A model of fuzzy comprehensive evaluation for water saving irrigation system (WSIS) decision making is proposed based on establishing an index system affected by six kinds of basic factors including qualitative and quantitative indexes. The object function of WSIS is set up by using the concept of fuzzy membership degree, it is to transform characteristic vector matrix into unify membership matrix and extending the least square method to the least of weighted distance square. The optimum weighted membership degree and the inferior weighted membership degree are used to solve the object function. This method effective solves the problem of classify for fuzzy attributive indexes and the problem of optimum for the set of different attributive indexes. A case study shows that the fuzzy comprehensive evaluation model is reasonable and effective in decision making for water saving irrigation system planning. 展开更多

With the rapid economic development, problems of environmental protection appear, and the sustainable develop- ment strategy attracts more and more attention of academia and government. However, because sustainable develop- ment is a complicated and dynamic process, there is no unified index system to evaluate it at present. Based on the theories on cities and sustainable development and certain principles and guidelines, this paper filters sustainable development index, quantizes some key indexes, designs the index system made up of economy, society, environment and resources and system harmony, and comprehensively evaluates the status quo of the sustainable development of a certain area. 展开更多

It is an effective way in realizing urban coordinated and sustainable development to establish a series of in- dicators and to evaluate urban environmental and socioeconomic development. According to the characteristics of Harbin City in Northeast China, an indicator system including five subsystems and 37 indicators was established for comprehensive evaluation on urban sustainable development. The development indexes of all urban subsystems and complex system were calculated quantitatively using the comprehensively integrated methods composed of Principle Component Analysis, Analytic Hierarchy Process and weighed index method, and then the comprehensive level of ur- ban sustainable development and the degree of urban interior coordination were analyzed. The results indicated that 1) the overall urban development presented an uptrend, however, the interior development was not well balanced from 1996 to 2006; 2) the development in each subsystem presented a strong fluctuation; and 3) the development in re- sources subsystem showed a downtrend. Based on those results, the suggestions of urban sustainable development were put forward at the end. 展开更多

Planted forests play an important role in soil and water conservation, food source, timber supply and energy security, but there are still many problems waiting for immediate resolution. Based on the current development status of planted forest in China, the paper made an comprehensive analysis for the positive impact and existing problems with regard to planted forests, and then came up with policy recommendations for promoting sustainable management of planted forests, mainly including: 1) to accelerate planted forests development and improve the quality; 2) to strengthen the protection and management, and quicken the development of planted forests; 3) to enhance the scientific planning for planted forests; 4) to reinforce the management for forests harvesting so as to promote the reasonable utilization of planted forests; 5) to perfect the management system for planted forest resources and improve the managerial capacity; 6) to complete related laws and regulations and improve the policy guarantee system; 7) to reinforce the forest tenure reform and establish a sound planted forest land transference system. Evaluation on the development degree of China's seven pilot carbon markets

China is preparing to establish a nationwide carbon market in 2017, and in order to facilitate this goal, seven pilot carbon markets have been under study for the past few years. This paper summarizes the operation experience and challenges of the seven pilot carbon markets in China.It has been widely accepted that the essence of a carbon market is to solve environmental problems through market mechanisms, with environmental benefit being the fundamental purpose, market mechanism being the key measure, and policies and regulations being an important guarantee for an orderly carbon market. Therefore, this paper constructs an evaluation index system composed of 34 detailed sub-indexes in three dimensions, such as environmental constraint force, market resource allocation ability, and supporting policies and facility completeness. Through analyzing the operation data from 2013 to 2016, the weights of the sub-indexes are obtained. In addition, the study obtains experts' opinions from over 10 carbon permits exchanges, consultancy firms and research institutions in China, and conducts a comprehensive evaluation on the development degree of the seven pilot carbon markets. Results show that the pilot carbon markets that include private SMEs as the covered entities for emissions control present relatively higher environmental constraint force. But too many covered entities could increase the difficulty of market performance management, while the pilots that include high energy-consuming state-owned enterprises as the entities for emissions control demonstrate a phenomenon of "high market compliance rate with low trading volume". The resource allocation capability of China's carbon market has not been effectively brought into play, and low degree of market participation has become an important constraint factor for market development. Due to the lack of laws and regulations at the national macro-level, the legally binding force of the pilot markets construction is obviously insufficient, and the supporting policies are lacking foresights.Generally, the development of China's pilot carbon markets is still in such a fragmented state as in the aspects of environment, market and policy development, and the market operation has not yet achieved the purpose of solving environmental problems through market mechanisms.Accordingly, policy recommendations pointed out by this study are that tightening the allowance of free quota and progressively increasing the auction proportion, improving legal construction,increasing the services and products of carbon finance and standardizing the order of market transactions, enhancing capacity building of local governments and promoting the participation willingness and capability of emissions control entities, will be necessary. 展开更多

It is essential to study it by the component analysis method from the view of system science. The urban developmental sustainability is one of focuses that people has paid more attention to, however, little common understanding how to measure and evaluate the sustainability has been gotten. In this paper, a framework is designed to evaluate the developmental sustainability of Suihua City, Heilongiiang Province in China from the aspects of economy, society, population, resources and environment. We adopt the Principal Components Analysis (PCA) to decrease dimensions and simplify the original indexes into 12 indexes. Also, the hierarchy and comprehensive multiple-criterion evaluative methods are employed to assess the sustainable development system in Suihua City. Then, the weights of indexes are attained by Analytic Hierarchy Process (AHP) method. Furthermore, urban comprehensive development level, developmental sustainability, coordinate degree are calculated and analyzed. By analyzing, we know the fluctuation of development level of subsystem, especially resources and environment subsystem, is acute. The comprehensive development level of sustainable development system in Suihua has been on the rise since 1999. That results from the effect of traditional economic development mode with high energy-consumed being decreased in the city after 1999. At the same time, it is obvious that there was an instability of development level in Suihua City during 1990-2002, the status'trend was more harmonious in 1999-2002. with a turn in 1998, and the development could be sustainable, 展开更多

现阶段堰塞坝开发利用工程设计建设大多沿用传统土石坝相关技术理论,应急抢险、风险分析及开发利用可行性分析完成后,缺少针对堰塞坝开发利用效果的定量评价方法。通过分析社会及生态、供水灌溉、发电功能及投资回报等堰塞坝开发利用需... 现阶段堰塞坝开发利用工程设计建设大多沿用传统土石坝相关技术理论,应急抢险、风险分析及开发利用可行性分析完成后,缺少针对堰塞坝开发利用效果的定量评价方法。通过分析社会及生态、供水灌溉、发电功能及投资回报等堰塞坝开发利用需求,建立堰塞坝开发利用综合评价指标体系和多级模糊综合评价模型,引入云模型改进的层次分析法确定各指标权重,结合构建的隶属度函数确定各指标隶属度,并以红石岩、唐家山、白格、舟曲泥石流堰塞坝为典型案例,综合评价国内典型堰塞坝开发利用效果。结果表明:堰塞坝开发利用综合评价体系满足需求效果及收益最大化的评价要求,改进的多级模糊综合评价模型较好地解决了评价指标随机性、离散性等问题;综合评价结果与工程实际情况基本相符,评价体系及模型具有较好的适用性。研究成果可为堰塞坝开发利用综合评价提供理论参考和实践依据。 展开更多

Taking the pilgrimage,tourism and cultural island of Meizhou Island as an example,the evaluation index system of the coupling and coordinated development of“Mazu culture,socio-economy,eco-environment”(MSE)compound system was constructed.The index weights were determined by AHP-entropy method,and the coupling degree,coordinated degree,comprehensive evaluation index and grey correlation degree of MSE system of Mazu Island from 2012 to 2022 were measure.The results showed that:(1)the comprehensive evaluation indexes of the three subsystems was on the rise in general,but the evaluation index of the ecological subsystems increased relatively slowly.(2)The coupling degree was only in the running-in stage in 2012,and the other years were in the coordinated coupling stage.(3)The coupling coordination degree increased from 0.35 in 2012 to 0.82 in 2022,the coupling coordination level was changed from mild imbalance to good coordination.(4)Through the comparison of grey correlation degree,the 24 indexes in the evaluation index system had great influence on the coupling coordination degree of MSE system.The coupling coordination degree was closely related to the development of socio-economy and the spread of Mazu culture.With the rapid development of tourism brought about by the spread of Mazu culture,the pressure on the ecological environment will be increasing.Compared with the rapid growth of tourism and economy,it is equally important to strengthen environmental protection and pay attention to the quality of ecological environment development. 展开更多

新质生产力与数字经济高质量发展的耦合协调度研究——基于我国30个省(区、市)的面板数据

利用2012—2022年我国30个省(区、市)的面板数据,采用熵值法和线性加权法对新质生产力和数字经济高质量发展的综合评价指数进行测算。在此基础上,利用耦合协调度模型研究新质生产力与数字经济高质量发展的耦合协调水平。研究结果显示:... 利用2012—2022年我国30个省(区、市)的面板数据,采用熵值法和线性加权法对新质生产力和数字经济高质量发展的综合评价指数进行测算。在此基础上,利用耦合协调度模型研究新质生产力与数字经济高质量发展的耦合协调水平。研究结果显示:我国新质生产力与数字经济高质量发展的耦合协调度大致呈逐年递增的趋势;两者的耦合协调度从高到低依次为东部地区、中部地区、西部地区、东北地区;按耦合协调类型划分,东部地区已处于初级协调水平,中部地区处于勉强协调水平且基本上代表全国平均水平,西部地区和东北地区仍处于轻度失调水平;共有6个省份的耦合协调水平较高,11个省份的耦合协调水平较低,13个省份的耦合协调水平处于中间位置。基于研究结论,提出如下对策:坚持创新驱动发展战略,完善科技创新体系;深入实施区域协调发展战略,积极发挥政府职能;加大新型基础设施建设投入力度,健全创新人才培养机制。 展开更多

绿色转型与经济发展的耦合协调度分析——基于我国31个省(自治区、直辖市)面板数据的实证分析 被引量:1

中国式现代化是人与自然和谐共生的现代化,协同推进绿色转型与经济发展是实现高质量发展的必然要求。选取2011—2021年全国及31个省(自治区、直辖市)的面板数据,构建综合评价指标体系和耦合协调度模型,并测算各地区耦合协调度的莫兰指... 中国式现代化是人与自然和谐共生的现代化,协同推进绿色转型与经济发展是实现高质量发展的必然要求。选取2011—2021年全国及31个省(自治区、直辖市)的面板数据,构建综合评价指标体系和耦合协调度模型,并测算各地区耦合协调度的莫兰指数。研究发现:全国绿色转型与经济发展指数总体呈大幅上升趋势,2021年分别达到0.840、0.809,较2011年分别上涨715.5%、235.7%。耦合协调度仅在2011年表现为轻度协调,2021年达到优质协调,说明绿色转型与经济发展之间不是“零和博弈”,必须协同推进、坚定不移地走绿色经济发展道路。各地区绿色转型与经济发展存在异质性,失调成因存在显著差异,广东省等7个省(自治区、直辖市)绿色转型与经济发展水平均高于全国平均水平,在绿色转型与经济发展的道路上起到带头作用,黑龙江省等8个省份绿色转型与经济发展水平均低于全国平均水平,原因在于这些地区对传统化石能源依赖程度较高,产业转型压力较大。地区间耦合协调度存在空间溢出效应,15个省(自治区、直辖市)与周边地区存在显著正向相关关系,表现出“辐射”效应,北京等3个省(自治区、直辖市)与周边地区存在负相关,出现“虹吸”效应,这导致京津冀区域耦合协调度差距拉大。为进一步提升我国及各省(自治区、直辖市)绿色转型与经济发展的耦合协调度,提出坚定绿色发展道路,强化绿色转型与经济发展协同推进顶层设计、建立科学合理的绿色高质量发展体制机制、抢抓机会,转化“虹吸”效应为“辐射”效应、攻关能源技术,助力重化工业地区加速能源体系转型的政策建议。 展开更多

【目的】综合植被‐土壤属性,构建适用于评价高寒草甸退化的指标体系及分级标准,以期为高寒草甸生态恢复提供基础数据和理论支撑。【方法】以若尔盖花湖周边高寒草甸为对象,综合文献、标准和主成分分析法构建植被‐土壤综合评价指标体... 【目的】综合植被‐土壤属性,构建适用于评价高寒草甸退化的指标体系及分级标准,以期为高寒草甸生态恢复提供基础数据和理论支撑。【方法】以若尔盖花湖周边高寒草甸为对象,综合文献、标准和主成分分析法构建植被‐土壤综合评价指标体系。利用熵权法、主成分分析法和综合指数法获取草甸质量指数,基于系统聚类和自然断点法划分的草甸质量等级及样地的植被-土壤属性,确定草甸退化程度。【结果】基于最小数据集的高寒草甸退化综合评价指标体系共有8个指标,包括植被盖度、地上生物量、可食性植物生物量、容重、有机质、速效钾、β‐1,4‐葡萄糖苷酶和脲酶。其中,土壤有机质、可食性植物生物量和β‐1,4‐葡萄糖苷酶综合权重分别为0.232、0.215和0.206,对草甸质量的影响大于其余指标。根据评价指标计算的草甸质量指数(MQI)为0.142~0.713,基于该指数可将草甸质量划分为4个等级,分别为未退化草甸(MQI≥0.36)、轻度退化草甸(0.28≤MQI<0.36)、中度退化草甸(0.20≤MQI<0.28)和重度退化草甸(MQI<0.20),最后拟定高寒草甸退化综合评价指标体系及其分级标准。研究区高寒草甸以轻、中度退化为主,其退化面积占比约71.34%。【结论】构建的高寒草甸退化评价体系合理且可操作性较强,能为小区域高寒草甸进行定量的植被-土壤系统退化监测和评价提供技术参考。 展开更多

A total of 18 cities and counties in Hainan from 2012 to 2015 were selected as the basic research units to construct an index system for evaluating the ability of sustainable development that includes four guidelines of economic development capacity, population development capacity, social support capacity, and resource utilization and environmental protection capacity. The improved entropy method was used to determine the weight, the Technique for Order of Preference by Similarity to Ideal Solution(TDPSIS) was used to calculate the capacity for sustainable development of the cities and counties and sort these cities and counties, and Arcgis10.2 was used to draw the provincewide distribution of the four guidelines. Thereupon, the author reached following conclusions: there was no big regional difference in the sustainable development capacity of cities and counties in Hainan, and they were basically in a general state of intermediate stage in the past four years; Haikou City and Sanya City, as the key cities, had a higher ability of sustainable development and had shown a remarkable capacity to drive the sustainable development of surrounding areas; according to the development level, the four guidelines were in the following order: resource utilization and environmental protection capacity, population development capacity, social support capacity, and economic development capacity. 展开更多

深化农旅融合是推动乡村振兴的重要途径,是农业农村发展大势所趋,也是城市消费需求的热点所在。本文以酒泉市瓜州县为例,综合分析了瓜州县花卉制种产业农旅融合发展内外部环境,构建农旅融合度评价指标体系。通过专家咨询和问卷调查的方... 深化农旅融合是推动乡村振兴的重要途径,是农业农村发展大势所趋,也是城市消费需求的热点所在。本文以酒泉市瓜州县为例,综合分析了瓜州县花卉制种产业农旅融合发展内外部环境,构建农旅融合度评价指标体系。通过专家咨询和问卷调查的方法收集原始数据,应用层次-模糊综合模型对瓜州花卉制种产业农旅融合度开展了系统性评估。研究发现,不同影响指标对评价目标的影响程度存在差异,对评价结果影响较大指标依次为:农旅产品质量>农旅产品类别丰富程度>交通便利程度>基础设施完善度>企业参与程度>农村居民就业机会增长率>乡村环境质量>宣传力度>旅游区规模,这些指标是影响瓜州县花卉制种产业农旅发展水平的主要因素,在产业发展过程中应该重点关注。模糊综合评价得出瓜州县花卉制种产业的农旅融合度处于“良好”水平,经济效益、产品服务和社会效益发展评价较好,需要不断地保持和完善;资金条件、人才条件、区位条件的发展相对薄弱,是推动产业升级,构建新发展格局的突破点。评估结果为该产业后续的发展规划提供了理论依据。 展开更多
