Each step plays a different role in performance evaluation indicator system and has its own impact on the realization of performance evaluation objectives respectively. The Impact of Health Information Technology on Hospital Performance: A Systematic Integrative Literature Review

Objective: To review, categorise, and synthesise findings from literature on health information technology (HIT) functionalities, HIT use, and the impact of HIT on hospital performance. Materials and Methods: We conducted a systematic integrative literature review based on a compre-hensive database search. To organise, categorise and synthesise the ex-isting literature, we adopted the affordance actualization theory. To align the literature with our research framework, we used four categories: 1) the functionalities of HIT and how these functionalities are measured;2) use and immediate outcomes of HIT functionalities;3) different perfor-mance indicators and how HIT functionalities affect them;and 4) what hospital characteristics influence the outcome of hospital performance. Results: Fifty-two studies were included. We identified four types of HIT. Only ten studies (19.2%) define the use of HIT by explicitly meas-uring the use rate of HIT. We identified five dimensions of hospital per-formance indicators. Every dimension showed mixed results;however, in general, HIT has a positive impact on mortality and patient readmis-sions. We found several hospital characteristics that may affect the rela-tionship between HIT and hospital-level outcomes. Discussion: Further efforts should focus on embedded research on HIT functionalities, use and effects of HIT implementations with more performance indicators and adjusted for hospital characteristics. Conclusion: The proposed framework could help hospitals and researchers make decisions regard-ing the functionalities, use and effects of HIT implementation in hospi-tals. Given our research outcomes, we suggest future research opportuni-ties to improve understanding of how HIT affects hospital performance. . 展开更多

Intelligent Transportation Systems (ITS) play a fundamental role in reducing traffic congestion and increasing safety during daily transportation. These systems can also be useful in improving social welfare leading to general satisfaction. Proper performance evaluation can be efficient in improving the performance of these systems, and providing a scientific assessment index system can assist decision-makers in smart communities to plan for the development of ITS. However, the evaluation of these systems requires identifying appropriate indicators of performance evaluation that are consistent with the views of the beneficiaries of these systems. In this paper, performance evaluation indicators of ITS have been identified, and three indicators entitled “environmental and safety”, “assistance in reducing traffic congestion” and “attractive public transport” are presented to evaluate the performance of these systems. Moreover, the intelligent transport systems of the Tehran-Karaj Freeway in Iran are studied, and inferential statistical methods are employed to test the research hypotheses. It is worth noticing that in this study, a one-sample T-test method is used for hypotheses assessment and the SPSS software was used to analyze the findings. Also, the results demonstrated that the performance of ITS in the Tehran-Karaj Freeway regarding the indicators, such as “Declaration of route blocking information due to maintenance or reconstruction” and “Declaration of path geometry conditions” has not been acceptable. 展开更多

Objective:This research aims to develop a more scientific and reasonable performance evaluation indicator system for the implementation of an essential drug system in community health service institutions.Methods:The Delphi method was used to establish an indicator system based on three rounds of expert consultations,and the fuzzy comprehensive evaluation method was used to determine the weights of the indicators.Results:The participation in the three rounds of consultations were 100%(10/10),90%(18/20),and 85%(17/20),which showed that the experts had real enthusiasm for participating in this research.The authority coefficients of the first-,second-,and third-level indicators were 0.75,0.76,and 0.76,respectively,which showed that the consultation results were dependable.The concordance coefficients of the second and third rounds were 0.489 and 0.487,respectively(P<0.001),indicating that the expert opinions were highly consistent.The performance evaluation indicator system consisted of three first-level indicators(supporting,implementation,and effect indicators),nine second-level indicators,and 21 third-level indicators.Conclusion:In this new performance evaluation indicator system,the selected experts were representative,the consultation results were dependable,the constructed evaluation indicator system was reasonable,and the setting of weights was scientific. 展开更多

The research performance of top universities in China is revealed in this study and analyzed using the essential science indicators(ESI) database.Different types of bibliometric indicators are applied in this study,including publication output and impact indicators.This study finds that the academic performance of universities in China is advancing rapidly,with many universities coming out near the top of the rankings,especially in terms of quantity of papers.The quantitative performance of universities in China is remarkable.The research results show that there is a considerable gap between quality and quantity of research output at the top universities of China,with research influence concentrated on some specific fields for selected universities.Engineering,Chemistry and Material Science are the fields with relatively outstanding performance in the top universities. 展开更多

Corporate management performance evaluation currently focuses on financial aspects;however, it is necessary to identify and manage elements that contribute to increased economic values in the long run. When it comes to construction firms, most previous research did not cover weighting and estimation approaches for non-financial elements that ultimately influence financial status. In this research, the objective is to develop a management performance evaluation model for Korean construction firms. The model includes financial factors and non-financial factors. This research investigated actual data from Korean construction firmsandclassifiedtheir characteristics. This study is performed in two steps. First, this study derives KPIs for performance measurement techniques and weights the KPIs. And then, it applies the performance data of construction firms to the technique. The findings of this study show that Korean construction firms consider customers to be the foremost priority, converse to previous research which argued that the internal business process was the top priority. The performance measurement results can be fed back into strategies and plans to shed light on issues, reflect on management plans for subsequent years and modify mid to long-term strategies. Therefore, the developed model can help decision-makers effectively revise their management plans. 展开更多

Since New Public Management theory,which seeks to promote public management reform with the techniques used to catalyze economic development,was introduced into the field of education,it has led to the implementation of education accountability measures and reforms focusing on performance-related pay for teachers.Performance-related pay was meant to improve teacher performance,and has played an important role in providing teachers with incentives and raising educational quality.In practice,however,problems have emerged that deserve serious attention.For example,the evaluation indicators based on this theory have distorted the direction of public management due to their over-emphasis on instrumental rationality and neglect of value rationality.Further,they highlight the interim goal of"instilling knowledge"at the cost of the fundamental aim of"cultivating talent,"thus producing results opposite to those intended.On the basis of the value rationality of education and China’s reality,this paper suggests that educational institutions should shift from"New Public Management"to a"holistic and decentralized governance"approach,fostering an environment dedicated to cultivating talent and introducing this feature intothe evaluation of teacher performance.The core socialist values need to be integrated into teacher policy and internalized by teachers as their emotional identity and customary behavior. 展开更多

The roughness increase on horizontal axis wind turbine(HAWT) blade surface,especially on the leading edge,can lead to an aerodynamic performance degradation of blade and power output loss of HAWT,so roughness sensitivity is an important factor for the HAWT blade design.However,there is no criterion for evaluating roughness sensitivity of blade currently.In this paper,the performance influences of airfoil aerodynamic parameters were analyzed by the blade element momentum(BEM) method and 1.5 MW wind turbine blade.It showed that airfoil lift coefficient was the key parameter to the power output and axial thrust of HAWT.Moreover,the evaluation indicators of roughness sensitivity for the different spanwise airfoils of the pitch-regulated HAWT blade were proposed.Those respectively were the lift-to-drag ratio and lift coefficient without feedback system,the maximum lift-to-drag ratio and design lift coefficient with feedback system for the airfoils at outboard section of blade,and lift coefficient without feedback,maximum lift coefficient with feedback for the airfoils at other sections under the pitch-fixed and variable-speed operation.It is not necessary to consider the roughness when HWAT can be regulated to the rated power output by the pitch-regulated and invariable-speed operation. 展开更多

To construct a reliable indicator system to evaluate drug administration performance at provincial level in China, we referred to theories on government performance evaluation and practice of health performance evaluation, conducted field investigation, key person interview, fuzzy comprehensive evaluation and multi-round Delphi to build a three-dimensional evaluation indicator system of "input-process-outcome". Weight of indicators was determined by the analytic hierarchy process (AHP). The related data were from Food and Drug Administration Statistical Yearbook for 2010 and China Statistical Yearbook for 2010. Thirty provinces were included in the rankings except Tibet for the unavailability of data. The ranking was highly accepted by officials from central and provincial drug administration agencies, which indicated the three-dimensional evaluation indicator system is feasible to assess drug administration performance at provincial level in China. 展开更多

In recent years,with the support of national policies,Cross Border E-Commerce(CBEC)has developed rapidly.This business model not only brings significant benefits to the national economy,but also has many unique challenges,especially at the level of supply chain management.Therefore,to enable CBEC enterprises to develop sustainable supply chain,this study discusses the performance evaluation model of supply chain and proposes a CBEC Supply Chain Performance Evaluation Model(CBECSC-EM)based on the Levenberg–Marquardt Backpropagation(LMBP)algorithm.This experiment constructs performance evaluation indicators for the supply chain of CBEC enterprises.On this basis,the LMBP algorithm is introduced,and improved in the experiment to make the overall performance of the evaluation model more scientific and reasonable.In the verification set,the maximum F1 values of LMBP,DEA,SBM,and BP are 98.46%,93.78%,87.29%,and 78.95%,respectively.The MAPE value of LMBP model is 0.102%,which is lower than the other three methods(0.282%,0.343%,and 0.385%)selected in the experiment.The maximum standard deviation rates of importance and operability of the evaluation indexes are 0.1346 and 0.1405,respectively,and there is a significant consistency between the expert scores.Therefore,the LMBP algorithm has broad application prospects in supply chain performance evaluation of CBEC enterprises. 展开更多

One single Key Performance Indicator (KPI) is mainly employed to evaluate equipment in most studies, neither integrating the KPIs into a completed evaluation system nor considering the impact and conflict among KPIs. In this paper, a KPI evaluation architecture is presented to define and analyze KPIs, and then a common structure for KPI to obtain the KPI set of manufacturing equipment is introduced. An available multi-KPl coordination model is proposed to discern and balance the relationship among multi-KPl. Finally, a case study is introduced to illustrate the applicability of the coordination model by using multi-objective optimization strategy and an efficient solution is obtained. 展开更多

目的:探讨从可行性、合理性及公正性的角度利用关键业绩指标法构建手术室绩效二次分配方案,体现薪酬优劳优得,多劳多得,公平透明,激励护理人员积极性,为医疗机构手术室二次绩效分配提供参考。方法:组建科室绩效分配方案小组,查阅相关文... 目的:探讨从可行性、合理性及公正性的角度利用关键业绩指标法构建手术室绩效二次分配方案,体现薪酬优劳优得,多劳多得,公平透明,激励护理人员积极性,为医疗机构手术室二次绩效分配提供参考。方法:组建科室绩效分配方案小组,查阅相关文献,结合本科室临床实际的绩效分配方案,利用关键业绩指标法构建手术室绩效二次分配方案初稿,通过焦点小组讨论,形成手术室绩效二次分配方案终稿。观察手术室绩效管理前后护理质量的满意度及手术室护理人员对新二次绩效方案的缺陷率。结果:实施绩效改革前后护理人员对绩效改革的满意度由60.9%升高到95.7%,差异有统计学意义(P<0.05);实施新绩效分配方案前后护理质量的缺陷率由13.0%降低到3.4%,差异有统计学意义(P<0.05)。结论:基于KPI手术室绩效分配方案后,手术室实施护理人员岗位绩效分配方案后可以提高护理质量、护理人员工作积极性及护理人员对绩效分配的满意度。 展开更多

目的:构建广西地区家庭医生签约服务绩效评价指标体系。方法:通过文献研究、专家访谈与论证等方法,基于“结构-过程-结果”(Structure-Process-Outcome,SPO)模型框架,初步构建广西家庭医生签约服务绩效评价指标体系并编制专家咨询问卷;... 目的:构建广西地区家庭医生签约服务绩效评价指标体系。方法:通过文献研究、专家访谈与论证等方法,基于“结构-过程-结果”(Structure-Process-Outcome,SPO)模型框架,初步构建广西家庭医生签约服务绩效评价指标体系并编制专家咨询问卷;于2022年6—11月运用德尔菲法,经两轮专家咨询对指标体系进行优化和确定,并通过层次分析法计算指标体系权重。结果:两轮咨询的专家积极系数分别为96%(24/25)和100%(24/24);专家权威系数分别为0.838、0.848;专家协调系数P值<0.01,第二轮专家协调系数W高于第一轮,专家意见趋于一致;各级指标CR均<0.1,指标权重设置比较合理和准确。最终建立包括3个指标维度、11个一级指标和48个二级指标的家庭医生签约服务绩效评价指标体系。结论:最终构建的广西地区家庭医生签约服务绩效评价指标体系,具备一定的适用性、可操作性及科学性,为西部欠发达地区家庭医生签约服务提供了科学、合理的绩效评价工具。 展开更多

目的:科学评价公立医院党业融合成效,分析医院总体表现与党业融合程度的相关关系,明确党业融合引领公立医院发展作用机制,为推动公立医院高质量发展提供理论和实践依据。方法:利用前期研究构建的党业融合评价指标体系,选取11所北京市属... 目的:科学评价公立医院党业融合成效,分析医院总体表现与党业融合程度的相关关系,明确党业融合引领公立医院发展作用机制,为推动公立医院高质量发展提供理论和实践依据。方法:利用前期研究构建的党业融合评价指标体系,选取11所北京市属医院作为样本,收集其2021年指标体系相关数据,计算每所医院党业融合加权总得分及排名,并与其2021年北京市医院管理中心市属医院绩效考核成绩排名进行Spearman相关分析,与2019-2021年医院绩效考核成绩变化进行对比,探究党业融合程度与医院绩效表现的关系。结果:11所医院2021年指标总得分排名与其绩效排名Spearman相关系数为0.6,呈高度相关,且结果具有显著性。11所医院2019-2021年排名变化与2021年党业融合程度具有较高一致性。结论:公立医院党业融合程度与医院表现高度相关,做好深度党业融合可为医院高质量发展提供坚强保障。 展开更多
