Human beings are the mainstay and the ultimate goal of civilization.The history of human civilization is a continuous struggle to realize the respect,liberation,protection,and development of humanity.Human rights are an achievement of humanity and a symbol of progress,and the human rights civilization is an important component of human civilization.Understanding and interpreting human rights from the perspective of human rights civilization means that human rights are not only a concept or an idea but also a grand historical and long-term social practice.Up to now,the development of human rights civilization has roughly experienced four awakening eras:initialization,revolution,popularization,and globalization.In terms of its value dimensions,it has the characteristics of progressiveness,diversity,commonality,inclusiveness,indivisibility,openness,and so on.The historical position of human rights civilization and the development of its value dimensions have shown to the world that human rights are the common wealth of humanity,and human rights belong to all mankind;human rights are historical,concrete,and developmental;the concept of human rights is constantly evolving,and its connotations and categories are constantly expanding;achieving the free and well-rounded development of every person is the highest value realm of human rights civilization.The Chinese modernization endows Chinese civilization with modern strength and opens up new horizons for human rights civilization.The new pattern of human rights civilization to be created by Chinese modernization not only possesses the common characteristics of human rights civilization but also enjoys Chinese characteristics based on its own national conditions,enriching and developing the diversity of human rights civilization for all mankind.

Adaptive image enhancement algorithm based on fuzzy entropy and human visual characteristics

To overcome the shortcomings of the Lee image enhancement algorithm and its improvement based on the logarithmic image processing(LIP) model, this paper proposes what we believe to be an effective image enhancement algorithm. This algorithm introduces fuzzy entropy, makes full use of neighborhood information, fuzzy information and human visual characteristics.To enhance an image, this paper first carries out the reasonable fuzzy-3 partition of its histogram into the dark region, intermediate region and bright region. It then extracts the statistical characteristics of the three regions and adaptively selects the parameter αaccording to the statistical characteristics of the image’s gray-scale values. It also adds a useful nonlinear transform, thus increasing the ubiquity of the algorithm. Finally, the causes for the gray-scale value overcorrection that occurs in the traditional image enhancement algorithms are analyzed and their solutions are proposed.The simulation results show that our image enhancement algorithm can effectively suppress the noise of an image, enhance its contrast and visual effect, sharpen its edge and adjust its dynamic range.

A STUDY OF THE BIOLOGICAL CHARACTERISTICS OF HUMAN HEPATOMA XENOGRAFTS IN NUDE MICE AFTER IRRADIATION

Cell growth kinetics and changes in AFP in nude mice with human hepatoma xenografts were evaluated using the flow cytometry method. After receiving 10 Gy of radiation, the mice showed a marked delay in tumor growth; approximately 1 Gy of radiation caused a tumor growth delay of one day. Irradiation altered various phases of the cell cycle. An acute and temporary block of G2 cells was characteristic; FCM measurements demonstrated that about 58% of cells were blocked in the G2 phase and this blocking effect lasted 90 hours after an irradiation of 10 Gy. This indicated that human hepatoma xenografts in nude mice were quite sensitive to irradiation. It was also noted that the AFP decreased for 96 hours after irradiation. Changes in G2 cells after irradiation may be closely related to changes in AFP.

A FINE GRANULAR JOINT SOURCE CHANNEL CODING METHOD

An improved FGS (Fine Granular Scalability) coding method is proposed in this letter, which is based on human visual characteristics. This method adjusts FGS coding frame rate according to the evaluation of video sequences so as to improve the coding efficiency and subject perceived quality of reconstructed images. Finally, a fine granular joint source channel coding is proposed based on the source coding method, which not only utilizes the network resources efficiently, but guarantees the reliable transmission of video information.

Dedicated to the independence and prosperity of the country and the happiness of the people,the Communist Party of China has continuously enriched and developed the human rights system with Chinese characteristics during a century of arduous efforts.The right to subsistence,as the primary basic human right,is expressed from dual dimensions:the international dimension and the domestic dimension.However,the current Chinese human rights discourse hasn’t paid enough attention to the international dimension of the right to subsistence,and its content at the domestic dimension needs further clarification.This not only makes it difficult to provide a sound theoretical basis and development direction for the practices of the right to subsistence but also directly affects the integrity of the human rights system with Chinese characteristics,which is not conducive to using our human rights discourse to disseminate China’s achievements and gain international recognition.Therefore,it is vital to further improve the theory construction of the dual dimensions of the right to subsistence in the human rights system with Chinese characteristics.With the country as the main form and carrier,the international dimension of the right to subsistence originates from the people’s demands emerging from the domestic level and ending at the international level.It aims to be able to stand in the international community with dignity and possess good conditions and environments at home and abroad for the people to exercise and protect their rights.The domestic dimension of the right to subsistence centers on each individual,takes development as the measurement of human rights,and looks at the initial stage of the development axis.The progress from the domestic dimension of the right to subsistence to the right to development is achieved by satisfying the underlying needs for people’s subsistence.This also reflects the progressive deepening of emerging from the inside,responding from the outside,and then moving from the outside to the inside.

A HIGH SPEED ADAPTIVE FRACTAL IMAGE CODING ALGORITHM USING FLEXIBLE CLASSIFICATION TECHNIQUE

Traditionally, fractal image compression suffers from lengthy encoding time in measure ofhours. In this paper, combined with characteristlcs of human visual system, a flexible classification technique is proposed. This yields a corresponding adaptive algorithm which can cut down the encoding timeinto second's magnitude. Experiment results suggest that the algorithm can balance the overall encodingperformance efficiently, that is, with a higher speed and a better PSNR gain.

Towards an Organizational Change Management by an Expert System

Organizations undergoing significant changes. This requires careful management. We use human resource management practices in organizational change management. Indeed, jobs change and influence the performance of the company. Human characteristics （such as attitudes, competences, etc.） influence the performance of organization. We will consider these characteristics as variables that contribute first to the explanation of the change success and second to estimate the change effort required when assigning a role to an operator. The practice of the same human task by several people allows the collection of training examples related to this task. In the general aim of building an expert system in managing organizational change, we are interested in this paper to supervised learning of these training examples. The ultimate goal is to have a feedback and decision support in organizational change management and to design an expert system about this topic.

A train collision accident will cause many casualties,so the passive safety protection of the train occupants is very important.The purpose of this article is to obtain recommendations on the research directions of train passenger safety by comparing the passive safety protection of passengers in the fields of automobiles and trains.First,we analyse the collision standards and regulations of automobiles and trains and summarize the content related to the passive safety protection of occupants.Then,based on an extensive literature review,the development status of passive safety protection for automobiles and trains is analysed from three aspects:interior,human characteristics and passenger posture.Finally,some conclusions and recommendations on passive safety protection of train passengers are put forward.The protection method provided by automobile interiors is mainly restraints,while in trains it is mainly separation.For human characteristics,in addition to male and female,the elderly,obese and children are also studied in the automobile.As for posture,the automobile mainly focuses on the posture in reality and future automated vehicles,while in train,there is more research on lateral passengers and standing passengers.Although the protection of automobiles and trains is different,for the passive safety protection of train passengers,the design of automobile interiors can be used for reference to reduce passenger injuries.In addition,human characteristics and posture have a great impact on passenger injury,which should be considered in the passive safety protection of trains.
