Through questionnaire survey and field interview of farmers and herdsmen,this paper studied the comfortable housing projects implemented since 2006 in Namling County of Shigatse City.Taking the comfortable housing projects in Namling County as an example,this paper elaborated the relationship between the poverty alleviation and the comfortable housing projects for farmers and herdsmen and discussed the necessities for implementing comfortable housing projects in the context of the poverty alleviation.There are some problems at the same time of social,economic and ecological benefits of implementing the comfortable housing projects for farmers and herdsmen.Finally,it came up with pertinent recommendations for strengthening and improving the construction of comfortable housing projects in Namling County. 展开更多

The disaster area of the Pishan M_S6.5 earthquake in 2015 is located in the southern margin of the Tarim Basin,where the natural condition are harsh,and the economy is extremely backward.Moreover,because of a large number of residential housing with poor seismic performance in the disaster area,the damage and economic losses are serious.Since the most disaster area is located in the piedmont overflow,with poor site conditions such as shallow groundwater level and soil foundation,the magnifying effect of ground motion has a significant impact on the damage.In conclusion,we believe that investment in antiearthquake housing projects should be increased in post disaster reconstruction.Furthermore,for the north of the disaster area,with the dense population,poor conditions like soft soil foundation and poor engineering geological conditions,we recommend that in the future construction of anti-earthquake housing projects,more attention should be paid to strengthen the foundation treatment and precaution measures. 展开更多

An Inquiry into Success Factors for Post-disaster Housing Reconstruction Projects: A Case of Kerala, South India

The 2004 Indian Ocean Tsunami triggered significant destruction to housing and related infrastructures across various coastal districts of south India.Research shows that tsunami reconstruction projects in Kerala experienced different degrees of success and failure.On this background,this study explored factors that contributed to the successful implementation of tsunami housing projects in Kerala by(1)consolidating various critical success factors(CSFs)for post-disaster reconstruction(PDR)projects under‘‘project management success traits’’through content analysis of existing literature;(2)deriving a conceptual model that envisages project success in PDR contexts;and(3)assessing the impacts of those success traits on tsunami housing projects using confirmatory factor analysis.Necessary data were gathered through a survey of various stakeholders involved in tsunami reconstruction projects in Kerala using structured questionnaires.The research revealed that PDR project success is attributed to critical dimensions of project management such as institutional mechanisms,reconstruction strategies,project implementation,and stakeholder management.A conceptual model with the interplay of project success,success traits,as well as their CSFs identified the project management actions that must be monitored during reconstruction.Since the project management approach is widely recognized for PDR projects,these success traits hold huge potential for effective organization and management of housing reconstruction projects.The study also helped to identify project management traits that need improvements for the successful implementation of post-disaster housing projects in Kerala.Thus the research findings can serve as a foundational study for formulating project management strategies appropriate to PDR projects in Kerala. 展开更多

Marginalization and invasion of architects' role on house projects: Institutional intervention inadequacy and super wicked problems

The design and construction of houses normally require an architect's input. However, architects are increasingly being marginalized in these projects, and their roles are constantly being invaded by others. Despite repeated institutional interventions toward remedying this phenomenon, signs are not abating. This article examines the complexity of this phenomenon to explain the inadequacy of institutional interventions to address the problem. This article conceptualizes the phenomenon of marginalization and role invasion as a super wicked problem with six key features. First, the problem has a difficult definition. Second, the solution involves a large structural and economic burden. Third, time is of the essence. Fourth, multiple stakeholders attempting to solve the problem are part of the cause. Fifth, institutional interventions addressing the issue are weak or ill-equipped. Sixth, institutional interventions discount the future irrationally. The implications of this conceptualization for institutional intervention and research are discussed. 展开更多
