The conditions for the positive operation of water conservancy projects are described in this paper. A scientific and effective evaluation index system was established based on frequency analysis, theoretical analysis, and expert consultation. This evaluation index system can be divided into six first-level indices: the degree to which facilities are intact and functionality standards are reached, the status of operation and management funds, the rationality and degree of advancement of the management team structure, the adaptability and rationality of the water conservancy project management system, the degree of automatization and informationization of the management techniques, and the conduciveness of the exterior environment. The weights for evaluation indices were obtained through the analytic hierarchy process method with consideration of the difference between public welfare and profit-oriented water conservancy projects. This study provides a scientific method for evaluating the positive operation of water conservancy projects. 展开更多

With the ever-increased installed capacity of renewable energy generation units in a power system,the so-called shared energy storage(SES),a novel business model under the umbrella of the shared economy principle,has the potential to play an essential role in the accommodation of renewable energy generation.However,unified evaluation standards and methods,which can help decision-makers analyze the performance of the SES market,are still not available.In this paper,an evaluation index system of the SES market is designed based on the trading rules of China’s Qinghai province and the structure-conduct-performance(SCP)analytical model.Moreover,the definition and characteristics of the indices,which can show the performance of the SES market from different perspectives,are given.Furthermore,the ideal cases are presented as the evaluation benchmark based on the development expectation of the SES market,and the analytic hierarchy process(AHP)and the technique for order preference by similarity to an ideal solution(TOPSIS)are applied to evaluate the SES market comprehensively.Finally,a case study based on actual data of the SES trading pilot project in Qinghai shows that the evaluation index system can reflect the operation status,existing problems and influencing factors of the SES market. 展开更多

Popular science tourism is a new tourism mode, and geopark scenic area is an important carrier of popular science tourism. It is the premise and foundation for the popular science tourism development of geoparks to establish a scientific evaluation index system and evaluation model. On the basis of analyzing relevant evaluation models, this paper explored the evaluation system and model of geopark popular science tourism in following steps. First, establish the index system. Based on the theory method, frequency method, and expert consultation method, this paper established the popular science tourism evaluation index system of geopark scenic area. The evaluation index system includes 3 primary indexes, 8 secondary indexes and 30 tertiary indexes. Second, define index weight and scoring standards. Index weights were defined using Analytic Hierarchy Process(AHP), the measuring method of each index and the scoring standards were specified. Third, evaluation model and grade. The evaluation model of popular science tourism development was constructed, and the evaluation results were classified into 4 grades. Fourth, empirical study. The evaluation model was applied to measure and investigate popular science tourism of Henan Yuntain Mountain World Geopark, and the final score was 7.619, indicating a higher evaluation grade of popular science tourism of the park. 展开更多

Methods: A total of 17 nursing experts were consulted for two rounds, and the reliability and weight of the constructed evaluation index system for the innovativeness of nursing papers were determined. Results: An evaluation system for the innovativeness of nursing papers was constructed, including 3 primary indexes, 8 secondary indexes, 14 tertiary indexes, and 8 quaternary indexes. The 3 primary indexes with their weights were new argument (0.547), new evidence (0.345), and new conclusion (0.109). Conclusions: The representativeness, the enthusiasm for the study, the degree of authority, the degree of coordination, and the convergence of the experts were high: therefore, an evaluation index system for the innovativeness of nursing papers based on the Delphi method can comprehensively and scientifically evaluate the innovativeness of nursing papers. 展开更多

Methods: After the research team has determined the theme, it will consult the development of A) specialist nursing through the library, Internet and electronic literature database;B) the history of the development of specialist nurses in diabetes and other fields;C) the selection criteria of specialist nurses;D) the training of specialist nurses system, assessment method;E) Specialist nurse certification body, evaluation standards and certification standards and other related documents, literature, books and report materials. The author established the preliminary index system through literature review, specialist interview and group discussion and used Delphi method to organize three rounds of 30 experts’ consultations. Results: A first certification evaluation index system including 8 fundamental indicators, 5 first-level indicators, 19 second-level indicators and 99 third-level indicators was constructed for diabetes nurses. Conclusion: The results of three rounds of expert consultation and demonstration are reliable, and the constructed index system is suitable for comprehensive evaluation of diabetes specialist nurses, which provides a basis for the effective management of nursing resources. 展开更多

In order to further improve the utility of unmanned aerial vehicle(UAV)remote-sensing for quickly and accurately monitoring the growth of winter wheat under film mulching, this study examined the treatments of ridge mulching,ridge–furrow full mulching, and flat cropping full mulching in winter wheat.Based on the fuzzy comprehensive evaluation (FCE) method, four agronomic parameters (leaf area index, above-ground biomass, plant height, and leaf chlorophyll content) were used to calculate the comprehensive growth evaluation index (CGEI) of the winter wheat, and 14 visible and near-infrared spectral indices were calculated using spectral purification technology to process the remote-sensing image data of winter wheat obtained by multispectral UAV.Four machine learning algorithms, partial least squares, support vector machines, random forests, and artificial neural network networks(ANN), were used to build the winter wheat growth monitoring model under film mulching, and accuracy evaluation and mapping of the spatial and temporal distribution of winter wheat growth status were carried out.The results showed that the CGEI of winter wheat under film mulching constructed using the FCE method could objectively and comprehensively evaluate the crop growth status.The accuracy of remote-sensing inversion of the CGEI based on the ANN model was higher than for the individual agronomic parameters, with a coefficient of determination of 0.75,a root mean square error of 8.40, and a mean absolute value error of 6.53.Spectral purification could eliminate the interference of background effects caused by mulching and soil, effectively improving the accuracy of the remotesensing inversion of winter wheat under film mulching, with the best inversion effect achieved on the ridge–furrow full mulching area after spectral purification.The results of this study provide a theoretical reference for the use of UAV remote-sensing to monitor the growth status of winter wheat with film mulching. 展开更多

As the main link of ground engineering,crude oil gathering and transportation systems require huge energy consumption and complex structures.It is necessary to establish an energy efficiency evaluation system for crude oil gathering and transportation systems and identify the energy efficiency gaps.In this paper,the energy efficiency evaluation system of the crude oil gathering and transportation system in an oilfield in western China is established.Combined with the big data analysis method,the GA-BP neural network is used to establish the energy efficiency index prediction model for crude oil gathering and transportation systems.The comprehensive energy consumption,gas consumption,power consumption,energy utilization rate,heat utilization rate,and power utilization rate of crude oil gathering and transportation systems are predicted.Considering the efficiency and unit consumption index of the crude oil gathering and transportation system,the energy efficiency evaluation system of the crude oil gathering and transportation system is established based on a game theory combined weighting method and TOPSIS evaluation method,and the subjective weight is determined by the triangular fuzzy analytic hierarchy process.The entropy weight method determines the objective weight,and the combined weight of game theory combines subjectivity with objectivity to comprehensively evaluate the comprehensive energy efficiency of crude oil gathering and transportation systems and their subsystems.Finally,the weak links in energy utilization are identified,and energy conservation and consumption reduction are improved.The above research provides technical support for the green,efficient and intelligent development of crude oil gathering and transportation systems. 展开更多

Traditional evaluation methods mainly adopted individual indicator as a method which cannot fully reflect the affecting factors of the groundwater exploitation potential in a scientific way. The idea that the spatial distribution and dynamic change of groundwater is not only affected by socio-economic development and exploitation technology but also influenced by its regulation is coincided with the niche theory. This paper has preliminarily applied the niche theory to groundwater exploitation potential analysis, and proposed the concept of groundwater niche as well as its related definition, connotation and calculation formula. Meanwhile, by taking the Hebei Plain as an example, the article has made an evaluation of groundwater exploitation potentiality and a contrast with the results of the traditional evaluation methods on the construction of groundwater niche index system, and then verified the feasibility and rationality of this index system. It turns out that, it is truly comprehensive, scientific and rational to make groundwater niche calculation and exploitation potential analysis by using the evaluation index system. Niche theory has provided a new and fundamental attempt for the analysis and competition strategy for the groundwater exploitation potentiality evaluation. 展开更多
