Accelerated design of high-performance Mg-Mn-based magnesium alloys based on novel bayesian optimization

Magnesium(Mg),being the lightest structural metal,holds immense potential for widespread applications in various fields.The development of high-performance and cost-effective Mg alloys is crucial to further advancing their commercial utilization.With the rapid advancement of machine learning(ML)technology in recent years,the“data-driven''approach for alloy design has provided new perspectives and opportunities for enhancing the performance of Mg alloys.This paper introduces a novel regression-based Bayesian optimization active learning model(RBOALM)for the development of high-performance Mg-Mn-based wrought alloys.RBOALM employs active learning to automatically explore optimal alloy compositions and process parameters within predefined ranges,facilitating the discovery of superior alloy combinations.This model further integrates pre-established regression models as surrogate functions in Bayesian optimization,significantly enhancing the precision of the design process.Leveraging RBOALM,several new high-performance alloys have been successfully designed and prepared.Notably,after mechanical property testing of the designed alloys,the Mg-2.1Zn-2.0Mn-0.5Sn-0.1Ca alloy demonstrates exceptional mechanical properties,including an ultimate tensile strength of 406 MPa,a yield strength of 287 MPa,and a 23%fracture elongation.Furthermore,the Mg-2.7Mn-0.5Al-0.1Ca alloy exhibits an ultimate tensile strength of 211 MPa,coupled with a remarkable 41%fracture elongation.

The thesis of this paper is that the digital noosphere of the World Wide Web and its users,the borderless move of virtually all resources of the planet,and the consequent globalization of most aspects of national politics,economy,and culture,along with the increasing difficulty of controlling the related high-tech military conflicts,human-made environmental crises,and the abnormal migrations of abused people now make it inevitable to leave behind the competitive international chaos rooted in humankind’s animal past and turn to the cooperative social spirit recommended by Aristotle,Lao Tzu,Jesus,Dante,H.G.Wells,Martin Luther King Jr.,John Lennon,Nicholas Hagger,and others to finally translate their aspirations into actions via establishing the Government of Earth for the decent and free.The paper presents a five-step,15-year,~$25B plan to start this process.That this plan has nothing to do with the Godless work of secret societies,the authoritarian urges of renewed fascism or the political absurdities of Marxism-Leninism it is relayed by the envisioned Intercontinental Education System of the outlined Government of Earth to teach every child on the planet-via a new community of digitally linked extraordinary teachers-for the beauty of lifelong learning,tolerance,duty,honor,free cooperation,and artful communication for divine missions.

Inter-agency government information sharing under data-driven blockchain framework

The inter-agency government information sharing(IAGIS)plays an important role in improving service and efficiency of government agencies.Currently,there is still no effective and secure way for data-driven IAGIS to fulfill dynamic demands of information sharing between government agencies.Motivated by blockchain and data mining,a data-driven framework is proposed for IAGIS in this paper.Firstly,the blockchain is used as the core to design the whole framework for monitoring and preventing leakage and abuse of government information,in order to guarantee information security.Secondly,a four-layer architecture is designed for implementing the proposed framework.Thirdly,the classical data mining algorithms PageRank and Apriori are applied to dynamically design smart contracts for information sharing,for the purposed of flexibly adjusting the information sharing strategies according to the practical demands of government agencies for public management and public service.Finally,a case study is presented to illustrate the operation of the proposed framework.

Influence mechanism of government subsidy on the green transformation of coal company in China

The optimization of government subsidies to enhance the efficiency of coal companies’green transformation constitutes a critical component in the pursuit of global sustainability.We investigate the influence mechanism of government subsidies on the green transformation using data from the listed coal companies in China from 2007 to 2022.According to our findings and hypothesis testing,previous government subsidies did not have a significant direct impact on coal companies’green transformation.Nevertheless,government subsidies can help coal companies transition to greener practices by promoting innovative green initiatives.Furthermore,we confirmed an indirect route:that government subsidies enable the adoption of low-carbon initiatives,which in turn could facilitate the transition of coal companies towards green practices.In addition,we discovered that the coal company’s digitization will improve this indirect route.Thus,we propose increasing the effectiveness of government subsidies in facilitating coal companies’transition to green practices by focusing on technological advancements and enhancing company digitalization.

The Impact of Transformational Leadership on Commitment to Change Among Jordanian Government Accountant Toward IPSAS Implementation

IPSAS was accepted by Jordan’s government in accordance with worldwide trends.The Jordanian Ministry of Finance launched cash-basis IPSAS in 2015 and planned to implement accrual accounting by January 1,2021.However,the commitment to change remains uneven,hindering the full shift.Moving from old accounting processes to new ones is tough.Even then,it hasn’t been implemented,creating a gap due to the difficulty in committing to new accounting standards throughout implementation due to obstacles.Thus,knowing government accountants’issues is essential to applying IPSAS in government accounting.This study examines how transformational leadership affects government accountants’commitment to IPSAS adoption in Jordan’s public sector.This study used a quantitative approach to survey Jordanian Ministry of Finance accountants.The 384-person study had a 78%response rate.Additionally,PLS-SEM was used to confirm variable relationships.Transformational leadership positively predicted IPSAS implementation,according to the study.

Exploration of the Impact Mechanism of Government Credibility Based on Variable Screening Method

Government credibility is an important asset of contemporary national governance, an important criterion for evaluating government legitimacy, and a key factor in measuring the effectiveness of government governance. In recent years, researchers’ research on government credibility has mostly focused on exploring theories and mechanisms, with little empirical research on this topic. This article intends to apply variable selection models in the field of social statistics to the issue of government credibility, in order to achieve empirical research on government credibility and explore its core influencing factors from a statistical perspective. Specifically, this article intends to use four regression-analysis-based methods and three random-forest-based methods to study the influencing factors of government credibility in various provinces in China, and compare the performance of these seven variable selection methods in different dimensions. The research results show that there are certain differences in simplicity, accuracy, and variable importance ranking among different variable selection methods, which present different importance in the study of government credibility issues. This study provides a methodological reference for variable selection models in the field of social science research, and also offers a multidimensional comparative perspective for analyzing the influencing factors of government credibility.

Research on the Relationship Between Average Cigarette Price per Box and Government Procurement in City A Based on a Regression Model

This study aims to analyze and predict the relationship between the average price per box in the cigarette market of City A and government procurement,providing a scientific basis and support for decision-making.By reviewing relevant theories and literature,qualitative prediction methods,regression prediction models,and other related theories were explored.Through the analysis of annual cigarette sales data and government procurement data in City A,a comprehensive understanding of the development of the tobacco industry and the economic trends of tobacco companies in the county was obtained.By predicting and analyzing the average price per box of cigarette sales across different years,corresponding prediction results were derived and compared with actual sales data.The prediction results indicate that the correlation coefficient between the average price per box of cigarette sales and government procurement is 0.982,implying that government procurement accounts for 96.4%of the changes in the average price per box of cigarettes.These findings offer an in-depth exploration of the relationship between the average price per box of cigarettes in City A and government procurement,providing a scientific foundation for corporate decision-making and market operations.

Analysis of Influencing Factors of Work Motivation of Government Employees Based on MaxDiff Model:Evidence from Jiangmen City

The purpose of this paper is to use the MaxDiff model to explore the factors influencing the work motivation of staff in certain government agencies in Jiangmen City,and to conduct relevant empirical analyses.The study aims to propose strategies for improving work motivation among these staff members.The results indicate that the most significant factors affecting the work motivation of staff in Jiangmen government agencies are salary and remuneration,additional welfare benefits,and the power to make decisions about their own work.In contrast,factors such as a sense of belonging to the work unit,recognition of their work,and job security are less important.Therefore,it is recommended that government agencies in Jiangmen City increase the salaries and benefits of their staff and provide them with more decision-making power.This approach will stimulate their desire to work,enhance their motivation,improve the efficiency of government agencies,and elevate the level of public service.Ultimately,these measures will support the construction of a harmonious,stable,and orderly society.

Research on the Relationship between the School-Running Characteristics of Private Colleges and Universities and the Development Objectives of the Government

The development objectives of the Chinese government have a guiding effect on the school-running characteristics of private colleges and universities.This paper explores the relationship between the characteristics of private colleges and universities and the development objectives of the provincial government,using Jiangsu Province as a case study.All the schools have the consciousness of fully considering the development objectives of Jiangsu Province when formulating the school-running characteristics.Their characteristics all contain some training methods,training courses,or institutional construction aiming at the development objectives.Most universities can support the government’s objectives on employment and innovation.Only a third of the schools provide government support for science research.Private colleges and universities should make full use of the free and flexible advantages of private education,combine them with the continuous changes of policies and markets,and create clear,scientific,and dynamic school-running characteristics,in order to achieve long-term development.

Effective Utilization of Government-Provided CTI by Small Businesses within the Defense Industrial Base

There are two broad objectives of the research reported in this paper. First, we assess whether government-provided cyber threat intelligence (CTI) is helpful in preventing, or responding to, cyber-attacks among small businesses within the U.S. Defense Industrial Base (DIB). Second, we identify ways of improving the effectiveness of government-provided CTI to small businesses within the DIB. Based on a questionnaire-based survey, our findings suggest that government-provided CTI helps businesses within the DIB in preventing, or responding to, cyber-attacks providing a firm is familiar with the CTI. Unfortunately, a large percentage of small firms are not familiar with the government-provided CTI feeds and consequently are not utilizing the CTI. This latter situation is largely due to financial constraints confronting small businesses that prevent firms from having the wherewithal necessary to effectively utilize the government-provided CTI. However, we found a significant positive association between a firm’s familiarity with the government-provided CTI and whether a firm is being periodically reviewed by the Defense Counterintelligence and Security Agency (DCSA) or is compliant with the Cybersecurity Maturity Model Certification (CMMC) program. The findings from our study also show that the participating firms believe that external cyber threats are more likely to be the cause of a future cybersecurity breach than internal cybersecurity threats. Finally, our study found that the portion of the IT budget that small businesses within the DIB spend on cybersecurity-related activities is dependent on the perception that a firm would be the target of an external cyber-attack.

Reinforcing of Citizen’s Trust in E-Government: The Cameroon’s Case

The embracing of ICTs and related technologies has enhanced different approaches for governments worldwide to deliver services to their citizens in a smart way. However, the usage of e-government services by common citizens is recognized as one of the major setbacks of e-government development in both developed and developing countries. Moreover, government agencies in these countries are facing great challenges in keeping the citizens motivated enough to continue to use e-government services. This research aims to investigate the factors that influence citizens’ trust towards continue use of e-government services in Cameroon. The proposed research model consisted of three main constructs including technological, governmental, risk factors as well as six demographic characteristics (age, gender, educational level, income, internet experience and cultural perception). A five-point Likert scale questionnaire was designed to collect data physically and electronically, 352 valid questionnaires were retrieved. Simple and Multiple regression analysis methods were applied to build an adequate model based on the verification of hypotheses proposed. Based on results obtained, four demographic characteristics (age, education, occupation and income) have influence on citizens’ trust in e-government meanwhile gender and cultural affiliation have no influence. Furthermore, technological factors and governmental factors positively influence trust level in e-government, whereas risk factors have a negative influence on trust level. Deducing from the results, a list of recommendations is proposed to the government of Cameroon in order to reinforce citizens’ trust in e-government services.

Measurement and analysis of defects in high-performance concrete with three-dimensional micro-computer tomography

In order to investigate the effects of two mineral admixtures （i. e., fly ash and ground slag）on initial defects existing in concrete microstructures, a high-resolution X-ray micro-CT（ micro-focus computer tomography）is employed to quantitatively analyze the initial defects in four series of highperformance concrete （HPC）specimens with additions of different mineral admixtures. The nigh-resolution 3D images of microstructures and filtered defects are reconstructed by micro- CT software. The size distribution and volume fractions of initial defects are analyzed based on 3D and 2D micro-CT images. The analysis results are verified by experimental results of watersuction tests. The results show that the additions of mineral admixtures in concrete as cementitious materials greatly change the geometrical properties of the microstructures and the spatial features of defects by physical-chemistry actions of these mineral admixtures. This is the major cause of the differences between the mechanical behaviors of HPC with and without mineral admixtures when the water-to-binder ratio and the size distribution of aggregates are constant.

Preliminary Studies on High-performance Liquid Chro-matography Chemiluminescence Determination of theSaturated Fatty Acids(C_(16) C_(18))in Human Serum

The peroxyoxalate chemiluminescence(CL)detection of fatty acids in human se- rum combined with high-performance liquid chromatography (HPLC)is described.Some fatty acids in serum were extracted with a 1 :1(v/v)mixture of chloroform-n-heptane.2-(4-Hydrazinocarbonyl- phenyl)-4,5-diphenylimidazole (HCPI) was used as a fluorescent labelling reagent of the fatty acids. The labelling reaction was carried out at 30℃ for 1 h at pH 6.5 and the resulting reaction mixture was sudjected to HPLC. The labelled fatty acid C_(17)(P-C_(17))was used as the internal standard. The la- belled fatty acids C_(16) and C_(18) were separated within 18 min on an ODS-8OTM column (150 mm× 6 mm ID,5μm,Tosoh Japan).The calibrlation curves of fatty acids from the spiked control serum were Y_1=-0.003 7 + 0.0028X_1,r=0.994 for FA C_( 16) and Y_2=0.00 1 2 + 0.00098X_2,r=0.999 for FA C_( 18),respectively.The average recoveries of facids from the spiked contrl serum were 107.2%(n=8,RSD=4.3%)for FA C_(16) and 97.35%(n=8, RSD=4.0%)for FA C_(18),respectively.The lower detection limits of fatty acids after reaction were 12μmol per 20μl injection for FA C_(16) and 18 μmol per 20μl injection for FA C_(18),respectively(signal to noise ratio, S/N=2).The HPLC/CL method was applied to the determination of FA C_(16) and FA C_(18) in normal human serum and the results showed that the concentrations of fatty acids in normal human serum were 0.134 ± 0.009 μ mol/ml serum(n=5) for FA C_(16) and 0.052±0.028 μmol/ml serum(n=5)for FA C_(18),respectively.

Positioning of Developing Low-carbon Agriculture in Local Governments

[Objective] To analyze the positioning of low-carbon agriculture development in local governments of China. [Method] The emissions of green-house gas, the connotation and characteristics of low-carbon agriculture, and the necessity of developing low-carbon agriculture were analyzed, obtaining the positioning and measures for the development of low-carbon agriculture in local government. [Result] Government plays a leading role in the development of low-carbon agriculture. The development of low-carbon agriculture can be promoted through the formulation of scientific low-carbon agricultural development plan, culturing new talents on low-carbon agriculture, promoting low-carbon agricultural technology, establishing low-carbon agricultural risk prevention mechanisms. [Conclusion] Making economy, environment and resources coordinated with each other, leading by the concept of scientific development with the concept of sustainable development, is where the future of agricultural development in China lies.
