The Upper Lillooet River Hydroelectric Project (ULHP) is a run-of-river power generation scheme located near Pemberton, British Columbia, Canada, consisting of two separate hydroelectric facilities (HEFs) with a c...The Upper Lillooet River Hydroelectric Project (ULHP) is a run-of-river power generation scheme located near Pemberton, British Columbia, Canada, consisting of two separate hydroelectric facilities (HEFs) with a combined capacity of 106.7 MW. These HEFs are owned by the Upper Lillooet River Power Limited Partnership and the Boulder Creek Power Limited Partnership, and civil and tunnel construction was completed by CRT-ebc. The Upper Lillooet River HEF includes the excavation ofa 6 m wide by 5.5 m high and approximately 2500 m long tunnel along the Upper Lillooet River Valley. The project is in a moun- tainous area; severe restrictions imposed by weather conditions and the presence of sensitive wildlife species constrained the site operations in order to limit environmental impacts. The site is adjacent to the Mount Meager Volcanic Complex, the most recently active volcano in Western Canada. Tunneling conditions were very challenging, including a section through deposits associated with the most recent eruption from Mount Meager Volcanic Complex (-2360 years before the present). This tunnel section included welded breccia and unconsolidated deposits composed of loose pumice, organics (that represent an old forest floor), and till, before entering the underlying tonalite bedrock. The construction of this section of the tunnel required cover grouting, umbrella support, and excavation with a combination of road header, hydraulic hammer, and drilling-and-blasting method. This paper provides an overview of the project, a summary of the key design and construction schedule challenges, and a description of the successful excavation of the tunnel through deposits associated with the recent volcanic activity.展开更多

A novel rapid prototyping and manufacturing (RP&M) technique is brought forward. The principle of the process is to form layered sections and to make the prototype or part layer by layer by deflection projection of electric charged powder granules passing through electric or magnetic field and by controllable line and field scan of the powder granule beam. In Mexico, the EIA and environmental standards are being systematically applied and fulfilled at planning and construction stages for hydropower projects. These are mainly related to control air emissions, solid and hazardous wastes, water discharges and deal with protected species. In addition, due to land use changes, forestry compensation procedures have already been established. To comply with project approval conditions, an Environmental Management Plan (EMP) is carried out during construction;it includes mitigation measures, standards, regulations and approval conditions resulting of project review and in some cases requests from the public audience. Monitoring is carried out in the area of influence that is in the works and where it is expected that natural processes are modified. However, indicators to track these changes are minimal. This paper analyzes the regulatory and organizational frameworks to address environmental management during the planning and construction of hydropower facilities in Mexico and gives recommendations to expand the scope of the supervision and management of ecosystem changes.展开更多

However, by 2020, prod...The low electricity supply rate is a major cause of underdevelopment in Cameroon. To address this issue, Cameroon outlined a strategy in 2003 aiming for a production capacity of 3000 MW by 2020. However, by 2020, production had only reached 1040 MW, leading Cameroon to devise a new national energy sector development strategy targeting 5000 MW by 2035. This paper provides an overview of the current state of energy production and projects future output by 2035. Scientific articles and investigative reports on energy production in Cameroon have enabled an assessment of the current electrical energy production. The 2035 production estimate is based on the Energy Sector Development Projects (PDSEN) report in Cameroon. The current production is estimated at around 1600 MW. Considering the ongoing construction of power plants, future projects, and financing delays, achieving the 5000 MW goal by 2035 appears challenging. Nonetheless, diversifying energy production sources could bring Cameroon closer to this target.展开更多

Regulatory framework ought to be adapted to support technical particularities of these new generation arranges. This paper presents an assessment of the main requirements to be met by Market Design to enable hybrid power plants by means of assertive market incentives. Assessing regulatory adjustments promoted in Australia, United States, India, China, and Brazil, emphasizing the latter one, the authors presents a case study by applying specific computational simulation and optimization model to a hybrid Hydro-Solar plant, that supports the findings for the necessary evolution needed in the national regulatory framework in order to enable hybrid projects. The evaluation of international experiences indicates that the insertion of hybrid projects is associated with the design of the market they belong to and demand regulatory adjustments so that their attributes can be properly valued for the benefit of all stakeholders, especially for the electricity consumer.展开更多

And for the simple reaction turbine water turbine to spin faster under constant water head, its diameter should be smaller. This paper reports on a performance analysis based on the experimental data collected from different performance tests carried on two simple reaction water turbine prototypes. Two new designs of simple reaction water turbines and their manufacturing methods are reported. The two turbines under investigation have different rotor diameters Φ 0.243 m and Φ 0.122 m. In case of the simple reaction water turbine the water enters into the turbine axially and exits tangentially through nozzles located on the outer periphery of the turbine. Further this paper will discuss the performance characteristics of stationary turbine i.e. zero power produced and performance characteristics of turbine producing power. It was found that rotor diameter affects the maximum rotational speed of the simple reaction turbine for constant supply head. It was also found that faster the turbine spins its performance improves. The two turbines were tested between supply head range of 1 m to 4 m.展开更多

The purpose of this study is to estimate the monetary value of the main environmental and external costs of Yali Hydropower Plant (YHPP) and to incorporate them into the financial viability indices of the plant, namel...The purpose of this study is to estimate the monetary value of the main environmental and external costs of Yali Hydropower Plant (YHPP) and to incorporate them into the financial viability indices of the plant, namely its net present value and electricity price. The results were found that if the electricity price is kept at its original level of 5.2 US cents/kWh to cover direct costs only, the net present value of the plant would be reduced to about 27% by incorporating environmental and external costs. Alternatively, the electricity price would have to be increased to 5.68 US cents/kWh in order to cover the full costs of YHPP and to maintain the original net present value. The main policy recommendations are: Government regulations should require that the financial analysis and appraisal of all future electricity sources include the full cost of these schemes, including not only direct costs but also environmental and external costs related to preventing or mitigating the environmental impact caused by them. An appropriate financial mechanism should be established to allocate the revenue from full cost electricity pricing to a fund to cover the environmental protection and compensation costs.展开更多
