When developing and integrating a new environmental legal system under the Environmental Code,the joint regulation of ecology and environment,natural resources and an energy beyond the sphere of mere environmental con...When developing and integrating a new environmental legal system under the Environmental Code,the joint regulation of ecology and environment,natural resources and an energy beyond the sphere of mere environmental concerns can be achieved;the semantic expression of environmental regulation can be expounded.Additionally,through the codification of environmental law,a revolutionary path for the structure of authority can be found.Environmental codification dictates a method for clarification of the boundaries and relations of environmental management authority.Under the theory of Holistic Governance and in the codification process,the reform of environmental regulation authority should be concluded from both vertical and horizontal dimensions,through organizing,integrating,separating,classifying and finally,by establishing a synergy between the central and local governments and their departments.This can break down structural barriers to communication and cooperation of the ecological regulation and resource management authority and help establish uniformity of environmental regulation.展开更多
Population aging has become normal in Chinese society,but the existing governance models and institutional arrangements still lack a structured and systematic response and adaptation,and the corresponding governance r...Population aging has become normal in Chinese society,but the existing governance models and institutional arrangements still lack a structured and systematic response and adaptation,and the corresponding governance research has also encountered difficulties.Policy choices for the governance of China’s aging society should be based on“Chinese characteristics,”which should be developed into“Chinese advantages”in order to achieve a transformation from fragmented management to holistic governance and from a focus on the elderly population to an emphasis on the entire life cycle of the whole population,as well as the policy adjustment logic of changing from“making population change adapt to institutions”to“making institutional change adapt to population.”The current strategy for an aging society and policy arrangements should conduct strategic allocation from the standpoint of China’s demographic situation and the laws governing the development of aging.We need to recharge our ideas and innovate our systems on the basis of our cultural and institutional heritage and should set up a comprehensive and dynamic socioeconomic support system based on pluralistic co-governance and sustainable development.We should also strengthen research on the evolution of the elderly population and the development of the aging society of the future,and on this basis select an entry point for policy readjustment and even reconstruction.展开更多
Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation ...Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers.Performance-related pay was meant to improve teacher performance,and has played an important role in providing teachers with incentives and raising educational quality.In practice,however,problems have emerged that deserve serious attention.For example,the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality.Further,they highlight the interim goal of"instilling knowledge"at the cost of the fundamental aim of"cultivating talent,"thus producing results opposite to those intended.On the basis of the value rationality of education and China’s reality,this paper suggests that educational institutions should shift from"New Public Management"to a"holistic and decentralized governance"approach,fostering an environment dedicated to cultivating talent and introducing this feature intothe evaluation of teacher performance.The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior.展开更多
