Building International Consensus and Working Together to Advance the Development of the Global Human Rights Cause—Summary of Academic Views at the Forum on Global Human Rights Governance

On June 14-15,2023,the Forum on Global Human Rights Governance,jointly hosted by the State Council Information Office,the Ministry of Foreign Affairs,and the China International Development Cooperation Agency,was held in Beijing under the theme of“Equality,Cooperation and Development:The 30th Anniversary of the Vienna Declaration and Programme of Action and Global Human Rights Governance.”Participants conducted in-depth discussions and exchanges on topics such as“International Cooperation and Global Human Rights Governance,”“Global Development Initiative and the Realization of the Right to Development”,“Global Security Initiative and Human Rights Protection,”“UN Human Rights Mechanisms and Global Human Rights Governance,”and“Human Rights Protection in the Digital Age.”The event helped build international consensus and yielded fruitful achievements.

Human Rights and Development:China's Contributions Based on a Larger Concept of Human Rights

The Western liberal view of global governance can no longer effectively address the challenges facing the world today or respond to the demands of developing countries in the fields of human rights and development.Meanwhile,the United Nations human rights and development agenda also has its limitations.Against such a backdrop,China's path of human rights development has avoided the trap of human rights confrontation and the clash of civilizations.It has set an example of complementarity and positive interaction between human rights and development by unifying collective human rights with individual human rights and integrating the universality and particularity of human rights.Xi Jinping,general secretary of the Communist Party of China(CPC)Central Committee,delivered a speech at the 37th group study session of the Political Bureau of the CPC Central Committee on China's Path of Human Rights Development.This elevated China's human rights development to a new historical height.Practice has proved that China's concept and path of human rights in the new era have not only effectively promoted the development of its human rights cause,but also contributed Chinese wisdom to the global cause of human rights and development with a larger concept of human rights.Under the framework of the concept of building a community with a shared future for mankind,the Belt and Road Initiative,and the Global Development Initiative,China has contributed to enhancing the discourse power of developing countries in human rights and building a fairer,more just,more reasonable and more inclusive system for global human rights governance.

Revisiting the Spirit of the UDHR and Discussing Human Rights Development——Summary of Views from the Seminar Commemorating the 75th Anniversary of the Universal Declaration of Human Rights

On December 4,2023,the China Society for Human Rights Studies hosted a seminar in Beijing commemorating the 75^(th) Anniversary of the Universal Declaration of Human Rights.Participants discussed topics such as the significance of the Universal Declaration of Human Rights,China’s theories and practices in respecting and safeguarding human rights,the three global initiatives and global human rights governance,human rights protection in the digital age,and telling Chinese stories of human rights in the new era.The discussions led to a broad consensus and achieved positive results.

Putting People First and Global Human Rights Governance--A Summary of Academic Viewpoints of“2021 South-South Human Rights Forum”

On December 8, 2021, China’s State Council Information office(SCIo) and Ministry of Foreign Affairs co-hosted the “2021 South-South Human Rights Forum” in Beijing. The forum is themed on “putting people First and Global Human Rights Governance”. Four sub-themes, namely, “Building a Global Community of Health for All and protecting Human Rights”, “Anti-poverty Ffforts and Realization of the Right to Development”, “Multilateralism and Global Human Rights Governance”, and “The Role of Developing Countries in Global Human Rights Governance”, were discussed by delegates from more than 100 countries and international organizations. Within the framework of the theme of the forum, the delegates fully discussed on how to better respect and protect human rights, advance equal cooperation, share development outcomes, seek common and sustainable development, maintain fairness and justice in the international community, and improve the basic experience of the protection of human rights, and so on. As an important platform for the exchanges and cooperation of developing countries in human rights, the South-South Human Rights Forum has effectively promoted mutual understanding, inclusiveness and mutual learning on human rights governance.

The Contribution, Experience and Risk Control of Social Organizations’ Participation in Global Human Rights Governance

As the"third sector",social organizations are increasingly involved in human rights affairs in the era of governance through cooperation.They play an important role in the construction of a human rights community with the core of"common human values",and together with the government and other relevant subjects,they become the guarantors of human rights.By sorting out the main contributions of social organizations and successful experiences participating in human rights governance,it can be seen that they timely support relevant policies and laws and the participation through certain modes are successful experiences of social organizations in participating in human rights governance.Under the guarantee of the mechanism of effectiveness and risk control along the whole chain before,during and after the process,these contributions and experience will provide better Chinese experience and Chinese programs to promote global human rights governance and the progress of human rights cause in the world.

China's Contributions to South-South Human Rights Governance: Concept and Practice——In the Vision of Global Human Rights Governance

Currently, human rights governance in Global South countries faces non-traditional human rights challenges in addition to the traditional ones. The view of human rights governance dominated by Western liberalism is already overstretched when facing the human rights governance dilemma of the less-developed countries. The proposal to build a community with a shared future for mankind as well as The Belt and Road have contributed new Chinese wisdom and action plans for South-South cooperation and global governance rights both theoretically and practically, which has important significance for easing the predicament of the human rights protection in the Global South.

Global Human Rights Governance in the United Nations Arena:China's Participation and Contribution

This paper expounds how China participates in and contributes to global human rights governance from the perspective of its participation in United Nations’ human rights affairs. For more than 70 years since the United Nations was founded, it has done a good deal of work in establishing the principles and standards for human rights, developing the connotation of human rights, setting up the international human rights treaty system, and reforming the specialized United Nations’ body on human rights, and so on. Since the United Nations was founded, China has been an active participant in and made important contributions to global human rights governance under the framework of the United Nations’ human rights conventions. It has contributed to the establishment of the principles and standards for human rights and the connotations of human rights. It has also actively joined international human rights treaties and conscientiously fulfilled its obligations.

The 2022·China-Europe Seminar on Human Rights,successfully held in Wuhan and Vienna on May 10,2022,was sponsored by the China Society for Human Rights Studies and Austria-China Friendship Association and organized by the Institute for Human Rights Law of Huazhong University of Science and Technology,the National Human Rights Education and Training Base,and Austria-China Law Association.Scholars at home and abroad conducted extensive exchanges on the conceptual guidance and practical experience of actively promoting the balanced development of scientific and technological innovation and human rights protection,and discussed the problems and countermeasures in the practice of human rights protection in in relation to the advances in science and technology.The meeting reached a consensus on respecting and protecting human rights in the era of science and technology having become a new trend and new feature in the development of human rights amidst the collision of different viewpoints and the exchange of multi-party dialogues.It also further advocated that all countries actively carry out international cooperation in the field of science and technology,so that science and technology can make greater contributions to promoting the development of human rights in the world and building a community with a shared future for human beings.

A Summary of the Seminar on “Construction of China's Human Rights Discourse System in the New Era”

A seminar on Construction of China’s human Rights discourse System in the new era was held in Central South University(CSU) on April 12, 2018. The event was sponsored by the China Society for human Rights Studies and the Publicity department of the hunan Provincial Committee of the Communist Party of China, and hosted by the CSU Research Center for human Rights and the CSU School of law. nearly 70 experts and scholars in law, international relations, and communication from institutes of higher learning, research institutions, and practical work departments from around the country shared their opinions on three topics: Cultivation of a Chinese human Rights discourse System in the new era, Communication of the Chinese human Rights discourse in the new era, and Chinese human Rights discourse and International human Rights Governance in the new era. They conducted an in-depth discussion on enhancing human rights self-confidence, grasping the characteristics of the new era and the general development trend, consolidating consensus between domestic and overseas human rights discourses, and effectively carrying out international human rights exchanges. Fully reflecting the in-depth thinking and insights of attending experts and scholars on the matter, the seminar effectively promoted the development of research on Construction of China’s human rights discourse system in the new era.

Human Rights Training for Central Government Officials

More than 50 officials from central government departments attended a human rights training class held in Nanchang,Jiangxi Province, on May 29-June 2. The class was sponsored by the State Council Information Office, during which the trainees attended lectures given on China＇s human rights concepts and the current human rights conditions in the country, human rights theories and international human rights instruments and protection of human rights under the rule of law.
