Research on the Path to High-Quality Development of Grassroots Libraries in the Era of Artificial Intelligence in Henan

Since the age of digital intelligence,the government has introduced policies to actively promote the intelligent transformation of grassroots public cultural services.Based on the investigation and analysis of the development status quo of grassroots libraries in Henan Province,we put forward the path of high-quality development of grassroots libraries in Henan,namely,improving the mechanism and system,leading with digital intelligence technology,empowering by Yellow River culture(the heritage and values rooted in the history and traditions of the Yellow River region),and driven by users’demand.

Innovative Services Models Based on ＂Four new＂ Economy

The propose of ＂four new＂ economy is to undertake innovation-driven transformation of Shanghai, promote the development of strategic emerging industries and transform and upgrade of manufacturing. In the following years, Shanghai will focus on the capture of key technologies, promoting the transformation of technology, expanding market demand, improving the development of the carrier, encouraging and supporting enterprises, financial institutions and social capital to increase the investment and use of＂four new＂ economy, to promote the ＂four new＂ economy gradually grow and develop. With the ＂four new＂ economy＇s development and growth, its service model should be changed too. On the basis of theory and practice, the text proposes three forms of innovative services models and relate recommendations to promote it.

Inheritance,Innovation and High-quality Development of Tea Industry in Xianning City,Hubei Province

Xianning City is a main tea producing area in Hubei Province,the capital of"border-selling tea"in China,and an important starting point for the Ten-Thousand-Mile Tea Road across the Eurasian continent.This paper studies the tea industry in Xianning from the aspects of top 100 counties of tea industry,important agricultural cultural heritage,famous Chinese historical and cultural villages,China’s time-honored brands,major brands,and designated production enterprises of border-selling tea.Besides,it introduces intellectual property resources of the tea industry from traditional knowledge,biological genetic resources,new plant varieties,patents,geographical indications,trademarks,etc.Then,it analyzes major problems in the inheritance,innovation and high-quality development of Xianning tea,especially the border-selling tea.Finally,it comes up with constructive recommendations of starting the cultural inheritance and development project and upgrade project of the tea industry to build the capital of China’s border-selling tea.

Integrating innovative library e-reserves service into teaching and learning at Shanghai Jiao Tong University

Purpose: Fully integrating its e-reserves service into the university's course management system has become the primary design goal of the innovative e-reserves service system at Shanghai Jiao Tong University(SJTU) Library.Design/methodology/approach: Through blending library and information service into the teaching and learning process, SJTU Library has effectively combined its reserves service into the user learning environment. The main metadata model and the design of various interfaces of the e-reserves service system are introduced.Findings: E-reserves has been integrated into the course management system. Users can directly access relevant resources when they browse the customized course page. It is more convenient for teachers to add reserves items, and the added items can be made available simultaneously on SJTU Library's resource discovery platform automatically.Research limitations: At present, e-reserves items are mainly books, and more other types of reserves materials are needed to be provided. Some relevant copyright issues should be addressed.Practical implications: Using a series of interface interactions, the e-reserves service has been integrated into the university's course management system. It is convenient for students to access customized e-reserves service during their learning process.Originality/value: We achieved interconnection between the e-reserves and the university's course management system. Information on the e-reserves Web page is automatically updated.SJTU Library provides customized e-reserves service in the course management system.

Knowledge-intensive Business Services in National Innovation Systems

In order to find the roles of knowledge-intensive business services （KIBS） in the innovation activities, This paper focus on three perspectives. First, we find that KIBS possess good prerequisites to function as vehicles in innovation distribution, the sources of innovation and the facilitators of innovation in their client firms. Second, we further discuss KIBS as the knowledge and innovation infrastructure of society in parallel with the research, educational and other public institutions. Third, we present some research policies and agenda to promote the development of KIBS. It is regarded that much remains to be studied both in the use of KIBS and in their own activities, including integrating and networking the knowledge-intensive services into the client companies, the convergence of various services and closer connection with the client companies＇ strategy, and the national policies to connect the KIBS to the different sectors.

Construction of Innovative Rural Sci-tech Service System in China

At the background of structural regulation of agriculture and industrialized development of rural areas,systematic thought and constructive recommendations are put forward on building innovative rural sci-tech service system in China from following 5 aspects. (1) In organizational system,rural sci-tech service associations should become nonprofit organizations that have independent legal entities. (2) In service object,it should take farmers as subject,new rural economic organizations as carrier,agricultural leading enterprises as handle,little village officials as joint,sci-tech special commissioner as link,and agricultural brokers as medium. (3) In information resources,it should enhance practicality construction and sharing. (4) In service methods and reform measures,it should combine information technology,expert technical consulting service,and sci-tech model base. (5) In policy support and input mechanism,it should follow the principle of diversification,set up government special funds,and formulate preferential policies to attract sci-tech talents to join in rural sci-tech services,and protect legal rights and interests of sci-tech personnel in rural sci-tech services.

High-quality Development of Selenium-enriched Industry in Guangxi Driven by Scientific and Technological Innovation

As the largest natural selenium-enriched soil area in China,Guangxi has achieved a leapfrog development in its selenium-enriched industry through the implementation of major scientific and technological projects driven by selenium-enriched innovation.The selenium-enriched industry has also become a new force in the poverty alleviation industry in Guangxi,making remarkable achievements.While summarizing and sorting out the effective measures and effects of scientific and technological innovation driving the development of selenium-enriched industry,the present paper analyzed some shortcomings and problems in the high-quality development of the selenium-enriched industry driven by the scientific and technological innovation.Finally,in view of the problems,it came up with pertinent recommendations and countermeasures,to better promote high-quality development of the selenium-enriched industry and boost the rural revitalization.

Measuring the Degree of Innovation in Retail and Services Micro and Small Enterprises

Micro and small enterprises （MSEs） are considered the most dynamic and flexible arrangement of activity. In the economy, the foundation and development of these features is important for the creation of the so-called ＂normal＂ economic environment. The main objective of this research is to present a research model of innovation in MSEs to analyse： first, the degree of innovation of MSEs, and second, how the innovation is handled by existing MSEs as a result of its business environment. The research made is based on a sample of 550 MSEs distributed over six cities across the Brazilian State of Piaui. The data were collected using the Innovation Radar application, which is owned by the SEBRAE Local Innovation Agents program. Statistical techniques of descriptive, exploratory, and inferential nature were used for corresponding data treatment and results validation. The results obtained suggest that MSEs have innovation capacity between the ＂Little Innovative＂ and ＂Occasional Innovative＂ range, and also that the average and the distribution of innovation levels are similar amongst MSEs analyzed.

Factor Price Distortion,Technological Innovation,and High-Quality Economic Development

The entropy method is used to measure the high-quality economic development levels of 30 provinces(autonomous regions,municipalities)in China from 2011 to 2020,and the impacts of factor price distortion,technological innovation,and their interaction terms on high-quality economic development are analyzed based on Tobit regression.The results show that highquality economic development of 30 provinces(autonomous regions,municipalities)in China is on the rise;factor price distortion has an inhibitory effect on high-quality economic development,while technological innovation has a promoting effect on high-quality economic development,and both of them have a lag effect;technological innovation level can help alleviate the negative impact of factor price distortion on high-quality economic development;and sub-regional research shows that the inhibitory effect of factor price distortion on highquality economic development in the east is significantly higher than that in the central and western regions,but the positive effect of technological innovation and the interaction terms between the two on high-quality economic development is significantly lower than that in the central and western regions.Accordingly,it is proposed to optimize top-level design for the two-wheel drive for high-quality economic development,strengthen the primary role of enterprises in innovation to promote high-quality economic development,and optimize the market-oriented allocation of factors to improve the efficiency of resource allocation.

Digital Economy and High-Quality Industrial Development

In the 14th Five-Year Plan period(2021-2025),China has vowed to pursue high-quality industrial development.The digital economy drives high-quality industrial development by creating means of production,reducing transaction costs,transforming industrial organization,and improving the efficiency of resource allocation.The digital factor has become a key factor of production for high-quality development.Digital and user-created innovations are the new normal for cross-sectoral integration and innovation.Great progress has been made in China'high-quality industrial development driven by the digital economy.The rapid development of digital industries and industrial digitalization have reshaped the industrial division of labor and helped the ascension of related industries towards the medium-and high-end links of the global value chains.However,China still faces numerous challenges in the development of its digital economy;it lacks indigenous industrial innovation,depends on foreign supply of core technologies,and is ill-prepared for industrial digitalization.Much work remains to be done to further coordinate the development of some industries and foster digital ecosystems for the symbiosis of industrial chains.In furthering the high-quality industrial development driven by the digital economy,China should stay at the forefront of digital innovation,promote digital governance,enhance data factor agglomeration,and foster digital talents.

Promoting Government Supervision and Optimizing Government Service Innovation

Decentralization and strengthening supervision are the two wings of the reform of administrative examination and approval system. At present, in the supervision process of Chinese government, the phenomenon of strict approval and slack supervision still exists in some local governments. And the dynamic supervision mechanism and supervision restriction mechanism of some local governments are still not perfect. These problems directly lead to"regulatory vacuum"and service absence and other circumstances. The existence of these circumstances will block the process of China's administrative examination and approval system reform. As a result to explore how to promote government supervision innovation and optimize government services is the first important thing, and then to create conditions for the rapid, stable and orderly progress of the administrative examination,what's more to approval system reform.Based on this thesis, the author realizes legal supervision, implement informatization supervision.It not only has increased normalized supervision, improve the administrative examination and approval all-round supervision mechanism, but also established the third party assessment normalization mechanism, and optimize the administrative examination and approval policy advocacy mechanism as well.

Structural Dimensions Analysis of Service Employees' Innovation Behavior Based on Structural Equation Model

In order to know about the essence of service employees' innovation behavior, the service employees' innovation behavior scale based on their unique characteristics is designed. Data were collected from high-star hospitalities. Through the issuance and the collection of questionnaires, the scale is verified to have good reliability and validity by SPSS software analysis. Meanwhile,the structural equation model( SEM) is suited for testing structural dimensions of service employees' innovation behavior. The results showed that service employees' innovation behavior could be decomposed into a four-dimensional structure,namely innovation orientation, ideas generation, innovation implementation and innovation practice. In addition,there are significant differences in service employees' innovation behavior about subjects' gender,position,education background and years of working.

Leading High-Quality Development of Service Industry with Institutional Innovation

To realize the transition from high-speed growth to high-quality development,it is necessary not only to change the way and path of economic growth,but also to speed up the improvement of the institutional system that is compatible with highquality development.China has unique institutional advantages in promoting the high-quality development of the service industry(HQDSI),but the service industry is a typical institution-intensive industry that faces higher institutional barriers than the manufacturing industry.Therefore,institutional reform and business environment optimization are particularly important to the promotion of HQDSI,and the effect is also very prominent.Facing the future,we should lead HQDSI by building a high-standard socialist market economy,promote the high-quality and efficient development of the service industry by standardizing it,and encourage the innovation and entrepreneurship of the industry by improving the institutional environment,thus steadily boosting HQDSI in the new era of reform and opening up.

Application of Capability Maturity Model Integration to Innovation Management for Software and Service Companies

To look through innovation management in small project-based firms, such as software engineering companies, which are service firms that conduct projects for their clients, capability maturity model integration （CMMI） is introduced. It is a process improvement approach that provides organizations with the essential elements of effective processes. Taking ABC Software Company as an example, the performances before and after the introduction of CMMI in the firm were compared. The results indicated that after two years of application, the productivity increased 92%, and the ability of detecting errors improved 26.45% ; while the rate of faults and the cost of software development dropped 12.45% and 77.55%, respectively. To conclude, small project-based firms benefit a lot if they take CMMI into their process of innovation management, particularly for those R＆D firms, since the implementation of CMMI leads them to a promising future with higher efficiency and better effects.

Research on Hotel Service Innovation under COVID-19 Pandemic

In 2020,the outbreak of COVID-19 pandemic has had a huge impact on the healthy development of the hotel service industry.In order to survive and develop,the hotel industry is also constantly innovating.The research suggests that there are four difficulties in hotel service innovation:shortage of capital chain,imperfect incentive mechanism of innovation,huge change of customer consumption concept and unclear positioning of service innovation.Four innovative optimization strategies are proposed,including increasing contactless services,expanding new marketing channels,integrating products and services,and improving the level of digital services.

An Innovation of an Academic Cloud Computing Service

Despite the popularity of cloud computing services, few studies have investigated academic cloud computing services. This study explored the innovation of an academic cloud, the Ming Chuan University Cloud System (MCUCS). A cloud computing service provides numerous benefits to an organization. We conducted a comprehensive review and observation of MCUCS and identified 8 benefits for teachers and 10 for students. Teachers and students agreed that MCUCS consistently provided a service that improved their performance. The most beneficial features of MCUCS were its high usage and user satisfaction. Between April 2010 and April 2012, the usage exceeded 878 300 events. Overall student satisfaction with MCUCS was 79.2%, and teacher satisfaction was 86%. We concluded that MCUCS provides a good model of an academic cloud computing service and a high qualified system.

Review of China’s neighborhood center planning from the perspective of innovative social governance

The neighborhood center provides an implementation case for centralizing community service facilities and organizing service provision effectively,and has achieved community service improvement,which provides innovative methods for governance innovation.This paper summarizes the development process of neighborhood center planning in China,and analyzes related planning cases in Suzhou,Tianjin,Hangzhou,and Chengdu focusing on planning characteristics and operating mechanisms.Based on the case of Chongqing,it gives answer to key issues of the local application of neighborhood center planning concept.

A study of subject-focused liaison services to its academic constituents under an IC^2 conceptualized program at Shanghai Jiao Tong University Library

This paper stipulates that the subject-based library liaison service to a university's teaching and research programs with certain embedded distinctive features should become the mainstream modus operandi of its library service. It takes the innovative service program based on an IC2 conceptualized program at Shanghai Jiao Tong University Library(thereafter abbreviated as SJTUL) as a concrete example to elucidate the merit of such an endeavor. Specifically, this paper discusses the particular development background, overall objectives and service contents of the IC2 motivated program at SJTUL. By presenting a detailed account of some of the key measures, major achievements and also possible future directions of library service development under the guiding principles of SJTUL's IC2 program, these authors hope that its innovative library practice may serve as a reference for other academic librarians to gain some inspirations for their own parallel service innovations or refinement focused on subject-oriented library liaison service to their constituents and parent institution's curricula and research projects.
