This study proposes to discuss the experience lived by Pró-Saúde and PET-Saúde team of FACISA/ UFRN together with the Municipal Health Department of Santa Cruz/RN from a critical-reflexive perspective about the interaction between education, service and community as well as advances in approach and the strengthening between the school and Primary Health Care. This is an exploratory study with an experience report approach of the Pró-Saúde and PET-Saúde team from 2012 to 2014. The integration of these programs in experimental scenarios of the Unified Health System and the strengthening of the proposed training of human resources capable of the current healthcare system were observed. Thus, contributions in health in undergraduate courses and practices of health services are important, since the approach to the reality of the population and their social needs contribute to the vocational training quality. 展开更多

With the expansion of the higher education system in China since the late 1990s,questions on the distribution of higher education opportunities and resources have attracted increasing attention from academics,policymakers,and the general public.While there have been an increasing studies on the development of higher education opportunity equality in China,quantitative,systematic research on the distribution of higher education resources across China is still rather limited.This paper aims at filling this gap.It provides quantitative and comprehensive evidence on the development of the distribution of higher education resources across Chinese provinces.The analysis is based on a provincial panel dataset and uses a generalized Theil index to measure inequality.Results show that higher education resources have been far from equally provided in relation to the size of provincial student populations in China.The unequal distribution has become even more pronounced over the past decade.In other words,even if high school students have an increasingly equal access to higher education in China(Bickenbach&Liu,2013b),the increasingly unequal distribution of higher education resources makes it difficult for university students to equally benefit from higher education. 展开更多

教育具有服务经济社会发展的目的,高等教育系统资源配置的效率已成为影响经济发展质量的重要因素。着眼于高等教育系统资源配置与经济社会发展的关系,可以构建出“资源供给—教育建设—社会发展”的全过程研究框架,综合运用网络二阶段DE... 教育具有服务经济社会发展的目的,高等教育系统资源配置的效率已成为影响经济发展质量的重要因素。着眼于高等教育系统资源配置与经济社会发展的关系,可以构建出“资源供给—教育建设—社会发展”的全过程研究框架,综合运用网络二阶段DEA模型和Malmquist指数对我国的30个省(自治区、市)在2006—2020年高等教育系统资源配置效率进行考察,采用Tobit模型进行分析,可以从政府、市场以及高校三个维度梳理出影响高等教育系统资源配置效率的因素。结果显示,我国高等教育系统资源配置全过程效率呈逐年上升的趋势,但成果化和经济化两个子阶段的效率各异。经济化阶段的效率低下是制约高等教育系统资源配置效率提升的关键因素。为此,我国政府应通过加强宏观调控、提升资源供给质量、制订特色化发展方案、着力排除科研成果转化障碍等举措来提高高等教育支撑经济社会高质量发展的效能。 展开更多

面向2035:基于我国学龄人口变动的高等教育资源需求预测及配置策略

2024年9月的全国教育大会确定了“到2035年建成教育强国”的目标。为了更好地实现这一目标,就要分析我国从现在到2035年前后的学龄人口状况以及相应的资源政策和发展规划。基于官方数据对我国2024-2040年高等教育学龄人口规模和资源配... 2024年9月的全国教育大会确定了“到2035年建成教育强国”的目标。为了更好地实现这一目标,就要分析我国从现在到2035年前后的学龄人口状况以及相应的资源政策和发展规划。基于官方数据对我国2024-2040年高等教育学龄人口规模和资源配置情况进行预测发现,未来我国高等教育在学总规模将呈现倒“U”形发展趋势,社会对办学资源的需求不再是单调递增,高等教育资源的调配任务将比以往更加艰巨。按照预测,2035年前后我国高等教育将出现资源需求波峰,波峰期相对于2023年需要增加108.33万名普通高校专任教师。而到2040年,我国普通高校专任教师的需求将减少83.75万人,高等教育总投入将减少6461.34亿元,高校校舍建筑面积需求将减少53652万平方米,高校教学科研仪器设备值需求将减少877.56亿元。基于对高等教育资源配置的动态需求,可采用以下优化路径:“生源充足时期”应抓住历史机遇,做好高等教育多样化改革试验;“持续攀升时期”应多措并举保持原有特色与缓解供需矛盾;“急剧缩减时期”应落实精简优化的战略方针,通过充分挖掘高校自身人才培养潜力、适时缩减办学规模等方式来积极应对未来人口之变;“战略机遇时期”应瞄准建成教育强国的战略目标进行资源配置,正确处理支撑国家战略与满足民生需求等重大关系。 展开更多
