Spatial Pattern Evolution and Industrial Characteristics of Economic and Technological Development Zones and High-tech Industrial Zones in China

Economic and technological development zone and high-tech industrial zone are important types of development zone in China,and there are differences in their connotation and goal setting.In this paper,basic data of national and provincial economic and technological development zones and high-tech industrial zones in China were collected and arranged.Kernel density analysis and other GIS spatial analysis techniques were used to analyze the evolution laws of spatial patterns of economic and technological development zones and high-tech industrial zones in cities from 2006 to 2018.First,the agglomeration intensity was compared by measuring the degree of regional agglomeration and dispersion on the two time nodes.Next,kernel density method was used to explore the evolution of the two in the spatial layout and location,and analyze development commonness and difference of economic and technological development zones and high-tech industrial zones.Finally,the trend and reason of spatial evolution of development zones with different leading industries were explored.Research results show that:①the agglomeration degree of layout of high-tech industrial zones is stronger than that of economic and technological development zones,and there are similarities and differences in distribution trend of spatial patterns of the two types of development zones;②the distribution of labor-intensive,capital-intensive and technology-intensive development zones is concentrated at smaller scales and dispersed at larger ones;③although there are differences between the economic and technological development zones and the high-tech industrial zones in the goal,support,structure and function,management system and so on,their spatial development presents a trend of convergence.In the future,when enhancing urban-rural planning and public administration,governments should combine the trend of industrial transformation and upgrading,and optimize spatial layout of development zones by adjusting industrial structure,layout,transportation and land use.

Analysis and Research on Industrial Land Transfer in Hefei City Economic and Technological Development Zone of Anhui Province

In recent years,with high-speed development of economy and society,and fast propulsion of industrialization and urbanization process in the development zone,average annual land demand in the development zone also quickly enlarges,and the contradiction between high-speed growth of economy and shortage of land resources is apparent increasingly. Meanwhile,to guarantee crop safety and stick to 0. 12 billion hm2of farmland red line as a rigid constraint which could not be exceeded,the supply-demand contradiction of industrial land is more and more prominent. With industrial land scale continues to enlarge,land resources become more and more scarce,but there exists the phenomenon of low-efficiency land use and even idle. For land use characteristics of the development zone,taking Hefei City Economic and Technological Development Zone as an example,the countermeasures of perfecting industrial land transfer mechanism in the development zone are proposed.

Evaluation of the Economical and Intensive Use of Industrial Land in Chizhou Economic and Technological Development Zone

Based on the subdivision of industrial land in Chizhou Economic and Technological Development Zone,this paper builds the evaluation indicator system for the economical and intensive use of industrial land in the development zone,to analyze the current situation of economical and intensive use of industrial land. The results show that the levels of economical and intensive use of industrial land vary in the development zone; the factors affecting the intensive degree of various industries also vary; the industry in Chizhou Economic and Technological Development Zone is still in the transition phase from inefficient use to low level of use to intensive use.

An Analysis of Current Situation of Industrial Land Use in Chizhou Economic and Technological Development Zone

This paper analyzes the current situation of industrial land supply,use and structure and industry pattern in Chizhou Economic and Technological Development Zone,and selects 83 typical enterprises which can reflect the comprehensive industrial land utilization within this zone and the problems in economical and intensive utilization,to carry out the evaluation of economical and intensive utilization of industrial land. Based on the evaluation results,we find the problems in industrial land use and set forth corresponding recommendations in order to provide a reference for the future sustained land use in the development zone.

Spatio-temporal Differentiation and Driving Factors of Industrial Ecology of Restricted Development Zone from Adaptive Perspective:A Case Study of Shandong,China

Based on the adaptive analysis paradigm,this paper constructs an evaluation index system and an evaluation model of the level of industrial ecology of a restricted development zone from the perspective of the industrial system and of the environmental system,and studies the spatial-temporal differentiation characteristics and the driving factors of the level of industrial ecology of the restricted development zone of the Shandong Province,China,by using a variety of measurement methods.The results show that:1)In the temporal dimension,the level of industrial ecology of the research area increased from 2005 to 2017,while in the regional dimension,it was higher in the eastern coastal areas,followed by the northwestern area and the southwestern area;2)In the spatial dimension,from 2005 to 2017 the level of industrial ecology of the research area had a clear spatial dependence,and the regional spatial agglomeration of the restricted development zones with similar industrial ecology levels become increasingly evident;3)On the whole,the industrial ecology level in the study area had a clear spatial differentiation pattern,as it was higher in the north and in the east and lower in the south and in the west.Moreover,its evolution model changed from a‘three-core driven model’to a‘spatial scattered mosaic distribution model’,and then to a‘single-core driven model’;4)Industrial ecology was positively correlated with economic development,foreign investment,science and technology,and negatively correlated with the government role,while industrial structure and environmental regulation failed to pass the statistical significance test.

A Study of the Industrial Development in Huazhong Agricultural High-tech Industrial Development Zone

This paper illustrates the current situation and problems concerning the industrial structure in Huazhong Agricultural High-tech Industrial Development Zone,and analyzes the internal contradictions that exist in industry: small-scale land operation has become an inherent obstacle to the industrial development in Agricultural High-tech Zone; farmers are always in a passive position in industrial restructuring optimization; government's policy failures and rent-seeking behaviors have hindered industrial development; the research,popularization and application of agricultural science and technology is not suited to industrial development requirements. Finally,this paper makes the corresponding recommendations for industrial development in Huazhong Agricultural High-tech Industrial Development Zone.

Strategies to Promote Sustainable Development of Industrial Parks in Vietnam＇s Northern Key Economic Zone

Industrial Parks （IPs） in the Northern Key Economic Zone of Vietnam （NKEZ） have been making significant contributions to the development of the zone since the first two industrial parks--Noi Bai in Hanoi and Nomura in Hal Phong--were established 15 years ago. So far, there have been 51 IPs in the zone, covering a total area of 13,000 ha. Such IPs play a crucial role in mobilizing capital from domestic and international investors for investments in infrastructure enhancement, trade and production aimed at promoting the economic structure transition. However, besides the above benefits, there are a number of unstable factors preventing further development of the IPs. Thus, the objectives of this study are two-fold. The first is to analyze the unstable factors, and the second is to map out strategies to enhance sustainable development of industrial parks in Vietnam＇s northern key economic zone.

Applicability and Prospect of China's Development Zone Model in Africa

Development zones have been an important spatial approach to opening-up. They have also been major contributors to the processes of promoting economic development since China＇s reform and China＇s industrialization and urbanization. Along with im- provements in the worldwide industrial division of labor and the gradual implementation of China＇s development zones＇ Go Global strategy, it is necessary for Africa, a hot spot of global industrialization in recent years, to learn from China＇s development zone model. By attracting China＇s capital, technology and enterprises to Africa via Sino-African co-built development zones, a pattern of high com- plementarity and mutual development between China and Africa can be formed which does favor further improvement of the global industrial division of labor. In order to study the applicability and prospect of China＇s development zone model in Africa as per the above-mentioned international situation, this paper first sorts out the development course of China＇s development zones and discusses their roles in China＇s industrialization and urbanization. Subsequently, this paper analyzes the status quo of industrial development in Africa as a whole and the differences in industrial development between China and Africa, aiming to justify the timing of industrial transfer from China to Africa by constructing Sino-African co-built development zones. Lastly, this paper analyzes the current situation of six Sino-African co-built development zones by focusing on their operation modes, industry types and investment promotion models. In the authors＇ view, Sino-African co-built development zones can function as a new window of China-African cooperation, a new car- rier of African industrialization, and a new engine of global industrial restructuring. China should adhere to the general principles of ＇Sino-African Integration, Multi-Cooperation, Mutual Benefit, Scientific Location, Systematic Planning, Cluster Growth and Open De- velopment＇ in the planning and construction of development zones in Africa, effectively promoting Africa as the very important part of the global industry system.

Risk Management Situation and Strategic Analysis of Supply Chains of Small and Medium Enterprises in Luzhou Liquor Industry Development Zone

After entering the information-based society, profound reform has happened in the business pattern of enterprises, and thecompetitive mode between traditional enterprises has been transformed into the competition between supply chains in nowadays. The liquorindustry in Luzhou is the pillar industry of economy, which involves “Luzhou Old Cellar”, “Ichiro Liquor”and other large-scale enterpriseswith well-known brands. Besides, many small and medium-sized enterprises are developing and flourishing in Luzhou. Compared with thedevelopment of large enterprises, the development of small and medium sized enterprises has more uncertainty and risks. At present, Luzhou Cityis setting about to build Huangyi into a liquor centralized zone, which is also a clusterization strategy for industry development of Luzhou liquor.For Luzhou Liquor Zone, the implementation of supply chain management of small and medium-sized enterprises can greatly reduce the cost ofenterprises and improve effi ciency of operation. The growth and development of small and medium-sized enterprises in Luzhou Liquor Zone andthe promotion of advantages of industrial clusters are closely related to the risks of the supply chain.

Evaluation System and Method of Industrial Park Renewal:A Case Study of the Starting Area of Handan City

With the rapid development of urbanization,the industrial parks originally located in the suburbs are gradually incorporated into the urban center.Industries that fail to follow the transformation of urban economic development and are forced to close,or enterprises that move out without conforming to the environment,become a gray area within the city.Most of the existing assessments are conducting single assessment of some indicators,but than their actual benefits.Through the field investigation on the starting area of Handan Economic Development Zone,and the evaluation on the nature of land use,development intensity,investment and output,and idle land,inefficient land use in the park is identified.According to different evaluation results,different update and promotion methods are put forward.The research could provide a new evaluation method and idea for subsequent renewal and development of urban industrial parks.

Planning mode and realization path of regional characteristic ecoindustrial park

Starting from the regional characteristic industrial park planning plan,a horizontal comparison of domestic and foreign typical urban regional industrial park planning cases is carried out,and the commonalities characteristics are analyzed to explore the regularity and universality of the Tonghua urban characteristic industrial park.Under the guiding principles for planning and development of ecological industrial parks,the city’s resource advantages,industry goals and positioning are studied and analyzed from the perspectives of the government,market,and enterprises.It is pointed out that the government should formulate policies,regulations and the construction of characteristic industrial parks in combination with new planning methods.The market should build industrial parks with the support of industrial stimulus and technological innovation.Finally,it summarizes the realization path of regional characteristic industrial parks from five aspects:positioning and goals,ways to achieve goals,profit models,customers and values,basic advantages and exclusive resources.

The Consumption-Driven Effect of Place-based Industrial Policy:An Empirical Study Based on Development Zone Policy

Can the development zone policy that pioneered Chinese industrialization energize the consumption of urban residents and become an important means of achieving the coordinated development of industrialization and urbanization?We used the policy impact of upgrading provincial development zones to conduct empirical research on the consumptiondriven effect of development zone policy with the Difference in Difference(DID)model.Our findings show that the upgrading of development zones is significant in raising urban residents’total consumption,personal consumption,housing consumption and expenditure on children’s education.This is mainly due to the increase in productivity brought about by the upgrading policy.However,in cities that have more stringent household registration(hukou)systems,impose tougher home purchase restrictions(HPR)on the floating population and have less social harmony,the labor force is less willing and less able to consume,making it hard to expand domestic demand.

铜川市新区大气挥发性有机物季节性来源解析

以汾渭平原中小城市铜川市为研究对象,采用在线监测的方法测定铜川市高新技术产业开发区大气环境VOCs组分浓度(共计115种),梳理分析高新技术产业开发区大气VOCs污染时间序列与季节性变化特征,运用PMF模型解析VOCs的主要来源,利用最大增量反应活性(MIR)法量化VOCs的臭氧生成潜势(OFP),并计算毒性VOCs的危害指数(HI)和终生癌症风险(LCR).结果表明,监测期间铜川市高新技术产业开发区春、夏和冬季φ(TVOCs)均值分别为(69.03±47.48)×10^(-9)、(92.66±37.54)×10^(-9)和(134.90±74.58)×10^(-9),各季节排名前三的组分表现一致(烷烃>烯烃>芳香烃).PMF源解析结果显示,铜川市高新技术产业开发区大气VOCs来源以化工企业、机动车、燃烧排放为主(贡献均超过20%),但存在显著的季节性特征.OFP评估结果表明,OVOCs是各季节贡献最大的组分,主要贡献物种为乙醇、乙醛和乙烯等.春、夏和冬季VOCs经呼吸摄入致癌风险为1.57×10^(-5)~8.42×10^(-5),非致癌风险均高于可接受水平(HI>1),表明此环境中的暴露人群存在轻微致癌和非致癌健康风险.其中,丙烯醛危害指数尤其突出(HI>1).

数字经济赋能我国制造业产业链高质量发展研究

新时代我国经济发展的基本特征是由“高速增长”转向“高质量发展”,数字技术成为世界产业变革的先导力量。本文基于30个省级行政区域2011—2020年的面板数据,建立综合指标体系,实证探索数字经济对我国制造业产业链高质量发展的赋能效果,并对其区域异质性进行考察。研究表明:我国制造业产业链高质量发展水平除2012年有极小幅度下降之外,其他时间均呈不断上升的发展态势,数字经济一直以来发展迅猛,增速超100%,不同经济区发展情况存在差异;数字经济在全国范围内对制造业产业链高质量发展的作用效果为“U型”,且目前处于显著促进阶段;东部沿海、南部沿海、长江中游及大西南经济区作用效果为“U型”,与全国范围内效果一致;北部沿海及大西北经济区呈线性促进效果;黄河中游经济区的影响效果暂不显著;东北经济区则呈抑制作用,数字经济赋能制造业产业链高质量发展存在区域异质性。我国应继续大力发展数字经济,统筹数字产业空间布局,促进区域数字化均衡,进一步推动制造业产业链高质量发展。

自由贸易试验区助力新质生产力形成的机理与策略分析

高水平对外开放是加快发展新质生产力和构建新发展格局的强大外部动力。自由贸易试验区建设作为推进高水平对外开放的重要举措,是以改革开放创设良好国际环境的开路先锋,是以制度型开放发展新质生产力的先导示范。文章通过分析自由贸易试验区助力新质生产力形成的机理发现,自由贸易试验区作为改革开放的新高地,契合新质生产力高水平对外开放、科技创新、产业升级和绿色发展的理念和定位。为进一步发挥自由贸易试验区对新质生产力的先行驱动作用,未来应从单一自由贸易试验区、区域跨自由贸易试验区、自由贸易试验区与自由贸易区的视角出发,聚焦自由贸易试验区特色产业,布局创新链和产业链,构建新质生产力所需产业体系;推进区域多个自由贸易试验区合作,促进科技协同创新,打造战略性新兴产业集群;加强自由贸易试验区与自由贸易区的协同联动,主动融入区域经济一体化的创新链和产业链,为新质生产力发展营造良好的国际环境。

国家自主创新示范区设立与服务贸易高质量发展

自主创新是实现企业高质量发展、提升国际竞争力的必由之路。基于1997—2021年中国省级数据,使用合成控制法和双重差分法实证分析了国家自主创新示范区设立对服务贸易高质量发展的影响及其机制。研究发现,国家自主创新示范区设立能显著促进服务贸易高质量发展,且通过技术创新和产业结构升级促进了服务贸易高质量发展。异质性分析发现,相较于中西部地区,国家自主创新示范区设立对服务贸易高质量发展的促进作用在东部地区更大。因此,中国应继续鼓励国家自主创新示范区扩围发展,加快科技成果转化,中西部地区要大力发展科技服务业,以促进服务贸易高质量发展。

尺度重构视角下经济技术开发区向综合功能新区转型的空间应对——以烟台黄渤海新区为例

鼓励和促进经济技术开发区向综合功能新区转型发展,是经开区空间生产转型的内在需求,也是响应国家对经开区发展定位的重要举措。本文基于尺度重构理论视角,以烟台黄渤海新区为例,总结分析经开区向综合功能新区尺度重构的基本逻辑。研究认为,经开区向综合功能新区转型发展的过程,是一次“尺度上移”的过程,通过赋予更高层级的管理权限,重构区域生产关系、社会关系以及治理关系,形成产业协作有序的功能板块、更高标准的产城格局以及更加扁平化的治理结构。研究发现,烟台黄渤海新区在建设过程中,面临多空间主体及多政策制度并存的治理难题,其空间呈松散发展状态,以及低水平的产城融合特征。据此,文章提出整合港产功能板块、调整产城关系以及实施渐进性治理机制的治理策略,推动新区高质量发展,打造带动区域经济高质量发展的重要增长极。
