is about to enter the utmost increasing phase, and the ecological crisis will enter the latent period. We have found that the coupling degree can well reflect the interactive coercing and dynamic evolving situation between urbanization and eco-environment in Hexi Corridor. From the temporal change of the coupling degree, it can be concluded that urbanization sometimes needs to pay a certain cost for the damage of the eco-environment in its initial stages, but as the urbanization continues, the state of the eco-environment would be meliorated.

Current status and development trends of innovative blast furnace ironmaking technologies aimed to environmental harmony and operation intellectualization

Blast furnace （BF） ironmaking is dominant for reducing pollution emission and energy consumption in iron and steel industry, Under the increasingly strict environmental pressure, some innovative tech nologies of BF ironmaking for environmental protection have been developed and applied in actual op- erating facilities. The current state of BF ironmaking in Europe, America, Japan, and China were briefly overviewed. Moreover, some innovative BF ironmaking technologies aiming at environmental harmony and operation intellectualization in the world, such as waste gas recycling sintering, BF op eration with coke oven gas injection, ferro coke, lime coating coke, BF visualization and intellectuali zation, were roundly summarized. Finally, some discussion on the technologies was carried out and the development trends of BF ironmaking were pointed out. The review could provide references and supports for the progress of environment friendly technologies of BF ironmaking, thereby promoting their practical applications and achieving sustainable development of BF ironmaking, especially for Chinese ironmaking industry.
