Research on the Evaluation System of Community Daycare Center Planning and Implementation from the Perspective of Subject-Object Relationships

Through literature review,we found that evaluations of urban planning implementation often focus narrowly on either the subject(stakeholders)or the object(projects),while micro-level aspects such as site selection and construction are primarily considered within the context of planning implementation.There is insufficient research on the evaluation of implementation.Community daycare centers play a crucial role in the community home care model,yet there is relatively little research on their usage efficiency,satisfaction levels,and spatial evaluation of planning implementation.Based on the theoretical understanding of the human environment,including the subject,object,and their interactions,an evaluation system for the planning and implementation of community day care centers was constructed,incorporating subjective evaluation,objective evaluation,and comparative analysis.

The South China Sea Monsoon Experiment(SCSMEX) Implementation Plan

The South China Sea monsoon is not only a main component of Asian monsoon system, but also plays an important role in the weather and climate over the surrounding areas and the globe. However, because of the insufficient observation data, it is self evident that the large-scale field experiment over SCS is very important to deepen understanding East Asian monsoon. In this paper, the composite experiment, modelling and data assimilation, especially the atmospheric observation, oceanic observation, air-sea interface observational network as well as satellite observation are introduced in detail.

Safeguard Measures for Implementation of New Round of Land Consolidation Planning

We conduct a comprehensive analysis of the current situation of security system for implementation of China's land consolidation planning. The prominent problems in the process of implementing safeguard measures for planning are summarized as follows: the guiding ideology for planning formulation is imperfect; the legal basis is weak, and administrative means are not sound; the economic security mechanism is not brought into full play, and the social security measures still need to be further deepened; the technical safeguard measures are short. From laws and regulations, administrative management, economic security, social supervision, technology management and other aspects, we establish the scientific security system for implementation of land consolidation planning; put forth the recommendations for guaranteeing the implementation of planning in China.

Effective Implementation of Urban Planning

We analyze the factors that affect the efficiency and function of city planning in practical implementation, especially those of detailed planning. Two key principles and three strategies for plan to reach effective implementation are discussed so that the inflexibility and non-effectiveness of plans can be lessened.

Exploring the Implementation of Individual Care Plans in Relation to Characteristics of Staff

The aim was to explore the implementation of individual care plans in municipal elderly care in relation to characteristics of staff. Data regarding characteristics of staff were derived through a questionnaire distributed to all staff working in the care for older people, (N = 908, n = 245) in four municipalities in Sweden. The number of care plans established during a one-year period was collected through a contact person in each municipality. In total 47 individual care plans were established during the study year. Significantly more staff in the municipality that had the most number of established individual care plans agreed that there had been sufficient education (p = 0.017), sufficient time (p = 0.002) and routines established regarding individual care plans (p = 0.014) and had a significantly better job satisfaction (p = 0.001), compared to staff in the other municipalities. Implementation leaders may need to take the working conditions and the perception of available resources among staff into consideration in the on-going process of implementing individual care plans.

Study On Safeguard Measures for Implementing Overall Planning of Land Use

Based on minutely analysing the main problems existing in safeguard measures for implementing a new round of overall planning of land use,this paper constructs implementation security system of overall planning of land use,and puts forward the principles and basis of formulating safeguard measures for implementing overall planning of land use.Finally,this paper establishes the content system of safeguard measures:effectively strengthen social supervision;strengthen administrative management of land use planning;strengthen economic management of land use planning;reinforce the legal status of planning;establish incentive and constraint mechanism for reinforcing implementation;improve support system of planning.

《乡村教师支持计划》政策的实施成效与完善之策

《乡村教师支持计划》实施以来,全国各地政府高度重视,根据国家颁布的政策、结合本地实际情况,制订了地方乡村教师支持计划政策。该政策实施后产生了一定的积极作用,有效解决了乡村学校教师数量短缺问题,提高了乡村教师的留任意愿,促进了城乡教师交流,提升了乡村教师培训效果,提升了乡村教师队伍的整体素质和教学能力,进一步完善了乡村教师队伍建设保障机制,形成了一支结构合理、具有较高业务水平的乡村教师队伍,有效提升了乡村义务教育质量,促进了城乡义务教育均衡发展。尽管《支持计划》政策取得了很大成效,但还存在政策文本缺乏科学合理性、政策制度体系不完善、政策监管机制不健全等问题,需要进一步完善《支持计划》政策,建立健全相关制度和督查机制等,以确保《支持计划》政策实施的有效性。

高校二级学院发展规划实施困境及其应对策略——以L大学33个学院为例

二级学院作为大学的基层组织单位和重要办学主体,其规划实施成效直接影响着高校事业发展。本文通过实证分析,总结学院发展规划实施中存在的战略目标指向性与任务分解实操性相冲突、目标长期性与绩效追求短效性相冲突、管理体系自上而下与学术体系自下而上的组织文化相冲突、办院自主性与资源分配依赖性相冲突等现实困境,提出明确任务分工、实施过程监督和弹性考核、营造文化氛围、提升治理能力等应对策略,以期为推动学院发展规划落实落地提供借鉴。

在国家五级三类国土空间规划体系下,保障“一张蓝图干到底”,推动规划有序实施,成为详细规划改革的重要方向之一。本文立足优化营商环境需求、规划系统改革要求和新时代城市发展诉求,系统梳理北京市创新提出的将规划综合实施方案作为详细规划新类别的背景情况,深度阐述其依托平台统筹机制、指导规划实施的核心作用,以及实施导向下“多规合一”的技术重点。进而以丽泽金融商务区规划综合实施方案为例,详细说明“决策双平台”高效组织编制与实施的工作机制,以及通过“空间+政策”实现全域、全周期精细治理的规划内容,为深化国土空间规划体系改革,保障规划实施不走样提供新的思路与方向。

Research on Overall Planning and Implementation Evaluation of Land Use of Xinjiang Production and Construction Corps Agriculture-seven Division

Based on methods for evaluating the overall planning and implementation of land use of domestic scholars, a comprehensive and highly-operable index system and evaluating method for land use planning multi-type implementation has been established through selecting multi-type evaluating indicators and applied to the last-round overall planning of land use in Xinjiang Production and Construction Corps Agriculture-seven Division. The obtained comprehensive score was 86.40, indicating that land use overall planning has been excellently coordinated with land, society, economy as well as ecology and has exerted outstanding effect with the rank as "good". The evaluation results are in accordance with actual conditions, which displays that the established multi-type implementation evaluating system of land use overall planning is reasonable with scientific evaluating methods and can be the reference for evaluation of land use overall planning in other regiments and companies of Xinjiang Production and Construction Corps.

高密度建成区污水治理提升规划与实施体系研究

污水处理提质增效是存量规划背景下城市更新的重要内容,是改善城市人居生态环境的有效路径。结合城市可持续发展、高质量发展的新要求,以厦门市思明区为研究对象,提出了排水现状排查和数字化的技术方法,探索总结了高密度建成区“溯源排查、正本清源、排水管理进小区”污水治理提升规划模式。借助“多规合一”的国土空间规划体系,针对性地提出技术标准、实施细则和政策规章等配套措施,建立了污水治理系统“智慧型”信息管理平台,构建了完善的规划实施体系,有效统筹了高密度建成区污水治理的“规划、建设、管理”三大环节,为新时期推动污水治理体系和治理能力现代化提供新思路。

高校大学生PDP标量体系研究——英国经验的启示

随着高等教育的演变由精英化到大众化再到普及化,社会对高等教育的质量和责任提出更高的要求。高等院校如何对接社会需求,教育与教学过程学生能力的开发和培养问题值得关注。英国教育学者最先关注大学生能力开发,并探索开启学生主动学习与思索意识,挖掘成长的潜能,开发适应社会工作能力的教育开发模式,形成较有影响的教育理论探索与教育实践融合的就业能力模式。该研究对检索的2005—2023年134篇相关文献以及英国高等教育机构的实施方案进行分析,对大学生个人发展规划的概念、理论基础和具体实施案例进行梳理,进而在借鉴英国经验的基础上提供改进我国高等教育的启示。

大学生民法典教育的有效策略研究

高校开展大学生民法典教育目标应当是理解和掌握习近平法治思想,认同和践行社会主义核心价值观,领会和弘扬社会主义道德,培养和提升法治素养。通过问卷调查,从“民法典的认知、民法典的崇尚、民法典的用法”等三个维度了解大学生对民法典的认知现状。在明晰教育目标、把握学情的基础上,构建民法典教育的有效路径有:秉持“政治性、价值性和法治性统一”的教育原则;注重“一个聚焦”与“三个阐释好”的教育内容;充分发挥学校教育的主导作用。

广州国土空间总体规划—详细规划传导路径的优化思考

梳理广州不同阶段总体规划—详细规划传导体系的演变,结合国土空间规划改革实践,认为规划传导体系需适应超大城市治理逻辑,从技术与行政闭合、保护与开发并进、规划与规则关联、精准与灵活协同的视角出发,着重优化5类管控要素的传导路径:一是指标传导,需加强不同空间尺度的指标转译工作,注重指标传导与实施监测过程的协同;二是公益性要素传导,宜以“定界”“定位”“定量”“定标准”的多元方式,区分控制线和设施等要素刚性管控的层次性;三是空间战略传导,应推进补充性文件制定,深化核心战略资源的空间细化与管控要求等;四是主导功能传导,建议加快用途清单和政策清单制定,保障“主体功能分区—一级规划分区—二级规划分区—用地用海分类”用途传导的一致性;五是空间容量传导,应重视“人—地—房”承载力的协同传导,提升空间容量传导的科学性。

随着国土空间规划由编制审批迈入实施监督阶段,探索构建其规划实施监督机制具有重大现实意义。本研究立足于对以往空间类规划实施监督机制经验总结和梳理新的形势要求上,总结提出了当前国土空间规划实施监督机制构建面临的3大关键问题。在此基础上,以整体性治理作为理论视角,进一步阐述国土空间规划实施监督机制内涵,从“治理主体、组织结构、技术工具”3个维度提出策略框架,为系统推进国土空间规划实施监督机制厘清行动路径,以期为各地在构建国土空间规划实施监督体系的过程中提供基准框架和理论启示。

流域国土空间规划实施保障机制研究——以长江经济带为例

流域国土空间规划在国土空间规划体系中的地位特殊,规划实施的相应保障政策机制尚未系统化。文章以长江经济带为例,梳理了国土空间规划实施保障机制的体系与内容,搭建流域国土空间规划实施保障体系框架。长江经济带国土空间规划实施保障机制存在规划实施主体与责任不明确、规划实施传导体系欠缺和国土空间实施用途管制未形成常态化制度等问题。因此,流域国土空间规划须要采取明确规划实施主体与责任、健全规划全生命周期管理制度和严格重点区域空间管控等相关策略以保障规划实施,完善全国流域国土空间规划体系,提升规划实施的管理效能。
