New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industr...New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a ba...Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.展开更多
The industrial sector has accounted for approximately 70%of China's total energy consumption over the past 30 years.Achieving green development is thus an important strategic goal of the Chinese industrial sector....The industrial sector has accounted for approximately 70%of China's total energy consumption over the past 30 years.Achieving green development is thus an important strategic goal of the Chinese industrial sector.The Chinese government has adopted various energy policies to facilitate industrial green development.Due to their different goals,these policies may have different impacts on the promotion of green development in the industrial sector.Using panel data on 31 provinces from 2007 to 2014,we examine the effects of three types of energy policies—renewable energy,energy conservation,and industrial upgrading—on industrial green development in China,measured using reduced energy intensity.Our empirical findings suggest that all three types facilitate industrial green development.However,effectiveness varies by policy type and region.Renewable energy and energy conservation policies have stronger impacts than policies aiming at upgrading traditional fossil fuel industries.Moreover,it takes longer for the effectiveness of industrial upgrading policies to be manifested,compared with the other two types.We discuss the implications of these empirical findings for future policymaking in promoting industrial green development.展开更多

The policy orientation promoted by the government in agricultural industrialization management is pointed out: formulating a series of macro-management planning to guide and regulate agricultural industrialization operation; fully playing the comprehensive coordinating role of "economic manager"; making and carrying out relevant laws and regulations to normalize the implementation of agricultural industrialization management. To implement the industrial management of agriculture and promote the construction of new countryside, governments at all levels should eliminate the institutional barriers, transform governmental functions gradually and prioritize planning, regulation, service and supervision, changing from merely management to playing the role of market mechanism. Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of na...Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.展开更多

Since the Eleventh Five-Year Plan,the Chinese government has issued a series of policies to support the development of the coalbed methane (CBM) (coalmine gas) industry.These policies concern prices,taxes,subsidies,re...Since the Eleventh Five-Year Plan,the Chinese government has issued a series of policies to support the development of the coalbed methane (CBM) (coalmine gas) industry.These policies concern prices,taxes,subsidies,resource management,and foreign cooperation,and the Chinese government strongly promoted the smooth start of China's CBM industry.It is difficult to develop CBM in China becauseof the low-output of single wells.Meanwhile,since CBM's sale price is also low,the benefits of development are poor.Coupled with the high cost of capital,poor foreign cooperation management and other adverse factors,the coalbed methane production targets in the two five-year plans have failed one after another.In order to solve the difficult problems restricting the development of the CBM industry and to accelerate its development,this paper interprets the current main policies and analyzes their implementation and outcomes.The results show that:China's CBM industry will issue policies to promote the 'three gas production' in coal measures and address the lag in the development of blocks for foreign cooperation,financial support will be taken for exploration and developmen t,further raising the sale price of CBM,and adjustment will be oriented towards making continued efforts to tackle key scientific and technological problems.展开更多

文摘Since the end of the Cold War,major powers have avoided direct military confrontation,wary of the devastating consequences of nuclear warfare.Yet the arms race and regional conflicts remain important forms of power competition.Nonetheless,in the era of globalization,rapid advancements in new technologies and industries have eclipsed the utility of geopolitical maneuvers and military competition.In today’s world,the great power competition goes beyond the arms race and GDP aggregates.What matters more is the race to innovate and apply new technologies through a complete range of industrial sectors.In a world where technology has a controlling influence,industrial security has become the linchpin of national security.As globalization reshapes the world’s industrial landscape,a country’s economic influence,military might and national security depend increasingly on its industrial structure.National security is contingent upon industrial strength.In the era of globalization,industrial policy,cutting-edge technologies and market size are dominant factors influencing a country’s competitive position.The essence of the great power competition are industrial policies that fully unlock a country’s industrial potential and implementation of the policies.

文摘Under the background of new infrastructure,the Yellow River Basin’s superior growth cannot be separated originating with the synergistic effect of scientific and technological inventiveness and ecological civilization construction.In light of the coupling coordination analysis of the coordination effect of provincial high-tech industry agglomeration and resource carrying capacity in the Yellow River Basin from 2009 to 2021,The evolution of the geographical and temporal pattern of development was investigated using the Moran index and kernel density estimation.The results show that the agglomeration of high-tech industries in the Yellow River Basin presents a development trend of seek improvement in stability,and there is a good coupling and coordination throughout the progression of scientific and technological innovation and the loading capacity of the resource,from the viewpoint of a time series.From the perspective of spatial pattern distribution,the whole basin aims at the lower reaches,accelerates the optimization of digital industry and promotes Yellow River Basin development of superior quality through innovation support and increase of input,and based on policy guidance.

文摘This paper illustrates the current situation and problems concerning the industrial structure in Huazhong Agricultural High-tech Industrial Development Zone,and analyzes the internal contradictions that exist in industry: small-scale land operation has become an inherent obstacle to the industrial development in Agricultural High-tech Zone; farmers are always in a passive position in industrial restructuring optimization; government's policy failures and rent-seeking behaviors have hindered industrial development; the research,popularization and application of agricultural science and technology is not suited to industrial development requirements. Finally,this paper makes the corresponding recommendations for industrial development in Huazhong Agricultural High-tech Industrial Development Zone.

文摘Since the Eleventh Five-Year Plan,the Chinese government has issued a series of policies to support the development of the coalbed methane (CBM) (coalmine gas) industry.These policies concern prices,taxes,subsidies,resource management,and foreign cooperation,and the Chinese government strongly promoted the smooth start of China's CBM industry.It is difficult to develop CBM in China becauseof the low-output of single wells.Meanwhile,since CBM's sale price is also low,the benefits of development are poor.Coupled with the high cost of capital,poor foreign cooperation management and other adverse factors,the coalbed methane production targets in the two five-year plans have failed one after another.In order to solve the difficult problems restricting the development of the CBM industry and to accelerate its development,this paper interprets the current main policies and analyzes their implementation and outcomes.The results show that:China's CBM industry will issue policies to promote the 'three gas production' in coal measures and address the lag in the development of blocks for foreign cooperation,financial support will be taken for exploration and developmen t,further raising the sale price of CBM,and adjustment will be oriented towards making continued efforts to tackle key scientific and technological problems.

文摘As one of the important policies of promoting the formation of main functional areas, the industrial policy directly determines the sustainable growth of space control ability of main functional areas. A restricted development zone is a type of main functional area which provides agricultural products and ecological products, assures the supply of national agricultural products and the stability of ecosystems, as well as safeguards the ecological functions and agricultural functions of wider regions by restricting its own development. Therefore scientific, complete and operable industrial policy support is needed. Restricted development zones are distributed widely in western China. With the restriction of their main functions, differential industrial policies should be implemented in the development of the restricted development zones: Dealing well with the relationship between industrial development and ecological protection, developing special industries which are friendly to resources and environment and appropriate for local conditions, guiding and encouraging industries to learn from regions with favorable development conditions, orderly withdrawing industries and enterprises adverse to main functions, facilitating industrial structure upgrading, optimizing industrial organization, improving industrial technological level and rationalizing industrial layout.

文摘In recent years,the issues of sustainable development in general and enterprise's sustainable development have always been given special attention by government management agency,including small and mediumsize industrial enterprises.The study conducted a survey of 316 industrial SMEs in three regions of the North,Central and South of Vietnam with the main survey subjects being managers in enterprises.The main purpose of the study is to assess the impact of the government support policies compared to other factors developed in the research model affecting the sustainable development of small and medium-sized industrial enterprises(SMEs)in Vietnam.In this research,the authors employed exploratory factor analysis to identify 4 factors affecting the sustainable development of SMEs.The research results show that the government support policies have an important role but not strongly influence human resource factors,financial factor and social responsibility(SR)policies of enterprises in their sustainable development for industrial SMEs in Vietnam.
