Research on Key Points of Design of Standard Plants in Modern Industrial Parks Under the Background of Promoting the Development of New Quality Productive Forces

With the progress of science and technology and the acceleration of industrialization,the modern industrial park is an important carrier of industrial development.The importance of its standard plant design has become increasingly prominent.With the development of new quality productive forces as the background,this research deeply discusses the key points of standard plant design in modern industrial parks.This paper uses literature review and case analysis to systematically analyze the important role of standard plant design in developing new quality productive forces in modern industrial parks and puts forward suggestions for optimizing design.It is found that the rationality,intelligence,and environmental protection of plant design are the key factors affecting the development of new quality productive forces.The paper summarizes the core points of modern industrial park standard plant design to provide a reference for the future development of related industries.

Impact of scientific and technological innovation policies on innovation efficiency of high-technology industrial parks-A dual analysis with linear regression and QCA

Scientific and technological innovation policies play a critical role in the innovative development of high-technology industrial parks.However,it remains unclear how scientific and technological innovation policies impact the innovation efficiency of hightechnology industrial parks and what the impact pathways are.An in-depth investigation of this topic can give an insight into the inherent relation between the scientific and technological innovation policies and technological innovation.By conducting a theoretical analysis,this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks.The main research methods applied in this study were linear regression and qualitative comparative analysis(QCA).The results showed that the policy targets drove innovation efficiency in a relatively minor way.Among all policy tools,the demand-based policy tools had the most significant influence on innovation efficiency.The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies.The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms,namely,the targets-directed,demand-driven,supplydominated environment optimization,and environment-dominated comprehensive pathways.Therefore,this study put forward proposals on classifying and refining the scientific and technological innovation policies and optimizing the policy mix-driven models.

Research on the Countermeasures for the Development of Biopharmaceutical Industrial Parks in China

Objective To systematically analyze the current development status of biopharmaceutical industrial park in China,sort out the problems and put forward some countermeasures and suggestions.Methods Relevant literature was searched and reviewed to find out the problems faced by the development of biopharmaceutical industrial parks in China.Results and Conclusion Biopharmaceutical industrial parks are developing rapidly due to their unique industrial clustering advantages,but there are problems such as lack of overall planning at the top level,insufficient government support,imperfect talent support services and weak innovation capacity of the parks.It is recommended to promote the rapid development of biopharmaceutical industrial parks and biopharmaceutical enterprises by strengthening top-level design,increasing government support,focusing on talent introduction,and enhancing the innovative strength of the parks.

Emergency Energy Management of Microgrid in Industrial Park Basedon Robust Optimization

Reducing the impact of power outages and maintaining the power supply duration must be considered in implementing emergency energy dispatching in micro-networks.This paper studies a new emergency energy treatment method based on the robust optimal method and the industrial park micro-network with the optical energy storage system.After controlling the load input,a control strategy of adjusting and removing is proposed.Rolling optimal theory is applied to emergency energy scheduling based on a robust optimal mathematical model.A weighting factor is introduced into the optimal model to balance the importance of reducing and retaining the power supply.Uncertainty is designed to adjust the effect of uncertainty on the problem.The example shows that this method can flexibly set the weight coefficient and uncertainty value according to the actual situation so that the input of the control load can be optimized.

The Effects of Industrial Park Development on Manufacturing Firms’Performance in Ethiopia

This study examines the effects of industrial parks on export earnings,employment creation,and FDI attraction in Ethiopia.Despite varying degrees of successes and failures,several countries have utilized industrial park and other forms of special economic zones as a policy instrument for fostering economic transformation.China is at the forefront of using special economic zones as a policy tool for economic transformation.Ethiopia is one of the African countries that has adopted industrial park development as a policy tool to enhance its economic transformation.However,the issue is not well researched and this study aims to contribute to fill the research gap.The analysis of the hypotheses test reveals that industrial parks in Ethiopia have statistically significant effects on export earnings,employment creation,and FDI attraction with significant levels of p≤0.001.Low labor productivity,domestic raw material supply constraints,weak forward and backward linkage,transport cost and logistic constraints,and government institutions’capacity constraints are identified as the major constraints that affect the effectiveness of industrial parks and manufacturing firms.On the other hand,the availability of a trainable labor force,raw material potential,preferential policies and incentives,the economic growth of the country,and the labor wage rise in China and other emerging countries are identified as the main five potentials and opportunities for sustained and dynamic industrial parks development.Based on the findings,three policy implications are suggested.First,formulating and implementing manufacturing labor force development and utilization policies and strategies are vital.Second,the forward-backward linkage along the value chain needs to be enhanced through proper policies.Finally,institutional capacity building through learning by doing and public-private partnership has to be strengthened.

A Multi-Layer Collaboration Framework for Industrial Parks with 5G Vehicle-to-Everything Networks

The fifth-generation(5G)wireless communication networks are expected to play an essential role in the transformation of vertical industries.Among many exciting applications to be enabled by 5G,logistics tasks in industry parks can be performed more efficiently via vehicle-to-everything(V2X)communications.In this paper,a multi-layer collaboration framework enabled by V2X is proposed for logistics management in industrial parks.The proposed framework includes three layers:a perception and execution layer,a logistics layer,and a configuration layer.In addition to the collaboration among these three layers,this study addresses the collaboration among devices,edge servers,and cloud services.For effective logistics in industrial parks,task collaboration is achieved through four functions:environmental perception and map construction,task allocation,path planning,and vehicle movement.To dynamically coordinate these functions,device–edge–cloud collaboration,which is supported by 5G slices and V2X communication technology,is applied.Then,the analytical target cascading method is adopted to configure and evaluate the collaboration schemes of industrial parks.Finally,a logistics analytical case study in industrial parks is employed to demonstrate the feasibility of the proposed collaboration framework.

Comparative Analysis of Meteorological Environmental Factors in Three Major Chemical Industrial Parks of Lianyungang City

Based on the meteorological observation data of three meteorological stations in three major chemical industrial parks of Lianyungang city( Xuwei petrochemical industrial park-Xuwei saltern automatic weather station,Yanweigang chemical industrial park-Yanweigang automatic weather station,and Lianyungang chemical industrial park-Duigou chemical industrial park automatic weather station) as well as lightning data of Jiangsu thunder and lightning monitoring network from 2007 to 2014,meteorological environmental factors(wind,temperature and lightning) in the three major chemical industrial park of Lianyungang City were analyzed,and climate feasibility demonstration was conducted. In this paper,the common points of the meteorological environment of construction projects in the three major chemical industry parks were obtained,and the planning,design and operation of chemical projects were advanced reasonably according to different meteorological environment,thereby maximizing social and economic benefits.

Industrial Discretization Mechanism and Agglomeration Counter-measures for Industrial Parks

With rapid development of industrial parks in China,it lacks strict control in planning for establishment and land use of industrial parks.The supply is seriously surplus,and cut-throat competition takes place in investment inviting activities,leading to discretized development of industries in industrial parks.Industrial park and enterprise cluster have a common foundation,namely,geographic concentration of industries.Industrial parks with enterprise cluster development show various advantages,so industrial parks should take industrial cluster development as their ultimate direction.From problems in construction of industrial parks,this paper analyzes mechanism of discretized industrial parks,and accordingly puts forward countermeasures for promoting cluster development:(1)Scientifically distributing administrative power of local government,improving supervision and assessment mechanism,and guaranteeing reasonable supply of industrial parks from system;(2)Introducing market-oriented industrial park construction mechanism,to promote market-oriented supply of industrial parks;(3)Strengthening construction of administrative ethics and abilities of local government,to promote coordinated and healthy development of industrial parks;(4)Forming excellent enterprise cluster development expectation and strengthening cluster-based decisions of enterprises entering industrial parks.

Planning of R & D Industrial Parks Under the Civil-Military Integration Strategy

The construction of industrial parks under the civil-military integration strategy is based on the combination of military technology and civil technology. Such an industrial park is a new urban functional area produced in the context of civil-military integration. Compared with industrial parks in the usual sense, it pays more attenteon to scientific research, innovation, cooperation and communication. In this paper, through in-depth analyses of relevant literature and domestic actual situation, the industrial park's basic advantages and external environmental policies were interpreted, and the application prospect and practical significance of the current civil-military integration policy were analyzed based on the platform strategy of the civil-military integration industrial park. With R & D industrial parks as the object of study, this paper clarified the management of enterprises in this type of parks and the support provided by the parks, sorted out the industrial park planning plan under the civil-military integration strategy in accordance with the current economic situation and policy orientation, and finally reached the conclusion that the construction of the construction of R & D industrial parks under the civil-military integration strategy is a new growth point that will drive the deepening reform of the national economy and the sustained development of the national economy.

Exploring the “Green” Transformation Planning of Industrial Parks in the Era of Low Carbon Economy

The core function of the low carbon economy is to change the economic development trend of the whole society. It is necessary to carry out industrial transformation and upgrading according to the concept of sustainable development and to realize integrated technological innovation and efficient economic development without violating the law of ecological and environmental development. In the era of the low-carbon economy, industrial parks should solidly promote the green transformation planning process. Relying on the basic logical framework of green transformation of industrial parks, it can build a green development quality evaluation system of industrial parks and formulate a green planning mechanism and green economic cycle development model in line with the background of the low-carbon economy.

Library's industrial technology information service in science parks—Taking NSL's practice as an example

Purpose:The purpose of this paper is to explore how libraries can develop service and product strategies and the service support mechanism to provide industrial technology information service in science parks.Design/methodology/approach:The analysis is based on a case study of a large Chinese research library,National Science Library(NSL),the Chinese Academy of Sciences(CAS),in serving high-tech companies in Zhongguancun Science Park(Z-Park).Findings:NSL’s practices suggested that in serving business clients,libraries’ product and service strategies should be based on the understanding of users’ needs.Aside from those services that have been recognized by clients such as document retrieval & delivery and novelty search,libraries may expand their service and provide in-depth information analysis and consultation for some key clients.Moreover,a service and product development system should be established,which differentiates the libraries’ products and services from those of their competitors.In providing industrial technology information service,libraries need to construct the service support mechanism,publicize their service and learn to cooperate with clients to meet their demands for knowledge management and innovation.Research limitations:The generalizability of the findings is limited because they are based on an individual case study.Practical implications:Our service practices provide useful information for other libraries to expand their information service to high-tech companies in the new information environment.Originality/value:Z-Park is the first and one of the largest science and technology parks in China.Hence NSL’s practices in serving high-tech companies in Z-Park can be valuable to other libraries that intend to take up the similar service.

China's textile and apparel industrial parks: Focusing on intelligence to explore the future and enhance the cooperation The First National Textile and Apparel Industrial Park Development Forum successfully held in Shuyang

On Nov.29th 2018,the First National Textile and Apparel Industrial Park Development Forum was suc-cessfully held in Shuyang,Jiangsu Province,welcom-ing more than 300 participants from China National Textile and Apparel Council,the Ministry of Industryand Information Technology,textile industry associa-tions at all levels,local governments,industrial clus-ters,textile and apparel industrial parks,industry col-leges and universities,and well-known entrepreneurs.

The situation and development trend of health industrial park construction in China

[目的] 描述我国健康产业园区基本现状,总结园区发展模式,为园区未来发展提供理论基础. [方法]利用百度搜索、CNKI和万方数据库全面搜索国内健康产业园区的相关信息和文献资料,基于文献内容 分析法和案例分析法对园区信息进行归纳与分析.[结果]共检索到健康产业园区3 5 个,涉及 1 8个省市,最 早的园区于1994年创办,园区平均面积为16.82 km2,平均投资金额为140.9亿元.从管理运营、投融资、产 业类型、研发方面归纳了园区的不同发展模式,发现园区建设中的问题并提出未来发展趋势.[结 论 ]我国健 康产业园区正在蓬勃发展,但是仍然存在重复建设缺乏特色,监管机制尚不完善等问题,还需政府进-步完善 审批、优惠等政策,引导园区健康发展.

Evaluating Emergency Response Capacity of Chemical Industrial Park Using an Hybrid Fuzzy AHP Method

This paper presents an expert-based fuzzy analytic hierarchy process( AHP) model for evaluating emergency response capacity of Chemical Industrial Park( ERCCIP) by jointly using an improved fuzzy preference programming( FPP) and 2-tuple fuzzy linguistic approach. An evaluation index system for ERCCIP is proposed. The weight of sub-criteria and criteria of the evaluation index system for ERCCIP are determined using the improved FPP. And the ratings of sub-criteria are assessed in linguistic values according to the experts' subjective opinions. Finally,the aggregated ratings of criteria and the overall ERCCIP are calculated.

Seasonal Variations in Birth Weight in Suzhou Industrial Park

Many environmental factors have been shown to adversely influence birth weight,and new insight has been gained into＇seasonal programming＇.We studied a total of 23,064 infants.The mean birth weight varied across seasons.Logistic regression analysis was used to obtain the crude and adjusted odds ratios（ORs）for dichotomous outcomes（e.g.,macrosomia,low birth weight）.
