Can Industrial Structure Upgrading Restrain Industrial Land Expansion?Evidence from China

China has made great achievements in industrial development and is transforming into a powerful manufacturing country.Meanwhile,the industrial land scale is also expanding.However,whether industrial structure upgrading achieves the purpose of restraining industrial land expansion remains unanswered.By calculating the industrial land structure index(ILSI)and industrial land expansion scale(ILES),this study analyzed their temporal and spatial distribution characteristics at both regional and city levels from 2007to 2020 in China.Results show that industrial land expansion presents a different trend in the four regions,the ILES in the eastern region is the largest,and the speed of industrial land expansion has declined since 2013,but it has gradually increased since 2016.The ILSI of the eastern and central regions is higher than that of the western and northeastern regions.Furthermore,a spatial Durbin model(SDM)has been established to estimate the spatial effect of industrial structure upgrading on industrial land expansion from 2007 to2020.Notably,industrial structure upgrading has not slowed industrial land expansion.The eastern and western regions require a greater amount of industrial land while upgrading the industrial structure.The improvement of the infrastructure level and international trade level has promoted industrial land expansion. 展开更多

As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic construction,adjusted industrial structures,and promoted coordinated development between the economy and environment.The effects of implementation have garnered widespread attention from society.However,there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment,this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model.The research findings indicate that the accountability audit directly impacted industrial structure adjustment,promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry.In addition,the audit is beneficial for enterprise entry,but not conducive to technological innovation,and has no significant impact on foreign direct investment.This conclusion fills a gap in the existing research and provides valuable insights for policymakers. 展开更多

Global population aging trends are intensifying,presenting multifaceted economic and social challenges for countries worldwide.As the world’s largest developing country,China has entered a phase of extreme demographic aging,posing significant questions about its impact on the ongoing upgrading of industrial structures.How does this demographic shift influence the upgrading of industrial structures,and does technological innovation mitigate or exacerbate this impact?The empirical results indicate that population aging impedes upgrading the industrial structure,while technological innovation positively affects the relationship between the two.Moreover,using technological innovation as a threshold variable,the impact of population aging on industrial structure upgrading evolves in a“gradient”manner from“impediment”to“insignificant”to“promotion”as the technological innovation levels increase.These findings offer practical guidance for tailoring industrial policies to different stages of technological advancement. 展开更多

Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces. 展开更多

Based on the panel data of 248 prefecture-level cities in China from 2011-2021,a PVAR model is constructed to empirically compare and analyze the impact of national and regional digital economy development on industrial structure upgrading.The results show that:from the national level,the development of the digital economy can significantly promote the upgrading of industrial structure,the degree of influence rises and then decreases,and lasts longer;the upgrading of industrial structure also affects the development of the digital economy,and the influence changes from negative to positive;there is a long-term,continuous,and significant dynamic effect between the digital economy and the transformation and upgrading of industrial structure,and the two affect each other.From the perspective of each region,the impact of digital economy development on industrial structure upgrading is somewhat different.The industrial structure in the western region is the most sensitive to the digital economy changes,followed by the eastern region and the weakest in the central region.However,the industrial structure upgrading in all regions is significantly and positively influenced by the development of the digital economy. 展开更多

The digital economy,which was born during the late third technological revolution,has caused significant economic and societal changes.Amid sluggish global economic growth,China’s economy is facing upgrades and transformations.The sample selection for this study was conducted from 2013 to 2020.Data related to the digital economy and servitization of the industrial structure of 30 Chinese provinces,municipalities,and autonomous regions were collected.This study presents the human capital variable,based on which an econometric analysis was conducted,and examines its moderating effect.The findings indicate that even after the replacement variable indicator’s robustness test,the relationship between the digital economy and the servitization of industrial structures remains unchanged.This study demonstrats that the quality of human capital plays a positive role in this effect.Finally,a heterogeneity test demonstrated that there are different pathways for the impact of the digital economy on the servitization of industrial structures in the eastern,central,and western regions.This study provides evidence to help researchers understand the moderating utility of human capital. 展开更多

The correlation degree of six industry and the net income of farmers per capita economic was long-term labor export〉seasonal labor export〉 walnut〉grain〉animal husbandry〉flue-cured tobacco. The pillar industry affecting the net income of farmers per capita economic was long-term labor export, seasonal la- bor export and walnut. Water is a key restricting factor of the economic development and eco-environmental protection in arid inland river basins of Northwest China. Although water supplies are short, the water utilization structure and the corresponding industrial structure are unbalanced. We constructed a System Dynamic Model for mutual optimization based on the mechanism of their interaction. This model is applied to the Heihe River Basin where the share of limited water resources among ecosystem, production and human living is optimized. Results show that, by mutual optimization, the water utilization structure and the industrial structures fit in with each other. And the relationships between the upper, middle and lower reaches of the Heihe River Basin can be harmonized. Mutual benefits of ecology, society and economy can be reached, and a sustainable ecology-production-living system can be obtained. This study gives a new insight and method for the sustainable utilization of water resources in arid inland river basins. 展开更多

Based on the data of gross domestic product(GDP),industrial added value and the proportion of industrial employees from 2000 to 2008,this paper studies the effect of industrial structure change on the regional economic growth of Beijing-Tianjin-Hebei Metropolitan Region in China using the shift-share method.The results show that:1) In the 21st century,the industrial output of three industries,namely,primary,secondary,and tertiary,and the GDP grew rapidly in the study period.The tertiary industry grew the fastest;it had the largest contribution to the GDP and mean-while had become the most competitive industry in the metropolitan region.2) The development of cities within the region was not balanced.Firstly,compared with Tianjin,Beijing,as one of the two core cities,was more rational in the industrial structure.Secondly,the surrounding eight cities,which are Shijiazhuang,Qinhuangdao,Tangshan,Langfang,Baoding,Cangzhou,Zhangjiakou,and Chengde,were all uncompetitive than the two core cities.3) There was a great industrial gradient in the region(especially between the two core cities and the cities of Tangshan,Baoding,Zhangjia-kou,Chengde,Cangzhou,and Langfang).As a result,it is foreseeable that the industry transfer in the Bei-jing-Tianjin-Hebei Metropolitan Region will be one of the trends in regional development,and the industry transfer is inevitably to promote the regional integration. 展开更多

In recent years,carbon emissions have gradually evolved from an environment issue into a political and economic one.Carbon tariff has brought about new trade barriers of developed countries,and in order to enhance the industrial competitiveness of developed countries,it will produce unfavorable impact on developing countries.Concentrated on the manufacturing industry,which is the most intensive high-carbon industry in China's export structure,this article studies the relationship between carbon tariff policy and industry structure of export trade and builds up a relation between climate change and international trade.First,by means of establishing a partial equilibrium model,it applies geometric analysis and mathematical analysis to compute the impact on China's manufacturing export trade and the consequences of the introduction of the US carbon tariff to China's manufacturing industry that has already imposed a domestic shipping carbon tax.Furthermore,with the application of the GTAP model,it estimates the overall economic and welfare effects on China's manufacturing industry if the US and Europe introduce carbon tariff by means of four ways,and then analyzes the influence on China's manufacturing industry export structure and social welfare as well.The result shows that the introduction of the US carbon import tariff lowers China's export price and export volume,and the implementation of a domestic carbon tax justifies a higher export price and a lower export volume for China.However,the degree of export reduction is smaller than that under the effect of the US carbon tariff.In the case of developed countries imposing carbon tariff on China's energy-intensive industries,such as chemical rubber products,oil and coal-processing industry and paper industry,whose export would be reduced,the negative impact on the paper industry is the severest,which will decrease the paper industry's export ranging from 1.79%to 6.05%,whereas the other industries' export will increase.Anyhow,it will promote China's manufacturing industry to adjust the export structure to a certain extent.In addition,it will lead to a decrease in China's welfare,with a decrease between $2,134 billion and $8,347 billion.Finally,this paper provides information on international coordination,export structure adjustment and green manufacturing adjustment as a reference for the development of China's manufacturing industry. 展开更多

This paper constructs coefficients of the integral and the internal structure upgrading in the secondary and tertiary industries, selects per capita real gross domestic product as a threshold variable and build panel threshold model according to inter-provincial panel data of China from 1998 to 2016. Results indicated that population aging has a double threshold effect on the integral industrial structure upgrading, whose influence increases first and then decreases, significantly promoting the upgrading process. As for internal structure, population aging has no significant threshold effect on the upgrading in the secondary industry, but exerts a single negative threshold effect in the tertiary industry. When economic development is under the threshold, its negative impact is greater. Further analysis also suggests that regional differences exist significantly in the threshold effect of population aging on the industrial structure upgrading. 展开更多

The Bohai-Yellow Sea Rimland (BYSR) is situated along the coast of theBohai Sea and the Yellow Sea in the northeast of China, covering Liaoning, Hebei, and Shandong provinces, and Tianjin and Beijing municipalities. It has a land area of 491,000 square kilometers, 5.1 percent of the country’s total, and a population of 196 million, 17.9 percent of the total. Theregion is not only the political and cultural center, but also the most important economic center in North China. This paper analyses current status and major problems of industrial structure and distribution of BYSR. According to the national plan, the main goal in the coming decade is: by constantly improving economic structure, economic quality and efficiency, to double the gross national product(GNP), and to raise living standards to a satisfactory level. Decarbonization and decontamination of the iron and steel industry(ISI),which contributes up to 15%to anthropogenic CO_(2) emissions(or carbon emissions)and significant proportions of air and water pollutant emissions in China,are challenged by the huge demand for steel.Carbon and pollutants often share common emission sources,indicating that emission reduction could be achieved synergistically.Here,we explored the inherent potential of measures to adjust feedstock composition and technological structure and to control the size of the ISI to achieve carbon emission reduction(CER)and pollution emission reduction(PER).We investigated five typical pollutants in this study,namely,petroleum hydrocarbon pollutants and chemical oxygen demand in wastewater,particulate matter,SO_(2),and NO_(x) in off gases,and examined synergies between CER and PER by employing cross elasticity for the period between 2022 and 2035.The results suggest that a reduction of 8.7%-11.7%in carbon emissions and 20%-31%in pollution emissions(except for particulate matter emissions)could be achieved by 2025 under a high steel scrap ratio(SSR)scenario.Here,the SSR and electric arc furnace(EAF)ratio serve critical roles in enhancing synergies between CER and PER(which vary with the type of pollutant).However,subject to a limited volume of steel scrap,a focused increase in the EAF ratio with neglection of the available supply of steel scrap to EAF facilities would lead to an increase carbon and pollution emissions.Although CER can be achieved through SSR and EAF ratio optimization,only when the crude steel production growth rate remains below 2.2%can these optimization measures maintain the emissions in 2030 at a similar level to that in 2021.Therefore,the synergistic effects between PER and CER should be considered when formulating a development route for the ISI in the future. 展开更多
