RURAL INDUSTRIAL DEVELOPMENT IN CHINA'S LESS DEVELOPED AREAS: A CASE STUDY OF HENAN PROVINCE

Since the early 1980s, China's rural industry has gained rapid growth. However. the development of China's rural industry, like the development of the national economy as a whole, is characterized by great regional imbalance. From the economically developed coastal areas to. The hinterland and western frontier areas, the level of rural industrialization ebbs progressively. How to narrow down this imbalance and to speed up the development of rural industry in the less developed areas is one of the most important tasks in China's economic reform and development. The paper adopts an approach of combining statistical data analysis with typical case study to this research with special reference to Henan Province.

Industrial Policy Analysis of Restricted Development Zones in Western China——A Study of State-level Main Producing Areas of Agricultural Products and Key Ecological Functional Areas

As one of the important policies of promoting the formation of main functional areas, the industrial policy directly determines the sustainable growth of space control ability of main functional areas. A restricted development zone is a type of main functional area which provides agricultural products and ecological products, assures the supply of national agricultural products and the stability of ecosystems, as well as safeguards the ecological functions and agricultural functions of wider regions by restricting its own development. Therefore scientific, complete and operable industrial policy support is needed. Restricted development zones are distributed widely in western China. With the restriction of their main functions, differential industrial policies should be implemented in the development of the restricted development zones: Dealing well with the relationship between industrial development and ecological protection, developing special industries which are friendly to resources and environment and appropriate for local conditions, guiding and encouraging industries to learn from regions with favorable development conditions, orderly withdrawing industries and enterprises adverse to main functions, facilitating industrial structure upgrading, optimizing industrial organization, improving industrial technological level and rationalizing industrial layout.

Assessment of Industrial Land Use Intensity: A Case Study of Beijing Economic-technological Development Area

In recent years, great economic output of land has been achieved in economic-technological development areas in China, but the intensity of land use in some of these areas is very low. The degree of the low intensity of land use needs to be evaluated. The current method of comprehensive evaluation and grading by one index system has the limitations due to the existence of differences between regions and industries. This paper evaluates industrial land use intensity by Total Factor Productivity (TFP) analysis, which not only measures the intensity but also illustrates the ef-ficiency of input factors. This method is applied to the Beijing Economic-technological Development Area (BDA). A comparison analysis on factor use efficiency and input structure of capital and labor between industries is also carried out in the absence of a labor-income ratio.

SWOT Analysis and Countermeasures of Industrial Development in Three Gorges Reservoir Area

Based on the introduction of the general situation of the research area,the SWOT analysis is applied to study the strengths,weakness,opportunities and threats of the industrial development in Three Gorges Reservoir area. The strengths are represented by the following four aspects:abundant agricultural resources,rich tourism resources,rich mineral resources and rich hydro energy. The weaknesses are analyzed from the following three aspects:the backward infrastructure,the acute conflict of the emigration of manufactures and the poor exploitation of advantageous resources. The opportunities of industrial development,which cover the opportunities bought by the guidance of national policies and preferential policies,by the improvement of traffic conditions in the reservoir area and by the completion and operation of the Three Gorges Reservoir Project. From the analysis of poor investment environment,irrational industrial structure and serious shortage of capitals,the threats of the industrial development are analyzed. In order to promote further the industrial development of the Three Gorges Reservoir area,the countermeasures are put forward. In the first place,optimizing the industrial structure and developing leading industries;in the second place,strengthening the construction of infrastructure and improving the investment environment;in the third place,optimizing human resources so as to provide intellectual support for industrial development.

Local Area Quotas for Industrial Emissions along Reaches of the Pearl River in Guangdong

There is an obvious departure from the regional equi-librium of developments between the upper and lower reaches of the Pearl River in Guangdong, which resulted in "the effects of contra-geography-grads development". It is mainly because the upriver mountainous areas have been deeply stuck in industriali-zation delay and marginalization plights, so that nearly 40 million local people have conceived a dream to get rid of "the vicious circle of poverty" by speeding up industrial development. But the problem is that such industrialization efforts on a large scale in mountainous areas are encountering the bottleneck of environ-mental capacity that strictly limits industrial emissions along the upper reaches of any water system. As a solution, an institutional arrangement called "the Local Area Quotas for Industrial Emis-sions along the Pearl River" is put forward supposed to give cor-responding compensation to the rights of industrial development yielded by some areas with lower environmental capacity through the distribution and trading of IDQs.

Existing Problems and Countermeasures of Rural Industry Development in Bijie Experimental Area

The development of rural industries in Bijie City of Guizhou Province leads the comprehensive rural revitalization with industrial revitalization,takes high-quality development as the overall guide,focuses on industrial scale,standardization,branding,and marketization,and strives to extend the industrial chain and enhance the value chain to achieve the prosperity of rural industries.In this study,it investigated the current situation of rural industry development in Bijie City(improving the quality and efficiency of characteristic industries,expanding the quantity and efficiency of agricultural products processing industry,recruiting and cultivating large business entities,expanding and strengthening the brand of agricultural products,and upgrading the rural tourism).Through analysis,it found that there are problems such as small scale of production enterprises,insufficient cultivation of independent brands,short industrial chain,low added value,weak market expansion ability,imperfect interest connection mechanism,and insufficient participation of farmers.Finally,it came up with countermeasures for the development of rural industries in Bijie City,including improving supporting facilities and building an extension base;strengthening leading enterprises and focus on deep processing;highlighting regional characteristics and paying close attention to the docking of production and marketing;enhancing the characteristic brand and strengthening the support of science and technology;promoting collaboration and support,and making innovation in the connection of interests.

Development Strategies of Qin Pepper Industry in Shaanxi Province in Northwest China

Qin pepper,a famous local agricultural product of Shaanxi Province,has grown in Guanzhong Area for several hundred years.In recent years,Qin pepper industry has already made considerable progresses,but it also faces many challenges.To ensure a stable planting area of over 100 000 hm 2,a total output of 1.85 million tons and a ratio of 1:2:2 among freshly used peppers,dried peppers and processed peppers in 2015,on the basis of full investigation,expert argumentation as well as research and analysis,industrialization modes of " leading enterprise + agricultural department + base"," leading enterprise + agricultural company" and " leading enterprise + specialized cooperative" are presented herein,on the principle of " appropriate centralization,scale development,company operation,and plate promotion" and in accordance with the general idea of " stabilizing area,optimizing layout;relying on technology,highlighting superior quality;leading by enterprises,and improving efficiency".Some development strategies including " optimizing layout to facilitate plate promotion;increasing science and technology input to improve industrial competitiveness;supporting leading enterprises to accelerate industrialization process;promoting industrial certification to make well-known brands" are also put forward herein.

Evaluation System and Method of Industrial Park Renewal:A Case Study of the Starting Area of Handan City

With the rapid development of urbanization,the industrial parks originally located in the suburbs are gradually incorporated into the urban center.Industries that fail to follow the transformation of urban economic development and are forced to close,or enterprises that move out without conforming to the environment,become a gray area within the city.Most of the existing assessments are conducting single assessment of some indicators,but than their actual benefits.Through the field investigation on the starting area of Handan Economic Development Zone,and the evaluation on the nature of land use,development intensity,investment and output,and idle land,inefficient land use in the park is identified.According to different evaluation results,different update and promotion methods are put forward.The research could provide a new evaluation method and idea for subsequent renewal and development of urban industrial parks.

The Influence of the Urban-Rural Income Disparity on the Industrial Structure—Taking the Yangtze River Delta Region as an Example

In this paper, the effect of the mediation effect is mainly used to test and analyze the regression model, and most scholars have studied the impact of the modernization of the industrial structure on the income gap. However, this paper is from another perspective, based on the social background of high-quality development, the main study is the impact mechanism of urban and rural income gap on the industrial structure, taking the Yangtze River Delta as the main research object, and specifically selecting 22 central cities in the Yangtze River Delta region, which is also one of the highlights of this study. The regression model is constructed by using the intermediary effect, and the four intermediary variables of fiscal expenditure (M1), fixed asset investment (M2), number of patent applications (M3), and total import and export (M4) are selected, which represent the role of the government, fixed asset investment, scientific and technological level and opening-up level, and study and analyze the inherent influence mechanism between each variable. Before doing specific research, I consulted the papers and literature of many other outstanding scholars, among which Cheng Yuhong and Cheng Chi’s “The Influence Mechanism of industrial structure of urban and rural income gap” [1] has great reference value for this paper. According to the research results, under the background of high-quality development in the Yangtze River Delta region, the expansion of the income gap between urban and rural areas will inhibit the upgrading of the industrial structure, so it is necessary to focus on building a new type of urbanization, accelerating the construction of an urban innovation system, optimizing the rural employment structure to narrow the income gap between urban and rural areas, and providing impetus for the continuous upgrading of the industrial structure.

Investigation Report on the Development Status of Creative Industry Park in Pudong New Area, Shanghai

As the core of the Yangtze River Delta cultural and creative industrial cluster, Shanghai regards the development of cultural and creative industrial clusters as an important measure for promoting a new round of economic development and building advanced culture. With its long-standing cultural heritage and forward-looking development vision, Shanghai has created a lot of cultural and creative parks. At present, these industrial clusters have begun to take shape, forming a certain concentration of creative design. In this investigation, we focused on the investigation of the creative industrial park in the Pudong New Area. We found several typical cases of good development in Beijing, Hangzhou and other old districts in Pudong New Area. Through these successful and typical investigations, we will gain effective experience in property fights protection, institutional design, government supervision, service enhancement, etc., in addition to providing advice on intellectual property rights for the three-in-one bureaus that are exploring ways of working, and also related to The management department provided suggestions from other relevant parties and worked together to contribute to the creation of the Shanghai ＂International Creative Industry Center＂ program.

电子商务进农村综合示范政策对县域农业增长的影响研究

本文利用2000—2019年我国县域数据,采用多期DID等方法探讨了电子商务进农村综合示范政策对县域农业发展水平的影响。研究结果显示,电子商务进农村综合示范政策对县域农业经济发展水平提高具有显著的促进作用,且这种促进作用具有长期效应。这一结果在考虑实验组非随机分配、更换因变量和调整样本后仍然稳健。电子商务进农村综合示范政策主要通过农业产业集聚、农业金融服务改善两个途径对县域农业发展水平产生影响。异质性分析表明,电子商务进农村综合示范政策对粮食主产区、经济欠发达地区、地形平缓地区的农业发展水平的促进作用更强。因此,应重视农村电子商务发展对推进乡村全面振兴、促进共同富裕的重要作用,政府要在农村电子商务带头人培训、电子商务基础设施建设、农业产业集聚的产业空间布局规划等方面发挥作用,注重数字普惠金融与县域农业发展的融合,强化数字普惠金融的支持力度。

农业强国视域下粮食产区粮食产业与特色农业协同发展研究

为更好地实现“加快建设农业强国”目标,对于粮食产区而言,保证粮食安全、促进农民增收、发展现代农业、增加地方收入等是必须完成的发展任务。需要分析如何在保证粮食产业健康发展的同时,通过发展具有区位比较优势的高附加值特色农业,实现农民增收和地方财力增长,进而实现乡村振兴和农民农村共同富裕这一重点问题。结果表明,粮食产业与特色农业之间存在着诸多差异,这些差异会导致二者在发展中产生问题和矛盾。为促进粮食产业与特色农业的协同发展,应以组织方式集体化,实现粮食产业与特色农业的利益协同;以技术研发基地化,实现粮食产业与特色农业的科技协同;以生产方式工业化,实现粮食产业与特色农业的生产协同;以销售推广网络化,实现粮食产业与特色农业的渠道协同。说明粮食产业与特色农业协同发展,是农业强国视域下实现粮食产区乡村振兴和农民农村共同富裕目标的有效路径。

川渝地区氢能产业政策环境研究

具有零碳排放且可再生的氢能,是促进传统油气行业转型升级和推进“双碳”目标顺利实现的重要载体和抓手。作为新能源体系的重要支柱,氢能产业的健康可持续发展离不开政策的引导和支持。为了给各级政府提供决策参考、指导行业健康发展,从氢能产业制储运加用全产业链角度出发,调研了川渝地区氢能发展现状,重点对2019—2023年川渝地区氢能产业政策进行了梳理和深入研究。研究结果表明:(1)近几年川渝地区密集出台涉及氢能的扶持政策,基本涵盖了氢能全产业链的关键节点;(2)在发展路线方面,四川地区重点集中发展氢气的制备,重庆地区侧重发展氢能应用端;(3)在氢能消纳方面,两地政策都重点集中在氢燃料电池汽车领域;(4)在氢能补贴方面,两地氢能产业补贴包括氢能产业发展补贴、科技创新平台奖励等,不同城市的补贴领域、具体要求及补贴标准都各有不同;(5)在安全管理方面,川渝地区氢能管理办法相对保守,都将氢气纳入危险化工用品;(6)在加氢站建设与管理方面,川渝地区仅成都和攀枝花两市出台了关于加氢站建设与管理的具体办法,而在其他地区尚未制定相关政策。

河南省化工产业集聚区绿色发展研究

结合河南省现代化工产业发展现状以及“十四五”期间国家和河南省对化工行业发展所提出的要求,对河南省濮阳、济源、焦作、沁阳、鹤壁宝山、永城6个现代化工产业集聚区进行调研。分析了“双碳”目标下河南化工产业集聚区绿色发展存在的问题及对策,并提出了发展建议。以市场需求和国家产业政策为导向,结构调整和产业升级为主线,科技创新为动力,技术改造为手段,推动化工产业集聚区绿色高质量发展。
