Study on High Quality Development Strategy of the Yellow River Basin-Take Rural Development in Zhengzhou, China as an Example

High-quality development of the Yellow River Basin is a development strategy that China has been vigorously promoting in recent years,and it is also an important point to realize the goal of balanced regional development and the Chinese dream in the long term.In the context of the implementation of the strategy,Zhengzhou,as a major city in the central region where the Yellow River flows through,has a strong driving effect on the surrounding counties and cities.At the same time,Zhengzhou’s rural modernization process is gradually accelerated,and the poverty alleviation has achieved remarkable results.Therefore,this paper introduces the development background of the Yellow River Basin region,explores the significance of this strategy for the basin region,and takes the rural construction of Zhengzhou as an example to look into the future development path.

Intellectual Property Protection and High Quality Development of Radix Glycyrrhizae for Treatment of COVID-19

Radix Glycyrrhizae is the dominant native medicinal material variety in the north and northwestern medicinal materials producing areas.It is a main Chinese medicine of effective TCM drugs and formulas for the treatment of new coronavirus disease(COVID-19).This paper introduces the medicinal value of Radix Glycyrrhizae,involving the labeling,cultural heritage,and creative intellectual property rights of the Chinese medicinal materials,analyzes the poverty-stricken areas that are ecologically suitable for Radix Glycyrrhizae cultivation,and the superior counties and production bases of the Chinese medicinal materials.Besides,mainly from the aspects of perfect intellectual property rights,the establishment of authentic medicinal material production bases,and the construction of quality control systems,etc.,it discusses the rural revitalization strategy and the development strategy of traditional Chinese medicine(TCM),agricultural intellectual property protection and high-quality development strategy of Radix Glycyrrhizae.

Empirical Research on Quality Improvement and Effect Increase of Rural Tourist Destination Under the Strategic Background of Rural Revitalization: A Case Study of Xishan District, Kunming City, Yunnan Province

As one of important channels in rural revitalization and development, rural tourism obtains a lot of remarkable achievements in rural development. However, relatively single product and homogenized development model make competition gradually intensify, and many once glorious rural tourist destinations gradually decline. Xishan District of Kunming City of Yunnan Province is taken as research object in this paper. Via literature research, field survey and depth interview, development process, status quo and existing problems of its rural tourism are deeply explored. Based on above research results, development idea, strategy and countermeasure for quality improvement and effect increase of traditional rural tourism destination are proposed, and cooperative development, mutual benefit and win-win are taken as the ultimate development goals.

The Impetus for RCEP in Facilitating the High-quality Development of the Tourism Service Trade in Yunnan Province,China

The present world pattern has undergone major changes,the trend of world multi-polarization is constantly emerging,and peace and development remain the main themes of today’s society.The formal signing and implementation of the Regional Comprehensive Economic Partnership(RCEP)is important for meeting the needs of peace and development of many countries and regions.China is in a new era of reform and opening-up,and the RCEP content is in line with China’s concept of pursuing a path of rejuvenation.Based on the locations of important borders,Yunnan Province has become one of the key places for China’s opening-up and development regarding Southeast Asia and South Asia,and the high-quality development of its tourism service trade is of great significance.This study first used the grounded theory analysis method to organize,analyze and process the records of international conferences and government press conferences held in Yunnan Province,as well as important related issues since the signing of RCEP.Then,the social network analysis method was used to analyze the social recognition degree of RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province from the perspectives of different levels and group consensus.The results show that cooperation is the key macro driving force for RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province.Regarding the opportunities and environment of the transportation dividend,policy dividend and investment dividend,port construction,border township construction and exhibition-related construction are important cooperation contents,so they are conducive to the recovery of the tourism industry in a broader development space.Competition can improve the driving force of RCEP in promoting the high-quality development of the tourism service trade in Yunnan Province at the micro level,and has more practical significance.For example,RCEP can better rely on its own geographical advantages and international market competitiveness,optimize the use of resources inside and outside ports,and use high-tech products to form a more green,ecological,organic and sustainable development.In different levels of social identity,RCEP’s power of cooperation is more strongly recognized,while the power of competition is less recognized.However,from the perspective of grouping the various groups,RCEP’s powers of cooperation and competition are jointly recognized by the other groups,indicating that cooperation and competition are necessary for the realization of RCEP’s power.The results of this study provide a certain reference for understanding the dynamics of RCEP in more detail from more angles and for the local implementation of RCEP rules and measures.

Rural Domestic Sewage Treatment Model: Case Study Based on Dongying Section of the Yellow River Basin

The 20th National Congress of the Communist Party of China proposed to promote the improvement of urban and rural living environment and build livable and workable villages and beautiful villages. The development and challenges of rural domestic sewage treatment coexist. Based on the field investigation of 15 administrative villages in 3 districts and counties of Dongying City, there is a big gap between the development status of rural domestic sewage treatment and expectations. Investigate rural domestic sewage treatment cases in-depth, and condense four modes of primitive, developmental, mature and advanced in a variety of different rural domestic sewage treatment models for discussion, among which, the village sewage treatment work under the mature mode has achieved remarkable results, and is at the forefront of the current rural domestic sewage treatment. Through the multi-case analysis method, the practical dilemma of sewage treatment in different models of villages is summarized, and the feasible improvement path is explored, which contributes to the ecological protection and high-quality development of Dongying and the Yellow River Basin.

Mathematical Statistics and Spatial Aggregation Characteristics Analysis of Culture, Sports, and Tourism Resources in the Yellow River Basin Based on POI Data

As a priority of China’s regional development strategy in recent years, promoting the ecological protection and high-quality development of the Yellow River Basin is one of the important tasks to boost the country’s economy and also the key to the development strategy in the central region at this stage. High-quality development of the Yellow River Basin based on the perspective of culture, sports, and tourism integration is significant for the regional ecological protection and economic revitalization. In order to measure the development of culture, sports, and tourism resources in the basin, the study applied the CRITIC model in Mathematical Statistics, the fuzzy comprehensive evaluation model, and the entropy weight TOPSIS analysis model. The results indicated that the development of the three resources in the basin varies from region to region, among which Shaanxi, Shandong, and Henan provinces have developed outstandingly while western provinces in China haven’t. In addition, this study identified the spatial geographic extent and analyzed the POI (points of interest) of culture, sports, tourism, and mixed resource based on the data analysis to explore the spatial distribution characteristics and trend of changes in the Yellow River Basin. The study also made suggestions for the development of culture, sports, and tourism resources in the basin from different perspectives based on the developed theoretical model, aiming to promote high-quality development of the area.

The Influence of the Urban-Rural Income Disparity on the Industrial Structure—Taking the Yangtze River Delta Region as an Example

In this paper, the effect of the mediation effect is mainly used to test and analyze the regression model, and most scholars have studied the impact of the modernization of the industrial structure on the income gap. However, this paper is from another perspective, based on the social background of high-quality development, the main study is the impact mechanism of urban and rural income gap on the industrial structure, taking the Yangtze River Delta as the main research object, and specifically selecting 22 central cities in the Yangtze River Delta region, which is also one of the highlights of this study. The regression model is constructed by using the intermediary effect, and the four intermediary variables of fiscal expenditure (M1), fixed asset investment (M2), number of patent applications (M3), and total import and export (M4) are selected, which represent the role of the government, fixed asset investment, scientific and technological level and opening-up level, and study and analyze the inherent influence mechanism between each variable. Before doing specific research, I consulted the papers and literature of many other outstanding scholars, among which Cheng Yuhong and Cheng Chi’s “The Influence Mechanism of industrial structure of urban and rural income gap” [1] has great reference value for this paper. According to the research results, under the background of high-quality development in the Yangtze River Delta region, the expansion of the income gap between urban and rural areas will inhibit the upgrading of the industrial structure, so it is necessary to focus on building a new type of urbanization, accelerating the construction of an urban innovation system, optimizing the rural employment structure to narrow the income gap between urban and rural areas, and providing impetus for the continuous upgrading of the industrial structure.

新质生产力背景下河北省旅游经济高质量发展研究

在新质生产力背景下,以高质量发展理念,从创新、协调、绿色、开放、共享5个维度构建指标体系,运用TOPSIS模型和耦合协调度模型对2012-2020年河北省旅游经济高质量发展水平进行评价分析。研究结果显示,河北省旅游经济高质量发展达到中级水平,总体上呈现良性向好发展态势,旅游经济各子系统耦合协调度接近中级水平,随着旅游规模的增长,旅游业内在素质和结构性矛盾依然比较突出,目前影响旅游经济高质量发展的阻碍因素主要在共享、协调和绿色子系统。今后旅游经济高质量发展的重点是调整旅游结构、提升旅游业内在素质和改善生态环境。

文旅数字化发展的理论与实践研究——以四川为例

四川省高度关注文旅产业数字化转型,积极探索“数字+文旅”发展路径,各级政府相继出台系列文件,助力数字文旅发展。文章以四川省数字文旅资金投入情况、数字化项目建设情况、文旅重点行业数字化建设情况等为基础,分析四川数字文旅发展现存问题,探索数字文旅发展路径,并围绕管理、市场、产品等方面提出四川数字文旅发展建议,以期推动四川省数字文旅融合高质量发展,并为其他地区数字文旅发展提供相关借鉴。

文旅融合背景下历史文化园高质量发展研究——以包公故里文化园为例

历史文化园是一种以历史文化为主题,通过景观、文物、文化活动等手段,再现和展示特定历史时期、历史名人或文化传统的公共空间,具有经济、文化、教育等价值。“以文兴旅,以旅彰文”,文旅融合发展的新模式为历史文化园的“出圈”与高质量发展提供了新思路与新契机。包公故里文化园是新时代展示包公文化、弘扬廉政精神的重要基地,在文旅融合方面已有初步的探索与实践,但仍存在文化特色不鲜明、文旅业态不丰富、社会知名度不够高等问题。新发展阶段推进历史文化园高质量发展,要强化顶层设计,建构文旅融合新架构;优化产业链,铸造文旅融合新模式;创新宣传方式,提升文旅融合新品位;加强组织支撑,完善文旅融合新体制。

新质生产力与旅游业高质量发展

新质生产力是实现经济高质量发展的重要支撑,旅游业新质生产力是新质生产力的特殊形态与组成部分。文章聚焦旅游业新质生产力的背景与环境、内涵与外延、分类与关系、主体与对象、业态与空间、作用与影响、制度与路径等议题,提出旅游业新质生产力助力旅游业高质量发展的优化方向与研究响应。研究认为:(1)创新是旅游业新质生产力的核心要义,要坚持以辩证性思维、系统性思维、动态性思维观察、思考、研究和应用旅游业新质生产力;(2)以数字技术为代表的新质生产力可降低旅游业交易成本,丰富旅游体验方式,创新旅游吸引物形态,增强旅游吸引力和服务力,塑造新质目的地,并通过流量放大效应强化跨地方的互动;(3)应从旅游业发展变革的大格局中看待新质生产力,并通过新质旅游投资和供给优化促进旅游业高质量发展;(4)旅游业新质生产力的持续发展需要旅游业新质消费力的支撑,而游客满意则是旅游消费进而旅游业高质量发展的根本目的。

旅游强国建设与旅游业高质量发展

实现旅游业高质量发展是建设旅游强国的内在要求。文章围绕习近平总书记对旅游工作的重要指示,就新征程中如何认识旅游强国、如何实现旅游强国战略、如何落实习近平总书记重要指示、如何理解旅游业的新定位和新赛道、如何推动旅游业高质量发展、如何担负起旅游学术共同体的时代使命等重要议题进行了探讨。研究认为,应要特别关注如下议题:1)从新时代新征程出发,重新思考旅游强国的提出背景、底层逻辑、关注重点、产业定位、衡量指标和建设思路;2)实现旅游强国目标,需创新税制、优化旅游统计、培养高层次人才;3)以习近平总书记重要指示为纲,重点关注市场、产业、理念、统筹、体系等方面问题;4)在旅游业成为新兴的战略性支柱产业和具有显著时代特征的民生产业、幸福产业的背景下,疗愈旅游是符合旅游业新定位的一个新赛道;5)实现旅游业高质量发展,需以市场为导向、以人民满意为中心、以投入产出为旅游投资基本导向,需在空间维度和时间维度实现均衡发展和可持续发展;6)在旅游发展新征程上,学术共同体应承担重要职责和历史使命,及时回答时代之问,夯实科学探究学理之基。

乡村旅游高质量发展与共同富裕的动态耦合协调演化——以张家界为例

以张家界市为研究案例地,廓清乡村旅游高质量发展与共同富裕的相互关系及耦合机制,分别构建乡村旅游高质量发展和共同富裕评价指标体系,综合运用耦合协调模型和剪刀差模型,刻画了该区域2007—2019年乡村旅游高质量发展与共同富裕耦合协调的动态演化过程及规律。研究结果表明:(1)在研究期内,张家界市乡村旅游高质量发展综合指数由0.269增长至0.789,共同富裕综合指数的0.151增长至0.756,均呈波动上升态势;(2)两系统耦合协调度指数由0.449增长至0.881,可划分为中度耦合协调、高度耦合协调协调和极度耦合协调3个阶段;(3)乡村旅游高质量发展系统的演化速率中期出现大幅下降,使二者的剪刀差曲线呈现拉平钩形的变化形态,二者演化速率差异逐步拉大。

以新质生产力引领现代化大农业发展

现代化大农业是以系统、全局的大农业观为指导,对传统小农经济进行现代化改造的先进农业发展模式,具有多维生产空间、多种农业功能和多元实践模式,其基本特征是以现代化大产业为核心架构,以绿色高效为根本属性,以强带动能力为突出作用。发展现代化大农业是加快农业农村现代化的主攻方向,也是加快建设农业强国的重要途径。新质生产力对现代化大农业发展具有引领作用,为现代化大农业发展明确了着力点,提供了内在支撑,开辟了新起点、新机遇和新路径。实践中,新质生产力能够有效拓展农业生产空间及功能,弥合农业科技短板,推动农业形成大产业格局,促进农业绿色低碳转型,由此引领、支撑并推动现代化大农业发展。以新质生产力引领现代化大农业发展,需要加快构建与之相适应的现代农业科技创新体系和现代化大农业产业体系,强化与之相配套的现代化大农业基础设施建设和新型农业人才队伍建设,推动与之相协调的体制机制适应性变革。

农业新质生产力:理论内涵、现实基础及提升路径

新质生产力是实现高质量发展的根本动力。农业新质生产力既具有新质生产力一般特征,又兼具不平衡性、开发与保护的二重性、资源禀赋的先决性及创新主体多元性等特殊性。我国农业新质生产力发展具有一定基础,但要素错配、生产关系失调、人力资本不足、资源环境约束、观念冲突束缚等因素对提升农业全要素生产率形成挑战。加快农业绿色转型、全面深化农村改革、畅通国内国外两个市场、坚持技术研发与应用并重、构建新型农业经营体系、完善新质人才培养环节,有助于激发农业新质生产力潜能。

中国式现代化进程中数字乡村建设的高质量发展——现实问题、价值阐释与对策建议

加快推进数字乡村建设,是网络强国、数字中国和乡村振兴战略的重要内容,标志着我国乡村建设进入数字驱动的新节点。然而,当前我国城乡、区域、群体之间数字化发展的不平衡、不充分问题仍比较突出,数字鸿沟难以弥合,数字乡村的总体水平还有待提高,迫切需要学术界对此加强讨论,为数字乡村建设提供理论支撑和实践指导。基于中国式现代化视角,厘清数字乡村的概念内涵,从数字生产、数字生活、数字生态、数字治理等层面揭示数字乡村的发展维度,充分认识数字乡村建设中存在的系统性规划缺乏、人才支撑不足、城乡基建差异大、数字融产难度大等问题,通过促进数字乡村建设高质量发展,缩小城乡数字鸿沟,加快中国式现代化进程,实施乡村振兴战略,推动农业强国建设。为此,亟须从中国式现代化背景出发对数字乡村高质量发展精准施策,优化顶层设计,完善协同治理;注重赋能主体,引留数字人才;完善基础设施,优化数字环境;数字赋能产业,塑造乡村新态。

数字赋能农村公共服务高质量:发展视域、内在逻辑与实践路径

数字赋能农村公共服务高质量发展,是中国式现代化的应有之义和重要途径。作为一个发展视域性命题,数字赋能农村公共服务,超越微观服务质量管理逻辑。数字技术突破时空、资源限制,赋能农村公共服务,让农业农村农民提升人力资本、享有数字红利与共享公共服务资源,促进微观农民个体的全面发展、中观农业农村现代化与宏观城乡融合发展。公共服务数字化是数字赋能农村公共服务高质量的重要机制,然而现实中存在数字人才、数字基础设施、数字资源配置等三大限度。超越农村公共服务数字化现实限度,要从农民数字素养培养、农村数字基础设施投资、城乡数字公共资源体制改革等方面着力,以更好发挥数字赋能农村公共服务高质量发展的价值作用。

中国式现代化背景下西部农村学前教育高质量发展的困境与纾解

西部农村学前教育高质量发展对建设教育强国、推进中国式现代化具有重要意义。理论上,中国式现代化从普惠性教育、整体性思维、内涵式发展、共生型主张、前瞻性布局五个维度为农村学前教育高质量发展指明了方向。实践上,通过对我国西部70所农村幼儿园的大规模调研发现,在中国式现代化进程中,我国学前教育整体取得了跨越式发展,但西部农村学前教育仍面临规模与质量协同的“困顿”、教育资源供给与需求的“错配”、园本课程特色与底色的“迷失”、教师专业发展能动与被动的“纠葛”、教育督导与评估机制的“乏力”等困境。为此,有必要建立“量质并举”的教育质量观,顺应人口变动,合理调控教育资源,坚持乡土特色与课程底色并重,构建以教师为核心的“1+3+N”育人新格局,加强数字化教育质量评估体系建设。

数字赋能农村经济高质量发展的实现路径

当前,新一轮科技革命正如火如荼地进行,数字技术正在农村这片广阔沃土引发一场深刻的社会变革,回顾马克思主义经典作家理论、我国农村经济建设的经验成就,当前农村经济高质量发展拥有深厚的理论渊源和实践积淀。但在不确定性、不稳定性明显增强的国内外环境下,中国作为农业资源禀赋丰富、人均资源匮乏的人口大国,在数字技术赋能农村经济发展过程中也遇到了诸多问题和阻碍,如农村产业链条延伸不充分、基础设施薄弱、青壮年劳动力流失严重、农民数字素养低、缺乏高质量人才等问题。因此,在推动农村经济高质量发展过程中,应坚持问题导向,通过以数字化驱动农村产业融合发展、加强农村数字基础设施建设、强化农村数字人才队伍建设等措施,更好地让数字技术服务农村经济建设,打造数字乡村,推进乡村振兴,促进共同富裕。

数字技术赋能城乡义务教育一体化发展路径研究——数字技术促进乡村教育高质量发展

城乡义务教育一体化发展是党中央、国务院促进教育公平和教育事业协调发展的重大决策。2021年底,尽管全国2895个县级行政单位均通过了国家义务教育基本均衡发展督导评估,但是乡村地区仍存在师生流失、学校萎缩、教育教学条件相对滞后、教育资源配置不足等问题。文章通过文献和调查研究,分析了城乡义务教育一体化演进中存在的问题,并在数字技术赋能机理分析的基础上,主要针对城乡义务教育一体化发展中政策落实不到位、教育质量低下、乡村教师专业发展薄弱、工学矛盾和数字鸿沟等根本性问题,从教育数字化政策的顶层设计、结对帮扶、国家和地方中小学智慧教育平台应用、以校为本的教师培训、智能终端和数字化教学辅助工具完善等层面,提出了数字技术赋能城乡义务教育一体化发展的路径。
