Human rights are not isolated; rather, they are human rights situated in the soci- ety, the network interwoven with economy, politics, society, culture and so on, and human rights protection has to depend upon certain interior and exterior environments and institutional arrangement. As early as in 1948, the Universal Declaration of Human Rights has pointed out, ＂Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.＂ The realization of human rights not only involves the claim to rights themselves,

Building a Sustainable Environment for Human Rights Development; Earnestly Respecting and Ensuring Human Rights

Constructing an environ- ment for human rights development is a large, comprehensive project as well asa long and arduous mission. Although constructing an environment for human rights development was not mentioned much in the past, in actuality it began early and achieved sustained progress. It is a gradual process that is also a prerequisite for earnestly respecting and ensuring human rights. There are five dimensions to building a sustainable environment for human rights development.

Construction of Environment for Sustainable Human Rights Development

Today, we are gathered to welcome the opening of the Sixth Beijing Forum on Human Rights, which is co-sponsored by the China Society for Human Rights Studies and the China Foundation for Human Rights Development. Undoubtedly it is of positive significance that human rights experts and scholars in the international human rights field from many countries in the world have assembled together in this golden season to plan human rights develop- ment. On behalf of the State Council Information Office of China, I wouldlike to express warm congratulations to the opening of this forum, and sincere welcome to friends in atten- dance.

Uncovering the coupling effect with energy-related carbon emissions and human development variety in Chinese provinces

Lessening energy-related carbon emissions has become a crucial measure to achieve Chinese carbon neutrality.This study is the first to construct a Difference in Carbon pressures-adjusted Human Development Index(DCHDI)model for the purpose of exploring the coupling effect between carbon emissions and human development variety from 2000 to 2019 in Chinese provinces.We demonstrate the following.(1)The total energy-related carbon footprint of 30 provinces in China reached 10.2 billion tons in 2019,with an average annual growth rate of 6.93% over the past two decades;and the provinces with the highest carbon emissions per capita are InnerMongolia,Ningxia,and Shanxi.(2)At the provincial level,we observed that the Human Development Index(HDI),which includes life expectancy,education,and income,has been rising,while Beijing,Shanghai,and Tianjin entered the super-high HDI level before 2008.(3)The entire coupling effect of 30 Chinese provinces has been broadly fortified in the last 20 years,but the growth rate of DCHDI values in 2011-2019 has slowed down compared with that in 2000-2010;the clustering phenomenon demonstrated that this discovery is associated with historical peaks in total carbon emissions.(4)The co-ordination degree of carbon emissions per capita and HDI was verified,and 96% of the data points were found in the range of super high coupling coordination degree.Overall,this study provides the government with worthwhile guidance for decision-making and carbon reduction strategies for other countries struggling to advance human sustainable development.

Research on the Regional Ecological Environment Evaluation and Application under the Influence of the Severe Earthquake Disaster

To conduct the ecological restoration and reconstruction of disaster areas after the severe earthquake, such as Wenchuan Earthquake and Lushan Earthquake, this article uses region al ecological environment evaluation and ecological footprint to construct a quantitative analysis model on the basis of ecololgical environment indexes in Mianzhu City. Through this model, resource status of the regional environment in Mianzhu is analyzed, as well as the ecological capacity and the ecological security. Based on the evaluation and analysis, this paper provides multi-path development strategies of ecological restoration and sustainable development of human settlements after the earthquake.
