Application of Information Technology in Institutions and Challenges of Human Resources-Case Study: Administration of the Municipality of Ferizaj

This study aims to investigate how information technology is applied in the administration of the municipality of Ferizaj and what are the challenges with human resources, the work was carried out through a case study in the municipality. This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. Also, information technology enables a better control over the activity of the municipality because every action is recorded as data which can then be used to analyze the performance of the municipality.

Spatial Disparity and Efficiency of Science and Technology Resources in China

In the knowledge economy era,science and technology(S&T) resources are getting more and more important in shaping regional competiveness and building regional innovation capacity.As such,the spatial distribution of S&T resources is a key to understanding regional development and disparities.By designing an input-output indicator system,this paper develops an evaluation model to examine the spatial distribution of S&T resources in China and assess their spatial efficiency.Moreover,the paper tries to explain spatial differences in the efficiency of S&T resources in China.Major findings are:1) the input and output of S&T resources in China shows a clear T-shaped spatial structure,i.e.,concentrated mainly in the coastal region and along the Changjiang(Yangtze) River;2) the efficiency of S&T resources in China displays strong spatial disparities,with the level of efficiency descending from the east to the west while high efficiency appearing in only several clusters;3) the utilization rates of S&T resources in most provinces are quite low,resulting in low efficiency of S&T resources allocation.The paper suggests that the utilization rate of S&T resources should be raised and the commercialization of S&T outputs should be enhanced to improve the efficiency of S&T resources in China.

Sci-tech Progress and Human Rights Development——Review of the 2022·China-Europe Seminar on Human Rights

The 2022·China-Europe Seminar on Human Rights,successfully held in Wuhan and Vienna on May 10,2022,was sponsored by the China Society for Human Rights Studies and Austria-China Friendship Association and organized by the Institute for Human Rights Law of Huazhong University of Science and Technology,the National Human Rights Education and Training Base,and Austria-China Law Association.Scholars at home and abroad conducted extensive exchanges on the conceptual guidance and practical experience of actively promoting the balanced development of scientific and technological innovation and human rights protection,and discussed the problems and countermeasures in the practice of human rights protection in in relation to the advances in science and technology.The meeting reached a consensus on respecting and protecting human rights in the era of science and technology having become a new trend and new feature in the development of human rights amidst the collision of different viewpoints and the exchange of multi-party dialogues.It also further advocated that all countries actively carry out international cooperation in the field of science and technology,so that science and technology can make greater contributions to promoting the development of human rights in the world and building a community with a shared future for human beings.

GIScience and remote sensing in natural resource and environmental research:Status quo and future perspectives

Geographic information science(GIScience)and remote sensing have long provided essential data and method-ological support for natural resource challenges and environmental problems research.With increasing advances in information technology,natural resource and environmental science research faces the dual challenges of data and computational intensiveness.Therefore,the role of remote sensing and GIScience in the fields of natural resources and environmental science in this new information era is a key concern of researchers.This study clarifies the definition and frameworks of these two disciplines and discusses their role in natural resource and environmental research.GIScience is the discipline that studies the abstract and formal expressions of the basic concepts and laws of geography,and its research framework mainly consists of geo-modeling,geo-analysis,and geo-computation.Remote sensing is a comprehensive technology that deals with the mechanisms of human ef-fects on the natural ecological environment system by observing the earth surface system.Its main areas include sensors and platforms,information processing and interpretation,and natural resource and environmental appli-cations.GIScience and remote sensing provide data and methodological support for resource and environmental science research.They play essential roles in promoting the development of resource and environmental science and other related technologies.This paper provides forecasts of ten future directions for GIScience and eight future directions for remote sensing,which aim to solve issues related to natural resources and the environment.

Local Government Asset Management:Affecting Factors and Policy Implications on Government Work Unit of Central Java Province in Indonesia

This study aims to analyze the influence of Human Resource Competence,Regulation,Information Technology,Reconciliation,and Internal Control System on Asset Management in Local Government Work Unit(abbreviated SKPD)of Central Java Provincial Government.This research is conducted because there is still record in the Final Report of Inspection by the Republic of Indonesia Audit Board(abbreviated BPK)concerning problem of asset management conducted by some SKPDs of Central Java Provincial Government,although in general the Local Government Financial Report of Central Java Province has got opinion“Reasonable Without Exception”.The data source of this research is primary data collected through interview method on asset management officers at the 48 SKPD in Central Java Provincial Government.Data analysis method used in this research is multiple regression analysis.This research finds that the Human Resource Competence,the Regulation,the Information Technology,the Reconciliation,and the Internal Control System have positive and significant effect on the Asset Management at the Local Government Work Unit of Central Java Provincial Government at level of significance 0.05.Ability to explain of the independent variables to the Asset Management variable is equal to 67.7%.

Factors Influencing the Successful Adoption of Human Resource Information System: The Content of Aqaba Special Economic Zone Authority

This study examines the key factors that have impact on the successful adoption of Human Resource Information System (HRIS) within the Aqaba Special Economic Zone Authority (ASEZA)/Jordan. In order to accomplish the purpose of the study four critical factors are inquired. So, four critical factors are inquired: First, TAM Model (Perceived Ease of Use (PEOU) and Perceived Usefulness (PU)). Second, Information Technology Infrastructure (ITI). Third, Top Management Support (TMS). Finally, Individual Experience with Computer (IEC). The research model was applied to collect data from the questionnaires answered by 45 users of HRIS as a source of primary data, based on a convenience sample the response rate was about 91%. In addition, the results were analyzed by utilizing the Statistical Package for Social Software (SPSS). Furthermore, the findings were analyzed;multiple Regression analysis indicated that all research variables have significant relationship on successful adoption of HRIS. The findings indicated IT infrastructures have a positive and significant effect on the successful adoption of HRIS. But there is no significant of PU, PEOU, TMS, and IEC on the successful adoption of HRIS. Finally, the results indicated that no significant statistical differences of demographic characteristics on HRIS adoption. Depending on the research’s findings;the researchers proposed a set of recommendations for better adoption of HRIS in SEZA.

An Empirical Study on Project Management Maturity in Human Resources

The assessment of the Project Management Maturity （PMM） level shows the company how good it is at managing projects. This measurement can be performed in different domains of expertise. In the article, the issue of PMM in the human resources （HR） area is examined. The discussion is based on a world-wide empirical research project conducted in more than 400 companies. The study was mostly focused on the machinery industry as there is a dearth of research on project management topics in this branch of the economy. Therefore, by investigating the PMM level in the HR area, a picture of the state of project management in the machinery industry will be created. For the purposes of comparison, a study was conducted on the construction （CONS） and information technology （IT） industries which, in contradistinction, are very well recognized in the scientific literature related to project management issues. This approach will help to better contextualize and understand the results from the machinery industry. The PMM level measurement was done using the author＇s model which assesses maturity on a scale of one to five, where one is the lowest and five, the highest level of maturity. The results of the study revealed that there were differences among the industries in PMM levels and between Polish and foreign companies.

The Cultivating of Engineering Human Resource Baced on AMT

This paper firstly analyzes the features and developing tendency of AMT. Then starting from studying the challenges of AMT that qualified IE specialists have to face, it systematically analyzes the problems that part of a qualified IE specialist′s education can not fit to the development of AMT, discussing some root causes of these problems. Finally, it puts forward the idea for training of qualified IE specialists that should adapt to the development of AMT.

Chinese new generation science fiction refers to the science fiction after the 1990s because of their diverse creative concepts,aesthetic values and new narrative modes.This paper summarizes the development of Chinese science fiction literature,and analyzes the utopias in Chinese new generation science fiction.The types of utopias in new generation science fiction can be divided into two aspects:temporal and spatial utopias and technological utopias.The characteristics of Chinese new generation's utopia include extraordinary Imagination,new and different ways of thinking.The functions of Chinese utopia are mainly reflected in the affirmation of ultimate values and the criticism of reality.The creation of new generations has brought new hope to Chinese science fiction literature,but in general,Chinese science fiction literature has a long way to go.

新世纪以来我国铀矿地质科技创新重要进展及展望

新世纪以来,我国铀矿地质勘查领域重大理论和技术创新成果,极大地改变了我国砂岩型、热液型铀矿的找矿思路、找矿方向,引领、支撑了系列找矿重大突破,重塑了铀矿勘查新格局。文章首先分析了我国20余年来铀矿地质科研布局的总体思路与演进方向;然后总结了铀矿重大基础地质与成矿理论研究进展,系统凝练了地质、物化探、遥感、钻探工艺、分析测试等领域的技术创新及核心勘查装备研制成果,梳理了铀资源预测评价技术研究进展及应用成效;最后,在重大基础前沿和成矿理论、先进铀矿勘查技术研发、非常规核能裂变资源勘查技术研究、数字铀矿勘查技术开发等方面提出了未来10~15年主要发展趋势和方向,指出在“双碳”目标和核能大发展对铀资源保障需求背景下,必须继续坚持并加强铀矿地质科技创新,高质量引领和推动“新区、新层位、新类型、新深度”找矿突破。

科技自立自强背景下的新型举国体制:基本内涵、适用范围与构建思路

进入新发展阶段,实现高水平科技自立自强成为中国统筹发展与安全的战略支撑和必然要求。其中,构建和完善关键核心技术攻关新型举国体制是实现科技自立自强的关键举措。本文认为,科技自立自强背景下进一步健全新型举国体制需要把握以下重点:在基本内涵上,理解新型举国体制的关键是同时抓住“举国”这个原内核和“新型”这个新内核,正确认识两个内核的关系;在适用范围上,运用新型举国体制的前提是提出需求明确、仅靠市场竞争难以突破的战略科技任务,并注意适用范围的动态演化性;在构建思路上,要围绕充分发挥国家作为重大科技创新组织者的作用,以系统化思维推进相关改革,强化中央层面的决策指挥体系,完善技术攻关组织管理体系,建立适配新型举国体制的政策体系;在推进实施上,应根据事项轻重缓急和难易程度等因素,确定当前重点。

数智时代人文社科数据资源开发利用的跃迁:从观念到行动

近年来数据资源开发利用的热潮已然在人文社科领域扩散开来,人文社科的数据资源观正在从传统的有限样本资料、“小数据”向大数据、智慧数据转变。针对当前人文社科数据资源开发利用仍然存在的“保护”“深闺”“孤岛”“同质”“展示”现象,本文构建了以主体层、内容层、保障层为核心的人文社科数据资源开发利用路径框架:主体层强调顶层规划主体、建库主体、数据用户之间的协同合作;内容层凸显逻辑维、资源维、方法维、验证维的组合路径;保障层涉及政策法规、资金项目、人才资源、文化氛围等保障措施。面向未来,人文社科数据资源开发利用需要积极打造人文社科数据资源“治理术”,在基本理念上需要从“资源基础论”向“治理能力论”转变,在具体行动上可从数据基础设施体系搭建、多学科数据资源共生共长机制构建、数据资源产权与安全有效保护、基于数据资源的服务链建构等方面着力推进。图1。参考文献15。

应用人工智能优化制造业人力资源结构的对策建议

人工智能相关技术、智能化设备和服务在高技术制造业中的广泛应用,对制造业劳动力素质提出了更高要求。为深入探讨人工智能在高技术制造业中的应用对制造业就业结构的影响,分析保持制造业劳动力资源优势所面临的挑战,开展文献分析和实地调研,认为在智能化时代下,部分就业岗位产生机器替代效应,新技能的岗位需求和用工缺口形成,劳动力市场供给进入负增长常态化阶段,同时多种产业新业态的灵活就业渠道分流了部分高素质劳动力。着眼于人工智能技术发展和应用对制造业(尤其是高技术制造业)及其从业人员的影响,基于对国内3家机构的调研与2018—2020年我国30个省份的面板数据,采用模糊集定性比较分析方法实证分析发现,产业智能化水平、劳动力受教育程度和专利投入规模是影响制造业就业结构变化的3个关键因素。为此,从提高制造业人力资源优势的视角,提出强化统筹规划、推广新兴技术、加快人才培养等多措并举,促进我国制造业就业结构优化,保持制造业人力资源优势的政策建议。

Human Resource Management:A Case Study of the Air Traffic Controller Strike in 1981

The article discusses several hemispheres of human resource management based on a typical case review. The study presents the main problems of the case from both employees and organizations; the issued problems involve compensations and benefits,restructuring,job design,and training. Based on the analysis of the case,two alternative solutions state that the potential routes for the organizations to avoid serious negative results. The study introduces a number of recommendations that can be used as a reference for other organizations to avoid similar risks.
